<h2>UP और महाराष्ट्र के बाद हिमाचल ने लिया फैसला</h2>
<h5 class="isSelectedEnd">एनालॉग डेयरी उत्पादों पर सख्त कार्रवाई करने वाला हिमाचल प्रदेश अब उत्तर प्रदेश और महाराष्ट्र के बाद तीसरा राज्य बन गया है। खाद्यापूर्ति विभाग के कार्यकारी निदेशक जितेंद्र साजटा ने भी सरकार की ओर से अधिसूचना जारी किए जाने की पुष्टि की है। इस फैसले का सीधा असर उन कारोबारियों पर पड़ेगा जो एनालॉग पनीर की खरीद-बिक्री या सप्लाई करते हैं। सरकार ने साफ किया है कि प्रतिबंधित उत्पादों के कारोबार पर नियमों के अनुसार कार्रवाई की जाएगी।</h5>
<h2>दिखता असली पनीर जैसा, लेकिन होता अलग</h2>
<h5 class="isSelectedEnd">एनालॉग पनीर देखने में काफी हद तक असली पनीर जैसा दिखाई देता है। इसकी कीमत भी आम तौर पर कम होती है, इसलिए कई जगह इसका इस्तेमाल किया जाता रहा है। इस तरह के उत्पादों में दूध से बने पारंपरिक पनीर की जगह वनस्पति तेल और दूसरे घटकों का इस्तेमाल किया जाता है। इसी वजह से खाद्य सुरक्षा को लेकर सरकार ने इसके खिलाफ सख्त कदम उठाया है। हालांकि, किसी उत्पाद के स्वास्थ्य प्रभाव का आकलन उसके सटीक घटकों और खाद्य सुरक्षा मानकों के आधार पर किया जाता है। इसलिए हर एनालॉग उत्पाद को एक ही तरह से स्वास्थ्य के लिए खतरनाक मानना सही नहीं होगा।</h5>
<h2>होटल-ढाबों को बताना होगा कौन सा पनीर परोस रहे</h2>
<h5 class="isSelectedEnd">सरकार के नए नियमों का असर सिर्फ कारोबारियों तक सीमित नहीं रहेगा। होटल, ढाबा और रेस्टोरेंट संचालकों को अपने मेन्यू में स्पष्ट जानकारी देनी होगी कि ग्राहकों को किस प्रकार का पनीर परोसा जा रहा है। इसका मकसद ग्राहकों को उनके खाने में इस्तेमाल होने वाले उत्पाद की जानकारी देना है। इससे लोग अपनी पसंद के मुताबिक पनीर का चुनाव कर सकेंगे।</h5>
<h2>बिल से लेकर बैच नंबर तक रखना होगा रिकॉर्ड</h2>
<h5 class="isSelectedEnd">पैकेटबंद पनीर का कारोबार करने वाले व्यापारियों को अब खरीद से जुड़े बिल, उत्पाद का सोर्स, उत्पादन स्थल और बैच की जानकारी रखना जरूरी होगा। सरकार की कोशिश है कि पनीर की सप्लाई चेन का पूरा रिकॉर्ड उपलब्ध रहे। इससे किसी संदिग्ध या मानकों पर खरे नहीं उतरने वाले उत्पाद का स्रोत पता लगाने में खाद्य विभाग को मदद मिल सकेगी।</h5>
<h2>खुले में सप्लाई पर भी सख्ती</h2>
<h5 class="isSelectedEnd">अब तक कई जगह वाहनों के जरिए खुले में एनालॉग पनीर की सप्लाई किए जाने की बात सामने आती रही है। ऐसे उत्पादों की खरीद और सप्लाई का पूरा ब्योरा उपलब्ध नहीं होने से खाद्य सुरक्षा विभाग के सामने निगरानी की चुनौती रहती थी। नए आदेश के बाद ऐसे कारोबार पर नजर रखने और नियम तोड़ने वालों के खिलाफ कार्रवाई की तैयारी है। सरकार का जोर यह सुनिश्चित करने पर है कि उपभोक्ताओं को पनीर के नाम पर ऐसा उत्पाद न मिले जिसकी जानकारी उन्हें पहले से न हो।</h5>
<h2>क्या होगा असर?</h2>
<h5>हिमाचल में इस प्रतिबंध के बाद पनीर की बिक्री और सप्लाई व्यवस्था पर निगरानी बढ़ेगी। होटल-रेस्टोरेंट में इस्तेमाल होने वाले पनीर की जानकारी ग्राहकों को मिलने से पारदर्शिता बढ़ने की उम्मीद है। वहीं कारोबारियों के लिए बिल और सोर्स का रिकॉर्ड रखना जरूरी होने से खाद्य विभाग के लिए संदिग्ध उत्पादों की जांच करना आसान हो सकता है।</h5>

										<content:encoded><![CDATA[<h4>A recent social audit has brought to light major deficiencies in schools across the Shimla district, raising concerns regarding the compliance with Right to Education (RTE) standards. The audit encompassed 444 educational institutions under the Samagra Shiksha Abhiyan (SSA) initiative and revealed that many schools struggle with inadequate facilities, posing challenges to effective education.</h4>
<h4>The findings, disclosed during a public hearing in Theog, engaged over 2,100 stakeholders, including parents, teachers, and local education officials. Himachal Pradesh&#8217;s Education Minister Rohit Thakur attended and addressed some grievances, acknowledging the audit outcomes and recognising the work still required for education improvement in the region.</h4>
<h4>Thakur remarked on the achievements of the state in education while admitting that significant hurdles remain. He committed to addressing the discrepancies highlighted in the audit, which he considers essential for enhancing educational quality in the district.</h4>
<h1>Assessment Methodology and Findings</h1>
<h4>The audit, led by a team from Himachal Pradesh University, assessed nearly 20 per cent of schools in Shimla district. The team, under the guidance of Arpana Negi and Randhir Ranta, aims to evaluate all educational establishments in four subsequent phases. Ranta indicated that the report marks a crucial step in identifying systemic challenges affecting educational standards.</h4>
