The petitioner has claimed that the OMR answer sheet displayed by the NTA is not the one he filled during the examination and has sought production and preservation of his original physical OMR sheet for independent verification. The matter is expected to be heard by the Delhi High Court on Friday.

Candidate Alleges Score Changed Three Times

According to the petition, the student appeared for the NEET-UG examination on June 21 and, after comparing his responses with the provisional and final answer keys, estimated that he should score around 620 marks.

The plea states that when results were declared on July 16, the NTA portal initially displayed a score of 650 marks. After logging out and signing in again, the score allegedly changed to 500 marks before dropping further to 135 marks the following day.

The petition claims that the NTA has not provided any explanation for the successive changes in the displayed score.

Student Disputes OMR Sheet

Represented by Advocate Vineet Jindal, the petitioner said he submitted multiple emails to the NTA and also filed an application under the Right to Information (RTI) Act seeking records related to his evaluation and his original OMR sheet.

The petition states that the student later visited the NTA office in New Delhi on July 20, where officials showed him an OMR sheet on a computer screen and identified it as his answer sheet.

However, the student disputed its authenticity, claiming it was not the OMR sheet he had filled during the examination. According to the plea, officials informed him that it was the only OMR sheet available in the agency’s records and that the same document would be produced before the court. The sheet was later emailed to him, which he continues to contest.

Plea Seeks Independent Verification

The petition also points to an alleged discrepancy in a calculation sheet provided by the NTA, which reportedly mentions the examination date as July 21, 2026, instead of June 21, 2026.

According to the petitioner, the error raises concerns about the accuracy and reliability of the agency’s records.

The plea clarifies that the student is not seeking re-evaluation of his answers. Instead, it requests the court to direct the NTA to produce and preserve the original physical OMR sheet, along with related electronic records, including server logs, scanning logs, audit trails and metadata.

The petitioner has also sought the appointment of an independent expert, forensic laboratory or court commissioner to examine the original OMR sheet and related records. In addition, the plea requests permission for the student to participate in the ongoing NEET-UG 2026 counselling process while the matter is being examined.

Some Immediate Steps That Can Help Rebuild Public Trust

We do not claim that these are the only or the best solutions. The Government may have far better ideas and more effective mechanisms to strengthen India’s education system. Our intention is simply to encourage constructive dialogue. The suggestions below are possible options that could be considered to restore public confidence, improve transparency, and reinforce the integrity of India’s examination system.

1. Create a National Education Crisis Dialogue Committee

Within 48 hours, establish an official committee including student representatives, education experts, retired judges, parents and government officials. Every meeting should be publicly documented.

2. Release a Time-Bound Reform Roadmap

Announce measurable deadlines for examination security, technology upgrades, anti-paper leak mechanisms, and accountability measures. Every milestone should be available for public scrutiny.

3. Independent Investigation

Any allegations of paper leaks or examination malpractice should be investigated independently, with findings released transparently. Accountability should extend to every level where negligence or wrongdoing is established.

4. Student Mental Health Mission

Thousands of students experience enormous psychological pressure during competitive examinations. A nationwide counselling and crisis-support programme should accompany educational reforms.

5. National Education Accountability Law

Introduce stronger legal provisions with swift investigation and prosecution for organised examination fraud, while protecting honest students from prolonged uncertainty.

This Is Bigger Than Politics

This should never become a battle between the government and students. It should become a partnership to rebuild trust. Today’s students are tomorrow’s doctors, engineers, scientists, civil servants, entrepreneurs and soldiers. If they begin believing that the system is deaf to their concerns, the damage will last for generations.

Our Appeal

At The CSR Journal, we appeal to the Government of India, all political parties, educational institutions and protest organisers:

Lower the volume.

Raise the dialogue.

Do not allow this issue to become another political spectacle.

The youth gathered at Jantar Mantar are not India’s enemies. They are part of India’s future. Their concerns deserve to be heard with seriousness, just as protests must remain peaceful and within the framework of law. History remembers governments that solved crises—not governments that simply survived them. The real victory today will not belong to any political party. It will belong to every Indian student who walks into an examination hall believing that honesty, hard work and merit still matter.

