										<content:encoded><![CDATA[<h4>On July 23, in Dehradun, Uttarakhand Chief Minister Pushkar Singh Dhami launched a series of welfare schemes aimed at registered construction workers. This initiative is part of the efforts made by the Uttarakhand Building and Other Construction Workers Welfare Board. The CM also inaugurated two Medical Mobile Vans under the Chief Minister Health Scheme specifically designed for construction workers and their families.</h4>
<h4>During the event held at Mukhya Sevak Sadan, Dhami highlighted the commitment of the state government to improve the living standards of construction workers and their families. With these newly introduced schemes, he believes there will be a significant enhancement in the quality of life for these workers.</h4>
<h4>Among the initiatives, the Chief Minister Nutrition Scheme aims to offer nutritional support to the families of construction workers. Additionally, the Chief Minister Education Material Scheme will provide essential educational supplies to children of registered construction labourers. Inspired by Prime Minister Narendra Modi&#8217;s Swachh Bharat Mission, the government also launched the Chief Minister Sanitation Material Distribution Programme to distribute hygiene kits to workers&#8217; families.</h4>
<h1>Healthcare Services Expanded for Workers</h1>
<h4>The Chief Minister Yoga and Wellness Arogya Scheme is another key initiative, which will provide free yoga and wellness training to eligible students from workers’ families. Every year, the scheme aims to give residential training to 210 students while linking 70 youths who undergo technical training with job opportunities post-training.</h4>
<h4>Furthermore, the government has introduced the Chief Minister Workers&#8217; Health Check-up Scheme, which will deploy Mobile Medical Vans equipped with specialised healthcare teams. These vans are designed to bring quality medical services directly to workers&#8217; workplaces and residences, especially in remote areas.</h4>
<h4>The Mobile Medical Vans will enable a variety of diagnostic tests, including X-rays and ECGs, at no cost to the workers. They will also facilitate teleconsultations with specialist doctors, providing regular health monitoring for three months following medical examinations.</h4>
<h1>Long-Term Support for Construction Workers</h1>
<h4>Dhami remarked that the scheme is initially set to launch in the districts of Pauri Garhwal and Champawat, with plans for a broader rollout throughout the state in a phased approach. He referred to Prime Minister Narendra Modi&#8217;s 2014 mantra of &#8220;Shramev Jayate,&#8221; emphasising the need to enhance the dignity of workers.</h4>
<h4>Aligning with Modi’s vision of &#8220;Sabka Saath, Sabka Vikas, Sabka Vishwas, Sabka Prayas,&#8221; the Uttarakhand government is focused on ensuring that developmental benefits reach all citizens, including those in the most remote areas. The Chief Minister underscored that workers are regarded not just as a labour force but as pivotal contributors to the state&#8217;s progress.</h4>
<h4>The government is dedicated to ensuring that those involved in building the future of Uttarakhand lead secure, healthy, and prosperous lives. Dhami noted initiatives providing financial aid for the education of workers&#8217; children, maternity care, nutritional support for women, and financial assistance for the marriage of daughters within registered workers&#8217; families.</h4>
<h4>Additionally, the state government is providing essential tools, bicycles, and sewing machines to empower construction workers, alongside financial support for house construction or purchases. Elderly construction workers are also receiving monthly pensions to ensure their financial stability as they age.</h4>
<h4>Dhami encouraged all eligible construction workers to regularly renew their registration with the Uttarakhand Building and Other Construction Workers Welfare Board to access the full range of welfare schemes established by the government. An overview of the Board’s activities and the newly launched welfare initiatives was presented earlier by Board Secretary P C Dumka.</h4>

<h5>साल 2025 में उत्तर प्रदेश से तकरीबन 3.5 करोड़ श्रद्धालुओं ने कांवड़ यात्रा में हिस्सा लिया। पिछले चार सालों में इस संख्या में तेज़ी से इजाफा हुआ है, जिससे होटलों, ढाबों और स्थानीय व्यवसायों को बड़ा लाभ हो रहा है। लखनऊ के गिरी इंस्टीट्यूट ऑफ़ डेवलपमेंट स्टडीज द्वारा की गई एक रिसर्च के अनुसार, इस यात्रा ने 1000 करोड़ रुपये का आर्थिक योगदान दिया है।</h5>
<h2>दुकानदारों और की चांदी</h2>
<h5>हाईवे किनारे स्थित कांवड़ (बांस के ढांचे), भगवा टी-शर्ट, पूजन सामग्री, फल और गंगाजल रखने वाली प्लास्टिक व पीतल की बोतलों की मांग रिकॉर्ड स्तर पर पहुंच जाती है। लाखों की तादाद में आने वाले &#8216;डाक कांवड़िए&#8217; और अन्य श्रद्धालु बसों, ट्रैक्टर-ट्रॉली, बाइक और गाड़ियों का इस्तेमाल करते हैं, जिससे ट्रांसपोर्ट व्यापार और पेट्रोल-डीजल की खपत में भारी उछाल आता है।</h5>
<h2>स्थानीय व्यवसायों पर प्रभाव</h2>
<h5>कांवड़ यात्रा के दौरान खाने-पीने की दुकानों, कपड़ों और पूजा सामग्री के विक्रेताओं को बहुत फायदा होता है। अधिकांश श्रद्धालु पैदल यात्रा करते हैं, जिससे रास्ते के ढाबों की कमाई भी आसमान छूने लगती है। एक सामान्य महीने में 2 लाख रुपये तक का कारोबार करने वाले ढाबे, कांवड़ यात्रा के दौरान 5 से 6 लाख रुपये तक कमा लेते हैं। दिहाड़ी मज़दूरों के लिए भी यह एक अच्छा अवसर होता है।</h5>

