सूत्रों के अनुसार, मुख्यमंत्री ने जब अधिकारियों से पूछा कि स्वच्छता मिशन के लिए मिली करोड़ों रुपये की राशि क्यों बची हुई है और इस राशि को खर्च करने के लिए अब तक क्या योजना बनाई गई है, तो सभी अधिकारी चुप रहे। शहरी स्थानीय निकाय मंत्री विपुल गोयल ने इस पर त्वरित कार्रवाई करते हुए चार्जशीट की प्रक्रिया शुरू की। इसमें पहले राज्य मिशन डायरेक्टर HCS अधिकारी जयदीप कुमार का भी नाम शामिल है।

भविष्य के प्रोजेक्ट्स की तेजी से तैयारी

अब चार्जशीट के आदेश होते ही स्वच्छता योजनाओं को बनाने में तेजी आ गई है। हरियाणा राज्य को 2025 तक स्वच्छ भारत मिशन के अंतर्गत कुल 342 करोड़ रुपये का बजट आवंटित किया गया था। यह बजट केंद्रीय और राज्य सरकार द्वारा अप्रूव्ड एनुअल इम्प्लीमेंटेशन प्लांस और विशेष परियोजनाओं के आधार पर था।

मंत्री का फोन भी नहीं उठा

पिछले घटनाक्रम के बाद से सभी विभाग के अधिकारी चुप रह गए हैं। दैनिक भास्कर की टीम ने मंत्री विपुल गोयल से बातचीत करने की कोशिश की, लेकिन उन्होंने कॉल रिसीव नहीं की। इसके बाद एक मैसेज भी भेजा गया, जिसका कोई उत्तर नहीं आया। अब सभी की नजर इस मामले पर है।

स्वच्छ भारत मिशन का उद्देश्य

स्वच्छ भारत मिशन की शुरुआत 2 अक्टूबर 2014 को प्रधानमंत्री नरेंद्र मोदी द्वारा महात्मा गांधी की 150वीं जयंती पर की गई थी। इस मिशन का मुख्य उद्देश्य देश को स्वच्छ बनाना और खुले में शौच की प्रथा को समाप्त करना है। इसके तहत ग्रामीण और शहरी क्षेत्रों में बड़े पैमाने पर शौचालयों का निर्माण किया गया।

सफाई के लिए जनआंदोलन की कोशिश

स्वच्छ भारत मिशन का एक प्रमुख लक्ष्य हर घर में शौचालय उपलब्ध कराना और उनका नियमित उपयोग सुनिश्चित करना है। इसके साथ ही, कचरे के प्रबंधन पर भी ध्यान दिया जा रहा है। अधिकारियों की असमर्थता और सवालों के जवाब न देने से यह साफ हो गया है कि स्वच्छता के इस मिशन में सुधार की आवश्यकता है।

Encouraged by the results and the feedback from frontline workers, the Government of Gujarat is now planning statewide adoption of Bandicoot Mobility+, marking another significant step toward building a more humane and technologically empowered sanitation ecosystem for all.

Machine equipped with precision robotic limbs, HD cameras, gas detection sensors, waste management system

The robotic machine, developed by Genrobotics, is equipped with a precision robotic arm, robotic legs, high-definition cameras, gas detection sensors, and a sealed waste management system, eliminating the need for human entry into manholes. Compact and vehicle-mounted, Bandicoot Mobility+ can reach even narrow and congested lanes, making it a suitable for India’s evolving urban landscape.

Gujarat aims to become a manual scavenging–free state, driven by its #ManholeToMachineHole initiative. Hence, the deployment of robotic machine is not just a technological upgrade but also a social and systemic reform.

The robot has already been deployed in major cities including Ahmedabad, Gandhinagar, and Surat. Coal India launched nine Bandicoot Robots across three Municipal Corporations in Gujarat—Gandhinagar, Surat, and Ahmedabad as part of its Corporate Social Responsibility (CSR) initiative.

“Workers who once carried out high-risk manual tasks are now being upskilled to operate robots, marking a dignified shift in their roles. Now, I don’t even have to go near the manhole. The gas sensors alert us before any danger, and the sealed system means no spillage. It’s safe and life-changing,” said an ERSU sanitation worker who now operates the robotic machine from Himatnagar.

“Himatnagar, one of the many ULBs where Bandicoot Mobility+ is operational, has seen firsthand the impact of the robotic solution. It ensures the safety of our workers while improving efficiency and cleanliness,” said Upendra P. Gadhvi, Chief Officer, Himatnagar Nagarpalika.

