CM Yogi Orders Festive Vigilance Across UP, Unveils Mission Shakti 5.0 for Women’s Safety

Uttar Pradesh Chief Minister Yogi Adityanath has directed the state administration to ensure that upcoming festivals are celebrated with enthusiasm, joy, and above all, in a safe and peaceful environment. Chairing a high-level review meeting with top officials, the CM issued comprehensive instructions for effective festival management, strengthened law and order, women’s safety, and timely grievance redressal.

The meeting, attended by Divisional Commissioners, District Magistrates, Police Commissioners, and senior departmental officers, focused on key festivals including Diwali, Dhanteras, Deepotsav, Dev Deepawali, and Chhath Puja. The Chief Minister emphasized the importance of vigilance during these sensitive times and instructed officials to maintain constant coordination with local communities to uphold peace and order.

Mission Shakti 5.0 to Roll Out Statewide on Navratri

In a major push towards women’s empowerment, CM Yogi announced the launch of Mission Shakti 5.0, beginning September 22, coinciding with the first day of Sharadiya Navratri. The campaign will run for a month and include several district-level awareness programs.

A special highlight is a women-led bike rally scheduled for the evening of September 21 in every district, involving female police personnel. The Anti-Romeo Squad will also be more active in public places and around girls’ schools to deter miscreants.

The CM directed that women beat officers spread awareness about safety, laws, and government schemes in rural areas, while Pink Booths must remain fully operational. Women achievers under Mission Shakti will be honored at both state and district levels to encourage public recognition of female role models.

Zero Tolerance for Miscreants

Addressing the law and order situation, the CM reiterated that miscreants will be dealt with firmly. He emphasized that criminals should fear the law, and the public should have confidence in the police. Senior officials, including District Magistrates and Police Captains, were instructed to personally intervene in any untoward incident without delay.

Social media monitoring will be intensified across all districts, and strict action will be taken against those spreading misinformation, fake news, or communal rumors. CM Yogi warned that even a minor incident, if mishandled, could trigger larger conflicts. Hence, quick communication, on-ground presence, and effective crowd management are critical.

A district-level traffic plan must also be developed for each city to ensure smooth public movement during the festive period.

Cleanliness, Health, and Infrastructure to Be Prioritized

CM Yogi ordered intensified cleanliness drives across urban and rural areas during the festive season. He directed the Urban Development and Panchayati Raj Departments to ensure proper sanitation, functional drinking water arrangements, and uninterrupted power supply at temples and public places.

Hospitals must remain equipped with essential medicines, including anti-snake venom and rabies vaccines. Emergency and trauma care services should function without disruption. In flood-affected districts, the administration must ensure the timely delivery of relief kits and compensation within 24 hours in case of fatalities.

Destroyed homes in low-lying areas must be addressed by issuing residential leases in the name of female heads of households, with housing colonies to be developed accordingly. The Agriculture Department was instructed to ensure timely distribution of seeds, fertilizers, and necessary support for farmers.

Prompt Redressal of Public Grievances

The Chief Minister emphasized that complaints received through platforms such as the CM Helpline, IGRS, Sampoorna Samadhan Diwas, and those forwarded by higher authorities must be resolved promptly and to the satisfaction of the public. Officials must review issues daily and address them fairly and transparently.

Planning for Viksit Bharat–Viksit UP 2047 Underway

Looking ahead, CM Yogi spoke about long-term goals under the Viksit Bharat – Viksit Uttar Pradesh 2047 initiative. Over 300 scholars have already been deployed across districts to gather public input for development plans. The CM directed that 5 to 10 scholars in each district engage with communities to collect actionable suggestions for the state’s roadmap to progress.

The meeting concluded with the Chief Minister expressing satisfaction over the peaceful conduct of recent festivals and calling on officials to maintain that harmony and vigilance in the coming months. “Every festival must reflect the spirit of safety, unity, and progress,” he said.
