नए नियम के लिए पेट्रोल और CNG स्टेशनों पर ऑटोमैटिक नंबर प्लेट रिकग्निशन सिस्टम (ANPR) लगाया गया है। यह सिस्टम गाड़ियों की नंबर प्लेट से PUC की वैधता को जांचने में मदद करेगा। इस प्रक्रिया को दिल्ली-NCR के सभी फ्यूल स्टेशनों पर लागू किया जा रहा है। यह व्यवस्था यह सुनिश्चित करने के लिए है कि सभी वाहन प्रदूषण मानकों का पालन कर रहे हैं।

दिल्ली-NCR में प्रदूषण बढ़ाने वाले पुराने वाहनों के खिलाफ कार्रवाई में तेजी लाई जाएगी। BS-IV स्टैंडर्ड और उससे पुराने वाहनों की एंट्री पर रोक लगाने के उपायों की समीक्षा की गई है। यह बैठक CAQM की सब-कमेटी ऑन क्लीनिंग एंड एनफोर्समेंट की 29 सितंबर को हुई थी। बैठक में पुराने और एंड-ऑफ-लाइफ वाहनों को पकड़ने और स्क्रैपिंग जैसी कार्रवाई को तेज करने पर जोर दिया गया।

पराली जलाने की घटनाओं पर नियंत्रण

सर्दियों में हवा की खराब गुणवत्ता का एक बड़ा कारण पराली जलाना होता है। पंजाब, हरियाणा और उत्तर प्रदेश में धान की पराली जलाने की घटनाओं को रोकने के लिए सख्त उपायों पर चर्चा की गई। CAQM का उद्देश्य इन घटनाओं को पूरी तरह खत्म करना है। इसमें फसल विविधीकरण और किसानों के बीच जागरूकता अभियान जैसे उपाय शामिल हैं।

निर्माण स्थलों पर भी कार्रवाई

दिल्ली-NCR में धूल और निर्माण संबंधी प्रदूषण को नियंत्रित करने के लिए अधिक मशीनों की तैनाती करने पर जोर दिया गया है। इसके अलावा, औद्योगिक इकाइयों में उत्सर्जन मानकों की निगरानी भी सख्त की जाएगी। निर्माण स्थलों, डीजल जनरेटर सेट और अन्य औद्योगिक इकाइयों के औचक निरीक्षण को भी बढ़ावा दिया जा रहा है। प्रदूषण से जुड़ी शिकायतों का समय पर निपटारा करने के आदेश भी दिए गए हैं।

वाहन मालिकों के लिए जरूरी सूचनाएँ

यदि आप दिल्ली-NCR में गाड़ी चला रहे हैं, तो 1 अक्टूबर से पहले अपना PUC अवश्य चेक करें। यदि प्रमाणपत्र की वैधता समाप्त हो गई है, तो उसे समय पर अपडेट करना जरूरी है। साथ ही, BS-IV स्टैंडर्ड से नीचे की गाड़ियों को रिप्लेस करने या घर पर रखने पर विचार करें। ट्रांसपोर्ट डिपार्टमेंट की एंफोर्समेंट टीमें ऐसी गाड़ियों को जब्त कर सकती हैं और स्क्रैपिंग की प्रक्रिया अपनाई जा सकती है।

On 28 September, minimum temperatures across Haryana, Chandigarh, and Delhi were reported to be near normal.

This unexpected chill resulted in a cooler start to the day for the capital, with Tuesday’s readings setting a record for the lowest September temperature in 18 years. Just days before, on 27 September, Delhi had already recorded a minimum temperature of 21°C, its second-lowest September temperature in 25 years and the lowest since 2001.

Hazy Conditions Accompany the Cold

The chilly morning in Delhi was also characterised by a layer of haze, which blurred the city’s skyline. The haze was attributed to the aftermath of recent rainfall and the ongoing moisture in the lower atmosphere. This combination of moisture and suspended particles near the ground can contribute to a hazy appearance, particularly during early morning hours. Despite this, the IMD’s report does not pinpoint a specific pollution event or singular reason for the haze on that particular morning.

The cooler temperatures have sparked discussions regarding the potential for an early winter, especially with developing El Nino conditions observed in the Pacific Ocean. However, it is important to note that the recent chill in Delhi’s weather should not be directly correlated with El Nino. The primary cause of the temperature drop stems from a prolonged weather system that facilitated widespread rain, consistent cloud cover, and a decrease in daytime heating in northern India.

The presence of clouds over New Delhi was evident throughout the morning, contributing to the unusual weather patterns. These atmospheric conditions continue to shape the city’s climate as it transitions from the monsoon season.

