Details of the Attack

After the incident, Sawai Ram allegedly concealed the body within their residence for nearly a day. Unable to find a suitable location for disposal, he devised a plan to transport the corpse to Todaraisingh for cremation. On the morning of the incident, he arranged for a taxi, informing the driver that his father had died.

However, the taxi driver became suspicious upon noticing a foul odour emanating from the body and promptly notified the police. Law enforcement quickly arrived on the scene and apprehended Sawai Ram before he could transport the body to a nearby vacant area.

Family’s Previous Legal Troubles

The investigation revealed that the family had a troubling history with the law, particularly a murder charge they faced in 2024. राजस्थान के सरकारी अस्पतालों से गंभीर मरीजों के लिए जारी होने वाले ₹1 लाख की कीमत के जीवन रक्षक कैंसर इंजेक्शन दिल्ली के ब्लैक मार्केट में धड़ल्ले से बेचे जा रहे थे। दिल्ली पुलिस की क्राइम ब्रांच (इंटर स्टेट सेल) ने इस अंतरराज्यीय सिंडिकेट का भंडाफोड़ करते हुए 4 आरोपियों को गिरफ्तार किया है और उनके पास से 22 लाख रुपये से अधिक की नकदी सहित लाखों रुपये कीमत के 22 महंगे कैंसर वायल जब्त किए हैं। इस सनसनीखेज खुलासे के बाद राजस्थान मेडिकल सर्विसेज कॉरपोरेशन लिमिटेड (RMSCL) के अधिकारियों से लेकर स्वास्थ्य महकमे तक हड़कंप मच गया है। राजस्थान के स्वास्थ्य मंत्री गजेन्द्र सिंह खींवसर ने मामले की उच्च स्तरीय तथ्यात्मक जांच के आदेश जारी कर दिए हैं।

संदिग्ध ड्रग सिंडिकेट का भंडाफोड़: सरकारी जीवन रक्षक दवाओं की लूट का सनसनीखेज सच

कैंसर जैसी जानलेवा बीमारी से जूझ रहे राजस्थान के गरीब मरीजों के हक पर डाका डालने वाले एक बहुत बड़े अंतरराज्यीय दवा माफिया नेटवर्क का पर्दाफाश हुआ है। जो दवाइयां और इंजेक्शन राज्य सरकार द्वारा लाखों रुपये खर्च कर जरूरतमंद मरीजों को मुफ्त लगाने के लिए खरीदे गए थे, उन्हें अस्पताल के रिकॉर्ड में फर्जीवाड़ा कर चोरी-छिपे दिल्ली के चोर बाजार (ब्लैक मार्केट) में ऊंचे दामों पर बेचा जा रहा था। दिल्ली पुलिस की क्राइम ब्रांच की इंटर-स्टेट सेल ने मुस्तैदी दिखाते हुए न सिर्फ इस रैकेट को दबोचा, बल्कि उनके कब्जे से भारी मात्रा में विदेशी व बेहद दुर्लभ कैंसर रोधी इंजेक्शन बरामद किए हैं।

इस तरह हुआ महाघोटाले का भंडाफोड़

दिल्ली पुलिस की क्राइम ब्रांच लगातार अवैध और तस्करी की दवाओं के खिलाफ एक विशेष अभियान चला रही थी। इसी दौरान पुलिस को इनपुट मिला कि दिल्ली के कुछ इलाकों में कैंसर के बेहद महंगे इंजेक्शन बिना वैध कागजात और बेहद संदिग्ध परिस्थितियों में बेचे जा रहे हैं। जाल बिछाकर जब पुलिस ने दबिश दी, तो उनके हाथ इस सिंडिकेट के गुर्गे लग गए। पुलिस ने मौके से अभिषेक वैश्य, शुभम चौधरी, सूरज चौधरी, शांतनु कर्ण और आयुष कर्ण समेत गिरोह के मुख्य सदस्यों को धर दबोचा। इनके पास से पुलिस को 27.19 लाख रुपये की भारी-भरकम नकदी और 22 वायल अत्यंत महंगे कैंसर इंजेक्शन मिले। बरामद दवाओं की जब अंतरराष्ट्रीय बाजार और भारतीय दवा बाजार में कीमत आंकी गई, तो अधिकारी भी सन्न रह गए। जब्त किए गए इंजेक्शनों में एक-एक वायल की कीमत एक लाख रुपये से लेकर ढाई लाख रुपये तक है।