The government is under no obligation to accept every demand. However, in a democracy, it should at least open an official channel of communication and explain its roadmap—with clear timelines—for strengthening India’s education system, preventing paper leaks and restoring public confidence in examinations. If this were a matter of national security or defence, secrecy would be understandable. This is education—an issue that directly affects ordinary citizens, millions of students and every family that dreams of a better future through learning.

Across India, poor and middle-class parents mortgage their homes, sell their jewellery and take loans far beyond their means so their children can study. When examinations are repeatedly compromised by paper leaks and years of hard work are wiped out overnight, it is not just an exam that is lost—it is a family’s hope. Repeated paper leaks are no longer isolated administrative failures. They have become a serious public issue that demands transparency, accountability and urgent reform.

The CSR Journal respectfully but firmly urges the Government of India: please do not allow this issue to become more critical than it already is. Democracy is strengthened through dialogue, not silence. The government does not have to agree with every demand. But it must be willing to listen, Open an official channel of communication, Present a time-bound roadmap, Tell the nation how you intend to secure examinations and rebuild trust in the education system because when governments stop talking on issues that affect ordinary people, it is not just protests that grow—it is public distrust and in any democracy, growing distrust is far more difficult to repair than any policy failure.

There is still time. Start the conversation. Dialogue strengthens democracy, while silence only widens the distance between governments and the people they serve.

अमेरिका (US) सरकार ने विदेशी छात्रों के लिए वीजा नियमों में बड़ा बदलाव करते हुए दशकों पुरानी ‘ड्यूरेशन ऑफ स्टेटस’ (Duration of Status) व्यवस्था को पूरी तरह खत्म कर दिया है। अमेरिकी गृह सुरक्षा विभाग (DHS) द्वारा जारी किए गए इस नए नियम के तहत अब F-1 स्टूडेंट वीजा और J-1 एक्सचेंज विजिटर वीजा धारकों को अमेरिका में रहने के लिए अधिकतम चार साल की ही निश्चित समय सीमा मिलेगी।

नई व्यवस्था के तहत चार साल तक ही मिलेगा वीजा

अमेरिका ने हाल ही में विदेशी छात्रों के लिए वीजा नियमों में महत्वपूर्ण बदलाव किए हैं। अब ‘ड्यूरेशन ऑफ स्टेटस’ प्रणाली को समाप्त कर दिया गया है, जिसके तहत छात्र अनिश्चितकाल तक अमेरिका में रह सकते थे। नए नियमों के अनुसार, छात्र अब अधिकतम चार वर्ष तक ही अमेरिका में रहने के लिए मंजूरी प्राप्त कर सकेंगे। इसके लिए उन्हें USCIS से प्रस्तावित एक्सटेंशन के लिए आवेदन करना होगा। इस निर्णय के पीछे अमेरिका के ट्रंप प्रशासन का मानना है कि इससे वीजा प्रणाली में पारदर्शिता बढ़ेगी और राष्ट्रीय सुरक्षा को भी मजबूती मिलेगी।

अतिरिक्त समय के लिए करना होगा आवेदन

नए नियमों के अंतर्गत F (स्टूडेंट), J (एक्सचेंज विजिटर) और I (विदेशी मीडिया प्रतिनिधि) श्रेणी के वीजाधारकों को अब निश्चित अवधि के तहत रहना होगा। अगर किसी छात्र को अपनी पढ़ाई पूरी करने के लिए अतिरिक्त समय चाहिए, तो उसे US नागरिकता एवं आव्रजन सेवा (USCIS) से ‘Extension of Stay’ (EOS) के लिए आवेदन करना पड़ेगा। इस प्रक्रिया में बायोमेट्रिक जांच और बैकग्राउंड वेरिफिकेशन भी शामिल हैं, जिससे वीजा दुरुपयोग को रोकने में मदद मिलेगी।

ग्रेस पीरियड में कटौती

एक और महत्वपूर्ण बदलाव यह है कि अब पढ़ाई पूरी करने के बाद अमेरिका छोड़ने या वीजा श्रेणी बदलने के लिए मिलने वाला ग्रेस पीरियड 60 दिनों से घटाकर 30 दिन कर दिया गया है। इस तरह का कदम छात्रों को उनके अध्ययन कार्यक्रम के दौरान सही समय पर निर्णय लेने के लिए प्रेरित करेगा।

