										<content:encoded><![CDATA[<h4>On Friday, an e-mail threatened to blow up West Bengal&#8217;s East Burdwan Post Office with RDX. For two consecutive days, such incidents have been spreading panic across District Courts and Post Offices in Bengal. On Friday, soon after the threat mail came, the post office was closed and the employees and customers were evacuated. Another e-mail came threatening to blow up the passport office and the main post office in Asansol. Panic spread there too. The police have started an investigation.</h4>
<h4>On Friday morning, threat mails reached post offices in several areas including Howrah, Asansol, Bankura, Katwa. It is learnt that the threat mails ordered the offices to be vacated by 11 am and said, &#8216;Holy Friday is the real Jihad.&#8217; Naturally, there has been a huge stir over the incident. Post offices have been evacuated as a wartime measure. Bomb squads and police rushed to the spot.</h4>
<h1>Bomb scare since past few days</h1>
<h4>For the past few days, threat mails have reached post offices and courts in districts starting Tuesday. It has been said that cyanide and RDX are kept! The time was set for the explosion. Naturally, all work was stopped in a moment and the offices were evacuated. Bomb squads were deployed, police dogs went. But nothing was found. The same incident repeated again on Friday. A little before 11 am today, a threatening mail reached the Howrah Main Post Office, Asansol, Bankura, and Katwa post offices.</h4>
<h4>It is learned that there was a message inside the post office that a dangerous explosive plant made of a mixture of RDX and cyanide had been planted. The explosion was said to occur at exactly 12:10 on the clock. That is why the post offices were asked to vacate by 11 am.</h4>
<h1>Bomb threat at multiple district courts of West Bengal</h1>
<h4>On Tuesday, a threatening email claimed that a bomb had been planted in Kolkata’s City Civil Court. The police immediately took action after receiving this email. The entire building was evacuated. After this, the police brought a sniffer dog and started searching the building. However, nothing suspicious was recovered. Who or what sent this email? What is their purpose? The police are looking for answers to all these questions.</h4>
<h4>Shortly after this, a call came on the District Judge&#8217;s mobile at around 12 noon on the same day. It was claimed that a bomb had been planted in the court premises. After this, the court was quickly evacuated. The search began. As soon as that information was cut, a mail was sent claiming that a bomb had been planted in the Durgapur Subdivision Court as well.</h4>
<h4>On the same day, a threatening mail was sent to the Murshidabad District Judge&#8217;s office. A mail was sent threatening the Murshidabad District Judge and the Additional Sessions Judges of the district not to interfere in any way with the SIR. There has also been a threat to blow up the court, said Murshidabad District Bar Association President Abu Bakar Siddiqui. He said that the entire court premises are being searched with sniffer dogs.</h4>
<h4>It is worth noting that a large section of the judges is currently involved in the process of special intensive revision of the voter list (SIR in West Bengal) following the Supreme Court&#8217;s order. Investigators are probing whether this threat has any connection with the SIR.</h4>
<h1>“Real Jihad is on Holy Friday”</h1>
<h4>Notably, Friday’s e-mail said, &#8220;The real jihad is on Holy Friday.&#8221; As soon as the mail was received, the Howrah Post Office informed the Bomb Squad. However, the Asansol post office authorities are reluctant to give importance to the matter. Although the information has been given to the Bomb Squad. But who or what is behind this threatening mail across the state for four consecutive days, is there an attempt to mislead by sending fake mails in a planned manner, plotting a major sabotage? Investigators are looking for answers.</h4>

										<content:encoded><![CDATA[<h4>The manager and deputy manager of the burnt warehouse of fast food giant Wow Momo in Kolkata’s Anandapur have been arrested. Police apprehended them from Narendrapur on Thursday night during a raid. Narendrapur police have arrested the warehouse Manager, Manoranjan Sheet, and Deputy Manager, Raja Chakraborty. Police are investigating their whereabouts and roles when the fire broke out at the warehouse early on January 26. Investigators may seek their custody for questioning.</h4>
