India Withdraws Proposal to Host COP33 in 2028

India has officially retracted its proposal to host the 33rd Conference of the Parties (COP33) of the United Nations Framework Convention on Climate Change (UNFCCC) in 2028. Sources from the Environment Ministry reported that this decision was communicated to the Asia-Pacific group on April 2. The nation’s initiative to host COP33 was initially presented by Prime Minister Narendra Modi during his address at the High-Level Segment of COP28 in December 2023, held in the United Arab Emirates.

Background of the Proposal

During his address at COP28, Prime Minister Modi emphasized India’s commitment to the UN Framework for Climate Change, stating, “From this stage, I propose to host the COP33 Summit in India in 2028.” This statement underscored India’s intent to play a significant role in climate discussions on a global platform.

Political Reactions to the Withdrawal

The decision to withdraw has drawn criticism from Indian political figures. Congress leader Jairam Ramesh expressed surprise at the government’s move, highlighting that the proposal was a key focus for the Prime Minister, especially with the upcoming Lok Sabha elections in 2029. Ramesh suggested that hosting the summit could have positively impacted the political landscape.

Nationally Determined Contributions Under Review

In conjunction with the withdrawal of the COP33 proposal, the Union Cabinet recently approved India’s Nationally Determined Contribution (NDC) for the 2031 to 2035 period. This move reflects a strengthened commitment under the Paris Agreement and aims to enhance India’s climate action efforts. The NDC showcases India’s ambition towards sustainable development and climate justice.

According to an official statement, the NDC for 2031 to 2035 is aligned with the vision of “Viksit Bharat,” which aims not only at milestones set for 2047 but also emphasizes immediate actions necessary for creating a prosperous and climate-resilient India for future generations. The government’s strategies for achieving climate goals involve embedding sustainability into daily life and governance, promoting climate-resilient development paths, and ensuring an inclusive transition for all segments of society.

The official release further stated that India’s climate goals build upon previous commitments, many of which have been met ahead of deadlines, highlighting the country’s consistent efforts in climate activism. The five qualitative targets set forth aim to integrate sustainability comprehensively within Indian governance and societal frameworks.