<h4>According to the audit, close to 47 per cent of the surveyed schools faced shortages of proper classroom spaces, with many lacking adequate furniture. Approximately 78 per cent of institutions were found with either insufficient or unsuitable seating options for students, adversely affecting the learning environment.</h4>
<h4>Safety emerged as a pressing concern, with over 43 per cent of schools reporting the absence of boundary walls. Additionally, nearly 79 per cent of schools lacked access to motorable roads, significantly hindering accessibility for students and complicating the situation for those with disabilities.</h4>
<h1>Basic Amenities Under Scrutiny</h1>
<h4>One of the most alarming findings from the audit was that 81 per cent of surveyed schools did not provide clean drinking water, raising serious health and hygiene concerns for students. Furthermore, sanitation facilities were found to be inadequate, with about 23 per cent of schools lacking functional toilets for girls and 30 per cent for boys. The absence of these basic amenities is critical for ensuring a conducive learning environment.</h4>
<h4>The audit process further uncovered deficiencies in the Mid-Day Meal programme, with 5 per cent of schools lacking separate kitchens. Menstrual hygiene management was highlighted as an area needing immediate attention, with over 13 per cent of schools not providing sanitary pads for adolescent girls.</h4>
<h4>The audit report emphasised the importance of child safety, noting that more than 58 per cent of schools had not established School Safety Committees, and three-fourths lacked complaint and suggestion boxes. Moreover, none of the surveyed schools had professional counselling services available, underscoring the need for better support for students’ mental well-being.</h4>
<h4>Administrative oversight also drew criticism, with over 26 per cent of schools failing to meet the required library standards. Reportedly, education officials&#8217; inspections did not meet the necessary frequency, leading to questions regarding the academic environment in the schools.</h4>
<h4>After the public hearing, parents and community representatives called for urgent improvements in school infrastructure, road connectivity, and student safety measures, along with enhanced monitoring and accountability among officials. The findings from this audit are set to be submitted to the state Education Department for further considerations towards remedial actions.</h4>

										<content:encoded><![CDATA[<h4>A total of 39 children became unwell after eating kheer that was served as part of the mid-day meal at Bari Primary School located in Patlikuhal, Kullu, Himachal Pradesh. The young students experienced symptoms such as vomiting, diarrhoea, and, in some instances, fever. Both the Health and Education Departments are currently investigating the situation.</h4>
<h4>As of now, 15 boys and girls have been discharged from medical care following treatment, while the condition of the remaining children is reported to be improving. Five children have been referred to the Regional Hospital in Kullu for further evaluation.</h4>
<h1>Details of the Meal</h1>
<h4>The school administration indicated that the kheer had been prepared at the request of the students on Tuesday. Approximately 43 children were present at the school on that day. A few hours after consuming the dessert, some children began to exhibit signs of illness, with others reportedly feeling unwell either on their way home or upon arriving home.</h4>
<h4>Concerns regarding their health prompted parents and community members to take the affected children to the Community Health Centre (CHC) in Patlikuhal. According to Kullu Chief Medical Officer Dr Ranjeet Thakur, a total of 38 children were taken to the CHC. Of these, two were referred to the District Hospital in Kullu on the same day and an additional three children were referred the following day, thus raising the total number of referrals to five.</h4>
<h4>The symptoms displayed by the children indicated a potential case of food poisoning, although the precise cause will only be confirmed following investigations and laboratory testing.</h4>
<h1>Investigation and Sample Collection</h1>
