घटनाओं का सिलसिला

7 अगस्त को अंतरराष्ट्रीय एंटी खालिस्तान टेररिस्ट फ्रंट के अध्यक्ष गुरसिमरन सिंह मंड ने अंबाला के पंजोखरा साहिब गुरुद्वारे में Y+ सिक्योरिटी के साथ संवाद किया। मंड की गाड़ी से कुछ लोगों को चोटें आईं, जिसके बाद निहंगों ने उन्हें दौड़ा-दौड़ा कर पीटा। इस घटना के बाद 9 अगस्त को दो संदिग्धों को पुलिस ने हिरासत में लिया।

सिख जत्थेबंदियों का प्रदर्शन

13 अगस्त को गिरफ्तार किए गए आरोपियों की रिहाई के लिए पंजोखरा साहिब गुरुद्वारे में एक बैठक हुई। इस बैठक के बाद सिख जत्थेबंदियों ने जीटी रोड को जाम कर दिया। इस जाम का असर दिल्ली-चंडीगढ़ नेशनल हाईवे पर भी देखने को मिला। प्रदर्शनकारियों ने पुलिस से तत्काल रिहाई की मांग की।

इन्फ्लुएंसर का तीखा जवाब

इन्फ्लुएंसर अंजलि ने कहा कि ऐसे विचारों से हरियाणा को मिनी अफगानिस्तान में बदल दिया जाएगा। उन्होंने बताया कि कुछ लोग नहीं चाहते कि लड़कियां आधुनिक हों या स्वतंत्रता से जीवन जी सकें। उनका यह बयान भी वायरल हुआ और लोगों ने इसे समर्थन दिया।

खाप पंचायत ने कुछ और विवादास्पद निर्णय भी लिए हैं। इसके तहत एक ही गांव में प्रेम विवाह करने वाले जोड़ों को गांव में प्रवेश नहीं दिया जाएगा। इसके साथ ही, नशे की सूचना देने पर 5000 रुपए का इनाम देने का भी एलान किया गया है। पंचायत ने अश्लील गाने बजाने पर जुर्माना लगाने का भी निर्णय लिया है।

लोगों की प्रतिक्रिया ने बढ़ाई बहस

लोगों ने इस मुद्दे पर बंटे हुए विचार रखे। कुछ लोग पंचायत के निर्णयों का समर्थन कर रहे हैं, जबकि कई लोगों ने इसे अनुचित और भेदभावपूर्ण बताया। फनी वीडियो बनाकर लोगों का ध्यान खींचने वाले आदी अंतिल ने भी इस पर अपनी राय रखते हुए कहा कि महिलाएं आज के समय में शिक्षा और करियर में आगे बढ़ रही हैं, इसलिए ऐसा सोचना गलत है।

कानूनी विशेषज्ञों का कहना है कि ऐसे बयानों और नियमों के खिलाफ कानूनी कार्रवाई हो सकती है। महिलाओं के अधिकारों की रक्षा के लिए भारतीय कानून ने कई महत्वपूर्ण धाराएँ बनाई हैं, जो इस प्रकार की भेदभावपूर्ण सोच के खिलाफ हैं। ऐसे मामलों में पुलिस और न्यायपालिका से महिलाओं को न्याय मिलना चाहिए।

ग्रामीणों की राय

नौगामा खाप के प्रधान जयवीर सिंह लोहान ने बताया कि पंचायत में 21 गांवों से एक सदस्य की कमेटी बनाई जाएगी, जो नियमों के उल्लंघन के मामलों की निगरानी करेगी। उन्होंने कहा कि सभी गांवों में अलग-अलग कमेटियाँ भी बनाई जाएंगी।

फिर से उठेंगी गंभीर सवाल

सुरक्षा के लिए 2200 पुलिसकर्मी तैनात

यात्रा के दौरान सुरक्षा के लिए लगभग 2200 पुलिसकर्मियों को तैनात किया गया है, जिसमें 12 DSP भी शामिल हैं। यात्रा मार्ग पर लाठी-डंडे और अन्य हथियार लेकर चलने की अनुमति नहीं होगी। इसी तरह, यात्रा मार्ग पर मीट की दुकानें भी बंद रहेंगी।

