ASDDO कैटेगरी और नाम कटने की मुख्य वजहें

सत्यापन के दौरान जो मतदाता अपने पते पर मौजूद नहीं मिले या अपात्र पाए गए, उन्हें मुख्य रूप से ASDDO (Absent, Shifted, Dead, Duplicate & Others) यानी अनुपस्थित, स्थानांतरित, मृत, डुप्लिकेट और अन्य श्रेणियों में विभाजित किया गया। आयोग के डेटा के मुताबिक नाम कटने के प्राथमिक कारण निम्नलिखित थे:

2. अनुपस्थित (Absent): गणना के समय अपने घरों से लगातार गायब रहने वाले 19,00,926 (19.00 लाख) लोगों की पहचान की गई।

3. मृत मतदाता (Deceased): मतदाता सूची में सालों से दर्ज मृत व्यक्तियों के नामों को हटाने के लिए विशेष बल दिया गया। इस प्रक्रिया में 16,39,864 (16.39 लाख) मृत लोगों के नाम सूची से साफ किए गए।

4. डुप्लिकेट प्रविष्टियां (Duplicate Entries): एक से अधिक निर्वाचन क्षेत्रों या एक ही क्षेत्र में दो बार दर्ज 7,09,870 (7.09 लाख) फर्जी या दोहरे वोटर्स को हटाया गया।

5. अन्य कारण (Others): लगभग 3.83 लाख नाम अन्य तकनीकी विसंगतियों की वजह से हटाए गए।

ड्राफ्ट सूची से फाइनल सूची तक का सफर

चुनाव आयोग ने नियमों के तहत जनता को अपने नाम की दोबारा जांच करने और दावे व आपत्तियां दर्ज कराने का पूरा मौका दिया था। जब 24 अगस्त 2026 को शुरुआती ‘ड्राफ्ट वोटर लिस्ट’ जारी की गई, तब उसमें से करीब 1.07 करोड़ से अधिक नाम गायब थे।
इसके बाद, आयोग ने उन लोगों को फॉर्म-6 भरने का अवसर दिया जो वास्तव में उसी पते पर रह रहे थे लेकिन किसी कारणवश उनका फॉर्म छूट गया था। चुनाव अधिकारियों को कुल 7,87,534 नए आवेदन और सुधार फॉर्म प्राप्त हुए। इन दावों के निपटारे के बाद, फाइनल वोटर लिस्ट में ड्राफ्ट लिस्ट के मुकाबले 8.64 लाख मतदाताओं की बढ़ोतरी दर्ज की गई, जिसके बाद अंतिम आंकड़ा 4.55 करोड़ पर जाकर थमा।

1. सबसे पहले भारतीय निर्वाचन आयोग के राष्ट्रीय मतदाता सेवा पोर्टल या कर्नाटक सीईओ की आधिकारिक वेबसाइट पर जाएं।

However, the rider, named Syed Tousif Z, allegedly urged her not to cancel the booking, citing the rain as a reason. Once the ride commenced, she claimed the rider attempted to engage in overly friendly behaviour, offering her a raincoat and repeatedly inquiring about her comfort, despite her wearing earphones.

The situation escalated when they arrived at her residential society. According to Srishti, while returning his helmet, the rider allegedly held her hand for several seconds, smiling in a manner that made her uncomfortable. When she requested his QR code to complete the payment, he reportedly claimed that his phone was malfunctioning due to the rain and instead asked for her phone number or offered his own.

Post-Ride Concerns and Security Issues

Despite her discomfort, Srishti insisted on using the QR code to complete the transaction. However, she felt unsafe and chose to remain outside her society for approximately 15 minutes after the ride. During this time, she observed that the rider did not leave the premises. In an effort to ensure her safety, she sought assistance from a security guard, asking him to instruct the rider to depart. Allegedly, the rider remained in the area for an additional five minutes, claiming he was using his phone.

According to Srishti’s account, the rider only left after the guard asked him to leave for a second time, roughly ten minutes later. In her post, she expressed feeling “unsafe and traumatised,” highlighting the broader issue of women’s safety while using ride-sharing services, even during peak hours.

She emphasised the need for improved safety measures for female passengers travelling by bike, auto-rickshaw, or cab. In her social media post, Srishti tagged both Rapido and the Bengaluru Police, questioning the lack of accountability for the rider’s actions. She noted her initial hesitation to take the ride and reiterated her concerns about the safety protocols in place for passengers.

Responses from Authorities and Public Reaction

The post garnered attention from both Bengaluru Police and Rapido. The police requested Srishti to provide specific details about the incident and her contact information through direct messaging, indicating that they would investigate the matter. Rapido responded by expressing regret for the distressing experience and acknowledged the seriousness of unwanted physical contact.

The company confirmed that the rider had been permanently suspended from its platform. Social media users reacted to Srishti’s experience with concern and empathy. Some suggested that capturing a photograph of the rider could have aided in identifying him and alerting others to potential risks.

Details of the Purchase and Complaints

The complainant, Mugundappa, a professional driver, bought a Force Cityline passenger vehicle from the authorised dealer Arihant Motors on April 2, 2024, for Rs 16 lakh. He claimed that he financed the purchase through loans, intending to use the vehicle for his livelihood and to support his family. The vehicle was sold with a two-year warranty. but after approximately two months and 9,000 km of driving, Mugundappa encountered serious engine overheating and seizure issues.

On May 27, 2024, he took the vehicle to the dealer’s service centre and incurred a repair cost of Rs 5,200. Despite these repairs, the vehicle experienced further problems on June 10, 2024, when the coolant dried up, leading to another engine seizure. Mugundappa had to tow the vehicle back to the authorised service centre, where he alleged that it continued to malfunction.

Seeking a resolution, Mugundappa requested either a replacement vehicle or a full refund, including interest, compensation, and litigation costs. However, the dealer and manufacturer contended that the issues were due to driver negligence, claiming that he ignored low coolant warnings and used an unsuitable coolant, which led to the overheating. They maintained that the vehicle had been repaired under warranty and was ready for collection.

Findings of the Consumer Commission

The commission, led by President Sanjeev V Kulkarni and member S S Kadrollimath, reviewed evidence, including the complainant’s documentation and a mechanic’s report, to determine if a manufacturing defect existed. The commission noted that Mugundappa faced problems soon after the purchase and relied on the mechanic’s assessment of the vehicle.

In its findings, the commission stated, “Considering the repeated major repairs and service rendered by OPs and considering the expert evidence of PW2 and Ex. P15/Report, we hold that the complainant has proved that this purchased vehicle is having inherent manufacturing defect.” It concluded that the evidence presented by the complainant was more credible than the defence put forth by the dealer and manufacturer.

The commission also highlighted that the vehicle had been left at the dealer’s showroom since June 10, 2024, and that the complainant sought relief while the vehicle was still under warranty. They affirmed that Mugundappa had demonstrated a deficiency in service and that the vehicle had significant defects in its engine and gasket.

Final Ruling and Compliance Requirements

The District Consumer Disputes Redressal Commission in Belagavi issued its ruling on September 30, 2026, partially upholding Mugundappa’s complaint. The commission directed Arihant Motors and Force Motors to either replace the vehicle with a new one of the same brand or refund Rs 15 lakh with an interest of 6 per cent per annum from April 2, 2024, until the amount is realised.

Additionally, the commission ordered the companies to pay Rs 10,000 for the complainant’s mental anguish and Rs 5,000 for litigation expenses. The companies were instructed to comply with the ruling within 45 days, ensuring that the complainant receives the relief as mandated by the commission.
