CM Dhami Advocates Research and Innovation for Uttarakhand’s Progress

Chief Minister Pushkar Singh Dhami convened a meeting on September 3, 2026, with the Governing Body of the Uttarakhand State Centre for Public Policy and Good Governance (USCPPGG) in Dehradun. During this meeting, he emphasised the importance of incorporating research, innovation, and efficient implementation in policy-making. Dhami asserted that it is crucial to consider Uttarakhand’s unique geographical challenges and future needs when formulating policies.

He urged officials to make effective use of research findings and studies to enhance the impact of government initiatives. The Chief Minister directed the preparation of case studies highlighting Uttarakhand’s achievements in various sectors, focusing on training and capacity building for district-level officials. Long-term plans must reflect the state’s unique circumstances and potential, prioritising data-driven and research-based methodologies.

Further, the meeting resolved to allocate stipends for capstone projects to 10 postgraduate students annually from prominent universities within the state. This initiative aims to stimulate research and projects aligned with the state’s identified priority areas.

Focus on Sustainable Development Goals

The gathering also reviewed strategies for the effective implementation and monitoring of the Sustainable Development Goals (SDGs). A special awards ceremony is planned to recognise individuals who have made significant contributions across various fields. Discussions included how to enhance local employment through initiatives related to the micro, small, and medium enterprises (MSME) sector and homestay tourism in hill areas.

Members of the Governing Body proposed conducting detailed research in eight critical reform areas, which are vital for Uttarakhand’s future. They emphasised the need for setting annual monitoring targets, regularly evaluating initiatives, and conducting periodic assessments of policies to measure their effectiveness.

The body also highlighted the necessity of focusing on soil health and strengthening the health sector. Officials from the block level should be trained and motivated to ensure effective policy and scheme implementation. Additionally, the involvement of universities in research relating to the state’s development priorities was recommended.

Uttarakhand 2047 Vision for Development

Strategic planning for Uttarakhand’s future development was delineated under the vision of ‘Uttarakhand 2047’. Emphasis was placed on various key areas, including economic growth, human resource welfare, biodiversity, infrastructure, local governance, and technology-driven governance.

Efforts to advance sustainable development while balancing environmental considerations and economic growth were also addressed. The meeting reviewed USCPPGG’s ongoing collaborations with the United Nations Development Programme (UNDP) aimed at achieving the SDGs, along with discussing the significance of localising and monitoring these goals.

It was reported that Uttarakhand ranks first among Himalayan states regarding the progress on Sustainable Development Goals. On this occasion, Chief Minister Dhami launched the book ‘Uttarakhand at 25: A Himalayan State with Infinite Possibilities’, chronicling the state’s journey over the past 25 years.

Following the discussions, Dhami instructed officials to evaluate the suggestions presented by the Governing Body members and implement those deemed beneficial. He reiterated the need for ongoing efforts to advance the state’s development through innovative research, effective policy-making, capacity building, and improved execution of government schemes.
