कानपुर का चर्चित विनीत मनोचा हत्याकांड: 21 दिन बाद जेल से रिहा हुईं बहू शालू, बेटा सुब्रत ही निकला पिता की हत्या का असली मास्टरमाइंड

उत्तर प्रदेश के कानपुर में कल्याणपुर इलाके के ‘रतन ऑर्बिट’ अपार्टमेंट में बीते 5 सितंबर को हुए दवा कारोबारी विनीत मनोचा (63) हत्याकांड में एक बेहद चौंकाने वाला और नाटकीय मोड़ आया है। पुलिस की शुरुआती थ्योरी को पूरी तरह पलटते हुए अदालत ने मृतक की बहू शालू मनोचा को बेकसूर मानते हुए जेल से रिहा करने का आदेश दे दिया है, जबकि हत्या की साजिश रचने के आरोप में खुद विनीत मनोचा के बेटे सुब्रत मनोचा को गिरफ्तार कर जेल भेज दिया गया है। 21 दिनों तक बिना किसी अपराध के सलाखों के पीछे रहने के बाद आखिरकार सोमवार शाम करीब साढ़े सात बजे शालू मनोचा जेल से बाहर आ गईं।

शुरुआती जांच और बहू की गिरफ्तारी की कहानी

दरअसल, 5 सितंबर को जब पूरा परिवार एक पार्टी में गया हुआ था, तब अपार्टमेंट में घुसकर दवा कारोबारी विनीत मनोचा की चाकू मारकर बेरहमी से हत्या कर दी गई थी। शुरुआती तफ्तीश के दौरान पुलिस ने एक पूर्व कर्मचारी/नौकर विशाल गौतम के बयान के आधार पर बहू शालू मनोचा को 6 सितंबर को गिरफ्तार कर जेल भेज दिया था। विशाल गौतम ने पुलिस के सामने दावा किया था कि शालू ने ही उसे अपने ससुर की हत्या करने के लिए 6 लाख रुपये की सुपारी दी थी, जिसमें 2 लाख रुपये एडवांस और 4 लाख रुपये काम होने के बाद देने का वादा किया गया था। इस बयान के आधार पर पुलिस ने शालू, विशाल गौतम और उसके साथी राजकिशोर को मुख्य आरोपी बनाकर जेल भेज दिया था।

डिजिटल सबूतों और कॉल डिटेल्स ने पलटी पूरी बाजी

इस हत्याकांड की गुत्थी तब सुलझी जब पुलिस ने मामले की गहराई से जांच शुरू की और आरोपियों को 24 घंटे की कस्टडी रिमांड पर लेकर पूछताछ की। पुलिस की लीगल टीम, फॉरेंसिक एक्सपर्ट्स और सर्विलांस सेल ने जब मोबाइल फोन के डेटा, कॉल रिकॉर्ड्स (CDR) और सीसीटीवी फुटेज को खंगाला, तो चौंकाने वाले डिजिटल साक्ष्य सामने आए। इन सबूतों ने शालू की भूमिका को पूरी तरह खारिज कर दिया और सीधे तौर पर मृतक के बेटे सुब्रत मनोचा की तरफ इशारा किया। कड़ी पूछताछ के आगे टूटते हुए बेटे सुब्रत मनोचा ने आखिरकार अपना जुर्म कबूल कर लिया। पुलिस के मुताबिक, सुब्रत ही इस पूरे हत्याकांड का असली मास्टरमाइंड निकला। उसने न सिर्फ अपने पिता की हत्या की साजिश रची और नौकर विशाल को सुपारी दी, बल्कि इस बेहद शातिराना कत्ल में अपनी ही पत्नी शालू को फंसाने का घिनौना ताना-बाना भी बुना ताकि वह खुद कानून की नजरों से बच सके।