नए वीजा नियम- निश्चित समय सीमा

पहले छात्र जब तक पढ़ाई करते थे, तब तक उनका वीजा वैध रहता था (अनिश्चितकाल व्यवस्था)। अब कोर्स की अवधि जो भी हो, वीजा की अधिकतम सीमा 4 साल तय कर दी गई है।

कोर्स बदलने पर कड़े नियम

ग्रेजुएशन और पोस्ट-ग्रेजुएशन स्तर के छात्र अब अपनी मर्जी से आसानी से कॉलेज या अपना मुख्य विषय (Major/Educational Objectives) नहीं बदल सकेंगे। ऐसा करने के लिए उन्हें सरकार से विशेष अनुमति लेनी होगी। जो छात्र पहले से अमेरिका में हैं, उन्हें भी इस नियम के दायरे में लाया जाएगा। नियम लागू होने की तारीख से उन्हें अधिकतम 4 साल का समय मिलेगा, जिसके बाद उन्हें भी एक्सटेंशन के लिए आवेदन करना होगा।

बदलाव का मुख्य कारण

अमेरिकी सरकार का कहना है कि 1978 से चल रही पुरानी व्यवस्था का कई लोग गलत इस्तेमाल कर रहे थे और बार-बार नए कोर्स में दाखिला लेकर लंबे समय तक अमेरिका में अवैध रूप से बने रहते थे। इस नए कदम का उद्देश्य इमिग्रेशन सिस्टम को बेहतर बनाना, वीजा धोखाधड़ी को रोकना और राष्ट्रीय सुरक्षा को मजबूत करना है।

DHS का बयान

अमेरिकी गृह सुरक्षा विभाग (DHS) के सचिव मार्कवेन मुलिन ने बताया कि लगभग पांच दशक पुरानी ड्यूरेशन ऑफ स्टेटस व्यवस्था के कारण कई विदेशी छात्र लंबे समय तक अमेरिका में रह रहे थे। नए नियमों के लागू होने से सरकार की निगरानी बढ़ेगी, जो यह सुनिश्चित करेगी कि छात्र केवल अध्ययन के लिए अमेरिका में आएं और अपने मूल देश वापस लौटें।

नए नियम कब से लागू होंगे?

यह नया नियम फेडरल रजिस्टर में प्रकाशित होने के 60 दिन बाद लागू होगा। वर्तमान में ड्यूरेशन ऑफ स्टेटस व्यवस्था के तहत अमेरिका में रह रहे विदेशी छात्रों को भी स्वतः नई नियमों का पालन करना होगा। नई व्यवस्था के तहत, उनके प्रवास की अधिकतम सीमा चार वर्ष होगी।

भारतीय छात्रों पर प्रभाव

अमेरिका में पढ़ने वाले अंतरराष्ट्रीय छात्रों में भारतीय छात्रों की संख्या (करीब 3.3 लाख से अधिक) सबसे ज्यादा है। ऐसे में इस कड़े नियम का सबसे बड़ा झटका भारतीय छात्रों को लगेगा, खासकर उन्हें जो लंबी अवधि के शोध (Research) या पीएचडी (PhD) प्रोग्राम कर रहे हैं। इसके अलावा पढ़ाई के बाद काम ढूंढने (OPT/STEM OPT) के लिए मिलने वाले समय में भी अनिश्चितता बढ़ जाएगी।

Family Support and Motivation

The aspiration to enter the medical field has been a family dream. Gaurav’s elder sister, Anuja, previously prepared for NEET at ALLEN Kota and is currently pursuing an MBBS at ESIC Medical College, Alwar. Observing her success greatly influenced Gaurav and solidified his ambition to also wear the doctor’s coat.

<h4“Her hard work and discipline consistently motivated me, and I was inspired to follow in her footsteps,” he stated. His mother, Seema Devi, also played a crucial role in his education. She relocated to Kota with both children during their preparation to provide unwavering emotional support, allowing them to focus entirely on their studies.

Rigorous Study Approach

For seven years, Gaurav attended classes at ALLEN Career Institute, complementing his coaching with a rigorous personal study regime. This focused approach allowed him to strengthen his foundational concepts effectively.

Gaurav believes that his most significant learning occurred after mock tests, where he analysed his mistakes diligently. “I think that learning from errors post-exam and rectifying them is the key to success,” he remarked. This habit of reviewing mistakes became one of his most effective strategies during his preparation period.