<h4>Police had previously arrested the owner of the decorator agency. Now, two officials of the food giant have been arrested. The warehouse manager and deputy manager have been subjected to preliminary questioning. Both will be produced before the Baruipur Sub-Divisional Court today, Friday. The police will appeal to the court seeking their custody for further interrogation.</h4>
<h4>Following the incident in the early hours of Monday, the owner of the premises and the decorator company, Gangadhar Das, was arrested from Elachi in Narendrapur on Tuesday. On Wednesday, he was produced before the Baruipur court and taken into police custody. He will be produced again in court on February 4. Before that, the police are trying to gather various information about the factory and warehouse by questioning the owner. Who was in charge of the factory and warehouse on the day of the incident?</h4>
<h1>Section 163 of BNSS imposed</h1>
<h4>Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS) has been imposed at the incident site in Nazirabad since Wednesday night. It will remain in effect until March 30.</h4>
<h1>Anandapur fire death toll rises to 25, NHRC takes suo motu cognizance</h1>
<h4>Meanwhile, the death toll in the Anandapur warehouse fire reached 25 on Friday morning, the National Human Rights Commission (NHRC) took suo motu cognisance of the matter and directed the District Magistrate concerned to submit an action taken report at the earliest. The NHRC acted in the matter following a complaint alleging gross human rights violations at the Wow Momo warehouse at Anandapur.</h4>
<h4>In a statement sent from the NHRC to the District Magistrate of South 24 Parganas district, the Commission has stated that the complaint attributed the mishap to criminal negligence by the management of said company as well as regulatory failures on the part of the state fire services and labour departments, urban planning authorities, and local administration.</h4>
<h4>In the communique, the NHRC has also highlighted gross violations of provisions under the Factories Act and Disaster Management Act. “The allegations made in the complaint prima facie seem to be violations of the human rights of the victims,” read the statement.</h4>
<h1>Anandapur fire: How so many people died?</h1>
<h4>In the Anandapur warehouse fire on January 26, several bodies were charred beyond recognition, delaying identification and necessitating DNA tests. Rescue, recovery and debris-clearing operations are ongoing under tight security. To maintain law and order and ensure uninterrupted rescue and investigative work, prohibitory orders under Section 163 have been imposed in the area surrounding the fire-hit site. Meanwhile, the Calcutta High Court allowed a BJP protest rally with conditions.</h4>
<h4>Two warehouses in the Nazirabad area of Anandapur caught fire in quick succession. The owner of the second warehouse, Gangadhar Das, has already been arrested. It is believed that the fire spread from that warehouse to the Wow Momo warehouse. Workers on the night shift were trapped inside. At least 25 people have died in the twin warehouse fire. DNA mapping has begun to identify the deceased. 28 people are still listed as missing by the police.</h4>
<h4>Five days have passed since the fire at the Momo factory and warehouse in Anandapur. Body parts are being recovered one after another from the burnt-out building. Four more body parts have been recovered from the debris. A total of 25 body parts have been recovered so far.</h4>
<h1>Was the warehouse door locked from outside?</h1>
<h4>It has been initially learned that the godown and warehouse doors were locked from the outside on the night of the fire. After the fire broke out, the workers inside desperately tried to get out. But because the doors were locked, they were burned alive. After the fire started, some workers reportedly informed their family members via mobile phones, apprehending that they might die soon as they are trapped inside. Why were the factory doors locked from the outside with the workers inside? Why this inhumane behaviour? These questions have already been raised. How many people were inside the factory that night?</h4>
<h1>Wow Momo issues statement announcing compensation</h1>
<h4>In this situation, Wow Momo issued a statement saying that two of their employees and one contracted security guard had died. The company announced that it would provide compensation of Rs 10 lakhs each to the families of the three deceased and a lifetime monthly salary. However, questions were raised as to why the police were not arresting anyone responsible for the warehouse. On Thursday night, the warehouse manager and deputy manager were arrested.</h4>
<h4>An investigation is underway to determine if there was any negligence on the part of the authorities and what kind of fire safety arrangements were in place at the warehouse. Wow Momo authorities have assured their cooperation with the investigators.</h4>