अदालत का आदेश और शालू की रिहाई

विवेचना के दौरान जब शालू के खिलाफ प्रत्यक्ष या अप्रत्यक्ष रूप से शामिल होने का कोई भी सबूत नहीं मिला, तो कानपुर पुलिस ने अपनी पिछली थ्योरी को सुधारते हुए मुख्य न्यायिक मजिस्ट्रेट (CJM) प्रदीप कुमार शुक्ला की अदालत में शालू के पक्ष में एक क्लोजर रिपोर्ट दाखिल की। पुलिस ने अदालत को लिखित रूप से अवगत कराया कि शालू पूरी तरह निर्दोष है। शालू मनोचा के अधिवक्ता शिवाकांत दीक्षित ने अदालत में दलीलें पेश कीं, जिसके बाद सीजेएम कोर्ट ने 50 हजार रुपये के व्यक्तिगत मुचलके पर शालू की न्यायिक अभिरक्षा को समाप्त करने का आदेश दिया। जेल अधीक्षक को निर्देश जारी किए गए कि यदि वह किसी अन्य मामले में वांछित नहीं हैं, तो उन्हें तत्काल रिहा किया जाए। जेल से बाहर आने के बाद शालू ने बेहद भावुक होकर कहा कि उन्हें बिल्कुल भी अंदाजा नहीं था कि उनके पति ही इस पूरे जघन्य अपराध के पीछे थे। उन्होंने कहा कि बिना कुछ किए ही उन्हें 21 दिनों तक जेल की प्रताड़ना झेलनी पड़ी, लेकिन उन्हें न्यायपालिका पर पूरा भरोसा था। फिलहाल पुलिस ने सुब्रत, विशाल और राजकिशोर को सलाखों के पीछे भेजकर आगे की कानूनी कार्रवाई तेज कर दी है।

विदेशी नंबर से आए पंजाबी भाषा में ऑडियो संदेश

आचार्य प्रमोद कृष्णम द्वारा दी गई जानकारी के अनुसार, उनके मोबाइल पर पिछले कुछ दिनों से एक अंतरराष्ट्रीय नंबर (+1 216-253-1406) से लगातार कॉल आ रही थीं, जिन्हें उन्होंने शुरू में नजरअंदाज कर दिया। इसके बाद उनके फोन पर दो वॉयस मैसेज भेजे गए। पंजाबी भाषा में भेजे गए इन ऑडियो संदेशों में बात करने वाले व्यक्ति ने अपनी पहचान कुलबीर सिंह सिद्धू के रूप में बताई है, जिसका संबंध प्रतिबंधित आतंकी संगठन ‘बब्बर खालसा इंटरनेशनल’ से जोड़ा जा रहा है। आरोपी ने बेहद तल्ख लहजे में कहा कि आचार्य के जीवन के अब कुछ ही दिन बचे हैं और यदि उन्होंने अपना प्रचार और मंदिर निर्माण का कार्य बंद नहीं किया, तो उन्हें और पूरे परिसर को बम व रॉकेट लॉन्चर से उड़ा दिया जाएगा।

‘भारत को तालिबान या खालिस्तान नहीं बनने देंगे’

इस गंभीर धमकी के बाद आचार्य प्रमोद कृष्णम ने एक प्रेस कॉन्फ्रेंस आयोजित कर देश के शीर्ष नेतृत्व और सनातन धर्म के अनुयायियों के सामने अपनी बात रखी। उन्होंने दो टूक शब्दों में कहा, “मेरा पूरा जीवन सनातन धर्म और श्री कल्कि धाम के निर्माण के लिए समर्पित है। देशविरोधी ताकतें भारत को तालिबान और खालिस्तान की राह पर ले जाना चाहती हैं, जिन्हें कल्कि धाम का भव्य निर्माण स्वीकार नहीं हो रहा है।”आचार्य ने भावुक होते हुए कहा कि उन्होंने संकल्प लिया है कि इस पावन धाम में गुरु गोविंद सिंह जी, भगवान महावीर और भगवान बुद्ध की प्रतिमाएं भी स्थापित की जाएंगी। उन्होंने देश के प्रधानमंत्री, केंद्रीय गृहमंत्री और उत्तर प्रदेश के मुख्यमंत्री से इस विषय को साझा करते हुए कहा कि यदि राष्ट्र और धर्म की रक्षा करते हुए उनके प्राण भी चले जाते हैं, तो वह इसे अपना सर्वोच्च बलिदान मानेंगे, लेकिन किसी भी परिस्थिति में कल्कि धाम का निर्माण कार्य रुकना नहीं चाहिए।

