30+ Police Injured in Sagbari Village Over Road Project Dispute in Odisha’s Rayagada, Section 163 Imposed

The CSR Journal Magazine

The confrontation in Odisha’s Rayagada district stems from a dispute regarding a road construction project that has ignited tensions among the local villagers. On February 1, 2025, the violence erupted in Sagbari village as villagers clashed with police over the proposed road linked to potential mining activities in the Sijimali region. Officials reported over thirty police officers sustained injuries during the conflict, alongside numerous villagers who were also injured.

Details of the Clashes

The situation escalated when police units arrived at the protest site to engage with angry residents and maintain public order. The initial attempt at dialogue rapidly deteriorated as villagers allegedly began to throw stones at law enforcement. This aggressive response led to a significant escalation in hostilities, resulting in injuries on both sides. Notably, among those injured were high-ranking officials, including the Sub-Divisional Police Officer and the Inspector-in-Charge of the Kashipur police station.

Of the more than thirty police personnel affected, at least seven were reported to be in critical condition, requiring urgent medical attention at the district headquarters hospital in Rayagada. Additional officers received treatment at the Kashipur Community Health Centre. The exact number of injured villagers remains unspecified, although several were documented as receiving medical care following the altercation.

As a measure to regain control, district officials mobilised additional police forces to the area in response to the escalating violence. The presence of senior officials, including the district collector and superintendent of police, was noted as they monitored the evolving situation closely.

Community Concerns and Official Response

In light of the violent events, the district administration implemented prohibitory orders under Section 163 of the Bharatiya Nagarik Suraksha Sanhita to prevent any unlawful assemblies in the affected areas. Local authorities have stressed the importance of maintaining peace and order while addressing the community’s grievances regarding the road project. Efforts are reportedly being made to alleviate tensions, although the situation remains precarious.

Officials have communicated that the road project aligns with a government-approved mining initiative in the region. However, questions regarding its implications for local residents persist, as many continue to fear potential displacement and adverse ecological impacts. The focus remains on gradually restoring calm within the community while seeking amicable resolutions to contentious issues.

Continued Monitoring of the Situation

As the aftermath of the clashes unfolds, the district administration is dedicated to closely monitoring the situation. The presence of law enforcement in the village has been reinforced to deter further disturbances while ensuring the safety of all residents and police personnel. Dialogue efforts between local authorities and community members are anticipated in the coming days as a way to address ongoing concerns surrounding the road construction and mining activities.