विशेष हेल्पलाइन और चेकिंग नाके

जिले में सुरक्षा को कड़ा बनाने के लिए कुल 27 विशेष चेकिंग नाके स्थापित किए गए हैं। पुलिस द्वारा संदिग्ध वाहनों की जांच की जा रही है। जिले के लोगों को किसी भी प्रकार की सहायता के लिए एक विशेष हेल्पलाइन नंबर 01267-274610 भी शुरू किया गया है।

भविष्य में शांति सुनिश्चित करने के प्रयास

पुलिस एवं प्रशासन के अलर्ट रहने का मुख्य कारण पिछले साल की घटनाएं हैं। 31 जुलाई 2023 को ब्रजमंडल जलाभिषेक यात्रा के दौरान हुई हिंसा में 7 लोगों की मौत हो गई थी। हालात को देखते हुए सभी सरपंचों ने पुलिस को शांति व्यवस्था बनाए रखने में सहयोग का आश्वासन दिया है।

पुनरावृत्ति से बचने के उपाय

पुलिस का कहना है कि यदि कोई शरारती तत्व माहौल बिगाड़ने की कोशिश करता है, तो उसके खिलाफ सख्त कानूनी कार्रवाई की जाएगी। पहले की घटनाओं में दोषी पाए गए लोगों की गिरफ्तारी भी की गई थी, जिसमें कई महत्वपूर्ण नाम शामिल थे।

शिक्षा संस्थानों का अस्थायी बंद

The projects span transport, healthcare, education and railway infrastructure. Among the highlights is the inauguration of six packages of the Delhi-Amritsar-Katra Expressway, which is expected to cut travel time between Delhi and Katra from around 14 hours to nearly six hours, while reducing the Delhi-Amritsar journey from about eight hours to four hours.

Expressway to Improve Regional Connectivity

According to the Prime Minister’s Office (PMO), Modi will dedicate the 157.92-km-long, four-lane Packages 1 to 5 of the Greenfield expressway, built at a cost of around Rs 9,680 crore, during his visit to Jind in Haryana. Later in the day, he will inaugurate the 30.9-km-long Package 6 in Jalandhar, Punjab.

The six stretches form part of the 667-km Delhi-Amritsar-Katra Expressway, which is expected to decongest NH-44, also known as the GT Road, improve connectivity for pilgrims travelling to the Shri Mata Vaishno Devi shrine and support industrial and logistics development along the corridor.

Hydrogen Train and Haryana Projects

Prime Minister Modi will begin his visit in Jind, where he will flag off India’s first hydrogen-powered train between Jind and Sonipat from Jind railway station.

Developed using indigenous technology, the 10-coach, 3,200 HP train operates on hydrogen fuel cells that generate electricity while producing only water vapour as a by-product, resulting in zero carbon emissions. With its launch, India joins a select group of countries operating hydrogen-powered trains.

At Eklavya Stadium in Jind, the Prime Minister will dedicate and lay the foundation stone for development projects worth around Rs 14,700 crore before addressing a public gathering.

He will also inaugurate and lay the foundation stone for National Highway projects worth more than Rs 12,470 crore in Haryana. These include the 33.81-km Ambala-Kala Amb Highway on NH-7 and NH-344, aimed at improving connectivity between Haryana and Himachal Pradesh, and the 40.60-km Jind-Gohana Greenfield Highway on NH-352A, which will reduce travel time between Jind and Gohana from about two hours to 40 minutes.

Modi will also lay the foundation stone for the Hansi-Barwala Brownfield Highway Project and dedicate the elevated railway track at Kurukshetra to improve traffic flow and road safety.

In the healthcare and cultural sectors, he will dedicate Pandit Neki Ram Sharma Government Medical College in Bhiwani and Maharishi Chyawan Medical College and Rao Tula Ram Hospital in Narnaul. He will also lay the foundation stone for the Sikh Museum in Kurukshetra, which will showcase the history and legacy of the Sikh Gurus using modern technology.

Chandigarh Projects Focus on Healthcare and Education

During his visit to Chandigarh, the Prime Minister will inaugurate and lay the foundation stone for projects worth over Rs 4,700 crore covering healthcare, education and road infrastructure.

These include the inauguration of the Advanced Mother and Child Centre and the Advanced Neurosciences Centre at PGIMER, Chandigarh. He will also lay the foundation stone for a 150-bed Critical Care Block under the Pradhan Mantri Ayushman Bharat Health Infrastructure Mission.

Modi will further inaugurate infrastructure projects at Punjab Engineering College and Government College, Sector 46. He will also inaugurate the six-lane Greenfield Highway connecting IT City to Kurali and lay the foundation stone for the PR-7 Spur of the Ambala-Chandigarh Greenfield Highway.

