Bengal Set to Benefit from Women’s 33% Reservation Quota: PM Modi

\Prime Minister Narendra Modi addressed a rally in Cooch Behar, West Bengal, on Sunday, announcing that a 33 per cent reservation for women in the Lok Sabha and state assemblies will begin to take effect in the lead-up to the 2029 parliamentary elections. This significant announcement aims to strengthen the BJP’s positioning against the ruling Chief Minister Mamata Banerjee and her party, the Trinamool Congress (TMC).

During the rally, Modi appealed directly to the women of Bengal, invoking the state’s cultural practices of “Shakti” worship to highlight the importance of women’s empowerment. He stated that the NDA government has initiated legal measures to ensure that female representatives play a more critical role in political decision-making.

Legislative Changes and Political Implications

In his remarks, Modi emphasised the historical context of the women’s reservation law, indicating that this right has been pending for forty years. He asserted the necessity of passing legislation to allow women to benefit from this quota as soon as the next elections, urging that no further delays occur. The Prime Minister’s statements reportedly aim to resonate not just with women but also to challenge opposition parties perceived to be part of the delay.

Parliamentary Affairs Minister Kiren Rijiju mentioned a forthcoming session of Parliament focusing on key legislation, as the Budget session has been extended. This move appears to align with a proposed increase in Lok Sabha seats from 543 to 816, aimed at facilitating the implementation of the women’s reservation law enacted in 2023.

Modi requested women present at the rally to exert influence on political parties to unify support for the legislative measures that would enhance women’s representation in governance. He reiterated that this initiative transcends party lines and is a collective national effort.

Women as a Decisive Electoral Bloc in Bengal

Women voters have become an increasingly significant demographic in Bengal, constituting a considerable portion of the electorate. Data from the Election Commission indicates that out of a total electorate of 7.04 crore, approximately 3.44 crore are women, equal to nearly half of the voting population. Over recent years, the TMC has managed to consolidate this voter base through various welfare schemes, such as Lakshmir Bhandar and Kanyashree.

The BJP has recognised the importance of women voters, intensifying its campaign to appeal to this group by focusing on issues relevant to their empowerment and security. Modi’s address is seen as a strategic move to recapture support from this critical segment, particularly as this demographic has consistently participated in elections.

Furthermore, Modi highlighted the government’s achievements in programmes aimed at enhancing women’s socio-economic status. Contrasting this with opposition criticism, he positioned the BJP as the party that would deliver on women’s rights and safety, thereby offering an alternative to the current government.

Future Implications for State Politics

The assembly elections for the 294-member legislative assembly in Bengal are scheduled for April 23 and April 29, with results to be announced on May 4. As the political landscape evolves, parties will likely emphasise their proposals concerning women’s rights to garner support in a state where female voters are increasingly recognised as a determining factor.

As the campaigning continues, the BJP intends to leverage its commitment to women’s empowerment as a key message. The success of this strategy may fundamentally alter the power dynamics surrounding women’s representation and influence within state politics.