बीकानेर का ‘सरकारी कनेक्शन’ आया सामने

दिल्ली पुलिस ने जब बरामद किए गए 22 इंजेक्शनों के बैच नंबर, निर्माण और एक्सपायरी तिथियों की बारीकी से जांच की, तो इस पूरे नेक्सस का राजस्थान कनेक्शन खुलकर सामने आ गया। बरामद दवाओं में Bavencio 200mg/10ml (avelumab) नाम का एक दुर्लभ कैंसर इंजेक्शन मिला, जिसका बैच नंबर AU052510, निर्माण तिथि 02/2025 और एक्सपायरी तिथि 01/2028 अंकित थी।क्राइम ब्रांच ने जब इस बैच की प्रामाणिकता जानने के लिए संबंधित मूल फार्मा कंपनी से संपर्क किया, तो कंपनी के रिकॉर्ड ने चौंकाने वाला सच उगला। कंपनी ने लिखित पुष्टि की कि यह पूरा बैच विशेष रूप से राजस्थान मेडिकल सर्विसेज कॉरपोरेशन लिमिटेड (RMSCL) को सरकारी आपूर्ति के तहत भेजा गया था। RMSCL ने इस बैच के इंजेक्शन उत्तर भारत के प्रमुख कैंसर उपचार केंद्र—आचार्य तुलसी रीजनल रिसर्च कैंसर इंस्टीट्यूट (पीबीएम अस्पताल, बीकानेर) को निशुल्क वितरण के लिए भेजे थे।

एडवांस्ड कैंसर इम्यूनोथेरेपी दवाएं

दिल्ली पुलिस की क्राइम ब्रांच द्वारा ड्रग सिंडिकेट के पास से जब्त की गई जीवन रक्षक दवाओं में अंतरराष्ट्रीय स्तर की नामी फार्मा कंपनियों के बेहद महंगे और दुर्लभ ब्रांड्स शामिल हैं। बरामद की गई दवाओं में प्रमुख रूप से बावेंसियो (Bavencio – Avelumab) इंजेक्शन शामिल है, जिसका उपयोग मुख्य रूप से एडवांस्ड कैंसर इम्यूनोथेरेपी के लिए किया जाता है और इसके एक वायल की अनुमानित बाजार कीमत ₹1,00,000 से अधिक है। इसके अलावा, गिरोह के पास से विभिन्न प्रकार के ट्यूमर और कार्सिनोमा के इलाज में काम आने वाला कीट्रूडा (Keytruda – Pembrolizumab) इंजेक्शन भी मिला है, जिसकी बाजार में कीमत ₹2,00,000 प्रति वायल से भी ज्यादा आंकी गई है। पुलिस ने मल्टीपल मायलोमा (एक प्रकार का ब्लड कैंसर) के इलाज में इस्तेमाल होने वाला डार्ज़ालेक्स (Darzalex – Daratumumab) इंजेक्शन भी जब्त किया है, जिसकी कीमत लगभग ₹1,50,000 तक है। इन बेहद दुर्लभ दवाओं के साथ-साथ सिंडिकेट के पास से फेफड़े, सिर, गर्दन और लिम्फोमा कैंसर के इलाज में अत्यधिक प्रभावी माने जाने वाले इमफिंज़ी (Imfinzi), इरबिटक्स (Erbitux) और एडसेट्रिस (Adcetris) जैसे कई अन्य प्रीमियम इंजेक्शन भी बरामद किए गए हैं, जिनकी खुले बाजार में कीमत ₹1,00,000 से लेकर ₹2,50,000 प्रति वायल तक बैठती है।

मिटाए गए थे सरकारी सप्लाई के ‘लेबल’

