The Asom Gana Parishad (AAP) responded to this situation by accusing Chadha of registering illegally as a voter in Delhi. Chadha has rejected these claims, asserting that he adhered to all the necessary procedures mandated by the Election Commission of India (ECI). Meanwhile, election officials clarified that his name was incorporated during an updating process linked to the ongoing revision.

Chadha, who previously registered as a voter in Punjab since 2024, now appears on the electoral rolls for the Rajinder Nagar constituency in Delhi. Reports indicate that a total of 700 names were approved for inclusion across various constituencies in Delhi by the Election Registration Officers (EROs) during this timeframe.

Allegations and Accusations

The controversy surrounding Chadha’s voter registration has raised numerous questions regarding the process of his inclusion in the Delhi voter list following the draft’s publication. India Today has reached out to the Election Commission seeking further clarification on this issue. The electoral roll in Delhi was suspended from June 16 to August 31 for the SIR exercise, with the draft lists having been finalised on August 31. Chadha’s name was subsequently deleted from the Punjab draft roll on September 3.

According to the statement from the Delhi Chief Electoral Officer, about 2.14 lakh Form 6 applications, a form required for new voter registrations, were received before the August 31 deadline. Furthermore, an additional 25,011 applications were submitted during the claims and objections period, which closed on September 7. The finalised voter list is scheduled for release on November 4, 2026.

Under the ECI’s guidelines, individuals omitted from the draft list have the opportunity to re-register by submitting Form 6 during the claims and objections phase. Approved applications are subsequently integrated into the final electoral roll.

Mismatches and Political Jibes

The AAP has raised concerns about specific mismatches within the electoral records. During a press conference, Saurabh Bharadwaj, AAP’s Delhi chief, highlighted that Chadha’s name was entered as number 747 in booth number 46 of Rajinder Nagar, while the draft list published on August 31 only showed the last registered number as 746, casting doubt on the legitimacy of his inclusion.

Bharadwaj also questioned how Chadha’s name could be added to the Delhi list while he had previously claimed voting rights in Punjab. This discrepancy has added another layer to the ongoing political disputes. Chadha’s history of voter registration reflects that he had been a registered voter in Rajinder Nagar, as noted in his affidavit for the 2022 Rajya Sabha elections.

In response to the accusations, Chadha characterised the AAP’s actions as reminiscent of a “dumped lover,” suggesting the party was obsessively targeting him following his departure to the Bharatiya Janata Party (BJP). Despite these statements, he has yet to provide a comprehensive explanation of how his name was included in the Delhi voter rolls post-draft publication.

महाराष्ट्र की 38 विधानसभा सीटों पर हाल ही में हुए स्पेशल इंटेंसिव रिविजन (SIR) के दौरान एक चौंकाने वाला तथ्य सामने आया है। यहां पर 51 प्रतिशत मुस्लिम आबादी वाली एक सीट से 49 प्रतिशत वोटर्स के नाम काट दिए गए हैं। रिपोर्ट के अनुसार, इन सीटों पर कुल 37.51 लाख वोटरों में से 29.77 प्रतिशत वोटर्स को “अनकलेक्टेबल” के रूप में चिह्नित किया गया है। यह आंकड़ा महाराष्ट्र के औसत 21.14 प्रतिशत से कहीं ज्यादा है।

बिगड़ते हालात: वोट कटने की दर

विशेष रूप से मुंबई और उसके आसपास के क्षेत्रों में यह दर सबसे अधिक देखी गई है। भिवंडी ईस्ट में 49.10 प्रतिशत गिनती में नाम काटे गए, उसके बाद भिवंडी वेस्ट में यह दर 44.72 प्रतिशत तक पहुँच गई। मुंब्रा-कलवा में 42.91 प्रतिशत और मानखुर्द शिवाजी नगर में 42.31 प्रतिशत वोटर लिस्ट से बाहर कर दिए गए हैं। चांदीवली सीट, जहां मुस्लिम जनसंख्या 27.6 फीसदी है, वहां भी 41.44 प्रतिशत वोट अनकलेक्टेबल रहे।

जानिए ‘अनकलेक्टेबल’ का मतलब

‘अनकलेक्टेबल’ का मतलब है कि ये ऐसे वोटर्स हैं जिनका पता नहीं चल पाया, या जो अनुपस्थित थे। 38 निर्वाचन क्षेत्रों में स्थायी रूप से कहीं और चले गए वोटर्स की संख्या 42.05 प्रतिशत थी। शेष 35.59 प्रतिशत वे थे जिनका पता नहीं चल सका। मृत वोटर्स की संख्या 12.76 प्रतिशत और डुप्लिकेट रजिस्ट्रेशन वाले वोटर्स की संख्या 8.33 प्रतिशत है।

आरक्षित सीटों पर स्थिति: दयनीय

जब आरक्षित सीटों का आंकलन किया गया तो एक अलग तस्वीर सामने आई। अनुसूचित जातियों के लिए आरक्षित 29 सीटों की अनकलेक्टेबल दर 19.61 प्रतिशत रही, जो मुस्लिम-बहुल सीटों की दर से कम है। वहीं अनुसूचित जनजातियों के लिए आरक्षित 25 सीटों पर यह दर और भी कम, यानी 13.21 प्रतिशत रही।

कौन सी सीटें सबसे प्रभावित?

