The Bihar government has established a five-member expert committee aimed at recommending substantial reforms in the state’s examination framework. This initiative seeks to enhance the security, transparency, fairness, and effectiveness of examinations across various educational institutions and recruitment agencies. The notification regarding the committee’s formation was released by the General Administration Department on August 23.
The committee’s mandate includes a comprehensive review of the examination procedures administered by state examination boards, commissions, and universities, as well as recruitment agencies. It will assess all aspects of the examination process—from candidate registration to question paper preparation, examination conduct, evaluation, result declaration, grievance resolution, and record keeping.
The government has identified increasing complexity in the examination system, stemming from a growing number of candidates, the expansion of higher education options, intensified competition for government roles, and the adoption of digital technologies and artificial intelligence, necessitating these reforms.
Focus on Preventing Malpractices
A crucial area of scrutiny for the committee is the prevention of various forms of malpractice. This includes question paper leaks, impersonation, cheating, and tampering with answer sheets and examination results. The panel will also investigate security measures and protocols surrounding examination data to mitigate potential breaches.
<h4Furthermore, the committee will review the current processes for question paper setting, which includes multi-level setting, moderation practices, and ensuring that paper setters are adequately trained and accredited. The aim is to standardise the difficulty levels across different examinations, thereby maintaining fairness.
Emphasis on Technology and Cybersecurity
The committee has been tasked with exploring innovative solutions using digital technology and artificial intelligence, along with implementing robust cybersecurity measures within the examination system. Possible measures could include end-to-end digital tracking of examination materials, tamper-proof packaging, encrypted data transmission, and biometric verification systems.
<h4Additionally, measures such as geo-tagging, geo-fencing, CCTV surveillance, and comprehensive candidate identification systems will be assessed. The committee will also review existing laws, regulations, and examination guidelines, suggesting necessary amendments related to confidentiality, malpractice, and data protection.