Weather Transition Following Monsoon Withdrawal

Although the southwest monsoon has officially withdrawn from Delhi, the capital is still feeling the effects of various weather systems. The IMD’s recent analysis has identified a western disturbance manifesting as a cyclonic circulation over south Rajasthan, while upper-air circulations persist over Uttar Pradesh. For Tuesday, the weather office predicted isolated to scattered rain accompanied by thunderstorms and lightning across Haryana, Chandigarh, and Delhi.

This predicted rainfall is expected to diminish quickly, with the IMD’s forecast indicating that isolated rainfall for Haryana, Chandigarh, and Delhi is anticipated only on 29 September, followed by a stretch of dry weather from 30 September through 5 October. Thus, although Tuesday began with record-low temperatures and hazy conditions, Delhi is poised for a transition towards a drier spell, marking a significant shift into the post-monsoon season.

दिल्ली के चांदनी चौक स्थित भागीरथ पैलेस में नकली रेबीज इंजेक्शन का मामला अब कानपुर तक पहुंच गया है। ड्रग विभाग की प्रारंभिक जांच ने इस गंदगी के पीछे एक बड़े गिरोह का पर्दाफाश किया है। कानपुर की दो प्रमुख मेडिकल कंपनियों, ‘न्यू आरजे’ और ‘एलेक्सर क्योर’ के संचालकों के खिलाफ गंभीर धाराओं में FIR दर्ज की गई है। इस कार्रवाई ने यह साबित कर दिया है कि नकली दवाओं का कारोबार कितना बड़ा हो सकता है।

हजारों की संख्या में नकली वैक्सीन बरामद

छापेमारी के दौरान ड्रग विभाग को न्यू आरजे फर्म से 592 नकली रेबीज वैक्सीन मिली हैं। इन वैक्सीन के बैच और सैंपल नंबर दिल्ली में पकड़े गए नकली वैक्सीन से पूरी तरह मेल खाते हैं। यह धन के लिए मानव जीवन से खिलवाड़ करने वाले गिरोह की काली करतूत को उजागर करता है। दरअसल, कलेक्टरगंज थाने में शिकायत के बाद कार्रवाई की गई है।

पुलिस की त्वरित कार्रवाई और गोदाम सील

दवा सुरक्षा अधिकारी दिव्यांनी दुबे की शिकायत पर पुलिस ने तुरंत कार्यवाही की। न्यू आरजे के प्रोपराइटर राजिंदर सिंह और एलेक्सर क्योर के प्रोपराइटर तरनदीप सिंह के खिलाफ मामला दर्ज किया गया है। कार्रवाई के बाद, पुलिस और ड्रग विभाग की टीम ने इन कंपनियों के गोदामों को सील कर दिया और वहां रखे हुए स्टॉक को जब्त कर लिया।

आगरा और उत्तर प्रदेश के अन्य जिलों में सप्लाई का खतरा

जांच अधिकारियों ने बताया है कि कानपुर की दोनों कंपनियों ने आगरा और अन्य उत्तर प्रदेश के जिलों में भी नकली रेबीज इंजेक्शन की बड़ी खेप सप्लाई की थी। अब ड्रग विभाग इन कंपनियों के पुराने बिलों और बिक्री रिकॉर्ड की गहनता से पड़ताल कर रहा है ताकि यह पता लगाया जा सके कि कितनी यह नकली वैक्सीन मार्केट में पहुँच चुकी हैं। इस प्रकार की जानकारी मिलने पर अंदेशा है कि अधिक लोग इसके शिकार हो सकते हैं।

नकली वैक्सीनेशन की शिकायतों का बढ़ता सिलसिला

SDM सौरभ सिंह ने कहा कि उन्हें लगातार नकली एंटी-रेबीज वैक्सीन बेचे जाने की शिकायतें मिल रही थीं। इसीलिए ड्रग विभाग द्वारा गहन जांच का आदेश दिया गया था। जांच में तीन प्रमुख फर्मों की संलिप्तता पाई गई, जिसके परिणामस्वरूप FIR दर्ज की गई और स्टॉक को सील किया गया।

पुलिस की विस्तृत जांच और आरोपियों की तलाश

कलेक्टरगंज थाना प्रभारी संजीव कुमार सिंह ने बताया है कि ड्रग विभाग की तहरीर पर आरोपियों के खिलाफ गंभीर धाराओं में मामला दर्ज हुआ है। पुलिस अब मामले की विस्तृत जांच कर रही है और आरोपियों की तलाश जारी है। यह कार्रवाई लोगों के स्वास्थ्य और सुरक्षा के लिए अत्यंत आवश्यक है। स्वरूप बदलते इस मामले ने एक बार फिर स्वास्थ्य सुरक्षा की आवश्यकता को उजागर किया है।

Barapullah Phase 3 Elevated Corridor Among Key Projects

One of the major highlights of the launched projects is the long-awaited Barapullah Phase 3 elevated corridor. Minister Parvesh Verma expressed that the 11-year wait for the Barapullah flyover has finally come to an end. He remarked that for the past 18 months, the focus has solely been on governmental progress without political disputes, and this has resulted in tangible outcomes for the public.