भिवंडी ईस्ट, जहां मुस्लिम आबादी करीब 51 प्रतिशत है, वहां सबसे अधिक अनकलेक्टेबल दर 49.10 प्रतिशत दर्ज हुई। वहीं, अन्य सीटों जैसे मालेगांव सेंट्रल, जहां मुस्लिम आबादी 78.4 प्रतिशत है, वहां यह दर 23.46 प्रतिशत रही। इस असामान्यता का मुख्य कारण अभी साफ नहीं हो पाया है।

सामान्यीकरण की दर: क्या है अगला कदम?

राज्य में वोट कटने की दर को ध्यान में रखते हुए, यह स्पष्ट है कि मिथकों को तोड़ने की जरूरत है। क्या यह प्रॉसेस वोटिंग सिस्टम को अधिक प्रभावी बनाएगा? क्या सरकार इस मुद्दे पर ध्यान देगी? इन सवालों के जवाब आगामी चुनावों में देखने को मिलेंगे।

शिकायत के बाद दुकान पर पहुंची जांच टीम

यह मामला तब सामने आया जब शिकायत मिली कि खारघर की एक दुकान पर SIR फॉर्म की फोटो कॉपी की जा रही है। शिकायत में यह भी कहा गया कि फॉर्म एक निजी व्यक्ति के पास बिना अनुमति के मौजूद थे। इसके बाद निर्वाचन पंजीकरण अधिकारी ने सहायक निर्वाचन पंजीकरण अधिकारियों की टीम को फोटोकॉपी सेंटर भेजा। जांच के दौरान अधिकारियों को पता चला कि सूरज पाटिल 3,400 आवेदन लेकर दुकान पर आया था।

पांच BLO किए गए निलंबित

SIR: मामले को गंभीरता से लेते हुए रायगढ़ के जिला कलेक्टर किशन जावले ने पांच बूथ लेवल अधिकारियों यानी BLO को निलंबित कर दिया है। अधिकारियों के मुताबिक, यह कार्रवाई फिलहाल अनुशासनात्मक जांच पूरी होने तक की गई है। प्रशासन अब यह पता लगाने में जुटा है कि मतदाताओं द्वारा भरे गए SIR फॉर्म निर्धारित प्रक्रिया से बाहर निकलकर निजी फोटोकॉपी सेंटर तक कैसे पहुंचे और इसमें किस स्तर पर लापरवाही हुई।

BJP और शिवसेना UBT कार्यकर्ताओं में विवाद

फॉर्म मिलने के बाद मामला राजनीतिक विवाद में भी बदल गया। पुलिस के अनुसार शिवसेना (UBT) के कार्यकर्ताओं ने एक व्यक्ति को दुकान पर SIR फॉर्म की फोटो कॉपी कराते हुए पकड़ा। कार्यकर्ताओं ने दावा किया कि वह भाजपा की युवा शाखा से जुड़ा पदाधिकारी है। इसके बाद दोनों पक्षों के कार्यकर्ताओं के बीच झड़प की बात सामने आई। पुलिस मौके पर पहुंची और संबंधित व्यक्ति को हिरासत में लिया। हालांकि भाजपा नेताओं ने इस मामले से पार्टी कार्यकर्ताओं का कोई संबंध होने से इनकार किया है।

SIR: सूरज पाटिल के खिलाफ केस दर्ज

रायगढ़ जिला कलेक्टर किशन जावले ने बताया कि सूरज पाटिल के खिलाफ मामला दर्ज किया गया है। रिपोर्टों के मुताबिक, उसके खिलाफ जनप्रतिनिधित्व अधिनियम और भारतीय न्याय संहिता (BNS) की संबंधित धाराओं के तहत कार्रवाई की गई है। पुलिस ने दुकान से मिले SIR फॉर्म भी जब्त किए हैं। अब जांच के दौरान यह पता लगाया जा रहा है कि फॉर्म किसके जरिए दुकान तक पहुंचे और उनकी फोटो कॉपी क्यों कराई जा रही थी।