Bandicoot robots are being deployed across India

Across India, Bandicoot has been deployed in over 300 cities across India, improving the lives of more than 3,000 sanitation workers. While Kerala was the first state to adopt Bandicoot for this purpose, other states like Tamil Nadu, Andhra Pradesh, Maharashtra, Telangana, Haryana, Punjab and Gujarat have also started using these robots for manhole cleaning.

CSR of ONGC

ONGC has handed over Bandicoot robots to various cities, including Haridwar and Vijayawada, as part of their CSR initiatives. In Haridwar, the robot was introduced to address the challenges of sewer network management during high pilgrim visits.

The deployment of Bandicoot robots has transformed the lives of sanitation workers, providing them with safer and dignified jobs as robot operators. This initiative aligns with the government’s vision to eradicate hazardous manual scavenging and promote mechanized cleaning.

As part of the ongoing Swachhata Hi Seva (SHS), 2024 campaign, the following Key activities are planned for M/o Civil Aviation under the guidance of Union Minister of Civil Aviation Shri Kinjarapu Rammohan Naidu: –

Thrust would be on face-lifting and renovation of Toilets at Airports and Drinking Water Area. Pictures of before and after would be collected and compiled to show the difference. Union Ministers will personally monitor the cleanliness of the various Airports they visit; Removal of wreckages at Airports like broken ladders, ground handling equipment, obsolete materials, buses, vans, tractors, etc. from the air side of Airports near the hangers;
Dirty/Black spots in the vicinity of Airports would be identified and a special drive would be launched to clean them to give a new neat look; Space freed up in various buildings housing different Organizations of MoCA shall be used as yoga centers, first aid medical rooms, etc. after removing of the clutter; Trees would be planted as Swachhata Hi Seva drive which would help in cleaning ground and environment; Till date, a total of 130 activities/programs have been identified to be conducted during the campaign including 80 Cleanliness Target Units (CTUs) and are uploaded in the portal https://swachhatahiseva.gov.in.

Swachhata Hi Seva (SHS), 2024 is jointly hosted by the Department of Drinking Water & Sanitation (DDWS) and the Ministry of Housing & Urban Affairs (MoHUA) from 17th September to 2nd October, 2024. A first-of-its-kind awareness campaign, the initiative normalized discussions on good toilet behavior across the country, touching millions of citizens, and bringing together leaders from all walks of life. Integrating culture, comedy, muppets, technology, music and education, Harpic Mission Swachhta Aur Paani recently celebrated the completion of its third edition, setting the stage for scaling it up in future. The milestone coincided with the 10-year anniversary of Prime Minister Narendra Modi’s ambitious Swachh Bharat Mission.

The celebration saw participation from Mission Swachhta Aur Paani campaign ambassador, Akshay Kumar; Hon’ble Union Ministers Gajendra Singh Shekhawat & Mansukh Mandaviya; Hon’ble Chief Minister of Maharashtra, Eknath Shinde, and other prominent figures advocating for a safe and healthy Bharat.

Over one lakh villages have been declared completely clean based on various parameters. Our persistent efforts under the Swachhta Abhiyan are poised to significantly elevate both the National Health Index and GPI.”

Hon’ble Minister of Health and Family Welfare, Mansukh Mandaviya, highlighted the critical role of good sanitation in maintaining good health, crediting the Swachh Bharat Mission for spreading the message of health and hygiene nationwide. He commended the Prime Minister for ensuring dignity for women, sanitation workers, marginalized communities, and others through this campaign.

The project is an outcome of a partnership between the Technology Development Board and M/s Eco Recycling Limited, a Mumbai-based public limited company. This e-waste management project has received a financial support of Rs 6.00 crore from Technology Development Board against the total project cost of Rs 12.00 crores.

Features of the project

The Technology Development Board recently announces its strategic support for M/s Eco Recycling Limited, a Mumbai-based public limited company. The core of this project is the ‘Recycling on Wheels Smart ER’ an innovative approach that seeks to curb and bridge the gaps in e-waste management. This innovative solution offers a multi-faceted approach.

The project’s workflow is methodically designed for maximum efficiency:

>Deploy the pre-processing of e-waste on Wheels Facility at the site.

>Scanning & serialization of the e-waste devices.

>Feeding the devices in the shredder for shredding.

>Shredded material drops in the bins below the shredder under secured cage.

>Environmentally benign collection of the shredded e-waste.

One of its kind

This versatile project serves Special Economic Zones (SEZs), R&D centres, and similar places, catering to diverse needs. What makes this project unique is that no similar “Recycling on Wheels” setup exists in India, it is one of its kind. It not only fills a crucial gap in e-waste management but also promises a positive impact on society.