<h1>Opposition BJP alleges administrative negligence</h1>
<h4>The BJP has raised allegations of administrative negligence in the Anandapur incident. Leader of the Opposition, Suvendu Adhikari, has strongly condemned the incident. A procession led by Adhikari will march from Dhalai Bridge to Kamalagazi More and submit a deputation to the police station.</h4>

										<content:encoded><![CDATA[<h4>The West Bengal government has once again stirred the administrative pot by including the name of current Acting Director General of Police (DGP), Rajiv Kumar, in a fresh list of nominees for the state&#8217;s top police post. This move comes despite significant pushback from the Union Public Service Commission (UPSC) regarding procedural delays and tenure rules.</h4>
<h1>A Race Against Time and Regulations</h1>
<h4>Rajiv Kumar, who has served as the acting DGP for the past two years, is officially set to retire on January 31. Under the landmark Prakash Singh judgment by the Supreme Court, state governments are required to submit a panel of names to the UPSC at least three months before a vacancy occurs. However, the Bengal government’s persistent delays have turned a routine appointment into a legal quagmire.</h4>
<h4>On January 21, the state secretariat, Nabanna, forwarded a list of eight candidates to the UPSC. The inclusion of Kumar’s name is particularly contentious because he has not yet received a formal service extension from the Ministry of Home Affairs.</h4>
<h1>The UPSC and Attorney General’s Stance</h1>
<h4>The selection process has been plagued by friction. During an &#8220;Empanelment Committee&#8221; meeting held last October, members reportedly clashed over the state&#8217;s tardiness in submitting proposals. Seeking clarity, the UPSC consulted the Attorney General of India (AGI).</h4>
<h1>The AGI’s opinion was stern:</h1>
<h4>&#8220;The delay by the state government is a serious matter. The UPSC rules provide no provision to overlook or excuse such an extensive lapse in timing.&#8221;</h4>
<h4>Given this stance, the UPSC previously advised the West Bengal government to seek relief from the Supreme Court. Instead, the state opted to resubmit a trimmed list of eight names, down from the usual ten, while keeping Kumar as their primary choice.</h4>
<h1>Uncertainty in the Administrative Corridors</h1>
<h4>Administrative experts suggest that the UPSC may reject this new list, as appointing an officer on the verge of retirement without a pre-approved extension challenges standard protocol. Since the state bypassed the three-month rule following Manoj Malaviya’s retirement in 2023, the current standoff highlights a deepening rift between the state executive and central oversight bodies.</h4>
<h4>With only days left until the January 31 deadline, it remains unclear whether the Centre will grant an extension or if the state will be forced to appoint a new face from the remaining seven candidates.</h4>

										<content:encoded><![CDATA[<h4>Victim in the <a href="https://thecsrjournal.in/gang-rape-medical-student-durgapur-west-bengal-safety/">Durgapur sexual assault case</a>, the medical student from Odisha, who was receiving treatment in the hospital has changed the statement she had given earlier. She then gave the same statement to the police that she later presented in court. The victim described how the <a href="https://thecsrjournal.in/west-bengal-arrest-durgapur-gang-rape/">accused classmate Wasif Ali</a> touched her body in the forest and what happened afterward. She even identified five accused individuals, stating that one of them had raped her.</h4>
<h4>On Friday, the testimony of the victim, a resident of Odisha, was recorded in the courtroom of ADJ Special Sessions Judge Lokesh Pathak. The testimony was not taken in an open court, but behind closed doors for about three hours. The judge did not allow anyone in the courtroom except the lawyers for the accused, Shekhar Kundu and Soumen Mitra, their assistants, and the special public prosecutor, Bibhas Chatterjee.</h4>
<h1><a href="https://thecsrjournal.in/west-bengal-sole-perpetrator-durgapur-medical-student-assault-classmate-scrutiny/">Durgapur sexual assault case</a></h1>
<h4>On the night of October 10, a first-year student of a private medical college and hospital in Durgapur was allegedly raped. She was subjected to the assault outside the college campus while having dinner with her classmate, Wasif Ali. Police arrested five culprits, including the classmate. In the initial investigation of the incident, the victim had given a different statement. Later, she told the police something else.</h4>
