Restaurants, hotels, and commercial kitchens in major cities like Delhi, Mumbai, and Bengaluru have been facing challenges in acquiring commercial LPG cylinders. This has compelled some establishments to curtail their operations or close temporarily, prompting government intervention through the Essential Commodities Act.

Understanding the Essential Commodities Act

The Essential Commodities Act is a legislative framework that empowers the government to oversee the production, supply, and distribution of essential goods necessary for daily living. This encompasses a broad range of items, including food products, fuels, fertilizers, and medicinal supplies. The Act grants authority to manage situations involving shortages or disruptions in the supply chain by enabling the government to control distribution, prevent hoarding, and urge companies to increase production, ensuring that essential goods are consistently accessible to consumers.

Reasons for Invoking the Law

The Ministry of Petroleum and Natural Gas has invoked the Act specifically to safeguard the LPG supply needed for households amid rising geopolitical tensions that pose risks to global energy shipments. As part of this directive, refineries and petrochemical facilities have been instructed to maximize LPG production by reallocating hydrocarbon streams like propane and butane, which are usually designated for petrochemical manufacturing. These streams will now be redirected primarily toward cooking gas production. Furthermore, it has been mandated that these hydrocarbons are supplied solely to the three leading state-owned oil marketing companies: Indian Oil Corporation, Bharat Petroleum Corporation, and Hindustan Petroleum Corporation, which collectively manage the majority of LPG distribution in the country.

Factors Contributing to LPG Supply Challenges

LPG serves as the primary cooking fuel for countless households throughout India. Guaranteeing its continuous availability is essential as any disruption could significantly impact daily life and escalate household expenses. India is largely reliant on imports to satisfy its LPG requirements, with a significant share of these imports originating from the Middle East, particularly through the Strait of Hormuz—a critical global shipping lane that is susceptible to disruptions during geopolitical crises. This dependency means that instability in West Asia can significantly trigger concerns regarding the availability of cooking gas in India.

Vulnerability of India’s LPG System

According to Manoranjan Sharma, Chief Economist at Infomerics Ratings, the government’s decision reflects a foundational vulnerability within India’s gas supply system. He noted that the reallocation of propane and butane towards LPG production indicates India’s ongoing susceptibility during geopolitical events. The reliance on imported LPG underscores the need for enhanced energy security measures. Although this step prioritizes household consumption and addresses the immediate cooking fuel demands, it may inadvertently restrict availability for sectors that depend on these hydrocarbons for industrial and petrochemical uses, which could lead to increased costs or force companies to seek pricier alternatives.