<h4>In the wake of the incident, a team from the Health Department conducted a site visit to inspect the area where the mid-day meal was prepared. Samples of the rice and sugar used to create the kheer, alongside samples of water, were collected for analysis. Additionally, the Irrigation and Public Health (IPH) Department had previously obtained water samples for assessment.</h4>
<h4>Dhanu Devi, who is responsible for preparing the mid-day meals, stated that rice, milk, and sugar were utilised in the kheer. She explained that the rice was first cooked, followed by the addition of milk and sugar. The milk was sourced locally, while the water was drawn from the school tap. Devi also confirmed that both she and the teaching staff consumed the same kheer.</h4>
<h1>Community Reactions and Inquiry</h1>
<h4>Parents expressed their concerns, noting that their children were in good health until approximately 1 pm, when their conditions began to decline. One parent, Rajni, mentioned that some children started to vomit near the school entrance and collapsed on the road. Another parent, Pankaj, called for an unbiased inquiry, suggesting there could have been contamination in the milk, sugar, or other ingredients used in the kheer.</h4>
<h4>Local MLA Bhuvneshwar Gaur has assigned the investigation to the Sub-Divisional Magistrate (SDM). He visited the hospital to meet with affected children and their families. The Education Department is reviewing every aspect of the mid-day meal preparation process. The administration indicated that appropriate action would be taken against any parties found to have been negligent.</h4>
<h4>The Health Department has formed a medical team that consists of doctors, health educators, Community Health Officers (CHO), health workers, and ASHA workers. Medicine stores have been set up in Bari and nearby areas to assist in the ongoing situation. Currently, the health of the affected children is reportedly improving as authorities await the results of the tests to ascertain the true cause of the illness.</h4>

										<content:encoded><![CDATA[<h4>The Monsoon Session of the 14th Himachal Pradesh Legislative Assembly is scheduled to commence on August 21, 2026. Speaker Kuldeep Singh Pathania announced on August 19 that a total of 1,026 questions have been received online ahead of the session, which is expected to last for ten sittings until September 3. The Speaker highlighted that an Assurance Committee will be formed to oversee the fulfilment of assurances made during the assembly’s proceedings.</h4>
<h4>During a media briefing in Shimla, Pathania confirmed the commencement time for the session will be 11 am. Additionally, an all-party meeting is set to take place on August 20 to facilitate discussions aimed at fostering a smooth legislative process for the upcoming session.</h4>
<h4>Among the questions submitted, many address critical topics including staffing shortages in health and educational institutions, alongside infrastructure-related issues impacting the state. Pathania noted that the questions encompass both starred and unstarred categories, reflecting the diverse concerns of assembly members.</h4>
<h1>Various Notices and Issues to be Addressed</h1>
<h4>Besides the submitted questions, the Assembly Secretariat has also received 50 various issues as per different procedural rules. Pathania reported that there are 13 Calling Attention Notices, two notifications under Rule 62, five petitions for Private Members&#8217; Day under Rule 101, and 15 notices filed under Rule 130. All correspondence has been submitted to the government for consideration.</h4>
<h4>Notably, issues pertinent to health, medication, civil supplies, and other public matters have been raised under Rule 130, with a minimum of two hours allocated for deliberations on these topics. This provision aims to enhance the quality of discussions during the session.</h4>
<h4>Pathania remarked on the assembly&#8217;s productivity, indicating that it has consistently ranged between 90 and 120 per cent, a figure he described as among the best in the country. This high degree of productivity underscores the assembly’s commitment to addressing significant issues raised by its members.</h4>
<h1>Assurance Committee to Improve Compliance and Address Member Concerns</h1>
<h4>The establishment of an Assurance Committee under the Speaker&#8217;s purview is intended to ensure compliance with promises made by the government during assembly sessions. Pathania expressed that this initiative may also help resolve complaints from members regarding the non-implementation of such assurances.</h4>
