										<content:encoded><![CDATA[<h4>A four-year-old boy who fell into a 220-foot-deep borewell in Haryana&#8217;s Ambala district was declared dead after rescuers pulled him out following a marathon rescue operation that lasted more than 21 hours.</h4>
<h4>The child, identified as Nirvair Singh, was rescued from the narrow shaft in the early hours of Wednesday and immediately taken to a hospital, where doctors declared him brought dead.</h4>
<h1>Child Fell Into Open Borewell While Playing</h1>
<h4>The incident took place at around 6.30 am on Tuesday in Dhaneora village under the Barara area of Ambala district.</h4>
<h4>According to officials and family members, Nirvair had accompanied his father, Manjit, to the family&#8217;s agricultural fields to deliver breakfast to his grandfather, Karnail Singh.</h4>
<h4>While the adults were occupied with farm work, the child was reportedly playing near an open borewell.</h4>
<h4>Family members said he had been dropping handfuls of soil into the borewell. The area around the opening had become wet and slippery, and he is believed to have lost his balance while leaning over to look inside.</h4>
<h4>The child subsequently fell into the approximately nine-inch-wide borewell shaft.</h4>
<h1>Villagers Alert Authorities After Initial Rescue Attempts</h1>
<h4>Residents of the village initially attempted to rescue the child but were unsuccessful.</h4>
<h4>Authorities were then informed, triggering a large-scale rescue operation involving multiple agencies.</h4>
<h4>Teams from the National Disaster Response Force (NDRF), the State Disaster Response Force (SDRF), district administration and later the Indian Army joined the rescue effort.</h4>
<h4>Rescue personnel deployed specialised equipment and worked continuously through the day and night to reach the trapped child.</h4>
<h1>Rescue Operation Lasted More Than 21 Hours</h1>
<h4>After more than 21 hours of sustained efforts, rescue teams succeeded in extracting the child from the borewell at around 3.40 am on Wednesday.</h4>
<h4>He was immediately placed in an ambulance and rushed to the Civil Hospital in Ambala Cantonment.</h4>
<h4>However, doctors at the hospital declared him brought dead.</h4>
<h4>Officials did not immediately provide details regarding the exact circumstances that led to his death during the prolonged entrapment.</h4>
<h1>Borewell Safety Concerns Resurface</h1>
<h4>The incident has once again drawn attention to the dangers posed by unsecured and abandoned borewells in rural areas.</h4>
<h4>Similar accidents involving children falling into open borewells have been reported in several parts of the country over the years, often triggering lengthy and complex rescue operations.</h4>