Authorities assert that Subrat provided this number to Shalu and directed Vishal to contact her through this line. लखनऊ। उत्तर प्रदेश की योगी आदित्यनाथ सरकार ने राज्य के विभिन्न विभागों में कार्यरत आउटसोर्स कर्मचारियों के जीवन स्तर को सुधारने और उन्हें शोषण से बचाने के लिए एक ऐतिहासिक योजना की घोषणा की है। मुख्यमंत्री योगी आदित्यनाथ ने लखनऊ स्थित लोकभवन में आयोजित एक भव्य कार्यक्रम के दौरान ‘उत्तर प्रदेश आउटसोर्स सेवा निगम’ (UPKOS) के आधिकारिक पोर्टल, वेबसाइट और लोगो का शुभारंभ किया। इस दूरदर्शी कदम का उद्देश्य राज्य के करीब 20 लाख आउटसोर्स कर्मचारियों और उनके परिवारों को एक संगठित, सुरक्षित और सम्मानजनक कार्यबल (ऑर्गनाइज्ड, स्किल्ड, सिक्योर और डिग्निफाइड वर्कफोर्स) में बदलना है। सरकार की इस नई व्यवस्था से तत्काल रूप से साढ़े तीन लाख से अधिक कर्मचारियों को सीधा वित्तीय लाभ मिलने जा रहा है।

मानदेय में ₹7,000 तक की भारी बढ़ोतरी, न्यूनतम सैलरी ₹20,000 हुई

योगी सरकार ने कर्मचारियों की लंबे समय से चली आ रही आर्थिक मांगों को पूरा करते हुए उनके मानदेय में अधिकतम 7,000 रुपये तक की वृद्धि की घोषणा की है। इस फैसले के बाद प्रदेश में आउटसोर्स कर्मचारियों की न्यूनतम सैलरी 13,000 रुपये से बढ़कर 20,000 रुपये हो गई है, जबकि विभिन्न श्रेणियों में योग्यता और पद के अनुसार इसे 40,000 रुपये तक बढ़ाया गया है। मुख्यमंत्री ने कार्यक्रम के दौरान खुद कर्मचारियों को बढ़े हुए मानदेय के चेक भी वितरित किए। सरकार का मानना है कि इस वेतन वृद्धि से कर्मचारियों के जीवन स्तर में व्यापक सुधार आएगा।

₹50 लाख तक का दुर्घटना बीमा और एयर एंबुलेंस की सुविधा

इस योजना की सबसे बड़ी विशेषता कर्मचारियों को मिलने वाला सामाजिक और स्वास्थ्य सुरक्षा कवच है। सरकार आउटसोर्स सेवा निगम के माध्यम से कुल 20 लाख लोगों को सुरक्षा कवर देने का इरादा रखती है। नई नीति के तहत कर्मचारियों को 50 लाख रुपये तक का दुर्घटना बीमा कवर दिया जाएगा। इसके अतिरिक्त, गंभीर बीमारियों के इलाज और दवाओं के लिए 1 लाख रुपये का चिकित्सा खर्च तथा आपातकालीन स्थिति में एयर एंबुलेंस के लिए 10 लाख रुपये तक की विशेष आर्थिक सहायता प्रदान की जाएगी।कर्मचारियों की सहूलियत के लिए उनका बैंक खाता शून्य शेष (जीरो बैलेंस) पर खोला जाएगा। यदि सेवा के दौरान किसी कर्मचारी की असामयिक मृत्यु हो जाती है, तो आउटसोर्स सेवा निगम बैंक के माध्यम से पीड़ित परिवार को तत्काल 50,000 रुपये की अनुग्रह राशि उपलब्ध कराएगा, ताकि उन्हें संकट के समय भटकना न पड़े।