भाजपा ने आरोपों से किया इनकार

शिवसेना (UBT) के पदाधिकारी बालेश भोजने ने सवाल उठाया कि आम मतदाताओं द्वारा भरे गए सरकारी फॉर्म निजी लोगों तक कैसे पहुंचे। उन्होंने भाजपा की युवा शाखा के पदाधिकारियों के इस मामले से जुड़े होने का आरोप लगाया। वहीं पनवेल नगर निगम के मेयर और भाजपा नेता नितिन पाटिल ने दावा किया कि पार्टी कार्यकर्ताओं का इस मामले से कोई संबंध नहीं है। इसलिए फिलहाल भाजपा से जुड़े होने की बात आरोप के स्तर पर ही है।

SIR प्रक्रिया की सुरक्षा पर उठे सवाल

SIR के दौरान मतदाताओं से जुड़े फॉर्म में निजी जानकारी होती है। ऐसे में हजारों भरे हुए फॉर्म का एक निजी फोटोकॉपी सेंटर पर मिलना प्रशासन के लिए गंभीर सवाल खड़ा करता है। मुख्य सवाल यह है कि 3,400 फॉर्म निजी दुकान तक कैसे पहुंचे और उन्हें वहां फोटो कॉपी कराने की अनुमति किसने दी थी। इसी बिंदु पर प्रशासनिक जांच आगे बढ़ रही है। अभी तक उपलब्ध जानकारी के आधार पर यह साबित नहीं हुआ है कि इन फॉर्म में कोई चुनावी हेरफेर की गई थी।

जांच के बाद साफ होगी पूरी तस्वीर

SIR: फिलहाल पांच BLO के निलंबन और सूरज पाटिल के खिलाफ केस के बाद जांच आगे बढ़ रही है। प्रशासन यह पता लगाने की कोशिश कर रहा है कि फॉर्म के रखरखाव और उनके निजी दुकान तक पहुंचने में किस स्तर पर नियमों का उल्लंघन हुआ। जांच पूरी होने के बाद ही यह स्पष्ट होगा कि इस मामले में केवल प्रशासनिक लापरवाही थी या इसके पीछे कोई और वजह थी।

बड़ी संख्या में अपीलें लंबित

SIR ट्रिब्यूनल में 38.1 लाख अपीलें लम्बित पाई गई हैं। इनमें से 31 लाख अपीलें करीब 80 प्रतिशत वोटरों के नाम जोड़ने पर आपत्ति करती हैं। इसके अलावा, 7 लाख अपील उन लोगों ने दाखिल की हैं जिनके नाम वोटर लिस्ट से हटा दिए गए हैं। इस प्रकार ट्रिब्यूनल में आने वाले मामलों में मुख्य रूप से उन लोगों की संख्या अधिक है जो किसी नाम को वोटर लिस्ट में रखने के खिलाफ हैं।

सुप्रीम कोर्ट के आदेश

सुप्रीम कोर्ट ने सुनवाई के दौरान यह जानकारी दी है कि अब तक 83 हजार अपीलों में से 75,443 मामलों में वोटरों को दोबारा सूची में शामिल करने के आदेश दिए गए हैं। यह स्पष्ट करता है कि फैसला हो चुके मामलों में 90 प्रतिशत से अधिक अपील वोटरों के पक्ष में गई हैं, जो इस प्रक्रिया की उच्चतम सफलता का संकेत देती है।

अवश्यकता प्राथमिकता पर ध्यान देने की

वरिष्ठ वकील गोपाल शंकरनारायणन ने सुझाव दिया कि हटाए गए वोटरों की अपीलों को प्राथमिकता दी जानी चाहिए क्योंकि उनके मतदान अधिकार पर सीधा असर पड़ता है। सुप्रीम कोर्ट ने चुनाव आयोग से यह भी पूछा है कि कितनी अपीलें लंबित हैं और कितनी अपीलों में राहत मिली है।

कोलकाता और हावड़ा नगर निगम चुनाव

सुनवाई के दौरान यह भी बताया गया कि कोलकाता और हावड़ा नगर निगम के चुनाव दिसंबर में होने वाले हैं। ऐसे में कोर्ट ने सुझाव दिया कि इन क्षेत्रों की विवादित अपीलों को प्राथमिकता के आधार पर निपटाया जाए। इससे उन लोगों के केस समय पर सुलझाए जा सकते हैं जिनका वोटर लिस्ट से नाम हटाया गया है।