<h4>On Friday, the testimony began behind closed doors in the courtroom, with police security outside. The victim had given a statement while she was hospitalised after the incident. Later, her statement to the police changed. On Friday, she told the court the same statement which she had given to Durgapur police.</h4>
<h4>According to court sources, the judge asked the victim if she knew the accused Wasif. In response to that question, the victim told the judge that Wasif had taken her to the forest that day and touched various parts of her body. She described how he touched her genitals and what her classmate did afterward. While identifying the other five accused, the victim pointed to one of them and said that he had raped her.</h4>
<h4>Upon hearing this from the victim, the faces of the five accused, including her classmate, turned pale inside the courtroom. It is learned that the victim answered every question of the judge. On Friday, the special public prosecutor presented the victim&#8217;s statement given to the police, her confidential statement, the FIR, and six medical reports to the court. However, the victim&#8217;s testimony was not completed on Friday. The victim&#8217;s testimony will resume today, Saturday. The cross-examination of the accused has also not yet begun. It is expected to begin soon.</h4>

										<content:encoded><![CDATA[<h4>A local resident has been arrested in the Kali idol vandalism incident in Kakdwip, South 24 Parganas district of West Bengal. Trinamool Congress has alleged that the person, Narayan Halder is a BJP activist. Halder has reportedly confessed to the police that he did this heinous act under the influence of alcohol.</h4>
<h4>However, police have claimed that the incident of Kali idol vandalism in Kakdwip is devoid of political colours. The incident took place on Tuesday evening at a temple in Suryanagar gram panchayat. The police have also appealed to the locals to maintain peace in the area.</h4>
<h4>Superintendent of Police of Sundarbans Police District Koteshwar Rao said in a press conference that a person named Narayan Halder has been arrested so far in the incident of breaking the statue. The person has also confessed to his crime to the police. Further investigation is underway.</h4>
<h4>The arrested person told the police that he did this act in a completely drunken state, for which he is repentant. When the arrested person was produced in the Kakdwip court on Thursday, the court ordered him to be remanded in police custody.</h4>
<h1>What exactly happened?</h1>
<h4>Tension has flared in West Bengal after a Kali idol was vandalised in Kakdwip, leading to a fierce political confrontation between the BJP and the ruling Trinamool Congress (TMC). The controversy intensified following allegations that the damaged idol was transported away by police in a vehicle labelled by BJP leaders as a &#8220;prison van,&#8221; a move they condemned as a grave insult to Hindu faith.</h4>
<h4>The incident occurred in Kakdwip, within the state’s South 24 Parganas district, where the idols of Goddess Kali and Lord Shiva were discovered severed at a local puja pandal on Wednesday morning. The discovery immediately drew a large, angry crowd of locals who attempted to carry the damaged idols to National Highway 117 to stage a blockade.</h4>
<h4>Police intervened to prevent the highway protest, resulting in a brief scuffle with the villagers. Following the unrest, additional security forces were deployed, and patrolling was intensified to maintain law and order.</h4>
<h1>Tension between Trinamool Congress and BJP following Kali idol vandalism</h1>
<h4>The vandalism triggered a strong political reaction, with top BJP leaders alleging a wider conspiracy, blaming the state’s deteriorating law-and-order situation, and accusing the administration of attempting a cover-up. Leader of the Opposition Suvendu Adhikari strongly condemned the act, claiming on social media that &#8220;jihadis cut off the head of the idol of Mother Kali.&#8221; He sharply criticised the state&#8217;s security, stating, &#8220;Don’t mistake the scene&#8230; for Bangladesh; this is the current state of West Bengal.&#8221;</h4>
<h4>Adhikari further alleged that the state administration was busy trying to &#8220;suppress the incident,&#8221; claiming police had initially &#8220;intimidated villagers and locked the temple doors,&#8221; only reopening them after significant public protest. He criticised the TMC government for its failure to make any arrests in connection with the incident.</h4>
