Mir Saifullah is a four-time legislator who previously represented the Kupwara constituency three times. Following the delimitation process, he won from the newly formed Trehgam constituency in the 2024 elections. Shameema Firdous, the president of the party’s women’s wing, is a first-time minister who was elected from the Habbakadal constituency for her third term in 2024.

Altaf Ahmad Wani (Kalloo) represents Pahalgam and enters the council of ministers for the first time, having been elected for his second term. The induction of Firdous means that the cabinet now includes two women members, joining Sakina Itoo.

Congress Declines to Join Government

The Congress party, which secured six seats in alliance with the National Conference, has opted not to join the government. Party leadership has reiterated its position that it will not accept cabinet positions until full statehood is restored to Jammu and Kashmir.

उत्तर प्रदेश विधान परिषद के पांच स्नातक और छह शिक्षक निर्वाचन क्षेत्र के लिए मंगलवार सुबह आठ बजे मतगणना शुरू हुई। इन 11 सीटों के लिए 23 अक्टूबर को 55 प्रतिशत से अधिक मतदान दर्ज किया गया था। यूपी में कुल 152 उम्मीदवार मैदान में हैं। मतगणना लखनऊ, वाराणसी, आगरा, मेरठ, झांसी, बरेली और गोरखपुर में हो रही है। निर्वाचन अधिकारियों के निर्देशन में मतों की गिनती की जा रही है। उत्तर प्रदेश में इन चुनावों को सत्तारूढ़ भारतीय जनता पार्टी (BJP) और समाजवादी पार्टी (सपा) के लिए प्रतिष्ठा का सवाल माना जा रहा है। अगले साल 2027 में होने वाले विधानसभा चुनाव से पहले यह चुनाव महत्वपूर्ण हैं। बिहार में भी चुनाव प्रचार के दौरान विवाद उठने से राजनीतिक माहौल गरमा गया है।

महाराष्ट्र में 182 उम्मीदवारों का मुकाबला

महाराष्ट्र में पांच सीटों के लिए 182 उम्मीदवार चुनावी मैदान में हैं। यह चुनावी मुकाबला तीन स्नातक निर्वाचन क्षेत्रों पुणे, नागपुर और छत्रपति संभाजीनगर तथा पुणे और अमरावती में स्थित दो शिक्षक निर्वाचन क्षेत्रों में हो रहा है। भारतीय जनता पार्टी (BJP) ने नागपुर स्नातक, पुणे शिक्षक और पुणे स्नातक सीटों पर उम्मीदवार उतारे हैं।

लखनऊ की सीटों की बात करें तो महानगर की 5 सीटों पर सबसे ज्यादा दावेदारी लखनऊ पूर्व और कैंट सीट पर देखी जा रही है। लखनऊ पश्चिम में अरमान खान और मध्य सीट पर रविदास मेहरोत्रा मौजूदा विधायक हैं, जिन्होंने बीजेपी की लहर में ये सीटें जीती थीं। इस कारण इन सीटों पर दावेदारों की संख्या अन्य सीटों की तुलना में कम है।

पीडीए का समीकरण

सपा का इस बार का चुनावी समीकरण पीडीए (पिछड़ा-दलित-अल्पसंख्यक) है। टिकट मांगने वाले दावेदार इसी समीकरण का सहारा ले रहे हैं। जिन सीटों पर अगड़ी जातियों को टिकट देने के बावजूद सपा को हार का सामना करना पड़ा, वहां अब पीडीए के दावेदार जोर लगा रहे हैं।

पार्षदों की दावेदारी

सपा में टिकट के दावेदारों में मौजूदा पार्षदों की संख्या सबसे ज्यादा है। लखनऊ मध्य के टिकट के लिए पार्षदों की ओर से सबसे ज्यादा दावेदारी की जा रही है। कैंट और अन्य सीटों पर भी पूर्व और मौजूदा पार्षद विधानसभा का रुख करने की तैयारी कर रहे हैं।

सपा और कांग्रेस का गठबंधन है, लेकिन सीट बंटवारा अभी तक नहीं हुआ है। ऐसे में कई सीटों पर सपा के साथ कांग्रेस के दावेदार भी सक्रिय हैं। पूर्व सहित कई सीटों पर कांग्रेस नेताओं ने भी अपनी होर्डिंग लगा रखी है।

During the proceedings, Kalyan Banerjee pointed out that the Ritabrata Banerjee faction, which has been designated the name Democratic Trinamool Congress, had failed to file necessary submissions to the Election Commission. In response, Parmeswar explained that the faction was unable to secure non-judicial stamp papers required for documentation due to the Dussehra celebrations in the state.

Timeline for Submissions Established

The Supreme Court has established a clear timeline for the submission process. The Democratic Trinamool Congress has been granted 10 days to file its counter affidavit and relevant documents with the Election Commission. Following this, the Mamata Banerjee-led faction will have an additional 10 days to submit a rejoinder and any pertinent documents after reviewing the response from the rival group.

The court has also clarified that both factions may challenge the admissibility of any documents submitted to the Election Commission in support of their claims. This ruling aims to ensure a fair process as both factions navigate the complexities of their dispute.

On September 28, the Supreme Court directed the Election Commission to resolve the dispute concerning the party name and its “flowers and grass” symbol within a four-month timeframe. Previously, the court had instructed both factions to complete their submissions before the Election Commission and had set a three-month deadline for the poll panel to reach a decision after the submission process concluded.

Background of the Dispute

This legal matter stems from a petition filed by former West Bengal Chief Minister Mamata Banerjee, challenging the Election Commission’s decision to freeze the TMC’s name and symbol. On September 24, the Supreme Court had requested the Election Commission to provide a timeline for resolving the dispute.

According to reports from Press Trust of India, the Election Commission had, on September 17, assigned separate names and symbols to the two factions after temporarily prohibiting both from using the All India Trinamool Congress name and its reserved symbol until a final decision is reached. The Mamata Banerjee faction was allocated the name Mamata All India Trinamool Congress along with the “football player” symbol.

Meanwhile, the Ritabrata Banerjee faction received the name Democratic Trinamool Congress and the “envelope” symbol. Upcoming assembly bypolls in West Bengal, specifically in Nandigram and Rejinagar, are scheduled for October 6, with vote counting set for October 9. The Election Commission has indicated that the dispute requires a comprehensive decision under the Election Symbols (Reservation and Allotment) Order, 1968, following discussions with leaders from both factions.

A similar dispute involving the Shiv Sena is currently pending before the Supreme Court. The court has urged for a swift resolution to this matter and has requested the Election Commission to propose a reasonable timeframe that allows both sides to present their evidence adequately.

Telangana BJP president N Ramchander Rao confirmed Shah’s participation in the ‘loktantra bachao, arajakta hatao’ (save democracy, remove anarchy) padayatra. He called upon party workers to protest by burning effigies of Congress leaders in response to Kharge’s remarks.

Additionally, Rao highlighted the ongoing water crisis in Telangana, stating that over 300 mandals are experiencing drought-like conditions due to insufficient rainfall. He urged the Chief Minister to focus on resolving the water shortages rather than participating in the rally in Delhi. Rao noted that around 8,000 water tankers are being deployed daily in Hyderabad to address the crisis.

In light of the political landscape, Rao remarked on the rising popularity of the BJP since Rahul Gandhi’s leadership within the Congress.
