The inspection, which was led by FDA chief Tukaram Mundhe, uncovered alarming deficiencies related to the handling and storage of food items. Notably, hot foods were not being maintained at temperatures above the mandated threshold of 60°C, and cold storage practices failed to keep items below 5°C.</h4>
<h4>Additionally, the FDA identified improper thawing methods and a lack of rapid cooling for cooked food, further highlighting the establishment’s failure to adhere to food safety standards. The inspection also revealed moisture-related damage to the restaurant’s flooring and noted serious inadequacies in the drainage system situated near food preparation areas, creating potential risks for cross-contamination.</h4>
<h4>The FDA&#8217;s findings indicated that food preparation equipment was not receiving the necessary cleaning and sanitisation, prompting immediate action to halt operations until compliance is achieved with food safety regulations. This decision aims to safeguard public health by addressing the critical hygiene issues identified during the inspection.</h4>
<h1>Festivals Trigger Heightened Food Safety Measures</h1>
<h4>In light of the ongoing Ganpati Utsav celebrations, Tukaram Mundhe and his team have intensified inspections across Maharashtra. The FDA has been overseeing restaurants, eateries, hotels, and sweet shops, reinforcing food safety protocols amid the festivities. Earlier, on September 13, the FDA reported the seizure of 30 litres of liquid milk and over 4,138 kg of dairy and confectionery products, including khoya, paneer, ghee, and various sweets, all valued at more than Rs 15.5 lakh. This operation forms part of a broader effort to ensure food safety during the festival period.</h4>
<h4>In Jalna district, the FDA undertook a major operation that led to the confiscation of banned food items worth Rs 1.35 crore, further emphasizing the agency&#8217;s commitment to enforcing food safety laws. In addition to the raids on commercial establishments, the FDA has been actively conducting inspections within hotels across Greater Mumbai to identify and address any potential violations involving prohibited food products.</h4>
<h4>Such initiatives are critical during festivals, when the risk of non-compliance with food safety standards may increase. By ramping up inspections, the FDA aims to maintain public trust and ensure that food served during these important cultural events meets the expected hygiene standards.</h4>
<h1>Workshops for Food Safety Awareness</h1>
<h4>Ahead of the Ganeshotsav celebrations, the Greater Mumbai unit of the FDA has organised several workshops aimed at educating office-bearers and workers from various Ganesh mandals about food safety. These workshops focused on ensuring that offerings such as prasad and mahaprasad are prepared and served under hygienic conditions, thereby preventing any health hazards for devotees.</h4>
<h4>Five workshops were conducted at various venues, with participation from 320 office-bearers and members of associated organisations. Furthermore, in collaboration with the Brihanmumbai Municipal Corporation (BMC), a special workshop titled &#8216;Sweetness of Modak, with the Assurance of Food Safety&#8217; was designed for around 110 self-help groups involved in the production of modaks.</h4>
<h4>During the sessions, FDA Assistant Commissioners for Food Safety and Food Safety Officers provided expertise on adherence to Schedule 4 of the Food Safety and Standards Act, 2006. Guidance was offered with an emphasis on Good Hygiene Practices (GHP) and Good Manufacturing Practices (GMP), ensuring both producers and distributors are well-informed in maintaining food safety as part of the festive observances.</h4>