<h4>The ruling Trinamool Congress has also criticised BJP&#8217;s plan to spread communal tension in the area. When Trinamool state general secretary Kunal Ghosh was asked about this, he attacked and said, “The incident is very unfortunate. BJP has given it a politically motivated colour. In the end, it turned out that a person named Narayan Haldar, a youth wing member of BJP, was involved in this incident. It remains to be seen whether he did it in an unnatural situation or not. It remains to be seen whether someone from BJP has encouraged this act.”</h4>
<h1>Police’s justification for using “prison van” to transport damaged idol</h1>
<h4>Police department was criticised for transporting the damaged idol in a prison van. Leader of Opposition Suvendu Adhikari wrote in an X post, “Just list one reason justifying your act of placing Maa Kali&#8217;s idol in the Prison Van. Hang your heads in shame…”</h4>
<h4>Addressing the protest, the police stated that locals had blocked the national highway with the damaged idol, causing serious public inconvenience, including ambulances carrying patients being stuck. The police said, &#8220;At that time, we prioritised protecting the honour and sanctity of the Kali idol. Taking quick action, the Kali idol was saved from the brickbats and safely taken to the prison van. Because, at that time, there was no other covered vehicle around. Whatever we did, was done to protect the honour and sanctity of Maa Kali and maintain peace. Do not spread unnecessary confusion about this. Do not listen to rumours.&#8221;</h4>

										<content:encoded><![CDATA[<h4>A major controversy has erupted in Cooch Behar after the District Superintendent of Police (SP), Dyutiman Bhattacharya, was allegedly captured on CCTV emerging from his official residence and using a stick against a group of local residents, including women and children, who were reportedly setting off firecrackers well past midnight during Diwali celebrations. The incident, which has sparked significant public outrage, occurred around 1:30 AM in the Rail Gumti area, Ward No. 9.</h4>
<h1>Allegations of Unprovoked Assault</h1>
<h4>Local residents claim the police action was an unprovoked assault. Mallika Karji, a resident, alleged a sudden and violent intervention. &#8220;We were celebrating the festival by bursting crackers. The police suddenly arrived and started hitting people,&#8221; she stated. Furthermore, she claimed that the SP himself, allegedly wearing a vest and half-pants, &#8220;assaulted women and children.&#8221;</h4>
<h4>In direct response to the alleged midnight assault, residents briefly blocked the road in front of the SP&#8217;s bungalow to demand action before being dispersed by police. The circulation of CCTV footage purportedly showing the SP wielding a stick has intensified the public outcry.</h4>
<h1>SP Denies Lathi-Charge, Cites Security and Noise Violation</h1>
<h4>SP Dyutiman Bhattacharya has vehemently denied that any lathi-charge took place. He contended that the situation escalated due to the continuous and excessive noise from firecrackers being set off long past the permissible time limit.</h4>
<h4>&#8220;Firecrackers were being set off since evening. Our security personnel repeatedly asked them to stop after 10 PM, but it continued,&#8221; the SP explained. He added that the situation peaked when, &#8220;In the deep night, up to 60 banned firecrackers were set off simultaneously. Our pets were terrified. There was absolutely no lathi-charge.&#8221;</h4>
<h4>In a counter-move, police have released their own CCTV footage which they claim shows crackers being aimed at the SP&#8217;s bungalow late at night, suggesting a potential security breach. The SP&#8217;s wife, Roshni Das Bhattacharya, corroborated the issue of noise, saying, &#8220;The elderly and the pets in the house were distressed by the noise. Bursting crackers till so late was creating a problem.&#8221;</h4>
<h1>Environmental Concerns and Social Dynamics</h1>
<h4>The incident has also brought the issue of noise pollution and environmental law violations to the forefront. Binay Das, convenor of the environmental body Cooch Behar Parjyabaran Sangrakshan, voiced support for the police&#8217;s response. &#8220;Bursting crackers at such a late hour, violating Supreme Court laws, is wrong. The police took a justified stand considering the well-being of animals and the environment,&#8221; he commented.</h4>
<h4>Furthermore, it has been noted that the parents of some of the children allegedly involved in bursting the crackers are reportedly professionals, including lawyers and teachers. 										<content:encoded><![CDATA[<h4>The West Bengal Police on Monday announced the arrest of the fifth and final named accused in connection with the Durgapur gang-rape case. The total number of arrests now stands at five.</h4>