<h4>In light of outstanding privilege matters, Pathania stated that approximately five to seven issues remain unresolved, although most cases have already been adequately addressed. He also highlighted the achievements of the Petitions Committee, which has benefitted 75 individuals out of roughly 120 petitions submitted so far.</h4>
<h4>Furthermore, the Speaker reaffirmed the assembly&#8217;s dedication to the preservation of its more than century-old building, ensuring both heritage and functionality are maintained. Pathania suggested that the Assurance Committee would be formed upon the members&#8217; consensus, reflecting the assembly&#8217;s overall efficiency and commitment to its responsibilities.</h4>

<h2>कैडर में बदलाव की आवश्यकता</h2>
<h5>मुख्यमंत्री ने बताया कि हिमाचल में IAS के कुल 153 पदों को घटाकर 130 किया जाएगा। उनका मानना है कि 100-110 IAS अधिकारियों से प्रदेश का काम सुचारु रूप से चल सकता है, लेकिन अधिकतर अधिकारियों के सुझाव पर 130 पद तय किए गए हैं। इसी तरह, IFS के पद 118 से घटाकर 83 और IPS के पद 96 से कम किए जाएंगे।</h5>
<h2>राज्यवार IAS-IPS-IFS की स्थिति</h2>
<h5>केंद्र सरकार के आंकड़ों के अनुसार, 1 जनवरी 2025 को IAS, IPS और IFS कैडर में कुल 6,877 IAS पदों में से 5,577 ही भरे हुए थे। इसी तरह, 5,099 IPS पदों में 4,594 और 3,193 IFS पदों में 2,164 अधिकारी तैनात थे। इसका मतलब यह है कि हर खाली पद पर सरकार को तुरंत किसी अधिकारी की नियुक्ति करनी जरूरी नहीं है।</h5>
<h2>हिमाचल की स्थिति की गंभीरता</h2>

Its primary focus is to bolster nutritional support for mothers, women, and children. The scheme is expected to improve existing nutritional assistance by providing more hygienic and nutrient-rich food products, including enhanced hot meals for children aged three to six years.</h4>
<h4>CM Sukhu also announced an additional payment of Rs 20,000 towards salary arrears for Class-IV employees, which is expected to be processed within this month. In addition, pensioners in various categories will receive retroactive pension payments, and the government plans to invest Rs 281 crore in these financial adjustments.</h4>
<h1>Investment in Education and Employment</h1>
<h4>The Chief Minister declared that 100 new Central Board of Secondary Education (CBSE) schools would open in the forthcoming academic session. Furthermore, it was announced that doctors scheduled to retire between August 2026 and March 31, 2027, would extend their service until the latter date.</h4>
<h4>In an effort to support the workforce, CM Sukhu raised the monthly incentive for about 9,000 ASHA workers from Rs 5,800 to Rs 6,800 and introduced new pay scales for National Health Mission (NHM) employees after seven years of service, effective from April 1, 2026. The revised remuneration for various healthcare roles will shortly take effect.</h4>
<h4>Additionally, the Chief Minister highlighted the government’s plan to allocate Rs 150 crore towards enhancing milk processing infrastructure across various districts. A state-of-the-art milk processing plant, with a capacity of 1.5 lakh litres per day, is also being established at Daghwar in Kangra district, with an investment of around Rs 250 crore.</h4>

<h4>During his address, CM Sukhu emphasised the aim of making Himachal Pradesh self-reliant financially and mentioned ongoing disputes concerning water rights and other liabilities with the central government. 										<content:encoded><![CDATA[<h4>The recent monsoon season has led to a tragic toll of 183 lives in Himachal Pradesh over a span of 47 days. This information has been revealed by the State Emergency Operations Centre (SEOC), which also indicated that the total financial losses due to incidents related to heavy rainfall and natural disasters have exceeded Rs 972 crore since June 30. The Department of Revenue&#8217;s Disaster Management Cell has quantified these cumulative losses precisely at Rs 97,263.91 lakh, approximately Rs 972.64 crore, as of August 15.</h4>
<h4>Out of the total fatalities, 79 were linked directly to natural hazards and various rain-induced incidents, while road accidents accounted for a substantial 104 deaths in the same period. The statistics on natural disasters include 14 lives lost due to landslides, 27 from falls off steep rocks or trees, and 15 related to diverse weather events. Additionally, eight people died from snakebites and electrocutions, five drowned, and one individual lost their life in a flash flood.</h4>