Rail and Road Projects in Punjab

In Jalandhar, the Prime Minister will inaugurate and lay the foundation stone for rail and road infrastructure projects worth over Rs 5,470 crore.

He will inaugurate 75 redeveloped railway stations across 20 states under the Amrit Bharat Station Scheme, including Jalandhar Cantonment railway station. Developed at a cost of around Rs 1,570 crore, the stations have been upgraded with modern passenger amenities while incorporating local heritage and architectural features.

Modi will also inaugurate the Daulatpur Chowk-Kartoli rail line, built at a cost of around Rs 830 crore under the Nangal Dam-Talwara-Mukerian New Rail Line Project.

In addition, he will flag off the Kartoli-Ambala and Amritsar (Chheharta)-Varanasi train services, inaugurate Package 6 of the Delhi-Amritsar-Katra Expressway and lay the foundation stone for the Southern Ludhiana Bypass.

According to the PMO, the bypass project will reduce travel distance and journey time between Ludhiana and Bathinda while strengthening connectivity with other major economic centres in the region.

The child, identified as Nirvair Singh, was rescued from the narrow shaft in the early hours of Wednesday and immediately taken to a hospital, where doctors declared him brought dead.

Child Fell Into Open Borewell While Playing

The incident took place at around 6.30 am on Tuesday in Dhaneora village under the Barara area of Ambala district.

According to officials and family members, Nirvair had accompanied his father, Manjit, to the family’s agricultural fields to deliver breakfast to his grandfather, Karnail Singh.

While the adults were occupied with farm work, the child was reportedly playing near an open borewell.

Family members said he had been dropping handfuls of soil into the borewell. The area around the opening had become wet and slippery, and he is believed to have lost his balance while leaning over to look inside.

The child subsequently fell into the approximately nine-inch-wide borewell shaft.

Villagers Alert Authorities After Initial Rescue Attempts

Residents of the village initially attempted to rescue the child but were unsuccessful.

Authorities were then informed, triggering a large-scale rescue operation involving multiple agencies.

Teams from the National Disaster Response Force (NDRF), the State Disaster Response Force (SDRF), district administration and later the Indian Army joined the rescue effort.

Rescue personnel deployed specialised equipment and worked continuously through the day and night to reach the trapped child.

Rescue Operation Lasted More Than 21 Hours

After more than 21 hours of sustained efforts, rescue teams succeeded in extracting the child from the borewell at around 3.40 am on Wednesday.

He was immediately placed in an ambulance and rushed to the Civil Hospital in Ambala Cantonment.

However, doctors at the hospital declared him brought dead.

Officials did not immediately provide details regarding the exact circumstances that led to his death during the prolonged entrapment.

Borewell Safety Concerns Resurface

The incident has once again drawn attention to the dangers posed by unsecured and abandoned borewells in rural areas.

Similar accidents involving children falling into open borewells have been reported in several parts of the country over the years, often triggering lengthy and complex rescue operations.

The latest tragedy has renewed calls for stricter enforcement of safety regulations, including proper sealing of unused borewells and regular inspections to prevent such incidents.

Local authorities are expected to review the circumstances surrounding the accident as concerns grow over compliance with borewell safety norms in agricultural areas.

हरियाणा में ₹504 करोड़ के सरकारी फंड घोटाले के मामले में केंद्रीय जांच ब्यूरो (CBI) ने एक बड़ी कार्रवाई करते हुए दो बैंक अधिकारियों को गिरफ्तार किया है। केंद्रीय जांच एजेंसी के अनुसार, गिरफ्तार किए गए आरोपियों में IDFC फर्स्ट बैंक (IDFC First Bank) के तत्कालीन एरिया हेड शमीम डार और एयू स्मॉल फाइनेंस बैंक (AU Small Finance Bank) के तत्कालीन मैनेजर शामिल हैं।