This was a serious security breach,” Satav stated.</h4>

He indicated that limitations on sourcing raw materials from direct sugarcane juice and B-heavy molasses could jeopardise the financial viability of numerous ethanol distilleries in Maharashtra. This assertion was made during a statement on Monday, highlighting the burgeoning challenges faced by sugar factories which have already invested significantly in ethanol projects.</h4>
<h1>Investment in Ethanol Projects</h1>
<h4>Tope noted that sugar factories have committed a substantial amount, estimated between Rs 16,000 crore and Rs 20,000 crore, in response to the Centre&#8217;s E20 blending policy. With about 179 distilleries currently operational in Maharashtra, comprising 143 sugar or molasses-based units and 36 grain-based facilities, the investments reflect a proactive stance towards enhancing ethanol production capacity. The cumulative annual ethanol production capability of these factories stands at approximately 3.8 billion litres for sugar-based distilleries, while grain-based projects can yield around 1.04 billion litres annually.</h4>
<h4>The former minister cautioned that any enforced reliance on C-heavy molasses could result in reduced production levels. He emphasised that fixed operational costs such as salaries, maintenance expenses, insurance, environmental compliance, and bank repayments would persist regardless of production output. The discrepancy between lower production and unchanged costs could subsequently elevate production expenses per litre, exerting additional pressure on the financial stability of sugar factories, particularly cooperative units already encumbered by debt.</h4>
<h4>In light of these challenges, Tope proposed converting existing ethanol facilities into dual-feed systems that would facilitate the use of both sugar-based and grain feedstocks. He advocated for Maharashtra to promote grain-based ethanol production concurrently while ensuring a sustainable supply chain for raw materials. This dual approach may help mitigate risks associated with the proposed restrictions.</h4>
<h1>Objectives for the 2026-27 Season</h1>
<h4>Tope highlighted the need for Maharashtra to achieve a balanced strategy across three pivotal objectives for the 2026-27 agricultural season. These include maintaining a steady sugar supply and price level, guaranteeing sufficient ethanol production for E20 blending, and safeguarding the financial health of current investments in distilleries. This multi-faceted strategy is crucial for ensuring the continued growth and sustainability of the sugar industry in the region.</h4>
<h4>Furthermore, Tope encouraged maximising value-added opportunities from by-products such as Distillers Dried Grains with Solubles (DDGS), maize oil, and carbon dioxide, alongside the production of biogas or compressed biogas from wastewater. These additional revenue streams could provide vital financial relief to ethanol producers.</h4>
<h4>B-heavy and C-heavy molasses, which are vital intermediate and final by-products from the sugar extraction process, play an important role in ethanol production. Their management and use can significantly affect ethanol output, making it essential for the industry to strategise effectively in response to any government directives.</h4>
<h1>Government Initiatives and Ethanol Blending Programme</h1>
<h4>The Union government&#8217;s Ethanol Blended Petrol Programme (EBPP) is aimed at enhancing energy security, supporting the agricultural sector, and minimising environmental impact through the adoption of domestically produced renewable fuels. The government has emphasised that stable, pre-arranged pricing for locally sourced ethanol helps shield consumers from fluctuations in global crude oil markets, thereby contributing to lower petrol prices.</h4>