<h5>कांवड़ यात्रा से होटल, ढाबे, रेस्टोरेंट और पूजा सामग्री विक्रेताओं को सबसे ज्यादा लाभ होता है। दूध और डेयरी उत्पादों, कपड़े और जूते के बाजार में भी वृद्धि देखी जाती है। यूपी के अलग-अलग जिलों में आने वाले श्रद्धालुओं का प्रभाव स्थानीय व्यापारियों पर पड़ता है। गाजियाबाद, गौतमबुद्ध नगर, मथुरा, आगरा जैसे शहरों में व्यापार तेज होता है।</h5>

<h5>कांवड़ यात्रा के आयोजन को शांतिपूर्ण और सुरक्षित बनाने के लिए सरकार हर साल व्यापक तैयारी करती है। &#8216;जीरो इंसिडेंट&#8217; और &#8216;जीरो एक्सीडेंट&#8217; का लक्ष्य रखते हुए, सड़क मरम्मत, बैरिकेडिंग, पुलिस व्यवस्था, मेडिकल कैंप और सीसीटीवी निगरानी के लिए करोड़ों रुपये खर्च किए जा रहे हैं। यात्रियों के लिए सुविधाओं की व्यवस्था भी की जाती है।</h5>
<h2>श्रद्धालुओं की बढ़ती संख्या और सरकारी प्रबंध</h2>

<h5>कांवड़ यात्रा हिंदू धर्म में श्रावण (सावन) के पवित्र महीने में भगवान शिव के भक्तों द्वारा की जाने वाली एक वार्षिक धार्मिक तीर्थयात्रा है। इस यात्रा में श्रद्धालु (जिन्हें &#8216;कांवड़िए&#8217; कहा जाता है) पवित्र गंगा नदी से जल भरने के लिए सैकड़ों किलोमीटर पैदल यात्रा करते हैं। श्रद्धालु उत्तराखंड के हरिद्वार, ऋषिकेश, गोमुख या बिहार के सुल्तानगंज जैसे पवित्र स्थानों से गंगा नदी का शुद्ध जल भरते हैं।</h5>

<h5>इस पवित्र जल को बांस से बने एक ढांचे के दोनों ओर बांधा जाता है, जिसे कांवड़ कहा जाता है। तीर्थयात्री इस कांवड़ को अपने कंधे पर रखकर पैदल चलते हैं। यात्रा के दौरान भक्त नंगे पैर चलते हैं और बेहद कड़े नियमों का पालन करते हैं। वे सात्विक भोजन करते हैं और शराब, मांस या किसी भी प्रकार के नशे से पूरी तरह दूर रहते हैं। यात्रा के दौरान कांवड़ को कभी भी जमीन पर नहीं रखा जाता है।</h5>
<h2>भगवान शिव का जलाभिषेक</h2>
<h5>गंगाजल लेकर लौटने के बाद, श्रद्धालु सावन की शिवरात्रि या चतुर्दशी के दिन अपने स्थानीय शिव मंदिरों में भगवान शिव का जलाभिषेक (जल चढ़ाना) करते हैं। माना जाता है कि समुद्र मंथन के दौरान जब भगवान शिव ने विष पिया था, तब उनके गले में तीव्र जलन होने लगी थी। देवताओं ने उनके गले की जलन को शांत करने के लिए उन पर पवित्र गंगाजल चढ़ाया था। इसी मान्यता के चलते भक्त आज भी शिव जी को प्रसन्न करने के लिए गंगाजल चढ़ाते हैं।</h5>

He stated, “Those who are opposing us are trying to tarnish the reputation of the Mansa Devi Temple. I would never seek to defame them; however, this situation compelled me to decide that our priests should wear attires without pockets while on duty.”</h4>
<h4>To enhance security, Puri revealed the installation of sixty-five surveillance cameras in the temple compound. He mentioned that any individual caught engaging in improper conduct on camera would face consequences. The new regulations dictate that offerings made by devotees are to be directed to the temple, rather than directly to the priests, a move that has been accepted by all priests involved.</h4>
<h1>Investigation into Alleged Donation Theft at Badrinath Temple</h1>
<h4>This dress code decision comes in response to a controversy surrounding an alleged theft of donations at the Badrinath Temple. On July 2, irregularities were reported during the counting of cash offerings, leading to suspicions of financial misconduct. A preliminary inquiry indicated that cash had been removed from the counting area, contravening established protocols.</h4>
<h4>An FIR regarding the incident was filed at the Badrinath Police Station based on a complaint from Yudhvir Pushpwan, the officer in charge of the Badrinath Kamikoti Trust (BKTC). The Special Investigation Team (SIT) is actively pursuing the matter, with statements from various BKTC officials having already been recorded as part of the ongoing inquiry.</h4>
<h4>Recent efforts by the SIT have involved the seizure of critical digital evidence from the temple premises. SIT Officer Mahadev Uniyal confirmed that the police secured the surveillance records in order to uncover any irregularities in the management of the temple donations.</h4>
<h1>Examination of Donation Handling Procedures</h1>
<h4>On July 14, a committee was established to look into the alleged theft and visited Badrinath Dham to assess the entire donation handling process. This committee aimed to review how donations are gathered, transported, and processed within the counting room.</h4>
<h4>Sandeep Tiwari, Managing Director of Garhwal Mandal Vikas Nigam (GMVN), articulated the purpose of the visit, stating, “We have reviewed this entire procedure as well as past CCTV recordings.” The team not only examined the logistics of how donations are transported but also inspected the arrangements within the counting room and the involvement of staff members.</h4>
<h4>Tiwari also mentioned that the inquiry would extend to collecting testimonies from the complainant and enabling public input for any additional information regarding the case. The committee is empowered to seek expert assessments, including those from forensic and cyber specialists, should the situation demand such expertise in its investigations.</h4>