<h4>The latest tragedy has renewed calls for stricter enforcement of safety regulations, including proper sealing of unused borewells and regular inspections to prevent such incidents.</h4>
<h4>Local authorities are expected to review the circumstances surrounding the accident as concerns grow over compliance with borewell safety norms in agricultural areas.</h4>

<h5>हरियाणा में ₹504 करोड़ के सरकारी फंड घोटाले के मामले में केंद्रीय जांच ब्यूरो (CBI) ने एक बड़ी कार्रवाई करते हुए दो बैंक अधिकारियों को गिरफ्तार किया है। केंद्रीय जांच एजेंसी के अनुसार, गिरफ्तार किए गए आरोपियों में IDFC फर्स्ट बैंक (IDFC First Bank) के तत्कालीन एरिया हेड शमीम डार और एयू स्मॉल फाइनेंस बैंक (AU Small Finance Bank) के तत्कालीन मैनेजर शामिल हैं।</h5>
<h2>फर्जी FD के जरिए हुआ बड़ा घोटाला</h2>
<h5>हरियाणा सरकार के कई विभागों से<a href="https://thecsrjournal.in/haryana-ias-pankaj-aggarwal-cbi-arrest-60-crore-scam-government-fund-misuse-hindi/"> 504 करोड़ रुपये के फंड में गबन</a> के मामले में केंद्रीय अन्वेषण ब्यूरो (CBI) ने बड़ी कार्रवाई की है। CBI ने IDFC First Bank के शमीन दार और AU Small Finance Bank के चरनजीत सिंह रंधावा नामक दो अधिकारियों को गिरफ्तार किया है। इन्हें आरोपित किया गया है कि इन्होंने सरकारी फंड को फर्जी तरीके से फिक्स्ड डिपॉजिट में लगाकर और फर्जी बैंक खातों के माध्यम से पैसे का गबन किया। अनुसंधान के दौरान पता चला है कि IDFC First Bank की चंडीगढ़ शाखा से हरियाणा सरकार के 8 विभागों के 504 करोड़ रुपये फर्जी FD और शेल कंपनियों के माध्यम से निकाल लिए गए थे।</h5>
<h2>कैसे हुआ घोटाला- फंड की हेराफेरी</h2>
<h5>यह घोटाला चंडीगढ़ स्थित आईडीएफसी फर्स्ट बैंक की सेक्टर-32 शाखा में अंजाम दिया गया। यहाँ हरियाणा सरकार के 8 अलग-अलग विभागों के ₹504 करोड़ के सार्वजनिक धन का गबन किया गया। आरोपियों ने सुरक्षित निवेश के नाम पर सरकारी विभागों के अधिशेष (surplus) फंड को ठिकाने लगाने के लिए फर्जी और अस्तित्वहीन फिक्स्ड डिपॉजिट (FDs) और डेबिट नोट्स जारी किए। विभागों के पैसे को नियमों के खिलाफ जाकर संदिग्ध खातों में डाला गया और फिर वहां से इन पैसों को शेल संस्थाओं (shell entities) में रूट कर गायब कर दिया गया।</h5>
<h2>घटनाक्रम की गंभीरता</h2>
<h5>अधिकारियों पर आरोप है कि उन्होंने सरकारी पैसे को गलत ढंग से उपयोग करने में मदद की। CBI का कहना है कि यह मामला पहले हरियाणा विजिलेंस और एंटी करप्शन ब्यूरो द्वारा जांचा जा रहा था, लेकिन बाद में राज्य सरकार की मांग पर इसे CBI को सौंप दिया गया। अब तक इस मामले में 17 लोगों के खिलाफ चार्जशीट दाखिल की जा चुकी है, जिसमें बैंक अधिकारी, सरकारी कर्मचारी और अन्य शामिल हैं।</h5>
<h2>अब तक की बड़ी गिरफ्तारियां और कार्रवाई</h2>
<h5>सीबीआई ने गिरफ्तार दोनों बैंक अधिकारियों को पंचकूला स्थित विशेष सीबीआई अदालत में पेश किया है। इस घोटाले के तार हरियाणा के बड़े प्रशासनिक अधिकारियों से जुड़े हैं। इस मामले में सीबीआई पहले ही दो वरिष्ठ आईएएस (IAS) अधिकारियों को गिरफ्तार कर चुकी है, जिनमें पंकज अग्रवाल और आर.के. सिंह शामिल हैं। सीबीआई अब तक इस सिंडिकेट में शामिल कुल 17 आरोपियों के खिलाफ चार्जशीट दाखिल कर चुकी है, जिसमें 6 बैंक अधिकारी, 3 सरकारी सेवक, 2 कंपनियां और 6 निजी व्यक्ति शामिल हैं।</h5>