<h4>As discussions continue regarding the future of ethanol production in Maharashtra, the focus remains on balancing economic viability with sustainable practices. The decisions made will likely have far-reaching implications for the region&#8217;s sugar industry and its stakeholders in the coming years.</h4>

										<content:encoded><![CDATA[<h4>Maharashtra is currently celebrating Ganesh Chaturthi, the state&#8217;s most significant festival, which lasts for ten days. Homes, streets, and public pandals are adorned with vibrant decorations, music, and lights as devotees eagerly welcome Lord Ganesha. The festival typically kicks off with families bringing home a Ganesh idol on the first day. During the following days, devotees offer prayers, fruits, flowers, and sweets while numerous public pandals provide prasad and host communal meals.</h4>
<h4>The festivities culminate in the poignant moment of Ganesh Visarjan, where attendees bid farewell to Bappa by immersing the idols in water. However, once the processions conclude and devotees return to their homes, a critical question arises: what happens to the waste generated by these celebrations?</h4>
<h1>Management of Immersion Waste</h1>
<h4>The scale of idol immersion during Ganesh Chaturthi is substantial. In 2025, a total of 1,97,114 Ganesh idols were immersed in Mumbai, comprising household, public, and Gauri idols. Mumbai&#8217;s civic body, the Brihanmumbai Municipal Corporation (BMC), reportedly recovered 1,982 metric tonnes of Plaster of Paris (PoP) from immersion sites. This year, the BMC has increased its efforts by establishing 348 designated immersion sites, including 281 artificial ponds and various beaches and lakes. Special equipment and personnel have been deployed to manage the immersion process effectively.</h4>
<h4>The BMC&#8217;s objectives extend beyond mere removal of idols from water. They have implemented a system to retrieve PoP idols from artificial ponds within 24 hours post-immersion. The recovered materials are transported for further processing, with officials examining opportunities to repurpose the material for creating new idols, plasterboards, ceramics, and other construction-related products.</h4>
<h4>Furthermore, various techniques are being explored to ensure that the environmental impact of the idols is minimised while maximising the reuse of materials involved in the celebrations.</h4>
<h1>Collection and Processing of Prasad and Nirmalya</h1>
<h4>The waste produced during Ganeshotsav is not limited to idols alone; a significant amount also comprises flowers, garlands, and other religious offerings, collectively referred to as nirmalya. In 2025, approximately 508 metric tonnes of nirmalya were collected at designated immersion sites in Mumbai. According to the BMC, this waste is transformed into compost, which is subsequently utilised in the city&#8217;s gardens. Residents are encouraged to deposit their offerings in designated nirmalya containers rather than discarding them in water bodies.</h4>
<h4>The management of food waste, particularly prasad, presents another waste challenge during the festival. This year, efforts are underway to convert some of this waste into a resource through initiatives like the ‘Prasad to Power’ scheme, particularly at Lalbaugcha Raja. It is estimated that 8 to 10 metric tonnes of wet waste, including food, will be collected daily. Rather than conventional disposal methods, this waste will be sent to biomethanation plants located at hospitals for processing.</h4>
