Boy Had Paused to Watch the Baraat

According to his family, Saahil had finished a long shift at a neighbourhood grocery shop and was walking home when he saw a baraat heading to a community hall. Several children from the locality had gathered to enjoy the festivities, and he joined them.

As guests tossed currency notes in the air, the boys bent down to pick them up. That is when the situation escalated. One of the wedding attendees was seen grabbing Saahil by the collar and slapping him.

Tabrez Alam, his brother-in-law, said the child reacted only by asking why he was being attacked. “His friend later told us that Saahil asked the man what his fault was. The man got so angry that the boy talked back to him that he pulled out a gun and shot him in the head,” he said.

Family Says Son Was Helping Them Stay Afloat

Neighbours rushed to inform Saahil’s family, who took him to Hedgewar Hospital, where doctors declared him dead on arrival.

His mother, Nisha, said that the teen had taken up daily work after his father suffered a paralytic stroke that left his left arm immobile.

“He was coming home after work… he was just lured by the currency notes and the celebrations,” she said. According to the family, the notes the boy picked up were counterfeit.

The 14-year-old had been earning Rs 6,000 per month for an 11-hour shift at a local shop and was determined to support his parents and six siblings.

“He would tell us that he would grow up and give us a better life,” his mother said.

Accused Was Part of Groom’s Family

The man accused of the shooting, Madan Gopal Tiwari, is a CISF head constable posted in Kanpur. He had come to Delhi to attend the wedding of his cousin, the groom. After the firing, he left for Etawah, where he was arrested.

A senior official involved in the inquiry said the suspect displayed signs of emotional instability. “Following the questioning, we understood that he had some mental health issues… he had trouble keeping his anger at bay,” the officer stated.

Police Outline Sequence of Events

Officers received a call from a passer-by reporting that a child had been shot near the DDA Market community centre. When they reached the spot, they found a crowd gathered around the injured teen.

Witnesses said the conflict began when a group of children moved close to the groom’s horse, prompting adults to tell them to step aside. A quarrel followed. The CISF constable, allegedly under the influence of alcohol, then fired his weapon.

The teen’s father told police his son stopped only because currency notes were being thrown.

“He was collecting some thrown money, which some people there did not like. They beat him up after that. When he did not leave, the man, who was intoxicated, shot him,” he said.

Action Expected Against Officer

A CISF official told TOI that departmental action will follow after judicial procedures.

“When he gets bail, CISF will initiate an inquiry as per the law. If a person is detained for more than 48 hours, the person is deemed to be suspended,” the official said.

The incident unfolded following a complaint filed by Binita Singh, a resident of Chinar Park, on March 18th. Ms. Singh reported that on the night of March 23rd, around 2 am, a group of six individuals forcibly entered her residence, falsely identifying themselves as Kolkata Police officers. Three of the intruders were reportedly in khaki uniforms, while the others were in plain clothes. According to the complaint, the group seized mobile phones from the occupants and security personnel before declaring themselves to be Income Tax (I-T) officials conducting a raid. They then proceeded to confiscate cash, gold, and CCTV footage from the premises before departing with a signed blank sheet of paper.

Singh’s suspicions were aroused when she contacted the Income Tax department and found no record of any such raid. This prompted her to approach the police, leading to a thorough investigation.

Investigation Uncovers Elaborate Scheme

Deputy Commissioner of Police (Airport Division), Aishwariya Sagar, provided details of the investigation during a press briefing. The police investigation, aided by CCTV footage, successfully identified two vehicles used in the commission of the crime – a pick-up van and a motorcycle. Acting swiftly, the police apprehended the driver of the pick-up van, which subsequently led to the arrests of the other suspects. Among those apprehended were an inspector from Farakka, Murshidabad, and four CISF personnel who were stationed at various locations across West Bengal. Notably, one of the arrested CISF personnel is Laxmi Kumari Chowdhury, a female constable deployed at the RG Kar Medical College.

Property Dispute Allegedly Fuelled the Crime

The motive behind the elaborate staged raid has been linked to a property dispute between Binita Singh and her stepmother, Arati Singh. Investigators have revealed that Arati Singh allegedly conspired with the CISF inspector to divide the ill-gotten gains from the robbery. Consequently, Arati Singh has also been taken into custody in connection with the case.

All five CISF personnel are currently in judicial custody as the investigation continues. A Test Identification (TI) parade has been scheduled for April 28th to formally identify the accused. The Bidhannagar Police are pursuing further leads to ascertain the full extent of the conspiracy and identify any other individuals who may have been involved. This incident serves as a stark reminder of the lengths to which individuals may go and the importance of verifying official identities during any such operations.

Live Stream and Video leads to Suspect

On March 1, Singh went live through his official account on Instagram. During the live stream he cited a failed relationship as the reason for his mental distress. He accused a woman of exploitation and deceiving him about her marital status. According to Singh, the woman is a CISF officer and he was in a relationship with her. He also alleged that the woman demanded money from him, threatening to inform his company if he refused to meet her demands.