<h4>The latest person apprehended was identified as Sheikh Safiqul, a local resident. Police located and nabbed Safiqul in Durgapur, where he had reportedly been hiding at a relative’s residence.</h4>
<h1>Alleged Gang-Rape in Durgapur</h1>
<h4>The case involves the alleged gang-rape of a second-year medical student from Odisha, which occurred late on Friday night near her private medical college and hospital campus in Durgapur.</h4>
<h4>According to the complaint lodged with the police, the incident unfolded after the student and a male friend had gone out for dinner. A group of men on motorcycles allegedly intercepted them, harassing the student with lewd remarks. The assailants then reportedly chased away her male friend before forcibly dragging the female student into a nearby forested area. She was allegedly gang-raped over there. The perpetrators also snatched her mobile phone and discarded it before escaping from the scene.</h4>
<h4>The student was later found injured by her friend, who returned to the spot with other students, and she was immediately admitted to a local hospital for treatment. The male friend remains in police detention and is currently being questioned to corroborate his account of the events.</h4>
<h1>Court Proceedings and Investigation</h1>
<h4>Safiqul and another suspect, Sheikh Nasiruddin, who was arrested on Sunday night, are scheduled to be presented before the Durgapur Sub-Divisional Court later today. The police plan to request their custody for further interrogation.</h4>
<h4>Earlier on Sunday, three other named individuals—Sheikh Reajuddin, Firdos Sheikh, and Apu Bauri—were arrested and remanded to 10-day police custody.</h4>
<h4>With all five accused now in custody, investigators are preparing to conduct a joint interrogation of the suspects. Furthermore, a crucial step in the investigation will be a planned reconstruction of the crime at the scene in the forested area near the medical college. Police sources also indicated that necessary forensic and medical tests are being arranged for all the accused.</h4>

<h1>Two accused with 1 kg Heroin caught from Palashi</h1>
<h4>On Tuesday, October 7, after receiving a tip-off from a secret source, the officers of the Special Task Force conducted a special operation in the Palashi area under Kaliganj police station in Nadia district and caught two traffickers red-handed. It is learned that two were arrested while smuggling about one kg of heroin filled in packets. The names of the two arrested persons are Hafizul Shikari, aged 53 and Jibarel Mandal, aged 63. A case has been registered against the two arrested under the Narcotics Act. Interrogation is also being conducted.</h4>

<h4>The STF also raided Dankuni station last Saturday after receiving a tip-off from a secret source. This special allegation was made with the Belur GRP. In this case too, two people were arrested red-handed. The names of the two arrested are Mohirul Biswas, aged 64, and Abid Parvez, aged 66. According to sources, the arrested Mohirul is a resident of Hariharpara in Murshidabad. On the other hand, Abid&#8217;s house is in Singhbhum area of ​​Jharkhand. The STF recovered 1.8 kg of heroin from the arrested. But it is still not clear why this large quantity of drug was being brought.</h4>

<h1>Drugs being sent from Dimapur, Nagaland</h1>
<h4>During interrogation, the arrested said that they had come to Dankuni station to deliver the drug. But the investigators are trying to find out to whom it was supposed to be given. Not only that, the investigators have also learned that the arrested had brought this large quantity of drug from Dimapur in Nagaland. It is learned that Belur GRP and Bengal STF have registered two cases under the Narcotics Act and started investigation.</h4>

										<content:encoded><![CDATA[<h4>A youth named Manirul Islam has been arrested on charges of being involved in cyber fraud in West Bengal’s Murshidabad. A large amount of cash and several bank ATM cards were recovered from the accused by Hariharpara police station in Murshidabad, which conducted a raid and arrested him. A case has been registered at the Murshidabad Cyber Police Station.</h4>
<h4>Complaints of cyber fraud have been received from different places in Murshidabad district lately. Residents have allegedly lost a lot of money to fraudsters. Upon receiving information from secret sources, the Hariharpara police conducted a raid on Tuesday night.</h4>
<h4>Investigators raided the house of Abdul Majit Mandal, a resident of Dharampur, Hariharpara. His 29-year-old son Monirul Islam was also arrested. A total of 27 ATM cards were recovered during a raid in his house. The mobile phone SIM cards were also seized by police which were acquired using names and IDs of different people. A total of Rs 90,000 in cash was recovered from the house.</h4>