फर्जी FD के जरिए हुआ बड़ा घोटाला

हरियाणा सरकार के कई विभागों से 504 करोड़ रुपये के फंड में गबन के मामले में केंद्रीय अन्वेषण ब्यूरो (CBI) ने बड़ी कार्रवाई की है। CBI ने IDFC First Bank के शमीन दार और AU Small Finance Bank के चरनजीत सिंह रंधावा नामक दो अधिकारियों को गिरफ्तार किया है। इन्हें आरोपित किया गया है कि इन्होंने सरकारी फंड को फर्जी तरीके से फिक्स्ड डिपॉजिट में लगाकर और फर्जी बैंक खातों के माध्यम से पैसे का गबन किया। अनुसंधान के दौरान पता चला है कि IDFC First Bank की चंडीगढ़ शाखा से हरियाणा सरकार के 8 विभागों के 504 करोड़ रुपये फर्जी FD और शेल कंपनियों के माध्यम से निकाल लिए गए थे।

कैसे हुआ घोटाला- फंड की हेराफेरी

यह घोटाला चंडीगढ़ स्थित आईडीएफसी फर्स्ट बैंक की सेक्टर-32 शाखा में अंजाम दिया गया। यहाँ हरियाणा सरकार के 8 अलग-अलग विभागों के ₹504 करोड़ के सार्वजनिक धन का गबन किया गया। आरोपियों ने सुरक्षित निवेश के नाम पर सरकारी विभागों के अधिशेष (surplus) फंड को ठिकाने लगाने के लिए फर्जी और अस्तित्वहीन फिक्स्ड डिपॉजिट (FDs) और डेबिट नोट्स जारी किए। विभागों के पैसे को नियमों के खिलाफ जाकर संदिग्ध खातों में डाला गया और फिर वहां से इन पैसों को शेल संस्थाओं (shell entities) में रूट कर गायब कर दिया गया।

घटनाक्रम की गंभीरता

अधिकारियों पर आरोप है कि उन्होंने सरकारी पैसे को गलत ढंग से उपयोग करने में मदद की। CBI का कहना है कि यह मामला पहले हरियाणा विजिलेंस और एंटी करप्शन ब्यूरो द्वारा जांचा जा रहा था, लेकिन बाद में राज्य सरकार की मांग पर इसे CBI को सौंप दिया गया। अब तक इस मामले में 17 लोगों के खिलाफ चार्जशीट दाखिल की जा चुकी है, जिसमें बैंक अधिकारी, सरकारी कर्मचारी और अन्य शामिल हैं।

अब तक की बड़ी गिरफ्तारियां और कार्रवाई

सीबीआई ने गिरफ्तार दोनों बैंक अधिकारियों को पंचकूला स्थित विशेष सीबीआई अदालत में पेश किया है। इस घोटाले के तार हरियाणा के बड़े प्रशासनिक अधिकारियों से जुड़े हैं। इस मामले में सीबीआई पहले ही दो वरिष्ठ आईएएस (IAS) अधिकारियों को गिरफ्तार कर चुकी है, जिनमें पंकज अग्रवाल और आर.के. सिंह शामिल हैं। सीबीआई अब तक इस सिंडिकेट में शामिल कुल 17 आरोपियों के खिलाफ चार्जशीट दाखिल कर चुकी है, जिसमें 6 बैंक अधिकारी, 3 सरकारी सेवक, 2 कंपनियां और 6 निजी व्यक्ति शामिल हैं।

अरेस्ट किए गए आरोपियों का कोर्ट में पेश होना

गिरफ्तार आरोपी शमीन दार और चरनजीत सिंह रंधावा को विशेष CBI अदालत में पेश किया जाएगा। CBI ने जानकारी दी है कि यह कार्रवाई जारी है और पैसे हेराफेरी में शामिल सभी लोगों का पता लगाने का प्रयास किया जा रहा है। अनुसंधान के दौरान सभी आवश्यक कदम उठाए जाएंगे ताकि जनता के पैसे को वापस लाया जा सके।

अन्य घोटालों की जांच भी जारी

इसके अलावा, CBI चंडीगढ़ की स्मार्ट सिटी लिमिटेड और क्रेस्ट घोटालों की भी गहन जांच कर रही है। इन मामलों में विभिन्न बैंकरों और सरकारी अधिकारियों को पहले ही आरोपित किया जा चुका है। CBI इस बात का पता लगाने में जुटी हुई है कि सरकारी धन की इस बड़ी रकम को कहां छुपाया गया है।

