जरूरी मंजूरी के बिना हुईं नियुक्तियां

सरकार के मुताबिक, कई मामलों में नियुक्ति से पहले संबंधित मूल विभाग, अपर मुख्य सचिव, मुख्य सचिव और मुख्यमंत्री की जरूरी मंजूरी नहीं ली गई। इसके बावजूद दूसरे विभागों के अधिकारियों और कर्मचारियों को मंत्रियों के कार्यालयों में तैनात कर दिया गया। परिपत्र में बताया गया है कि ऐसी नियुक्तियों में डॉक्टर, स्टेनोग्राफर, शिक्षक और इंजीनियर जैसे तकनीकी कर्मचारी भी शामिल थे। इनमें से कई के पास मंत्रालय के कामकाज के लिए जरूरी प्रशिक्षण या अनुभव नहीं था। सरकार का कहना है कि इससे मंत्रालय की सामान्य प्रशासनिक व्यवस्था प्रभावित हो रही थी।

मूल विभागों में भी बढ़ रही थी परेशानी

सरकार ने कहा कि जब कर्मचारी अपने मूल विभाग से हटकर मंत्री कार्यालय में काम करने लगते हैं, तो उनके विभाग में पद खाली रह जाते हैं। इससे वहां काम प्रभावित होता है और खाली पदों को भरने में भी परेशानी आती है। इसके अलावा मूल विभागों में कर्मचारियों को दिया गया प्रशिक्षण और उनकी विशेषज्ञता भी सही तरीके से इस्तेमाल नहीं हो पा रही थी। सरकार ने इसी वजह से ऐसी अनियमित नियुक्तियों को खत्म करने का फैसला लिया है।

सेवा रिकॉर्ड की जांच पर भी सवाल

सरकार ने नियुक्ति प्रक्रिया में जरूरी जांच नहीं होने को लेकर भी चिंता जताई है। ऐसे मामलों में ईमानदारी प्रमाणपत्र, चरित्र प्रमाणपत्र, गोपनीय रिपोर्ट और विभागीय जांच जैसे सेवा रिकॉर्ड का पर्याप्त सत्यापन नहीं हो रहा था। सरकार का कहना है कि मंत्रियों के कार्यालयों का काम संवेदनशील होता है, इसलिए वहां काम करने वाले कर्मचारियों की सेवा पृष्ठभूमि और रिकॉर्ड की पूरी जांच जरूरी है।

वापस नहीं लौटे तो रुक सकता है वेतन

सरकार ने अधिकारियों को मूल विभाग में वापस भेजने के साथ इसकी निगरानी की जिम्मेदारी भी तय की है। संबंधित कार्यालय प्रमुखों और आहरण एवं संवितरण अधिकारियों को 15 सितंबर तक रिपोर्ट देनी होगी कि सभी कर्मचारी अपने मूल कार्यालय में वापस पहुंच गए हैं। अगर कोई कर्मचारी तय समय में मूल कार्यालय में कार्यभार ग्रहण नहीं करता है तो उसका वेतन रोकने का निर्देश दिया गया है। वहीं संबंधित विभागों को आगे की रिपोर्ट मुख्य सचिव कार्यालय में जमा करनी होगी।

अब नियुक्ति के लिए तय प्रक्रिया जरूरी

सरकार ने भविष्य की नियुक्तियों को लेकर भी साफ निर्देश जारी किए हैं। मंत्रियों के कार्यालयों में अधिकारी या कर्मचारी नियुक्त करने के लिए सामान्य प्रशासन विभाग की तय प्रक्रिया का पालन करना होगा। जरूरत पड़ने पर अतिरिक्त पद बनाने या पदों के ढांचे में बदलाव के प्रस्ताव भी निर्धारित प्रक्रिया से मंजूरी के लिए भेजने होंगे। साथ ही, अधीनस्थ कार्यालयों के कर्मचारियों को अब उधार के आधार पर या सिर्फ मौखिक आदेश से मंत्रियों के कार्यालयों में नियुक्त नहीं किया जा सकेगा। भविष्य में ऐसी अनियमित नियुक्ति दोबारा होने पर महाराष्ट्र सिविल सेवा नियमों के तहत कार्रवाई की चेतावनी भी दी गई है।

अब क्या बदलेगा?

इस फैसले के बाद मंत्रालय और मंत्रियों के कार्यालयों में बिना तय प्रक्रिया के काम कर रहे अधिकारी-कर्मचारियों की वापसी होगी। सरकार का कहना है कि इससे प्रशासन में नियम, पारदर्शिता और जवाबदेही मजबूत होगी और कर्मचारियों की नियुक्ति निर्धारित व्यवस्था के तहत ही की जाएगी।

These notices were generated under the provisions of Section 354A of the Mumbai Municipal Corporation Act, as well as Section 53(1) of the Maharashtra Regional and Town Planning Act.