<h4>The objective is to manage at least 80 metric tonnes of organic waste over the ten-day celebration, generating around 7,744 units of renewable electricity to be utilised across various hospital facilities, including patient wards and common areas.</h4>
<h1>Comprehensive Waste Management Approach</h1>
<h4>The BMC has structured a multifaceted approach to address the diverse types of waste generated during the festival. Idols are retrieved and processed separately, while nirmalya is collected for the composting process. Additionally, organic waste from significant celebrations is being managed through biomethanation facilities. This year&#8217;s arrangements reflect the BMC&#8217;s broader strategy aimed at effective waste management for Ganeshotsav.</h4>
<h4>From the immersion of idols to the disposal of flowers and food remnants, a systematic collection and process method has been established across Mumbai for the festival. The concerted efforts aim to harness the waste generated during the festivities and transform it into sustainable solutions, thereby addressing both environmental and resource challenges effectively.</h4>

										<content:encoded><![CDATA[<h4>Manoj Jarange, an activist advocating for Maratha reservation, has declared his intent to travel to Mumbai alone on September 15. This announcement follows the Mumbai Police&#8217;s refusal to grant permission for his planned indefinite hunger strike in the city. Jarange, currently on an indefinite fast at Antarwali Sarati village in Maharashtra’s Jalna district, plans to depart for Mumbai at 11 am on Tuesday, despite the police&#8217;s decision.</h4>
<h4>During his address to supporters, Jarange urged members of the Maratha community to refrain from converging in large groups in Mumbai. He alleges that the government denied the protest permit due to its apprehension regarding the Maratha community&#8217;s numbers and strength. In light of this, he stated, &#8220;I will leave for Mumbai alone on September 15 at 11 am,&#8221; emphasising his commitment to continue the protest.</h4>
<h4>Furthermore, Jarange mentioned that three or four individuals and two ambulances would accompany him on his journey, stressing the importance of maintaining peace in the communities rather than gathering en masse in the state capital.</h4>
<h1>Police Cites Security Concerns</h1>
<h4>The rejection of Jarange&#8217;s team&#8217;s request for an indefinite hunger strike in Mumbai was communicated by the police on September 10. Officials cited concerns regarding security and public order, particularly due to the ongoing Ganeshotsav celebrations. The police also highlighted potential violations of regulations related to public gatherings and protests as factors for the decision.</h4>
<h4>In his response, Jarange accused Maharashtra&#8217;s Chief Minister, Devendra Fadnavis, of trying to thwart his protest out of fear from the Maratha community&#8217;s growing influence. He articulated concerns that any disorder arising from a larger mobilisation could lead to unfounded blame placed upon the Maratha community during the festival period.</h4>
<h4>Jarange asserted, &#8220;Fadnavis’s people will create a disturbance during the Maratha rally and blame the Maratha community. That is why I have decided to go alone. Now, will the government deny permission for my solo march as well?&#8221; This statement reflects his frustration with the government’s approach to the ongoing Maratha reservation issue.</h4>
<h1>Jarange&#8217;s Health and Determination</h1>
<h4>Currently, Jarange is on the 16th day of his indefinite fast, which has reportedly caused his health to decline as he has refused both food and medical treatment. Despite these conditions, he reaffirmed his commitment to persist in his agitation until the concerns of the Maratha community are adequately addressed.</h4>
