External Affairs Minister S. Jaishankar has emphasised the dual nature of artificial intelligence (AI) during a recent event at the 81st United Nations General Assembly in New York. He underscored both the opportunities and potential security threats that AI poses, particularly in maritime contexts. Co-chairing a session on ‘AI in the Context of International Peace & Security’ joined by Greek Foreign Minister George Gerapetritis, Jaishankar pointed out the necessity of navigating AI developments carefully.

In his address, he stressed the need to optimise the benefits of AI while being mindful of its consequences and associated risks. He suggested that a balanced strategy is required, one that fosters innovation but also maintains a focus on security implications. The minister’s remarks reflect a growing recognition of the complex dynamics introduced by emerging technologies.

Maritime Security and AI Applications

Jaishankar elaborated on the relevance of AI within maritime operations, noting its potential to significantly enhance situational awareness, assist in rescue operations, and improve disaster response. However, he also warned of the risks, including the use of AI for advanced reconnaissance and cyber-related activities that could target vital marine infrastructure.

The minister raised concerns regarding the increasing autonomy of maritime systems, which could lead to challenges in accountability and introduce rapid decision-making pressures in crisis scenarios. He reiterated that adherence to the UN Charter and international maritime law remains critical in ensuring responsible state behaviour in this evolving landscape.

Moreover, he highlighted the importance of fostering transparency and confidence-building measures among nations. These elements are crucial in developing AI solutions that align with international norms and best practises, ultimately enhancing global maritime security.

Advancement of India-GCC Free Trade Agreement Discussions

During the same visit, Jaishankar participated in the India-Gulf Cooperation Council (GCC) Troika Ministerial Meeting, where he acknowledged the initiation of FTA negotiations. He expressed optimism about strengthening ties across various sectors, including trade, investment, energy, and technology. The meeting reviewed progress on the India-GCC Joint Action Plan for 2024-28.

Jaishankar expressed gratitude to the GCC leadership for their support towards the Indian community residing in the region. He reaffirmed India’s commitment to ensuring the safety of navigation and the well-being of seafarers involved in commercial shipping, highlighting the nation’s dedication to maritime security.

On a broader scale, Jaishankar’s remarks underscored India’s intent to actively participate in and contribute to regional partnerships, particularly focusing on economic growth and cultural exchanges. The discussions during the meeting indicated a clear direction towards enhancing cooperation between India and the GCC member states.

Signing of the UN Cybercrime Convention

On September 26, Jaishankar also signed the United Nations Convention against Cybercrime, marking a significant step in reinforcing international collaboration for a safer digital environment. He announced this development via a post on X, emphasising the importance of the Convention in strengthening global responses to cyber threats.

In addition to his engagement on cyber issues, Jaishankar met with Russian Foreign Minister Sergey Lavrov on the sidelines of the UNGA. The discussions centred around various bilateral issues, including the state of India-Russia relations and cooperation initiatives under BRICS.

Jaishankar’s meetings and actions during the UN General Assembly highlight India’s proactive approach to addressing contemporary global challenges, from cybercrime to maritime security, while fostering international partnerships.