<h1>Region-Specific Impact and Infrastructure Damage</h1>
<h4>The regions of Lahaul and Spiti reported the highest death toll from natural hazards, with 14 fatalities. This was followed closely by the Kangra district, which recorded 13 deaths, and Shimla, with 11 casualties. Road accidents have particularly impacted Chamba and Sirmaur, each registering 16 deaths, whereas Kullu reported 14 fatalities.</h4>
<h4>Injuries have also been significant, with 291 people reported hurt and 31 others still missing. Furthermore, the devastation has extended to livestock; more than 732 animals and 225 poultry birds have been lost throughout this period.</h4>
<h4>The majority of financial repercussions are reflected in public infrastructure. The Public Works Department (PWD) has reported damages amounting to Rs 73,395.46 lakh, followed by the Jal Shakti Vibhag with Rs 21,640.62 lakh in losses. Additionally, the damage to power and electrical infrastructure has been estimated at Rs 530.61 lakh. Private properties have also faced severe destruction, with 83 homes completely destroyed and 242 partially damaged. Damage to cattle sheds has affected 260 structures.</h4>
<h1>Ongoing Response and Restoration Efforts</h1>
<h4>In response to the calamities, the government has sanctioned ex-gratia assistance totalling Rs 592 lakh for the families of those affected. As of 5 pm on August 15, 103 roads across the state were reported blocked. Mandi district faced the brunt of this disruption, with 43 roads affected, followed by Kullu with 32 and Chamba with eight.</h4>
<h4>Electricity supply has also been hampered, with 46 distribution transformer regions (DTRs) rendered inoperative; Mandi alone accounts for 39 of these outages, while Shimla has five. The water supply has experienced interruptions as well, with 221 schemes disrupted across the state, predominantly in Mandi, which has 209 affected schemes.</h4>
<h4>Emergency response teams and authorities are actively engaged in restoration tasks aimed at clearing blocked roads and reinstating power and water supplies in the worst-hit areas. The average death toll of nearly four fatalities per day since June 30 highlights the serious humanitarian impact of this monsoon season in Himachal Pradesh.</h4>

										<content:encoded><![CDATA[<h4>On August 15, Chief Minister Sukhvinder Singh Sukhu distributed financial aid exceeding Rs 20.61 crore to a total of 4,967 recipients. This allocation was made under various welfare schemes administered by the Himachal Pradesh Building and Other Construction Workers Welfare Board during the state-level Independence Day event held in Barsar. The initiative aims to assist a diverse range of beneficiaries across multiple categories.</h4>
<h4>Among the various financial support schemes, the Marriage Assistance Scheme saw 1,758 beneficiaries receiving a total of Rs 8.98 crore. Additionally, the Education Assistance Scheme provided Rs 7.89 crore to 2,788 recipients. Medical assistance amounting to Rs 3.54 lakh was allocated to seventeen individuals, further showcasing the government&#8217;s commitment to aiding its citizens.</h4>
<h4>Further provisions included Rs 1.49 crore for 60 beneficiaries under the Death and Funeral Assistance Scheme, while 109 individuals received Rs 38.02 lakh through the Maternity and Paternity Assistance Scheme. The initiatives reflect the government&#8217;s intention to address various humanitarian needs within the community.</h4>
<h1>Additional Support Initiatives Outlined</h1>
<h4>The financial support extended also comprised Rs 89.77 lakh allocated to 68 beneficiaries for housing construction. Additionally, 63 beneficiaries benefited from Rs 12 lakh under the Mentally Disabled Assistance Scheme. Furthermore, 61 single, deserted, and differently-abled women received Rs 61 lakh, while 39 beneficiaries were granted Rs 19.89 lakh under the Child Birth Gift Scheme. These measures highlight the government&#8217;s multifaceted approach to social welfare.</h4>
<h4>During the event, Chief Minister Sukhu acknowledged the service of Dr Rajendra Kanwar, a 77-year-old retired Senior Medical Officer, who has donated his entire movable and immovable wealth, valued at over Rs 80 crore, to the Dr Radhakrishnan Government Medical College and Hospital in Hamirpur. The CM praised Dr Kanwar’s altruism as an exemplary act of social responsibility.</h4>