<h2>अरेस्ट किए गए आरोपियों का कोर्ट में पेश होना</h2>
<h5>गिरफ्तार आरोपी शमीन दार और चरनजीत सिंह रंधावा को विशेष CBI अदालत में पेश किया जाएगा। CBI ने जानकारी दी है कि यह कार्रवाई जारी है और पैसे हेराफेरी में शामिल सभी लोगों का पता लगाने का प्रयास किया जा रहा है। अनुसंधान के दौरान सभी आवश्यक कदम उठाए जाएंगे ताकि जनता के पैसे को वापस लाया जा सके।</h5>
<h2>अन्य घोटालों की जांच भी जारी</h2>
<h5>इसके अलावा, CBI चंडीगढ़ की स्मार्ट सिटी लिमिटेड और क्रेस्ट घोटालों की भी गहन जांच कर रही है। इन मामलों में विभिन्न बैंकरों और सरकारी अधिकारियों को पहले ही आरोपित किया जा चुका है। CBI इस बात का पता लगाने में जुटी हुई है कि सरकारी धन की इस बड़ी रकम को कहां छुपाया गया है।</h5>
<h2>आरोपियों के खिलाफ विस्तार से जांच</h2>
<h5>CSCL मामले में 5 बैंकरों और 1 CSCL अधिकारी को आरोपी बनाया गया है। वहीं, CREST मामले में 5 बैंकरों, 2 CREST अधिकारियों, 4 निजी व्यक्तियों और 2 कंपनियों के खिलाफ कार्रवाई की गई है। CBI ने आश्वासन दिया है कि सभी दोषियों को न्याय के कटघरे में लाने और सार्वजनिक धन के गबन की भरपाई में कोई कसर नहीं छोड़ेगी। यह जांच शुरुआत में हरियाणा राज्य सतर्कता और भ्रष्टाचार निरोधक ब्यूरो द्वारा की जा रही थी, जिसे बाद में राज्य सरकार की सिफारिश पर सीबीआई को सौंप दिया गया था। वर्तमान में सीबीआई इस हेराफेरी के पूरे मनी ट्रेल (पैसों के लेन-देन के ठिकाने) को खंगालने में जुटी है।</h5>

										<content:encoded><![CDATA[<h5>हरियाणा के वरिष्ठ आईएएस पंकज अग्रवाल को सीबीआई ने 60.54 करोड़ रुपये के सरकारी धन की गबन के आरोप में गिरफ्तार किया है। यह गिरफ्तारी उस समय हुई जब जांच एजेंसी को कई अहम सबूत मिले। पंकज अग्रवाल को आज ही अदालत में पेश किया जाएगा। उनकी गिरफ्तारी से पहले हरियाणा सरकार ने इस मामले में सीबीआई को जांच सौंप दी थी।</h5>
<h2>खातों की अनियमितता पर चिंता</h2>
<h5>जांच में पता चला कि पंकज अग्रवाल के प्रधान सचिव रहने के दौरान शिक्षा विभाग की ओर से कुछ खाते खोले गए थे जो कि हरियाणा सरकार के वित्त विभाग के मौजूदा नियमों का उल्लंघन करते थे। इन खातों में तय सीमा से अधिक फंड ट्रांसफर किया गया, जिससे अधिकारियों पर शक हुआ। सीबीआई ने इन खातों से जुड़े सभी लेन-देन की गहन छानबीन की।</h5>
<h2>सरकारी धन के गलत इस्तेमाल का मामला</h2>
<h5>पंकज अग्रवाल पर आरोप हैं कि उन्होंने हरियाणा स्कूल शिक्षा परियोजना परिषद (HSSPP) और हरियाणा राज्य कृषि विपणन बोर्ड (HSAMB) के खातों से सरकारी फंड का गलत इस्तेमाल किया। इस मामले में कुल 60.54 करोड़ रुपये की हेराफेरी की गई, जो कि उस चंडीगढ़ ब्रांच से जुड़ा है जहां इन खातों का संचालन होता था।</h5>
<h2>CBI की मेहनत का फल</h2>
<h5>हरियाणा सरकार ने मामले की गंभीरता को देखते हुए सीबीआई से जांच की मांग की थी। सीबीआई ने मामले को अपने हाथ में लेकर ऐसे ठोस सबूत एकत्रित किए हैं जिनसे स्पष्ट होता है कि पंकज अग्रवाल और अन्य लोगों ने मिलकर सरकारी धन का गलत इस्तेमाल किया। इस मामले में अब तक 17 आरोपियों के खिलाफ चार्जशीट दाखिल की जा चुकी है।</h5>