The civic authority has stated that subsequent actions will be undertaken in due compliance with legal procedures and in alignment with a ruling by the Supreme Court that was referenced in their correspondence to Daundkar. The BMC’s proactive measures reflect ongoing efforts to regulate compliance with urban planning regulations within the city.

Rustomjee Crown comprises two completed towers, labelled A and B, each soaring 63 floors high, while a third tower designated C remains under construction and is anticipated to reach a height of 65 floors. The luxury residential units range from three to five bedrooms and vary in size between 1,335 and 3,072 square feet, catering to a high-end market segment.

महाराष्ट्र में खाद्य सुरक्षा (फूड सेफ्टी) के नियमों का उल्लंघन करने वालों और मिलावटखोरों के खिलाफ खाद्य एवं औषधि प्रशासन (FDA) के कमिश्नर और वरिष्ठ IAS अधिकारी तुकाराम मुंढे ने एक अभूतपूर्व और आक्रामक अभियान छेड़ दिया है। मई 2026 में पदभार संभालने के बाद से, पिछले तीन महीनों में उनके नेतृत्व में पूरे राज्य में 3,000 से अधिक औचक छापेमारी और निरीक्षण किए गए हैं। इस व्यापक ‘क्रैकडाउन’ ने न केवल स्थानीय खाद्य व्यवसायियों बल्कि डोमिनोज, पिज्जा हट और मैकडॉनल्ड्स जैसे वैश्विक और प्रतिष्ठित फास्ट-फूड ब्रांडों के साथ-साथ पांच सितारा होटलों, प्रतिष्ठित क्रिकेट क्लबों और मुंबई की सदियों पुरानी डेयरियों में भी हड़कंप मचा दिया है। ‘सेफ फूड, सेफ ड्रग, सेफ महाराष्ट्र’ के मिशन के साथ काम कर रहे तुकाराम मुंढे के इस एक्शन की गूंज अब देशव्यापी बहस का रूप ले चुकी है।

जनस्वास्थ्य से खिलवाड़ पर ‘ज़ीरो टॉलरेंस’: किसी को नहीं बख्शने का संकल्प

महाराष्ट्र खाद्य एवं औषधि प्रशासन (FDA) के कमिश्नर, 51 वर्षीय IAS अधिकारी तुकाराम मुंढे अपनी ईमानदारी और सख्त प्रशासनिक कार्यशैली के लिए जाने जाते हैं। करीब 21 साल के अपने करियर में 25 से अधिक तबादलों का सामना करने वाले मुंढे ने एक बार फिर साबित कर दिया है कि उनका अंदाज बदलने वाला नहीं है। मई 2026 में खाद्य विभाग की कमान मिलने के बाद उन्होंने राज्य के नागरिकों की थाली को सुरक्षित बनाने को अपनी सर्वोच्च प्राथमिकता बनाया। सरकारी आंकड़ों के मुताबिक, तुकाराम मुंढे के इस अभियान के तहत 3 महीनों में 3,000 से अधिक जगहों पर छापे मारे गए हैं। उनके इस ताबड़तोड़ एक्शन का दायरा केवल सड़क किनारे की दुकानों या छोटे ढाबों तक सीमित नहीं है। मुंढे ने स्पष्ट संदेश दिया है, “जो लोग नियमों का पालन नहीं करेंगे, उन्हें नियामक (रेगुलेटर) की सख्त कार्रवाई का सामना करना ही होगा। आप यहां लोगों की जिंदगी के साथ खेल रहे हैं और इसमें कोई ढिलाई बर्दाश्त नहीं की जाएगी।”

वैश्विक ब्रांड्स पर गिरी गाज: डोमिनोज, पिज्जा हट और मैकडॉनल्ड्स के लाइसेंस निलंबित