<h4>He proclaimed, &#8220;The road ahead is full of obstacles, but I will not retreat from the struggle for the community.” Identifying himself as a follower of Chhatrapati Shivaji Maharaj, he conveyed his readiness to endure until the end, stating he would &#8220;die but not surrender”. However, he did acknowledge that talks with the Maharashtra government could still be an option if the government is willing to engage meaningfully.</h4>
<h4>Jarange&#8217;s primary demand involves the issuance of a Government Resolution (GR), which would allow eligible members of the Maratha community to access reservation benefits similarly offered to the Kunbi community under the Other Backward Classes (OBC) category, supported by historical records and gazettes.</h4>
<h1>Context and Previous Agitations</h1>
<h4>Opposition from OBC groups has emerged regarding this demand, expressing concerns that it may encroach on their share of benefits. Jarange has cautioned political leaders that the Maratha community’s demands must be met, or they risk having their political futures determined in upcoming elections.</h4>
<h4>This upcoming protest is not Jarange&#8217;s first significant demonstration in Mumbai. On August 29 of the previous year, he initiated an indefinite hunger strike at Azad Maidan, which led to disruptions before the government acquiesced to some of his demands, signalling the heightened stakes surrounding the Maratha reservation issue.</h4>
<h4>With tensions rising once again, Jarange&#8217;s decision to proceed to Mumbai for a solo protest underscores his dedication to the cause, despite police opposition and potential legal challenges. <h5>दिवंगत बॉलीवुड अभिनेता <a href="https://thecsrjournal.in/cbi-submitted-closure-report-sushant-singh-rajput-death-case-politics-disha-salian-death-case-aditya-thackrey-maharashtra-hindi">सुशांत सिंह राजपूत</a> की पूर्व मैनेजर दिशा सालियान की संदिग्ध मौत के मामले में छह साल बाद एक बहुत बड़ा मोड़ आया है। बॉम्बे हाई कोर्ट के कड़े रुख और स्पष्ट आदेश के बाद केंद्रीय जांच ब्यूरो (CBI) ने इस मामले में औपचारिक रूप से एक नई प्राथमिकी (FIR) दर्ज कर ली है। CBI की इस नई FIR में दर्ज संगीन धाराओं और इसमें शामिल किए गए बड़े राजनीतिक व फिल्मी हस्तियों के नामों ने महाराष्ट्र समेत पूरे देश की सियासत और फिल्म इंडस्ट्री में एक नया भूचाल ला दिया है।</h5>
<h5>केंद्रीय जांच एजेंसी ने यह कदम बॉम्बे हाई कोर्ट के उस फैसले के बाद उठाया है, जिसमें अदालत ने मुंबई पुलिस की छह साल पुरानी जांच पर बेहद तल्ख टिप्पणियां की थीं। हाई कोर्ट ने मुंबई पुलिस को फटकार लगाते हुए कहा था कि इतने लंबे समय तक मामले को केवल एक &#8216;एक्सीडेंटल डेथ रिपोर्ट&#8217; (ADR) के रूप में रखना और नियमित FIR न दर्ज करना कई गंभीर सवाल खड़े करता है। अदालत के अनुसार, पुलिस की अब तक की कार्यप्रणाली जवाबों से ज्यादा नए सवाल पैदा करती है।</h5>
<h2>FIR में हत्या और सामूहिक दुष्कर्म जैसी संगीन धाराएं</h2>
<h5>CBI द्वारा दर्ज की गई नई FIR में केवल मौत की परिस्थितियों की जांच ही शामिल नहीं है, बल्कि इसमें बेहद गंभीर और चौंकाने वाले आरोप लगाए गए हैं। सूत्रों के मुताबिक, दिशा सालियान के पिता सतीश सालियान द्वारा केंद्रीय एजेंसी के समक्ष दर्ज कराए गए विस्तृत बयान के आधार पर इस FIR को तैयार किया गया है। सतीश सालियान ने पिछले हफ्ते मुंबई के बांद्रा-कुर्ला कॉम्प्लेक्स (बीकेसी) स्थित CBI कार्यालय में लगभग चार घंटे से भी अधिक समय तक अपना बयान दर्ज कराया था। पिता के आरोपों को आधार बनाते हुए CBI ने इस मामले में भारतीय न्याय संहिता (BNS) और तत्कालीन दंड संहिता की धाराओं के तहत हत्या, सामूहिक दुष्कर्म (गैंगरेप), आपराधिक साजिश, सबूतों को मिटाने और जांच एजेंसियों को गुमराह करने के लिए झूठे रिकॉर्ड तैयार करने जैसी संगीन धाराएं जोड़ी हैं। पिता ने अपनी याचिका और बयान में स्पष्ट रूप से कहा है कि उनकी बेटी ने आत्महत्या नहीं की थी, बल्कि उसके साथ एक बड़ी साजिश के तहत दरिंदगी की गई और फिर साक्ष्य मिटाने के उद्देश्य से उसे इमारत से नीचे फेंक दिया गया।</h5>