Victim’s Ordeal

Before taking his life, Singh recorded a 20-minute-long video blaming the woman. Later Singh uploaded the video on his Instagram and Facebook profiles. In the video he said, “I did not know that she was married and that she was the mother of a child and a girl. She has put me in such a situation that my life is now in trouble”.

“I fell into their trap very badly, and now my life has been ruined. What is the point of living now? …She has brought it to such a point that it is over. Consider this my dying testament: she uses people, makes them bear expenses, and takes advantage of them,” Singh said in the video.

Family Files Police Complaint

Meanwhile the police complaint was lodged by Abhishek’s brother, who alleged that after learning the truth about the woman, Singh was devastated.

The Police released in a statement on Monday which says, “As per the complaint filed by his brother, Abhishek Singh was in a relationship with Monika Sihag. On March 1, at around 11.30 am, Abhishek informed his brother that Monika had refused to marry him, revealing that she was already married and had a child”.

Police Launches Investigation

Following this the Mangaluru South police registered a case against the woman. The police said that the woman officer serves as an assistant commandant in the CISF.

The Karnataka Police has initiated an investigation to probe into the matter. A case has been also registered against Monika for abetment of suicide under Section 108 of the newly implemented Bharatiya Nyaya Sanhita (BNS 2023).

As a result of this, the Indian Medical Association (IMA) has made certain demands which include having airport-like security protocol at hospitals with CCTV and deployment of security personnel, thorough overhaul of the working and living conditions of the resident doctors due to lack of safe spaces to rest and lack of proper washrooms within the hospital.

But what about Kolkata’s R.G. Kar Medical College and Hospital where a brutal incident of rape and murder has left the entire nation shaken? The picture is not very pleasant inside the British era hospital established in 1886, which is among the premiere Government Hospitals in Kolkata and West Bengal.

Lack of restrooms, clean drinking water and infested by cats

In an exclusive interaction with The CSR Journal, a doctor associated with the hospital who does not wish to be named, told us, “There are lack of proper restrooms and resting areas in most of the departments in this Hospital. Lack of washroom and access to safe drinking water are two major issues in this hospital.”

Revealing the shocking condition of the hospital where patients lie on the floors and cat poop is found almost everywhere, the doctor said, “There are patients sleeping on the floors because the government has a policy that no patient should be refused admission as that is bad PR. So, any patient who comes has to be admitted even if it goes beyond the authorised bed strength. In this hospital, cats and kittens are found everywhere, which make the hospital dirty by pooping here and there. They are found in large numbers in this hospital and we are concerned because they spread diseases and infection. The hospital is infested with cats. If there is a room with 30 beds, you will find at least 10 cats over there.”

Working hours of resident doctors

When quizzed about how many hours resident doctors have to be on duty at R.G Kar Medical College and Hospital, the doctor said, “Resident doctor means you are supposed to stay in the hospital almost all the time, round the clock 24*7 unless you are on leave. Residents man the ward, they man the OPD, they do the duty and at the end they get a degree. They are the heart and soul of the hospital. In India there are no strict laws talking about how many hours a resident doctor is supposed to work. A part of the ongoing protests and struggles is also to regularise these laws and understand how many hours a resident is supposed to work for. Right now it depends on the Head of your Department, on your unit chief etc. We should have codified laws specifying the number of working hours for residents and after how many days does a resident deserves a day off whether once a week or once in every 10 days, all these should be mentioned in that law.”

CISF at R.G. Kar

Meanwhile, the Supreme Court on Tuesday has ordered to deploy Central Industrial Security Force (CISF) security at R.G. Kar Medical College and Hospital amid protests by junior doctors and citizens across Kolkata and several parts of India. “If women are not able to go to work and conditions are not safe, we are denying them equality,” the Supreme Court said on Tuesday while hearing the Kolkata doctor rape and murder case.

The Supreme Court has taken suo motu cognisance of the Kolkata doctor rape-murder case which has raised serious questions regarding the safety of doctors across India. A three-judge bench led by Chief Justice of India DY Chandrachud and comprising justices JB Pardiwala and Manoj Misra is currently hearing the matter.

Saying that it is “deeply concerned” about the absence of safe working conditions for young doctors, the apex court expressed, “Most young doctors putting in 36 hours, we must evolve national protocol to ensure safe work conditions.”

The Supreme Court has sought an explanation from the West Bengal government regarding the incident of vandalism at the R.G. Kar Medical College and Hospital on 14th August. Chief Justice of India Chandrachud expressed serious concern at the fact that the mob called the lady doctors by their name and threatened that they would meet the same fate as that of the deceased. The CJI also questioned why the police ran away from the spot.

The apex court also questioned about the college authorities trying to pass off the crime as suicide and R G Kar Hospital’s principal Sandip Ghosh being appointed to another college within a few hours of his resignation. Currently, Ghosh, who has multiple allegations against him, is being grilled by the CBI which is investigating the matter.