The Barapullah Phase 3 corridor is designed to enhance connectivity between the eastern and southern parts of Delhi. It aims to link Mayur Vihar Phase-1 with AIIMS via a series of signal-free routes. Upon completion, the corridor will connect to the existing Barapullah flyover at Sarai Kale Khan, forming a stretch of approximately 10 kilometres.

Originally approved in 2014, work on the Barapullah Phase 3 began in 2015. The project was slated for a 2017 completion but faced numerous delays and significant budget overruns. The final revised estimated cost of the project ballooned to Rs 1,635 crore. Despite these setbacks, its launch indicates a renewed commitment to improving road infrastructure.

Additional Projects to Address Traffic Congestion

Besides the Barapullah Phase 3 corridor, the other three projects unveiled include two new flyovers designed to alleviate vehicular congestion in the southern parts of Delhi and an underpass situated on the Outer Ring Road in the northern area of the city. These initiatives are part of a broader strategy by both the Centre and the Delhi government to enhance traffic conditions and overall road connectivity.

Through the inauguration of these projects, officials aim to signal their commitment to addressing the longstanding traffic issues that have reportedly plagued Delhi for decades. With a series of planned upgrades and expansions, the government hopes to modernise the transport infrastructure and improve the daily commute for residents.

लिफ्ट, रैंप और सीढ़ियों से लैस होगा एफओबी

गांधी नगर में बनने वाला फुटओवर ब्रिज आधुनिक सुविधाओं से लैस होगा। इसमें लिफ्ट, रैंप और सीढ़ियों की व्यवस्था की जाएगी। इसके अलावा पर्याप्त रोशनी का इंतजाम भी रहेगा, ताकि लोगों को दिन के साथ रात में भी आने-जाने में परेशानी न हो। यह सुविधा खास तौर पर बुजुर्गों, महिलाओं और दिव्यांग यात्रियों के लिए उपयोगी होगी। एक्सप्रेसवे पर तेज रफ्तार वाहनों के बीच पैदल यात्रियों के सड़क पार करने का जोखिम भी कम होगा।

लक्ष्मी नगर और भजनपुरा में भी बनेंगे फुटओवर ब्रिज

गांधी नगर के साथ दिल्ली के दूसरे व्यस्त इलाकों में भी पैदल यात्रियों के लिए एफओबी बनाए जाने की योजना है। रमेश पार्क, लक्ष्मी नगर में बनने वाला फुटओवर ब्रिज एक्सप्रेसवे के करीब 2+800 किलोमीटर पर होगा। इसके अलावा भजनपुरा-गढ़ी मेंडू के पास करीब 10+800 किलोमीटर पर एक और फुटओवर ब्रिज को मंजूरी दी गई है। इस तरह एक्सप्रेसवे के अलग-अलग हिस्सों में कुल तीन आधुनिक फुटओवर ब्रिज बनाए जाएंगे। तीनों एफओबी में लिफ्ट समेत यात्रियों की सुविधा के लिए आधुनिक व्यवस्थाएं उपलब्ध कराने की योजना है। इन तीनों परियोजनाओं पर करीब 12.90 करोड़ रुपये खर्च होने का अनुमान है।

गांधी नगर बाजार में रोज पहुंचते हैं हजारों लोग

गांधी नगर को एशिया के बड़े कपड़ा बाजारों में गिना जाता है। यहां दिल्ली के अलावा दूसरे राज्यों से भी कारोबारी और ग्राहक खरीदारी के लिए पहुंचते हैं। बाजार में थोक और रिटेल दोनों तरह का कारोबार होता है। बाजार और एक्सप्रेसवे के आसपास पैदल आवाजाही अधिक होने की वजह से सुरक्षित क्रॉसिंग की जरूरत लंबे समय से महसूस की जा रही थी। फुटओवर ब्रिज बनने के बाद पैदल यात्रियों को एक्सप्रेसवे पर सीधे सड़क पार करने की जरूरत कम होगी।

एक्सप्रेसवे पर बिना रुके चलता रहेगा ट्रैफिक

फुटओवर ब्रिज का एक बड़ा फायदा यह भी होगा कि पैदल यात्रियों के लिए अलग रास्ता मिलने से एक्सप्रेसवे पर वाहनों की आवाजाही को रोकना नहीं पड़ेगा। इससे सड़क सुरक्षा के साथ ट्रैफिक संचालन भी बेहतर बनाए रखने में मदद मिलेगी। यह परियोजना दिल्ली-सहारनपुर-देहरादून एक्सप्रेसवे का हिस्सा है, जिसे राष्ट्रीय राजमार्ग-709बी (NH-709B) के नाम से भी जाना जाता है। करीब 210 किलोमीटर लंबा यह एक्सेस-कंट्रोल्ड कॉरिडोर दिल्ली को उत्तर प्रदेश के रास्ते देहरादून से जोड़ता है।