<h2>अन्य गिरफ्तारियों का सिलसिला</h2>
<h5>इसी बीच, पंचकूला नगर निगम में फंड के गलत इस्तेमाल के मामले में वरिष्ठ IAS अधिकारी आर.के. सिंह भी गिरफ्तार हो चुके हैं। उनके पुलिस रिमांड समाप्त होने के बाद न्यायिक हिरासत में भेज दिया गया है। सीबीआई ने चंडीगढ़ के केंद्र शासित प्रदेश से दो और मामलों को अपने हाथ में लिया है।</h5>
<h2>बैंक अधिकारियों पर शिकंजा</h2>
<h5>सीबीआई ने इस मामले में IDFC फर्स्ट बैंक और AU स्मॉल फाइनेंस बैंक के 6 बैंक अधिकारियों को आरोपी बनाया है। इसके अलावा, हरियाणा सरकार के 3 सरकारी कर्मचारियों और 2 कंपनियों के खिलाफ भी कार्रवाई की जा रही है। जांच के दौरान सभी प्रमुख बिन्दुओं को ध्यान में रखते हुए चार्जशीट तैयार की जा चुकी है।</h5>
<h2>आगे की जांच और नए मामले</h2>
<h5>से जुड़ी हुई होने वाली जांच में, सीबीआई ने चंडीगढ़ स्मार्ट सिटी (CSCL) और CREST से जुड़े मामलों में भी चार्जशीट दाखिल की है। इन मामलों में भी भष्टाचार के आरोपियों के खिलाफ ठोस सबूत इकट्ठा किए जा रहे हैं, जिससे यह स्पष्ट होता है कि मामला केवल एक अधिकारी तक सीमित नहीं है।</h5>
<h2>छोटे-छोटे मामलों में भी कार्रवाई</h2>
<h5>CREST मामले में भी एक वरिष्ठ IFoS अधिकारी को पहले ही गिरफ्तार किया जा चुका है। सीबीआई की कार्रवाई बड़े पैमाने पर चल रही है ताकि घोटाले में शामिल सभी दोषियों को सजा मिल सके। हरियाणा सरकार की कोशिश है कि इस मामले की तह तक पहुंचा जाए और सभी लोगों को न्याय मिले।</h5>

<h5 data-start="482" data-end="788">मृतक युवती, जिसे परिवार में चीनू के नाम से जाना जाता था, अपनी मर्जी से शादी करने पर अड़ी हुई थी। इसी बात को लेकर रविवार सुबह घर में विवाद शुरू हुआ, जो धीरे-धीरे इतना बढ़ गया कि स्थिति काबू से बाहर हो गई। परिवार ने पहले इसे सामान्य झगड़ा बताकर नजरअंदाज किया, लेकिन अंदर ही अंदर मामला खतरनाक मोड़ ले चुका था।</h5>

<h5 data-start="842" data-end="1113">विवाद के दौरान आरोपी पिता अनिल ने गुस्से में आकर घर से चाकू उठा लिया। इसके बाद उसने अपनी बेटी पर हमला कर दिया। जान बचाने के लिए चीनू घर के अंदर इधर-उधर भागती रही, लेकिन पिता लगातार उसके पीछे चाकू लेकर दौड़ता रहा। उसने पहले कई वार किए, जिससे युवती गंभीर रूप से घायल हो गई।</h5>
<h5 data-start="1157" data-end="1349">जब चीनू किसी तरह खुद को बचाते हुए घर के मुख्य दरवाजे तक पहुंची, तब आरोपी ने वहीं उसका गला रेत दिया। इस हमले में उसकी मौके पर ही मौत हो गई। यह दृश्य इतना भयावह था कि जिसने भी सुना, सन्न रह गया।</h5>

<h5 data-start="1394" data-end="1637">घटना से पहले युवती ने बढ़ते विवाद के चलते पुलिस को फोन कर मदद भी मांगी थी। पुलिस टीम मौके पर पहुंची, लेकिन परिवार ने इसे घरेलू मामला बताकर किसी भी गंभीर विवाद से इनकार कर दिया। इसके बाद पुलिस वापस लौट गई। कुछ ही देर बाद यह खौफनाक वारदात हो गई।</h5>
<h5 data-start="1675" data-end="1914">वारदात के बाद जब पुलिस मौके पर पहुंची और घर का दरवाजा खुलवाया गया, तो अंदर का दृश्य बेहद डरावना था। पूरा आंगन खून से लथपथ था और दीवारों व पर्दों पर खून के निशान थे। पुलिस ने आरोपी पिता को हिरासत में ले लिया, जिसके हाथ भी खून से सने हुए थे।</h5>