आरोपियों के खिलाफ विस्तार से जांच

CSCL मामले में 5 बैंकरों और 1 CSCL अधिकारी को आरोपी बनाया गया है। वहीं, CREST मामले में 5 बैंकरों, 2 CREST अधिकारियों, 4 निजी व्यक्तियों और 2 कंपनियों के खिलाफ कार्रवाई की गई है। CBI ने आश्वासन दिया है कि सभी दोषियों को न्याय के कटघरे में लाने और सार्वजनिक धन के गबन की भरपाई में कोई कसर नहीं छोड़ेगी। यह जांच शुरुआत में हरियाणा राज्य सतर्कता और भ्रष्टाचार निरोधक ब्यूरो द्वारा की जा रही थी, जिसे बाद में राज्य सरकार की सिफारिश पर सीबीआई को सौंप दिया गया था। वर्तमान में सीबीआई इस हेराफेरी के पूरे मनी ट्रेल (पैसों के लेन-देन के ठिकाने) को खंगालने में जुटी है।

खातों की अनियमितता पर चिंता

जांच में पता चला कि पंकज अग्रवाल के प्रधान सचिव रहने के दौरान शिक्षा विभाग की ओर से कुछ खाते खोले गए थे जो कि हरियाणा सरकार के वित्त विभाग के मौजूदा नियमों का उल्लंघन करते थे। इन खातों में तय सीमा से अधिक फंड ट्रांसफर किया गया, जिससे अधिकारियों पर शक हुआ। सीबीआई ने इन खातों से जुड़े सभी लेन-देन की गहन छानबीन की।

सरकारी धन के गलत इस्तेमाल का मामला

पंकज अग्रवाल पर आरोप हैं कि उन्होंने हरियाणा स्कूल शिक्षा परियोजना परिषद (HSSPP) और हरियाणा राज्य कृषि विपणन बोर्ड (HSAMB) के खातों से सरकारी फंड का गलत इस्तेमाल किया। इस मामले में कुल 60.54 करोड़ रुपये की हेराफेरी की गई, जो कि उस चंडीगढ़ ब्रांच से जुड़ा है जहां इन खातों का संचालन होता था।

CBI की मेहनत का फल

हरियाणा सरकार ने मामले की गंभीरता को देखते हुए सीबीआई से जांच की मांग की थी। सीबीआई ने मामले को अपने हाथ में लेकर ऐसे ठोस सबूत एकत्रित किए हैं जिनसे स्पष्ट होता है कि पंकज अग्रवाल और अन्य लोगों ने मिलकर सरकारी धन का गलत इस्तेमाल किया। इस मामले में अब तक 17 आरोपियों के खिलाफ चार्जशीट दाखिल की जा चुकी है।

अन्य गिरफ्तारियों का सिलसिला

इसी बीच, पंचकूला नगर निगम में फंड के गलत इस्तेमाल के मामले में वरिष्ठ IAS अधिकारी आर.के. सिंह भी गिरफ्तार हो चुके हैं। उनके पुलिस रिमांड समाप्त होने के बाद न्यायिक हिरासत में भेज दिया गया है। सीबीआई ने चंडीगढ़ के केंद्र शासित प्रदेश से दो और मामलों को अपने हाथ में लिया है।

बैंक अधिकारियों पर शिकंजा

सीबीआई ने इस मामले में IDFC फर्स्ट बैंक और AU स्मॉल फाइनेंस बैंक के 6 बैंक अधिकारियों को आरोपी बनाया है। इसके अलावा, हरियाणा सरकार के 3 सरकारी कर्मचारियों और 2 कंपनियों के खिलाफ भी कार्रवाई की जा रही है। जांच के दौरान सभी प्रमुख बिन्दुओं को ध्यान में रखते हुए चार्जशीट तैयार की जा चुकी है।

आगे की जांच और नए मामले

से जुड़ी हुई होने वाली जांच में, सीबीआई ने चंडीगढ़ स्मार्ट सिटी (CSCL) और CREST से जुड़े मामलों में भी चार्जशीट दाखिल की है। इन मामलों में भी भष्टाचार के आरोपियों के खिलाफ ठोस सबूत इकट्ठा किए जा रहे हैं, जिससे यह स्पष्ट होता है कि मामला केवल एक अधिकारी तक सीमित नहीं है।

छोटे-छोटे मामलों में भी कार्रवाई

CREST मामले में भी एक वरिष्ठ IFoS अधिकारी को पहले ही गिरफ्तार किया जा चुका है। सीबीआई की कार्रवाई बड़े पैमाने पर चल रही है ताकि घोटाले में शामिल सभी दोषियों को सजा मिल सके। हरियाणा सरकार की कोशिश है कि इस मामले की तह तक पहुंचा जाए और सभी लोगों को न्याय मिले।