मुंढे की टीमों ने जब मुंबई और पुणे सहित पूरे महाराष्ट्र के बड़े फूड आउटलेट्स पर छापेमारी शुरू की, तो हैरान कर देने वाली कमियां सामने आईं। जांच के दौरान डोमिनोज के चार आउटलेट्स और पिज्जा हट के एक आउटलेट में गंभीर स्वच्छता उल्लंघन और एक्सपायर्ड खाद्य पदार्थों का इस्तेमाल पाए जाने पर उनके फूड लाइसेंस तुरंत निलंबित कर दिए गए। इतना ही नहीं, मुंबई के एक मैकडॉनल्ड्स आउटलेट पर भी कार्रवाई की गई, जहां रसोई के भीतर जीवित कीड़े-मकोड़े (कॉकरोच) और सड़ता हुआ खाना पाया गया था। इन छापों में मुंबई का एक ब्रिटिश कालीन प्रतिष्ठित क्रिकेट क्लब, 70 साल पुरानी आइसक्रीम पार्लर और करीब 110 साल पुरानी ऐतिहासिक ‘पारसी डेयरी’ भी FDA की रडार से नहीं बच सकीं। VIP और रसूखदार प्रतिष्ठानों पर इस तरह के निष्पक्ष एक्शन ने आम जनता के बीच प्रशासन के प्रति विश्वास को काफी मजबूत किया है।

जब हाई कोर्ट की कैंटीन में ही मार दिया छापा

इस महा-अभियान के दौरान एक बेहद चर्चित और दिलचस्प वाकया बॉम्बे हाई कोर्ट से जुड़ा है। दरअसल, तुकाराम मुंढे ने मुंबई के एक नामी फाइव स्टार होटल का लाइसेंस नियमों के उल्लंघन के चलते रद्द कर दिया था। इसके खिलाफ होटल मालिक ने हाई कोर्ट का दरवाजा खटखटाया। सुनवाई के दौरान अदालत ने मौखिक टिप्पणी करते हुए पूछा कि क्या FDA केवल निजी होटलों पर ही आक्रामक है या सरकारी परिसरों और मंत्रालयों की भी जांच की जाती है? सख्त मिजाज IAS अधिकारी ने इस टिप्पणी को एक चुनौती के रूप में लिया। अगले ही कुछ घंटों के भीतर, मुंढे की विशेष टीम ने बॉम्बे हाई कोर्ट की अपनी कैंटीन में ही औचक छापा मार दिया। इस औचक निरीक्षण में अदालत की कैंटीन के भीतर दो ऐसी रसोइयां (किचन) संचालित होती पाई गईं, जिनके पास वैध फूड लाइसेंस तक नहीं था। FDA ने नियमों के मुताबिक तुरंत कार्रवाई करते हुए बिना लाइसेंस वाले इन हिस्सों को सील कर दिया और अदालत परिसर को अनुपालन नोटिस थमा दिया। इस घटना ने यह साफ कर दिया कि मुंढे के राज में कानून सबके लिए बराबर है, चाहे वह कोई बड़ा कॉर्पोरेट घराना हो या खुद न्यायपालिका का परिसर।

‘नकली पनीर’ पर पूर्ण प्रतिबंध और मुफ्त पानी की अनिवार्यता

छापेमारी के साथ-साथ महाराष्ट्र एफडीए ने राज्य की खाद्य संस्कृति को सुधारने के लिए दो बेहद महत्वपूर्ण ऐतिहासिक फैसले लागू किए हैं।

नकली (एनालॉग) पनीर पर पूर्ण प्रतिबंध: बाजार में धड़ल्ले से बिकने वाले वनस्पति तेल और रसायनों से बने कृत्रिम या ‘एनालॉग पनीर’ को पूरे महाराष्ट्र में पूरी तरह से प्रतिबंधित कर दिया गया है। इस आदेश का उल्लंघन करने वाले विक्रेताओं या निर्माताओं को 6 महीने तक की जेल और ₹1 लाख तक के जुर्माने का प्रावधान किया गया है।

मुफ्त सुरक्षित पेयजल: महाराष्ट्र के सभी होटलों और रेस्टोरेंट्स के लिए अब यह अनिवार्य कर दिया गया है कि वे अपने ग्राहकों को मुफ्त और सुरक्षित पीने का पानी (Safe Drinking Water) उपलब्ध कराएं। पानी के नाम पर ग्राहकों से जबरन वसूली करने वाले प्रतिष्ठानों पर अब सख्त आर्थिक दंड लगाया जा रहा है।

बार-बार इस्तेमाल होने वाले तेल पर कड़ा रुख: रेस्टोरेंट्स को कड़ी चेतावनी दी गई है कि एक ही खाद्य तेल को बार-बार गर्म करके खाना पकाने पर ₹10 लाख तक का जुर्माना भुगतना पड़ सकता है, क्योंकि यह सेहत के लिए अत्यंत खतरनाक और कैंसरकारी होता है।