दवा माफिया कितने शातिर तरीके से काम कर रहा था, इसका अंदाजा इसी बात से लगाया जा सकता है कि जब्त किए गए इंजेक्शनों की बोतलों (वायल्स) पर जो मूल रूप से “Rajasthan Government Supply – Not for Sale” के सरकारी मार्किंग और होलोग्राम लगे थे, उन्हें रसायनों की मदद से बेहद सफाई से मिटा दिया गया था। गिरोह का मकसद इन सरकारी दवाओं को निजी और खुले बाजार में सामान्य कमर्शियल स्टॉक के रूप में दिखाकर बेचना था।

रिकॉर्ड में हेराफेरी और ‘फर्जी मरीजों’ का खेल!

जांचकर्ताओं और चिकित्सा विशेषज्ञों के मुताबिक, यह कोई साधारण चोरी का मामला नहीं है, बल्कि इसके पीछे एक बहुत ही सुनियोजित और संस्थागत भ्रष्टाचार काम कर रहा था। सरकारी अस्पतालों या मुख्य वेयरहाउस से इतनी भारी मात्रा में और इतनी महंगी दवाएं बिना किसी आंतरिक मिलीभगत के बाहर नहीं निकल सकतीं।

संभावित मॉडस ऑपेरेंडी (काम करने का तरीका)

कागजी हेराफेरी: अस्पताल के स्टॉक रजिस्टर या इंडेंट फाइलों में दिखाया जाता है कि अमुक दवा किसी गंभीर कैंसर मरीज को लगा दी गई है।

फर्जी मरीज या नकली प्रविष्टियां: कागजों पर किसी गरीब या मृत मरीज के नाम पर दवा इश्यू करा ली जाती है, जबकि हकीकत में मरीज को वह महंगी दवा मिलती ही नहीं।

खाली बनाम असली वायल का खेल: पुलिस को यह भी अंदेशा है कि अस्पताल के भीतर मरीजों को असली जीवन रक्षक दवा के बजाय कुछ और लगा दिया जाता था या फिर मरीजों के इस्तेमाल के बाद बचने वाले खाली वायल को इकट्ठा कर, उसमें नकली या एंटी-फंगल दवाएं रीफिल करके ब्लैक मार्केट में असली के दाम पर बेचा जाता था।

दिल्ली से मुंबई तक फैला है सिंडिकेट का जाल

दिल्ली पुलिस की क्राइम ब्रांच की शुरुआती पूछताछ में यह साफ हुआ है कि इस सिंडिकेट के तार सिर्फ दिल्ली और राजस्थान तक ही सीमित नहीं हैं। इस नेटवर्क की कड़ियां महाराष्ट्र में मुंबई के वाशी तक जुड़ी हुई हैं। राजस्थान के सरकारी अस्पतालों से चोरी की गई या डाइवर्ट की गई इन दवाओं को दिल्ली के वितरकों के माध्यम से देश के अलग-अलग कोनों में और यहां तक कि विदेशों में बैठे खरीदारों को भी सप्लाई किए जाने की आशंका है। पुलिस ने आरोपियों के खिलाफ भारतीय न्याय संहिता (BNS) की विभिन्न गंभीर धाराओं (जैसे धारा 318(4), 336(3), 276, 277 आदि) के तहत FIR नंबर 181/2026 दर्ज की है।