Instead of merely checking scores, Gaurav focused on understanding where he could improve, which contributed positively to his overall performance in the examinations.

Maintaining Balance and Discipline

Similar to many teenagers, Gaurav used a smartphone. However, he was adamant that maintaining discipline was essential for success. “I did use a smartphone, but I never misused it,” he noted. He also recognised the need to avoid burnout, often unwinding through cricket before returning to his studies, which helped him maintain mental clarity.

Reflecting on his journey, Gaurav attributes his achievements to consistency rather than brilliance. He followed the guidance of his teachers, engaged in regular revision, and improved continually after each assessment. “I simply relied on what the faculty instructed us,” he stated. His experience illustrates that achieving top ranks often involves the repetition of routine, dedication, and resilience.

In sharing the top score with Panshul Bansal from Haryana, Aryan was awarded the top rank based on the National Testing Agency’s (NTA) tie-breaking procedures. His family background in medicine has further reinforced his commitment to the field, as both his father, Dr Sachin Gupta, and mother, Dr Reena Gupta, are established doctors.

Aryan’s elder brother is currently studying for his MBBS, having achieved All India Rank 54 in the previous NEET examination. The familial ties to the medical profession have instilled in Aryan a lifelong passion for healthcare.

Aryan’s Study Routine and Aspirations

In a statement following the announcement of the results, Aryan emphasised the intense dedication required for his NEET preparation. He recounted studying for approximately 16 to 17 hours daily, often sacrificing sleep for his studies. Despite the overwhelming nature of his achievement, he expressed satisfaction in seeing the fruits of his hard work.

His aspiration to become an oncologist stems from a personal tragedy; Aryan lost his grandmother to stage 4 cancer when he was in Class 3. This event motivated him to specialise in oncology and contribute to combating the disease. He reflected on the helplessness felt by his family at that time, vowing to make a difference in the future by pursuing a career focused on treating cancer.

Despite being ranked first, Aryan considers this achievement merely the beginning of his medical journey. He views the accomplishment as a stepping stone towards entering medical college and ultimately realising his goal of developing expertise in cancer treatment.

Advice for Future Aspirants and Competitive Examination Journey

Aryan offered guidance for future candidates preparing for the NEET exam, encouraging them to trust their educators and maintain a consistent study schedule. He advised aspiring students to employ diligent work habits and discipline, which were crucial for his success during preparation.

His journey into competitive examinations commenced earlier than many others, as he began his preparations in Class 6 following success in a scholarship examination in 2019. Aryan believes this early start laid a fundamental groundwork for his NEET endeavours.

According to data published by the NTA, 11.21 lakh candidates successfully qualified for the NEET UG 2026 examination. Among the participants, 19 candidates achieved scores surpassing 700, while 138 candidates earned marks exceeding 690. Aryan’s final score of 715 positioned him firmly at the top of the national merit list.

Screening Test To Select Majority Of Candidates

The coaching programme will run from August 24, 2026, until May 2027 and will have an intake of 150 candidates.

Of the total seats, 100 candidates will be selected through an online screening test.

The remaining 50 seats have been reserved for candidates who have already qualified for the UPSC Civil Services Examination Preliminary stage.

Such candidates will be admitted directly without appearing for the screening test, provided they satisfy the prescribed eligibility criteria.

Selected Candidates To Receive Stipend And Book Grant

According to the notification, selected candidates will receive a monthly stipend of Rs 5,000, subject to attendance requirements.

They will also be provided with a one-time book grant of Rs 5,000, access to the study circle library and guidance from experienced faculty members.

The coaching programme will include regular subject-wise tests, performance assessments and feedback sessions to prepare candidates for both the UPSC Preliminary and Main examinations.

Eligibility Criteria For Applicants

Applicants must hold a graduate degree from a recognised university and meet the eligibility requirements for the UPSC Civil Services Examination 2027.

The annual family income should not exceed Rs 1.5 lakh for applicants from rural areas and Rs 2 lakh for those from urban areas.

Candidates must also be unemployed, should not be enrolled in any other course and must not have previously availed themselves of a similar government-sponsored coaching programme.