बॉलीवुड के ‘सिंघम’ और ‘नायक’ से तुलना; सेलिब्रिटीज को भी नोटिस

सोशल मीडिया पर तुकाराम मुंढे इस समय जबरदस्त ट्रेंड कर रहे हैं और जनता उन्हें असल जिंदगी का ‘सिंघम’ और फिल्म ‘नायक’ का अनिल कपूर बता रही है। आम जनता का उन्हें इस कदर समर्थन प्राप्त है कि नई दिल्ली में आयोजित एक हालिया कार्यक्रम के दौरान प्रशंसकों ने उन्हें घेर लिया और देश में खाद्य सुरक्षा को लेकर प्रधानमंत्री नरेंद्र मोदी से उन्हें राष्ट्रीय स्तर पर बड़ी जिम्मेदारी सौंपने की मांग तक कर डाली। मशहूर फिल्ममेकर कुणाल कोहली ने तो इंस्टाग्राम पर मजाकिया लहजे में यहां तक लिख दिया कि मुंढे साहब को अब भारतीय घरों के फ्रीज और किचन पर भी छापा मारना चाहिए, जहां सालों पुराने एक्सपायर्ड सामान संभालकर रखे मिल जाएंगे!

जनता के प्यार के बीच मुंढे बिल्कुल जमीन से जुड़े हुए

उन्होंने एक साक्षात्कार में बेहद सादगी से कहा, “मैं कोई सेलिब्रिटी नहीं हूँ। मैं केवल एक फूड सेफ्टी कमिश्नर हूँ और अपना कर्तव्य निभा रहा हूँ।”सिर्फ व्यवसायी ही नहीं, बल्कि उनके रडार पर बॉलीवुड के बड़े सितारे भी आ चुके हैं। हाल ही में महाराष्ट्र FDA ने बॉलीवुड अभिनेता शाहरुख खान, अजय देवगन और टाइगर श्रॉफ को कारण बताओ (शो-कॉज) नोटिस जारी किया है। इन सितारों पर राज्य में प्रतिबंधित पान मसाला ब्रांड का अप्रत्यक्ष (सरोगेट) विज्ञापन करने का आरोप है। FDA ने इनसे पुख्ता सबूत मांगे हैं कि वे जिस ‘इलायची’ का प्रचार कर रहे हैं, क्या वह वाकई तंबाकू उत्पादों से अलग एक वास्तविक उत्पाद है या यह महज प्रतिबंधित पान मसाले को बढ़ावा देने का एक हथकंडा है।

उद्योग जगत में बेचैनी, कानूनी लड़ाई और मुंढे का अडिग रुख

तुकाराम मुंढे की इस अभूतपूर्व और तीव्र कार्रवाई से जहां आम जनता बेहद खुश है, वहीं रेस्टोरेंट और होटल उद्योग जगत (Industry) में भारी खलबली और बेचैनी का माहौल है। कई व्यापारिक संगठनों ने इस कड़े रुख का विरोध करते हुए कहा है कि नियमों के अनुपालन के लिए उन्हें थोड़ा समय दिया जाना चाहिए। कुछ व्यवसायी इस कार्रवाई के खिलाफ बॉम्बे हाई कोर्ट भी पहुंचे हैं और FDA पर अत्यधिक सख्ती (High-handedness) का आरोप लगाया है। एक मामले में अदालत ने एक रेस्टोरेंट के सुधार कर लेने के बावजूद उसका सस्पेंशन जारी रखने पर FDA पर ₹5 लाख का जुर्माना भी लगाया।इन कानूनी अड़चनों और उद्योग जगत के दबाव के बावजूद, तुकाराम मुंढे के कदम पीछे नहीं हटे हैं। उन्होंने साफ किया कि यदि अदालत की ओर से कोई टिप्पणी आती है तो उसे वे बेहद गंभीरता से लेते हैं और जहाँ सुधार की गुंजाइश होती है, वहाँ विभाग सुधार करता है, लेकिन इसका मतलब यह कटई नहीं है कि मिलावटखोरों को ढील दी जाएगी।

महाराष्ट्र के बाहर भी चला मुंढे मॉडल

मुंढे के इस कड़े रुख का असर अब महाराष्ट्र के बाहर उत्तर प्रदेश और राजस्थान जैसे राज्यों में भी दिखने लगा है, जहां स्थानीय प्रशासन ने भी मिलावटखोरों के खिलाफ बड़े पैमाने पर सैंपल कलेक्ट करने और सीजिंग की कार्रवाई तेज कर दी है। पिछले तीन महीनों में हुई 3,000 से अधिक छापेमारी केवल आंकड़ों का खेल नहीं है, बल्कि यह एक प्रशासनिक इच्छाशक्ति का उदाहरण है। तुकाराम मुंढे की इस मुहिम ने यह साबित कर दिया है कि यदि कोई अधिकारी ठान ले, तो बड़े से बड़े ब्रांड को भी घुटने टेकने पड़ते हैं और जनता की सेहत के साथ होने वाले खिलवाड़ को रोका जा सकता है। महाराष्ट्र के इस खाद्य सुरक्षा मॉडल की चर्चा आज पूरे देश में हो रही है।

During this conversation, his son, Vineet Deshmukh, entered the doctor’s office and confronted Jaiswal, leading to an escalating argument.