राजस्थान के स्वास्थ्य मंत्री सख्त, दिए उच्च स्तरीय जांच के आदेश

जैसे ही दिल्ली में राजस्थान की सरकारी दवाओं के पकड़े जाने की खबर जयपुर पहुंची, सचिवालय में हड़कंप मच गया। राजस्थान के चिकित्सा एवं स्वास्थ्य मंत्री गजेन्द्र सिंह खींवसर ने तुरंत आपात बैठक बुलाई और इस मामले को बेहद गंभीरता से लेते हुए आरएमएससीएल (RMSCL) को कड़ी फटकार लगाई। स्वास्थ्य मंत्री ने कहा, “कैंसर जैसी जानलेवा बीमारी से पीड़ित बेबस मरीजों के लिए मुफ्त दी जाने वाली दवाओं की कालाबाजारी किसी भी कीमत पर बर्दाश्त नहीं की जाएगी। यह मानवता के खिलाफ अपराध है। मैंने इस पूरे मामले की फैक्चुअल (तथ्यात्मक) जांच के आदेश दे दिए हैं। दवा की खरीद से लेकर, वेयरहाउसिंग, ट्रांसपोर्टेशन, बीकानेर अस्पताल के स्टॉक रजिस्टर, मरीजों के ट्रीटमेंट रिकॉर्ड और इंडेंट बुक की सघन ऑडिट की जाएगी। जिस भी स्तर पर लापरवाही, मिलीभगत या भ्रष्टाचार पाया जाएगा, दोषी अधिकारी या कर्मचारी को सीधे जेल भेजा जाएगा।”

दिल्ली पुलिस का कड़ा रुख: RMSCL एमडी को नोटिस

इस बीच, दिल्ली पुलिस की क्राइम ब्रांच ने कार्रवाई को आगे बढ़ाते हुए राजस्थान मेडिकल सर्विसेज कॉरपोरेशन लिमिटेड के प्रबंध निदेशक (MD) पुखराज सैन को एक कड़ा और आधिकारिक नोटिस तामील किया है। नोटिस में पुलिस ने राजस्थान सरकार से इस विशिष्ट बैच (Batch No. AU052510) के आवंटन, रसीद, अस्पताल को डिस्पैच और उपयोग से जुड़े तमाम दस्तावेजों की सर्टिफाइड कॉपियां तुरंत मांगी हैं। दिल्ली पुलिस की एक टीम जल्द ही बीकानेर के आचार्य तुलसी कैंसर अस्पताल का दौरा कर वहां के दवा काउंटरों और डॉक्टरों के पर्चों की जांच भी कर सकती है।

विपक्ष हमलावर: “यह गरीबों की जिंदगी के साथ खिलवाड़”

इस बड़े खुलासे के बाद राजस्थान में राजनीतिक सरगर्मियां भी तेज हो गई हैं। विधानसभा में नेता प्रतिपक्ष टीकाराम जूली ने इस मुद्दे पर सरकार को आड़े हाथों लेते हुए कहा कि यह सिर्फ बीकानेर का मामला नहीं है, बल्कि राज्य के सभी बड़े सरकारी मेडिकल कॉलेजों (जयपुर, जोधपुर, उदयपुर) की जांच होनी चाहिए। जूली ने आरोप लगाया कि एक तरफ गरीब मरीज अस्पतालों में महंगी दवाओं के लिए दर-दर भटक रहे हैं और उन्हें स्टॉक खत्म होने की बात कहकर टाल दिया जाता है, वहीं दूसरी तरफ वही सरकारी दवाएं दिल्ली के ब्लैक मार्केट में बेची जा रही हैं। उन्होंने इसे राज्य के स्वास्थ्य ढांचे का सबसे बड़ा और अमानवीय घोटाला करार देते हुए उच्च स्तरीय न्यायिक या केंद्रीय एजेंसी से जांच कराने की मांग की है।

आगे की राह: सिस्टम को फुलप्रूफ बनाने की चुनौती

दवाओं की इस गंभीर कालाबाजारी ने सरकारी निशुल्क दवा योजनाओं की सुरक्षा प्रणाली पर बड़े सवाल खड़े कर दिए हैं। स्वास्थ्य विशेषज्ञों का मानना है कि इस तरह की चोरी को रोकने के लिए सरकार को तत्काल कड़े कदम उठाने होंगे।

बारकोडिंग और क्यूआर ट्रैकिंग: हर एक सिंगल वायल पर यूनिक क्यूआर कोड होना चाहिए, जिसे मरीज को लगाने के वक्त लाइव पोर्टल पर स्कैन करके ही डी-एक्टिवेट किया जा सके।

बायोमेट्रिक सत्यापन: दवा केवल उसी मरीज को जारी हो, जिसके फिंगरप्रिंट या आधार का लाइव वेरिफिकेशन अस्पताल के काउंटर पर किया गया हो।

The authorities have also instituted strict controls over activities such as photography, videography, and interviews involving students. Any such actions will need prior written permission from the principal and must align with lawful purposes. There are clear directives in place to ensure no personal data related to students is shared without prior consent from guardians.