<h4>Additional Superintendent of Police of Murshidabad district, Rashpreet Singh, said that the arrested person is involved in a cyber-fraud gang. The accused used to withdraw money from ATMs using multiple ATM cards linked to different accounts. Several other people are involved in the incident. The initial assumption of the police is that a big gang is operating in the area. The investigators are trying to get more information by questioning the arrested person. The arrested person was produced before the Berhampur court on Wednesday (October 1).</h4>
<h1>Engineering student arrested in Kolkata for cyber fraud</h1>
<h4>Cyber fraud is a significant and growing problem in Kolkata, with scams targeting individuals through fake job offers, fraudulent investments, and deceptive call centres. In September first week, an engineering student was arrested for Cyber fraud by issuing fake traffic challan and duping people in Kolkata. The 19-year-old engineering student Shovan Santra was nabbed by the Bidhannagar Police. There was a complaint of issuing fake traffic challan, following which police started investigating the incident.</h4>
<h4>The complaint was filed with the Bidhannagar Cyber Crime Police Station in August. The complainant alleged that he received a challan from a traffic police station after which Rs 40,000 was deducted from his bank account as a fine. The person grew suspicious that he has probably been cheated. After that, he approached the Bidhannagar Cyber Crime Police Station. Soon after starting with the investigation, Bidhannagar Police arrested a young man from Baranagar in North Kolkata.</h4>
<h4>Investigators said that several cases of online fraud by issuing fake traffic challans have come to light in recent past. Investigators also suspect that a gang is involved in this fraud.</h4>

										<content:encoded><![CDATA[<h4>Durga Puja is just nine days away and West Bengal Police has started prepping to control the festive crowd. Suburban crowds start hitting the streets of Kolkata to visit the pandals right from day one of Navratri after Mahalaya, even before Durga Puja begins.</h4>
<h4>As part of preparation for crowd management, West Bengal Police has announced that an additional 10 to 15 thousand police are being deployed. Not only during the puja, extra attention will be paid to post Puja Carnival hosted by the state government, said ADG (Law and Order) of West Bengal Police, Javed Shamim.</h4>
<h4>Talking to the media on Friday, ADG Shamim informed that police will be deployed in different parts of the state from Mahalaya which is on September 21. He said, “Forces have been deployed according to the number of Durga Puja pandals in each district. At least 10 to 15 thousand police personnel will be on the roads across districts during the festival. Meanwhile, the headquarter and all other forces are being kept ready. In addition, we will deploy additional home guards, NCC and also engage the local youths for crowd management. All measures have been taken to ensure smooth flow of traffic from Mahalaya till Kojagari Lakshmi puja (October 6).”</h4>
<h4>The state government organises a carnival with the idols every year after Durga puja. A large number of police will be deployed to prevent any untoward situation during the carnival which attracts huge crowds.</h4>
<h1>Braille Guide Published for the Visually Impaired at Durga Puja pandals</h1>

<h4>Meanwhile, &#8216;Braille Puja Guide&#8217; was inaugurated at Rotary Sadan on Friday so that the visually impaired can visit various pandals in Kolkata during Puja without any help. The guide will be accompanied by a Braille display stand. This initiative jointly taken by the Education and Cultural Centre for the Visually Impaired (NIP), Rotary Club and a private school, has been running since 2011.</h4>
<h4>Through this Braille guide, the visually impaired will be able to know what theme is being held in which Puja pandal in the city. Along with that, if there is a Braille display stand in a puja pandal, they can learn about the theme of the respective pandal, decoration of the idol and other necessary information from there. Durga puja committees across the city have been requested to put the theme of the puja on the Braille display board next to their pandal.</h4>
<h4>Talking about the initiative, Trinamool spokesperson Kunal Ghosh said, “In Kolkata, Durga Puja festival means so many people, so much light. But we have to provide an opportunity for those who have lost their eyesight so that they can also enjoy the festival with excitement and enthusiasm.”</h4>