<h4>Subsequently, the Chief Minister honoured family members of freedom fighters, signifying the importance of remembering the sacrifices made for independence. In addition, he introduced a new song titled ‘Wo Ruka Nahi,’ marking a cultural facet of the Independence Day celebrations. This initiative adds to the engagement of citizens in commemorating national heritage.</h4>

										<content:encoded><![CDATA[<h4>Himachal Pradesh is set to experience widespread rainfall until August 18, as indicated by a recent announcement from the India Meteorological Department (IMD). The southwest monsoon remains active in the state, contributing to varying levels of rainfall across multiple districts. According to Sandeep Kumar Sharma, a Senior Scientist with IMD Himachal Pradesh, many regions recorded light to moderate rainfall, with significant showers reported in Dharamshala, located in Kangra district.</h4>
<h4>During the past 24 hours, Dharamshala experienced some of the heaviest rainfall, while areas such as Kangra, Bilaspur, Mandi, and Solan received light to moderate showers predominantly in the evening and night. The highest rainfall recorded in this period peaked at 91 mm, with ongoing weather conditions prompting continuous rainfall across many parts of the state.</h4>
<h4>Sharma noted that while light to moderate rainfall will prevail on August 14, there is a potential for heavy to very heavy rainfall at isolated locations within specific districts. Areas such as Chamba, Mandi, and Shimla might also experience significant rainfall in isolated spots. Rainfall activity is predicted to carry on into August 15, albeit with a possible decrease in intensity. A yellow alert has been issued for the districts of Bilaspur, Kangra, and Mandi.</h4>
<h1>Forecast for Upcoming Days</h1>
<h4>The IMD forecasts a resurgence in monsoon activity starting August 16, especially impacting districts like Chamba, Kangra, and Mandi, where heavy rainfall is anticipated. Rainfall patterns are expected to persist through August 17 and 18, prompting orange alerts for the regions of Kangra and Sirmaur on August 18, with predictions for very heavy rainfall at isolated sites.</h4>
<h4>Currently, no fresh flash-flood warnings have been issued. However, Sharma has cautioned that such warnings could be necessary if rainfall intensity increases. He advises the public to exercise caution near rivers, streams, and other water bodies, as heightened rainfall can lead to sudden increases in water levels.</h4>
<h4>Additionally, there are warnings for commuters regarding visibility and road conditions, particularly in areas experiencing heavy rainfall. Regions like Sirmaur, Solan, and Shimla may contend with poor visibility, which could be significantly reduced during heavy downpours. Given that this rainfall episode is expected to last for approximately four days, individuals planning long-distance journeys are urged to verify road conditions before embarking.</h4>
<h1>Current Rainfall Statistics and Temperature Changes</h1>
<h4>Despite the recent uptick in rainfall, Himachal Pradesh has recorded 10 per cent less rainfall than average during the monsoon season from June 1 to August 14. A notable deficit of around 50 per cent has been recorded in Kangra, followed by Mandi at approximately 27 per cent. Other districts, such as Kullu and Shimla, have seen 25 per cent and 22 per cent excess rainfall, respectively, while most remaining areas are experiencing deficits.</h4>
<h4>As rainfall continues, temperatures are expected to decrease by approximately 2-4 degrees Celsius over the coming 24 hours. Currently, Shimla and its neighbouring areas are experiencing temperatures around 24-25 degrees Celsius, while central districts like Kangra and Bilaspur are at about 32 degrees Celsius. Given the ongoing rainfall, a marked drop in temperatures is anticipated in various parts of the state.</h4>
<h4>The IMD has urged residents and travellers to remain vigilant regarding weather warnings, refrain from unnecessary movement during heavy rainfall, and exercise heightened caution near rivers, streams, landslide-prone areas, and vulnerable road routes.</h4>
