Assam Government Establishes 8th Assam Pay Commission

The Assam government has officially established the 8th Assam Pay Commission, 2026, led by retired IAS officer Subhash Chandra Das. The announcement was made on February 24, with a formal order issued by the Finance (Pay Research Unit) Department.

Alongside Das, the Secretary of the Finance (PRU) Department has been appointed as the Member Secretary of the commission. Additional members include senior secretaries from various departments such as Personnel, ARTPPG, Finance, and the Judicial Department, as well as Prof. Ratul Mahanta from Gauhati University.

Mandate of the Commission

The Commission’s primary responsibility will be to review the principles governing the remuneration and service conditions of state government employees. However, it will exclude the officers of All India Services and those drawing pay from specific technical and judicial pay scales, including positions in degree colleges, medical colleges, and polytechnics that adhere to the recommendations of previous commissions.

Objectives and Considerations

The commission is tasked with suggesting revisions to pay, benefits, and service conditions to ensure these changes are equitable, performance-driven, and financially sustainable. Several factors will be taken into account, including the historical evolution of pay structures within Assam; current national and state macroeconomic conditions; implications from development planning; revenue resources; and projections regarding fiscal impacts under different implementation scenarios. Additionally, the recommendations from the 8th Central Pay Commission will also be considered when available.

Fiscal Sustainability and Structural Reforms

The government has highlighted the importance of aligning pay structure revisions with comprehensive reforms in human resource management, technology utilization, and improved governance outcomes. As part of this initiative, there will be an emphasis on enhancing workforce productivity through the adoption of digital solutions in public service delivery. This includes integrating Human Resource Management Systems (HRMS) with financial management tools, establishing objective performance benchmarks, and implementing skills development programs.

Implementation and Timeline

The 8th Assam Pay Commission will have its headquarters located in Guwahati. It is expected to deliver its report within 18 months from its formation date unless an extension is granted by the government. This initiative aims to reflect the government’s commitment to enhancing service delivery, fiscal sustainability, and administrative efficiency.