अब तक आउटसोर्सिंग के क्षेत्र में वेंडर और निजी एजेंसियों द्वारा कर्मचारियों के शोषण और वेतन में मनमानी कटौती की शिकायतें आम थीं। इस समस्या को जड़ से खत्म करने के लिए योगी सरकार ने पूरी प्रक्रिया को डिजिटल कर दिया है। उत्तर प्रदेश आउटसोर्स सेवा निगम (UPKOS) के एकीकृत पोर्टल पर सभी कर्मचारियों का डिजिटल सेवा रिकॉर्ड, उपस्थिति और डेटा सुरक्षित रहेगा।इस पारदर्शी सिस्टम के लागू होने से अब हर महीने की 5 तारीख तक सीधे कर्मचारियों के बैंक खातों में डिजिटल माध्यम से शत-प्रतिशत मानदेय ट्रांसफर कर दिया जाएगा। इसके साथ ही, कर्मचारियों को कर्मचारी भविष्य निधि (EPF), कर्मचारी राज्य बीमा निगम (ESIC) और निर्धारित अवकाश जैसी अनिवार्य सुविधाएं भी अनिवार्य रूप से मिलेंगी।

एजेंसियों की मनमानी पर रोक, नौकरी से निकालना अब आसान नहीं

मुख्यमंत्री योगी आदित्यनाथ ने कड़े शब्दों में चेताया है कि अब कोई भी निजी एजेंसी या विभाग आउटसोर्स कर्मचारियों को मनमाने ढंग से नौकरी से नहीं हटा सकेगा। यदि किसी कर्मचारी को सेवा से मुक्त करना है, तो एजेंसी को इसका ठोस कारण बताते हुए पहले राज्य सरकार को सूचित करना होगा और अनुमति लेनी होगी। मुख्यमंत्री ने स्पष्ट किया कि राज्य सरकार और कर्मचारियों का रिश्ता सिर्फ वेतन और काम तक सीमित नहीं है, बल्कि यह आपसी भरोसे और जिम्मेदारी पर आधारित है। अब आउटसोर्स कर्मचारियों को व्यवस्था पर बोझ नहीं, बल्कि राज्य के विकास में महत्वपूर्ण भागीदार माना जाएगा। इस क्रांतिकारी बदलाव से उत्तर प्रदेश के लाखों परिवारों में अब सामाजिक और आर्थिक सुरक्षा की नई किरण जागी है।

बताया जा रहा है कि यह घटना 15 सितंबर की सुबह हुई। महिला हालांकि अपने घर की ओर वापस लौट रही थी, लेकिन एक व्यक्ति ने उसका पीछा करना शुरू कर दिया। CCTV फुटेज में साफ-साफ देखा जा सकता है कि आरोपी ने महिला से छेड़छाड़ की। जैसे ही महिला ने विरोध किया, वह वहां से भाग निकला। इस फुटेज के वायरल होने के बाद मामले में हरकत हुई।

पुलिस ने लिया मामला संज्ञान में

वीडियो के सोशल मीडिया पर वायरल होते ही मुजफ्फरनगर पुलिस ने मामले का संज्ञान लिया। एसएसपी संजय कुमार वर्मा ने स्थानीय पुलिस को तुरंत कार्रवाई करने के निर्देश दिए हैं। इसके बाद पुलिस ने मामले में FIR दर्ज कर ली है। साथ ही, आरोपी की पहचान के लिए विशेष टीमों का गठन किया गया है।