Jaiswal recounted that he was providing details regarding the patient’s condition, the prescribed medication, and necessary precautions. However, Vineet took offense at the manner in which the doctor was communicating and expressed his displeasure through verbal abuse before exiting the office.

Confrontation and Assault Captured on CCTV

Following the initial confrontation, Vineet allegedly returned shortly after and physically assaulted Doctor Jaiswal. The CCTV footage from the hospital clearly captures these events, depicting the argument and the subsequent attack. This incident has heightened concerns regarding security within medical establishments.

“While I was explaining the patient’s treatment and care directions, his son repeatedly questioned why I was speaking so bluntly,” Jaiswal stated regarding the encounter. He later felt a need to approach local law enforcement after the assault.

In response to the attack, Jaiswal filed a First Information Report (FIR) with the police. Kalyan Assistant Commissioner of Police, Suhas Hemade, noted that Vineet’s disrespectful behaviour was indicative of a wider issue, as the altercation began with claims that the prescribed medication was ineffective.

अब तक 12.58 लाख किसानों को राहत

सरकार के मुताबिक, योजना के तहत अब तक 12,58,243 किसानों को कुल 10,115 करोड़ रुपये की कर्जमाफी का लाभ मिल चुका है। पात्र किसानों को लाभ देने की प्रक्रिया अभी जारी है और लाभार्थियों की संख्या लगातार अपडेट की जा रही है। सरकार ने कर्ज खातों के आधार प्रमाणीकरण पर भी जोर दिया है। अब तक 13.70 लाख कर्ज खातों का आधार प्रमाणीकरण पूरा हो चुका है। सरकार का कहना है कि योजना की पूरी प्रक्रिया पारदर्शी तरीके से चलाई जा रही है।

छत्रपति संभाजीनगर के किसानों को सबसे ज्यादा लाभ

दूसरे चरण में सबसे ज्यादा कर्जमाफी छत्रपति संभाजीनगर संभाग के किसानों को मिली। यहां 3,02,273 किसानों को 2,284 करोड़ रुपये का लाभ दिया गया। वहीं अमरावती संभाग में 1,45,808 किसानों को 1,208 करोड़ रुपये और नासिक संभाग में 84,813 किसानों को 756 करोड़ रुपये की कर्जमाफी मिली। पुणे संभाग के 49,224 किसानों को 417 करोड़ रुपये, नागपुर संभाग के 44,864 किसानों को 366 करोड़ रुपये और कोकण संभाग के 9,054 किसानों को 54 करोड़ रुपये का लाभ मिला।

मुख्यमंत्री फडणवीस ने ऑनलाइन किया वितरण

दूसरे चरण के लाभ का ऑनलाइन वितरण मुंबई स्थित सह्याद्री अतिथि गृह से किया गया। कार्यक्रम में उपमुख्यमंत्री एकनाथ शिंदे, उपमुख्यमंत्री सुनेत्रा अजित पवार, सहकार मंत्री बाबासाहेब पाटील और मुख्य सचिव राजेश अग्रवाल समेत कई वरिष्ठ अधिकारी मौजूद रहे। सरकार के अनुसार, पात्र किसानों तक कर्जमाफी का लाभ पहुंचाने की प्रक्रिया आगे भी जारी रहेगी। योजना के तहत लाभार्थियों की जानकारी लगातार अपडेट की जा रही है।

किसानों के लिए बड़ी राहत

कर्ज के बोझ से जूझ रहे किसानों के लिए यह कर्जमाफी आर्थिक राहत के तौर पर देखी जा रही है। दूसरे चरण में एक साथ 5,086 करोड़ रुपये जारी किए जाने से बड़ी संख्या में किसानों को सीधा लाभ मिला है। सरकार का फोकस पात्र किसानों की पहचान, आधार प्रमाणीकरण और सीधे ऑनलाइन लाभ पहुंचाने पर है, ताकि कर्जमाफी की प्रक्रिया में पारदर्शिता बनी रहे।
