National Security Advisor Ajit Doval’s arrival in Beijing on August 24 marks the commencement of a two-day engagement focused on the contentious India-China boundary issue. This visit involves Special Representatives talks with Chinese Foreign Minister Wang Yi, occurring just weeks before the anticipated BRICS summit on September 12-13, where Chinese President Xi Jinping’s participation remains uncertain. Concerns related to the border and Arunachal Pradesh continue to challenge the relations between New Delhi and Beijing, strained by events such as the 2020 Galwan Valley clash and ongoing military standoffs.

Chinese Foreign Ministry spokesperson Lin Jian highlighted the significance of these discussions, mentioning that Doval and Wang will conduct extensive conversations on various subjects, including the boundary dispute and both bilateral and international matters. This meeting is the 25th round of negotiations under the established framework intended to address the intricate 3,488-km India-China border situation, serving as a critical platform for dialogue and potential resolution.

Although the Special Representatives mechanism has not resolved the underlying territorial disagreements, officials from both nations regard it as an essential instrument for addressing ongoing tensions. Lin remarked that the previous round of talks held last August successfully facilitated candid exchanges and led to several common understandings, which the upcoming discussions aim to build upon.

Expectations and Future Prospects

During his visit, Doval is expected to engage with other high-ranking Chinese officials, including Vice President Han Zheng, as confirmed by the Ministry of External Affairs. The possibility of Xi Jinping attending the BRICS summit next month remains unconfirmed; however, both sides exhibit cautious optimism regarding his participation. Should his attendance occur, it could pave the way for a meeting with Prime Minister Narendra Modi, potentially to discuss advancing bilateral relations further.

Comments from External Affairs Minister S. Jaishankar prior to the Doval-Wang meeting emphasised the importance of maintaining peace and tranquillity in border areas as fundamental for fostering positive relations with China. These remarks follow reports of increased aggressive manoeuvres by Chinese military forces in Arunachal Pradesh’s Upper Subansiri region over recent weeks, underscoring the tenuous state of safety and stability along the Line of Actual Control.

Jaishankar reflected on the significant strain in relations that occurred between 2020 and 2024, linking it directly to the border situation. The context underlines the crucial relevance of the current talks in managing existing tensions and laying the groundwork for future interactions.

Recent Developments and Diplomatic Responses

In recent remarks, Chinese Foreign Ministry spokesperson Guo Jiakun stated that the situation along the India-China border is currently “generally stable,” despite India’s concerns regarding military activities near the Arunachal Pradesh border. The Indian Ministry of External Affairs has reiterated that matters concerning border areas are of utmost seriousness. They have stressed the importance of upholding peace along the Line of Actual Control to influence the broader trajectory of bilateral ties.

Furthermore, New Delhi has rejected China’s criticism concerning its recent decision to formally designate 27 locations and geographical features within Arunachal Pradesh. Indian officials reaffirmed that the state remains an “inalienable and integral” part of India, a stance consistent with the nation’s diplomatic position since long-standing territorial claims have been a contentious issue. China’s naming of similar geographical features has been dismissed by India as “vain and preposterous,” reasserting the position that Arunachal Pradesh will always be part of its territory.

As the Doval’s discussions commence in Beijing, both nations are evidently striving to manage ongoing border tensions while recognising that the state of their relations greatly depends on the prevailing conditions along the border and prospective developments heading into the BRICS summit.