दिल्ली से देहरादून तक आसान होगा सफर

दिल्ली-सहारनपुर-देहरादून एक्सप्रेसवे दिल्ली से शुरू होकर उत्तर प्रदेश के बागपत, बड़ौत, मुजफ्फरनगर, शामली और सहारनपुर होते हुए देहरादून तक जाता है। इस कॉरिडोर का उद्देश्य दिल्ली और देहरादून के बीच तेज और सुगम आवागमन उपलब्ध कराना है। एक्सप्रेसवे के आसपास आबादी और बाजार वाले क्षेत्रों में पैदल यात्रियों के लिए सुरक्षित क्रॉसिंग उपलब्ध कराना भी जरूरी है। इसी जरूरत को ध्यान में रखते हुए गांधी नगर, लक्ष्मी नगर और भजनपुरा-गढ़ी मेंडू के पास एफओबी बनाए जा रहे हैं।

पैदल यात्रियों की सुरक्षा पर फोकस

इन परियोजनाओं के जरिए एक्सप्रेसवे पर पैदल यात्रियों की सुरक्षा को बेहतर करने की कोशिश की जा रही है। आधुनिक एफओबी से बाजार आने-जाने वाले लोगों को सुविधा मिलेगी और तेज रफ्तार वाहनों के बीच सड़क पार करने का जोखिम भी कम होगा। गांधी नगर बाजार के लिए यह परियोजना खास तौर पर महत्वपूर्ण है, क्योंकि यहां हर दिन बड़ी संख्या में लोग कारोबार और खरीदारी के लिए पहुंचते हैं। आने वाले समय में दिल्ली-एनसीआर के दूसरे व्यस्त हिस्सों में भी पैदल यात्रियों की सुरक्षा से जुड़े ऐसे प्रोजेक्ट आगे बढ़ाए जाने की योजना है।

नकली दवा का मामला गंभीर

CDSCO के अनुसार, 221 में से 220 सैंपल को NSQ (Not Standard Quality) घोषित किया गया है। इन सैंपल की जांच सेंट्रल ड्रग्स लैबोरेटरीज और राज्य ड्रग्स टेस्टिंग लैबोरेटरीज में की गई। दिल्ली में जो नकली दवा पाई गई, वह किसी अनधिकृत निर्माता द्वारा बनाई गई थी और उसमें दूसरी कंपनी के ब्रांड नाम का उपयोग किया गया था।

जांच की प्रक्रिया शुरू

ड्रग्स रेगुलेटर्स ने नकली दवा के मामले की पूरी जांच का आश्वासन दिया है। CDSCO ने बताया कि इस मामले में कानून के अनुसार कार्रवाई की जाएगी। उनकी प्राथमिकता है कि ऐसे उपभोक्ताओं के लिए नुकसान पहुँचना रोका जाए।

बाजार की सुरक्षा का लक्ष्य

CDSCO ने यह भी स्पष्ट किया है कि यह नतीजा केवल सरकारी लैब में जांचे गए खास बैच के लिए है। उन्होंने कहा कि बाकी बाजार में बिकने वाली दवाओं को लेकर चिंता करने की जरूरत नहीं है। उन्हें अपने दवाओं की गुणवत्ता सुनिश्चित करने के लिए राज्य दवा विभागों के साथ मिलकर काम किया जाता है।

दवाओं की गुणवत्ता पर सामान्य जागरूकता

सेंट्रल दवा लैब द्वारा अगस्त में की गई जांच में 29 पहले के बैच और 191 राज्य दवा लैब्स से मिले सैंपल NSQ पाए गए। CDSCO का लक्ष्य है कि गलत और नकली दवाओं की पहचान की जाए और उन्हें बाजार से हटाया जाए। यह उनकी नियमित जांच प्रक्रिया का हिस्सा है।

स्वास्थ्य के लिए बड़ा खतरा

दवा की गुणवत्ता की जांच सिर्फ एक औपचारिकता नहीं है, बल्कि यह जनता के स्वास्थ्य की सुरक्षा के लिए आवश्यक है। दिल्ली में मिली नकली दवा के मामले को लेकर जिम्मेदार एजेंसियां अब तेज़ी से कार्रवाई कर रही हैं। इस मामले की गंभीरता को समझते हुए कार्रवाई की जा रही है।