Response to the New Regulations

The circular has sparked criticism from Tika Ram Jully, the Leader of Opposition in the Rajasthan Assembly. Following the engagement with the District Collector, arrangements were made to ensure that the students returned safely to their hostel. About four government vehicles were dispatched to transport the girls back, providing them with a secure means of travel after their visit to the Collectorate.

The alleged fraudster introduced himself as “Sunil Kumar Gautam” and indicated that the account was linked to a significant fraud amounting to Rs 6.80 crore. He threatened Deshram with arrest and a potential three-year jail sentence if he did not comply with his demands for money.

Exploiting the victim’s fear of legal repercussions, the impersonator pressured Deshram to transfer the money to avoid any legal action. Under this duress, Deshram transferred Rs 10 lakh via RTGS from a State Bank of India branch in Khairthal on August 11.

Police Intervention and Prevention of Further Loss

The situation escalated when Deshram received further demands for additional funds the following day. In an attempt to meet these new demands, he decided to sell jewellery valued between Rs 15 lakh and Rs 20 lakh that he possessed. He set out for Khairthal to sell the jewellery when the Mundawar police received intelligence regarding his actions.

Upon realising the gravity of the con, the police intervened and intercepted Deshram before he could execute the sale. Station House Officer Mohar Singh Meena stated that the victim underwent thorough counselling at the police station and was informed that he had fallen prey to a cyber fraud scheme.

Officers explained the nature of the scam and ensured Deshram understood the situation. Family members were summoned to the police station to support the victim, and the jewellery was secured for safety. Following these events, a case was officially registered, and an investigation was initiated to trace the bank accounts and individuals involved in the fraudulent activities.

Related Incidents of Digital Arrest Scams in Rajasthan

This incident is part of a disturbing trend of digital arrest scams in Rajasthan, highlighted by a recent case reported in Jaipur. Just a day prior, a 90-year-old retired district judge was reportedly conned out of Rs 2.50 crore by fraudsters impersonating officials from the CBI and RBI. The judge faced constant psychological pressure over a period of approximately 15 days through repeated video and WhatsApp calls, which led him to transfer large sums of money to several bank accounts.

Law enforcement officials are increasingly concerned about the prevalence of these scams, particularly as they involve impersonation of senior government officials. The use of video calls serves to instil fear and compel victims into financial transactions. The police have strongly recommended that individuals should not disclose their financial details or consider any requests for money based solely on such calls.

In light of these developments, authorities are urging the public to report any suspicious communications immediately to the cybercrime helpline or their nearest police station. The need for heightened awareness regarding the tactics used by fraudsters has never been more critical in combating this growing issue.

Family Alleges Delay by School Authorities

The student’s family staged a protest outside the school, alleging negligence on the part of the administration. They asserted that Prince was not immediately taken to a medical facility and remained on campus for approximately 45 minutes before his relatives were contacted. It was only after they arrived that he was transferred to a hospital, where he was pronounced dead.

According to reports from the family, on Wednesday, Prince did not bring his lunchbox and opted to buy food from the canteen with his friends. It was claimed that shortly after consuming a patty, he began to vomit, and his health rapidly deteriorated. The family stated that Prince returned to his classroom, informed a teacher of his ailing condition, and subsequently collapsed.

The family further alleged that the teacher informed the school administration about Prince’s condition, leading to his relocation to another room by several individuals, including an administrator. A relative, identified as Ravi Kumar, stated that around 11 am, Prince was moved from the classroom, and the family was then alerted to the situation.

In their account, the family noted that school authorities insisted on them arranging their own transportation for Prince rather than facilitating his immediate transfer to a hospital. This delay reportedly lasted until around 11.45 am, causing further distress and frustration among the family members. They finally reached the school, transported Prince to the hospital, where he was declared dead by medical professionals.