चुनाव नतीजों पर उठे सवाल

ट्रम्प कार्ड के रूप में टीएमसी के वरिष्ठ वकील कल्याण बनर्जी ने यह भी कहा कि 31 विधानसभा सीटों पर वोटरों की संख्या का असर चुनाव परिणाम पर पड़ा है। ऐसा प्रतीत होता है कि हटाए गए वोटरों की संख्या उन सीटों पर जीत के अंतर से अधिक है। इस पर चीफ जस्टिस सूर्यकांत ने सवाल उठाए कि क्या ऐसी सीटों पर दोबारा चुनाव किया जा सकता है।

संविधान का उल्लंघन

कोर्ट ने प्राथमिकता के आधार पर अपीलों के निपटारे के आदेश दिए हैं। यदि किसी व्यक्ति को वोटर लिस्ट से बाहर किया गया है, तो उसके अधिकार पर त्वरित असर पड़ता है। इसलिए सुप्रीम कोर्ट इस मामले को जल्द निपटारे की दिशा में आगे बढ़ाने के लिए गंभीर है। जस्टिस जॉयमाल्या बागची ने कहा कि संसद चुनाव के पहले सभी मुद्दों का हल निकालना महत्वपूर्ण है।

Fraudulent messages are being disseminated via WhatsApp and other digital platforms, misleading recipients by asserting that their voter registration details are incorrect or that their SIR applications have been declined. These messages often include links that falsely promise assistance with updating or rectifying voter information.

Once an individual engages with these links, the fraudsters, masquerading as Election Commission representatives, prompt them to click on malicious links or join chat groups for verification purposes, significantly increasing the risk of data theft.

Scammers Demand Minimal Fees for Verification

According to the TGCSB, one common tactic employed by these scammers involves requesting a nominal fee, often as low as Rs 5, under the pretext of verifying or updating voter details. This method is designed to build trust with the potential victim. After establishing this trust, scammers will then attempt to extract sensitive financial data, such as internet banking credentials, debit and credit card information, PINs, passwords, and other confidential banking details.

The TGCSB has clearly stated that the Special Intensive Revision (SIR) process is entirely free of charge, emphasising that the Election Commission does not impose any fees for updating voter information or processing applications. This clarification aims to prevent citizens from falling prey to these deceptive schemes.

Members of the public are encouraged to refrain from responding to unsolicited calls or messages asking for payment related to SIR services. The bureau’s advisory serves as a crucial reminder for citizens to be aware of potential scams during this electoral process.

Public Urged to Stay Vigilant and Report Suspicious Activity

In addition to urging caution, the TGCSB has advised individuals to avoid clicking on suspicious links shared via messaging platforms or social media. It is crucial for citizens to verify any election-related communication through official channels of the Election Commission to ensure their safety and avoid being misled by scammers.

The cyber security authority also stresses the importance of never sharing confidential banking information, such as internet banking usernames and passwords, debit or credit card details, PINs, or One-Time Passwords (OTPs) with anyone claiming to represent the election office. These precautions will significantly reduce the chances of falling victim to fraud.

This advisory is particularly timely, coinciding with the ongoing Special Intensive Revision of electoral rolls. Authorities are acutely aware that fraudsters may capitalise on this period to target unsuspecting voters. The TGCSB has reiterated its call for citizens to remain vigilant and to report any suspicious messages, unsolicited calls, or dubious online links to the relevant authorities or the cybercrime helpline immediately.

Maharashtra SIR Last Dates: 24 अगस्त को जारी होगा प्रारूप मतदाता सूची

संशोधित कार्यक्रम के तहत 24 अगस्त 2026 को मतदाता सूची का प्रारूप (ड्राफ्ट) प्रकाशित किया जाएगा। इसके बाद 24 अगस्त से 23 सितंबर 2026 तक नए नाम जोड़ने, नाम हटाने या जानकारी में सुधार के लिए दावे और आपत्तियां स्वीकार की जाएंगी। निर्वाचन आयोग ने बताया कि प्राप्त सभी दावों और आपत्तियों की सुनवाई और उनका निपटारा 24 अगस्त से 22 अक्टूबर 2026 के बीच किया जाएगा। सभी प्रक्रियाएं पूरी होने के बाद संशोधित और अंतिम मतदाता सूची 27 अक्टूबर 2026 को जारी की जाएगी।

मतदाताओं से समय पर जानकारी जांचने की अपील

निर्वाचन आयोग ने पात्र नागरिकों से अपील की है कि वे प्रारूप मतदाता सूची प्रकाशित होने के बाद अपने नाम और विवरण की जांच करें। यदि किसी प्रकार की त्रुटि हो या नया नाम जोड़ना हो, तो निर्धारित अवधि के भीतर दावा या आपत्ति दर्ज कराएं, ताकि अंतिम मतदाता सूची में सही जानकारी शामिल की जा सके।