<h2>राजनीतिक और बॉलीवुड हस्तियों के नाम आने से मची खलबली</h2>
<h5>CBI की इस FIR में सबसे ज्यादा ध्यान खींचने वाला पहलू वे नाम हैं, जिनका जिक्र दिशा के पिता ने अपने बयान में किया है और जिन पर मामले को दबाने के आरोप लगे हैं। इस मामले में महाराष्ट्र के पूर्व मुख्यमंत्री उद्धव ठाकरे, उनके बेटे और शिवसेना (UBT) के <a href="https://thecsrjournal.in/disha-salian-case-cbi-probe-aaditya-thackeray-rhea-chakraborty-suraj-pancholi-hindi">विधायक आदित्य ठाकरे,</a> अभिनेता डिनो मोरिया, सूरज पांचोली और रिया चक्रवर्ती जैसी चर्चित हस्तियों के नाम सामने आए हैं। इसके अलावा, FIR में तत्कालीन पुलिस महकमे के शीर्ष अधिकारियों की भूमिका पर भी सवाल उठाए गए हैं। पूर्व IPS अधिकारी परमवीर सिंह, महाराष्ट्र के पूर्व गृह मंत्री अनिल देशमुख और विवादित पूर्व पुलिस अधिकारी सचिन वाजे का नाम भी इस पूरे घटनाक्रम को प्रभावित करने और फाइलों में हेरफेर करने के आरोपों के घेरे में लाया गया है।</h5>
<h2>पुलिस के दुरुपयोग का आरोप</h2>
<h5>FIR के अनुसार, आरोप है कि तत्कालीन महा विकास अघाड़ी (MVA) सरकार और मुंबई पुलिस के आला अधिकारियों ने मिलकर इस मामले को रफा-दफा करने में मुख्य भूमिका निभाई थी। सरकारी मशीनरी और पुलिस तंत्र का दुरुपयोग करके केस से जुड़े महत्वपूर्ण कागजात, डिजिटल फॉरेंसिक फाइलें और मोबाइल फोन के डेटा रिकॉर्ड नष्ट किए गए ताकि असली दोषियों को बचाया जा सके।</h5>
<h2>हाई कोर्ट की मुंबई पुलिस पर कड़ी फटकार</h2>
<h5><a href="https://thecsrjournal.in/disha-salian-death-case-cbi-probe-bombay-high-court-order-hindi">दिशा सालियान की मौत</a> 8 जून 2020 को मुंबई के मलाड इलाके में स्थित एक बहुमंजिला इमारत की 14वीं मंजिल से संदिग्ध परिस्थितियों में गिरने के कारण हुई थी। इसके ठीक छह दिन बाद, 14 जून 2020 को अभिनेता सुशांत सिंह राजपूत भी अपने बांद्रा स्थित फ्लैट में मृत पाए गए थे। इन दोनों मौतों के समय में बेहद कम अंतर होने के कारण शुरुआत से ही यह अंदेशा जताया जा रहा था कि दोनों मामलों के तार आपस में जुड़े हो सकते हैं। मुंबई पुलिस ने अपनी प्रारंभिक जांच के बाद दावा किया था कि दिशा सालियान ने आत्महत्या की थी और उन्होंने इसे केवल एक दुर्घटना मृत्यु मामला (ADR) मानकर फाइल ठंडे बस्ते में डाल दी थी। दिशा के परिवार ने लंबे समय तक इंसाफ की गुहार लगाई और आरोप लगाया कि छह साल बीत जाने के बाद भी उन्हें पोस्टमार्टम रिपोर्ट और एडीआर की कॉपियां तक ठीक से मुहैया नहीं कराई गईं। बॉम्बे हाई कोर्ट ने इस बात का कड़ा संज्ञान लेते हुए कहा कि पुलिस द्वारा की गई जांच में भारी विसंगतियां (ग्लेरिंग डिस्क्रिपेंसीज) हैं। अदालत ने कहा कि जब परिवार लगातार हत्या और प्रताड़ना की आशंका जता रहा था, तो पुलिस ने नियमित तौर पर FIR दर्ज कर मामले की गहराई से छानबीन क्यों नहीं की? इसी लापरवाही को देखते हुए अदालत ने 2 सितंबर को CBI को तुरंत केस अपने हाथ में लेने और एक वरिष्ठ तथा अनुभवी जांच अधिकारी की नियुक्ति कर नए सिरे से तफ्तीश शुरू करने का आदेश दिया था।</h5>
<h2>आगे की राह और सीबीआई की रणनीति</h2>
<h5>उच्च न्यायालय के स्पष्ट निर्देश हैं कि जब तक किसी व्यक्ति के खिलाफ ठोस और पुख्ता वैज्ञानिक या परिस्थितिजन्य सबूत नहीं मिल जाते, तब तक किसी को भी सीधे तौर पर आरोपी के रूप में गिरफ्तार नहीं किया जाएगा। CBI ने FIR की कॉपी को एक सीलबंद लिफाफे में अदालत के समक्ष प्रस्तुत किया है।अब केंद्रीय जांच ब्यूरो की एक विशेष टीम मुंबई पुलिस से दिशा सालियान मामले से जुड़े सभी मूल दस्तावेज, मोबाइल फोन की फॉरेंसिक रिपोर्ट्स, घटनास्थल के पंचनामे और चश्मदीदों के पुराने बयानों को अपने कब्जे में लेने की प्रक्रिया शुरू कर चुकी है। जांच एजेंसी उन सभी डॉक्टरों से भी पूछताछ कर सकती है जिन्होंने दिशा का पोस्टमार्टम किया था, साथ ही उस रात मलाड के फ्लैट में मौजूद रहे लोगों को दोबारा समन भेजकर आमने-सामने बिठाकर पूछताछ की जा सकती है।छह साल बाद CBI की इस आक्रामक शुरुआत से महाराष्ट्र की राजनीति में एक बार फिर भूचाल आ गया है। जहां एक तरफ विपक्ष इसे राजनीतिक प्रतिशोध की भावना से की गई कार्रवाई बता रहा है, वहीं दूसरी तरफ पीड़ित परिवार को उम्मीद बंधी है कि इतने लंबे इंतजार के बाद अब शायद दिशा की मौत का असली सच दुनिया के सामने आ सकेगा।</h5>