The distinguishing feature of the shredded e-waste collection lies in its potential to enhance transportation efficiency while simultaneously reducing costs and labour requirements.

Furthermore, in the project’s second phase, the company envisions processing the shredded waste to extract precious metals, thereby making a valuable contribution to the concept of a circular economy.

In line with the Swachhata Hi Seva campaign

The Swachhata Hi Seva campaign was celebrated from 15th September to 2nd October this year.

Talking about the project at the flag-off ceremony, Union Minister Dr. Jitendra Singh said, “This project introduces a pioneering approach to e-waste management in India, with no comparable counterpart in the country to date. It sets an entirely new benchmark for sustainable e-waste practices, characterized by a unique design and implementation that amalgamates efficiency, accessibility, and environmental responsibility,” adding, “The ‘Recycling on Wheels Smart-ER’ project aligns perfectly with the Swachhata Hi Seva campaign’s objective of fostering a cleaner India.”

He further said that it not only bolsters transportation efficiency and cost reduction but will also efficiently extract precious metals from shredded e-waste in its later phase, making a significant contribution to the circular economy, thus aligning with the Swachh Bharat mission.

“This project recognizes SafaiMitra’s crucial role in cleanliness, preserving both the environment and their health through responsible e-waste disposal. It stands out by offering skill development, aligning with Extended Producer Responsibility, and promoting sustainability, contributing to the motto of Training, Transport, and Technology, empowering the informal sector with skills, efficient transportation, and technology for a better future,” Dr. Singh added.

An ODF Plus village is one which has sustained its Open Defecation Free (ODF) status along with implementing either solid or liquid waste management systems. As on date, more than 4.43 lakh villages have declared themselves ODF Plus, which is a significant step towards achieving the Swachh Bharat Mission (Grameen) phase II goals by 2024-25.

An ODF Plus Model village is one which is sustaining its ODF status and has arrangements for both Solid Waste Management and Liquid Waste Management; and observes visual cleanliness, i.e., minimal litter, minimal stagnant wastewater, no plastic waste dump in public places; and displays ODF Plus Information, Education & Communication messages. As on date, 96,192 villages are ODF Plus Model villages.

Top performing states & UTs

The top performing States and Union Territories which have achieved 100% ODF Plus villages are – Andaman & Nicobar Islands, Dadra and Nagar Haveli, Goa, Gujarat, Himachal Pradesh, Jammu & Kashmir, Karnataka, Kerala, Ladakh, Puducherry, Sikkim, Tamil Nadu, Telangana, and Tripura. Among these, Andaman & Nicobar Islands, Dadra Nagar Haveli, Daman & Diu, Jammu & Kashmir and Sikkim have 100% ODF Plus Model villages. These States & UTs have shown remarkable progress in achieving the ODF Plus status, and their efforts have been instrumental in reaching this milestone.

Making all villages ODF Plus by 2025

Addressing a press conference in New Delhi about the same, Minister Shekhawat said Swachh Bharat Mission – Grameen Phase-II has set the ambitious target of making all villages ODF Plus by 2025.

Out of the 4,43,964 ODF Plus villages so far, 2,92,497 villages are ODF Plus Aspiring villages with arrangements for Solid Waste Management or Liquid Waste Management, 55,549 villages are ODF Plus Rising villages with arrangements for both Solid Waste Management and Liquid Waste Management and 96,018 villages are ODF Plus Model villages. Overall, so far, 2,31,080 villages have arrangements for solid waste management, and 3,76,353 villages have arrangements for liquid waste management.
The Union Minister further added that this year marks 9 years of the Swachh Bharat Mission. The achievement of 75% ODF Plus villages is a significant milestone for India, as the country has moved from ODF to ODF Plus in Swachh Bharat Mission Phase II.

Objectives

The major components of the Phase-II of Swachh Bharat Mission – Grameen are Sustaining Open Defecation Free Status, Solid (Bio-degradable) Waste Management, Plastic Waste Management, Liquid Waste Management, Faecal Sludge Management, GOBARdhan, Information Education and Communication/Behavior Change Communication and Capacity Building.

Budget

Union Minister Shekhawat stated that the entire budget outlay for Swachh Bharat Mission Phase II is 1.43 lakh crores. States with high expenditure of Swachh Bharat Mission – Grameen funds this year are UP (1214 cr), Bihar (752 cr), and West Bengal (367 cr). These funds have been utilised to build sanitation assets, promote behaviour change, and implement solid and liquid waste management systems.
