The Delhi Cabinet has approved the creation of the Go-Delhi Foundation, which will be funded with an initial budget of ₹50 crore. This initiative aims to foster startups, innovation, and entrepreneurship in the national capital, as announced by the Delhi government on Sunday. The foundation will operate as a not-for-profit entity under Section 8 of the Companies Act, 2013, and will be managed by the Delhi government’s Department of Industries.

The primary objective of the foundation is to assist entrepreneurs in developing and testing their products, connecting them with investors, and transforming ideas into commercially viable businesses. Chief Minister Rekha Gupta highlighted that the foundation would empower young individuals, researchers, and entrepreneurs to convert their innovative concepts into tangible products and successful enterprises.

Gupta stated that the initiative is a significant step towards consolidating Delhi’s existing entrepreneurial resources, educational institutions, and research facilities. The city is home to nearly 21,000 startups recognised by the Department for Promotion of Industry and Internal Trade (DPIIT). The Go-Delhi Foundation aims to unify these resources on a single platform, focusing on the development of new enterprises, attracting investments, and generating employment opportunities.

Support for Startups and MSMEs

The foundation is designed to provide essential support to startups and micro, small, and medium enterprises (MSMEs). Gupta noted that it would offer access to product engineering, prototyping, laboratories, and testing facilities. Additionally, the foundation will extend technical guidance, mentorship, incubation, and business support, enabling early-stage ideas to evolve into market-ready products.

In July, the Delhi government had already approved the Delhi Start-up and Incubation Policy, which included a ₹400-crore plan to establish incubation centres across state-run higher education institutions. This policy aims to provide financial assistance to startups over the next five years, with plans to set up incubation centres in 11 state universities, 13 government-aided colleges, polytechnic institutions, Industrial Training Institutes (ITIs), and government schools during its initial phase.

Startups associated with these incubation centres will receive milestone-based financial support at various stages of their growth. A government official indicated that the Go-Delhi Foundation would assist entrepreneurs at different levels, from product development and testing to certification preparation and market access.

Collaboration and Future Prospects

The foundation aims to facilitate the transition of ideas into practical products and new enterprises. It will focus on prototyping, intellectual property rights assistance, incubation, and opportunities for industry connections. Gupta emphasised that products developed to tackle specific challenges would undergo testing through pilot projects, allowing successful solutions to be adopted by government departments.

This initiative will enable government departments to access new technologies and practical solutions while providing startups with a platform to showcase the efficacy of their products. The foundation is expected to collaborate with various stakeholders, including industry players, educational institutions, investors, and other partners.

As a not-for-profit company operating under Section 8 of the Companies Act, 2013, the Go-Delhi Foundation will function under the auspices of the Delhi government’s Department of Industries. The overarching goal of this initiative is to create a clear pathway from ideas to products, research to enterprises, and startups to larger businesses, as outlined by a government official.