The panel, chaired by Samajwadi Party leader Ram Gopal Yadav, will become the third parliamentary committee to review issues linked to the NEET controversy after other panels summoned senior government officials and representatives of regulatory and investigative agencies over the alleged question paper leak.

Parliamentary Panel To Review NEET Exam Conduct

According to the committee’s agenda, the July 16 meeting will include discussions on the “organisational structure, mandate and functional proficiency of regulatory institutions” under the Ministry of Health and Family Welfare.

The panel will also examine the “Conduct of NEET examinations under NMC Act, 2019.”

The meeting comes amid continued parliamentary scrutiny of the medical entrance examination following allegations of a question paper leak and the subsequent cancellation of the NEET UG examination held on May 3.

Two Other Parliamentary Committees Examined NEET Row

The NEET controversy has already been examined by the Parliamentary Committee on Education, Women, Children, Youth and Sports and the Parliamentary Committee on Government Assurances.

The committees summoned senior officials from the Ministries of Health and Higher Education, along with representatives of the National Testing Agency (NTA), National Medical Commission (NMC) and Central Bureau of Investigation (CBI).

The CBI is investigating the alleged NEET question paper leak.

With the Health and Family Welfare Committee taking up the matter, three parliamentary panels will have reviewed issues related to the controversy.

Senior Officials Summoned Over NEET Paper Leak

As part of the ongoing parliamentary scrutiny, Higher Education Secretary Vineet Joshi, NTA Director General Abhishek Singh and the NMC Chairperson have been called for discussions.

The parliamentary committees have examined measures aimed at strengthening the NTA and preventing question paper leaks in the country’s premier medical entrance examination.

The Health and Family Welfare Committee will also hold discussions on July 15 on the affordability and accessibility of healthcare services in the public and private sectors.

NEET UG Exam Was Cancelled And Held Again

The NEET UG examination was initially conducted on May 3 but was cancelled by the government following allegations of a question paper leak.

The medical entrance examination was subsequently conducted again on June 21.

Gunjan had committed two years to his JEE preparation at the ALLEN Career Institute in Kota. However, mere weeks before the exams, he was diagnosed with pneumothorax, which left him bedridden for nearly three months. Recognising the gravity of the situation, Gunja took it upon herself to ensure that her son’s studies continued without interruption.

A homemaker with a background in education, Gunja re-engaged with her studies to assist Gunjan. She diligently watched the online lectures and created comprehensive notes, which became a vital resource for him during his preparation. Gunjan’s resilience and the unwavering support from his mother ultimately culminated in his successful outcome in the examinations.

Educational Achievements Despite Adversity

Gunjan faced not only health obstacles but also severe vision impairment, with over 70 per cent vision loss. Despite these challenges, he achieved a 91.8 percentile in the JEE Main examination and secured impressive ranks in JEE Advanced, ranking 50 in the PWD OBC category and 120 in the overall PWD category. He is now on the pathway to pursuing a degree in Computer Science at IIT Delhi.

Gunjan’s father, Rajnarayan Prasad, is employed as an engineer with the Border Roads Organisation, while his younger brother is also preparing for the JEE in Kota. Gunjan’s determination to succeed reflects not only personal ambition but also a commitment to his family’s support and sacrifices throughout his educational journey.

In an interview after his results were announced, Gunjan expressed gratitude for the support he received from both his mother and teachers, stating that exams test not only knowledge but also one’s ability to confront challenges. He remarked that despite encountering setbacks, one must maintain a forward-looking mindset.

Inspiration from Kota’s Educational Environment

Kota has established a reputation as a prominent hub for JEE preparation, attracting students from all over India. Gunjan’s choice to study at ALLEN Career Institute was driven by his ambition to gain admission to an IIT and influenced by the success of previous students, such as Mridul Agrawal, an All India Topper from the institute.

Gunjan’s proactive research and his family’s encouragement led him to pursue his studies in Kota. The journey was interrupted by health issues, but he approached the situation with determination. The challenges he faced motivated him to strive for success, showcasing the power of commitment and resilience in the face of adversity.

Following the health crisis that plagued Gunjan’s preparation, doctors attributed the pneumothorax to lifting a heavy object. This medical condition required extensive rest and rehabilitation. Nevertheless, with the assistance and support of his mother, he overcame the obstacles, fulfilling his dream of joining IIT.
