As per the Annual Report on ‘Road Accidents in India-2022’ published by the Ministry of Road Transport and Highways, a total of 4,61,312 road accidents have been reported by Indian states and Union Territories during the calendar year 2022, which claimed 1,68,491 lives and caused injuries to 4,43,366 persons. This marks an increase of 11.9% in accidents, 9.4% in fatalities, and 15.3% in injuries compared to the previous year.

The report underscores the urgency of adopting a comprehensive approach to address the contributing factors to these accidents, including speeding, reckless driving, drunken driving, and non-compliance with traffic regulations. It is crucial that we strengthen enforcement mechanisms, enhance driver education and training programs, and invest in improving the condition of roads and vehicles.

The Ministry of Road Transport and Highways, Government of India observes National Road Safety Month from 18th January to 17th February, every year with an aim to highlight road safety issues. Major companies, hospitals and non-profit organisations operating in India have taken up CSR initiatives from time to time to raise awareness on road safety and promote safe driving. The CSR Journal takes a look into some of the recent initiatives for road safety.

CSR of Continental Automotive Components for road safety of the visually impaired in Bengaluru

In an attempt to make public transport inclusive and increase convenience of visually impaired passengers, the Bengaluru Metropolitan Transport Corporation (BMTC) is all set to launch ‘On Board’. This is an assistive technology aimed at supporting visually impaired passengers while travelling, which is being implemented with CSR support.

Developed collaboratively by the Indian Institute of Technology (IIT) in New Delhi, and a few companies, the ‘On Board’ system consists of two key components: an external device fitted on the bus and a remote device provided to the user. Over 500 visually impaired individuals have already been trained on how to use the device.

When a bus approaches the station where a visually impaired person is waiting, they can press the “Find” button on their remote device. The device will then announce the bus’s route number. If it’s the correct bus for their destination, they can press the “Select” button. This action sends a message to a communication device on the bus, alerting the driver and conductor that “a visually challenged passenger is about to board, please halt for longer.” The same process is followed when a visually impaired person needs to alight from the bus.

The assistive technology ‘On Board’ has been funded through CSR initiative. It is backed by Corporate Social Responsibility (CSR) initiative of Continental Automotive Components Pvt Ltd, which collaborated with Bangalore Metropolitan Transport Corporation for installing the assistive devices on the buses.

Initiative to Advance Gender-Responsive Road Safety

In a move toward inclusive and sustainable mobility, the Traffic and Road Safety Wing of Punjab Police recently signed a Memorandum of Understanding (MoU) with Hartek Foundation, establishing a collaborative framework aimed at advancing road safety through a gender-responsive and data-driven approach.

Additionally, this partnership shall support R&D on enhancing the visibility and safety of the traffic officials on the road through solar powered infrastructure like traffic aid posts, halting stations, solar helmets etc.

The MoU reflects a shared commitment to strengthening road safety systems by collecting and utilizing sex- and age-disaggregated data, addressing gender disparities in transport infrastructure, and creating safer, more accessible public spaces. It also envisions increasing the participation of women in both decision-making and operational roles in the transport and public safety sectors.

The first initiative under this MoU is the launch of the Punjab Police–Hartek Foundation Fellowship “SAAHAS” (Safe Access and Advancement for Her through Awareness and Sustainability). This pioneering fellowship—India’s first of its kind initiated by a Police Department—will be implemented through the Punjab Road Safety and Traffic Research Centre. It aims to support research, innovation, and on-ground interventions that promote gender-equitable mobility solutions in alignment with SDG 3, 9, and 11.

The Automated Driving Test Tracks will be used for both Two-wheeler and Light Motor Vehicle driving license tests. The process aims to eliminate human intervention, ensuring a more comprehensive, efficient, and transparent evaluation of license applicants. With automated systems in place, the tests will be more standardized and aligned with the Central Motor Vehicle Rules, with results generated automatically.

Maruti Suzuki’s initiative is set to expand further. The company has already automated 27 driving test tracks across several states, including Delhi, Uttar Pradesh, Uttarakhand, Bihar, and Haryana. The company actively trains truckers, drivers, school children, and the general public on vital safe driving practices. Additionally, JK Tyre’s flagship annual event, the JK Tyre – Constitution Club Rally for Parliamentarians, garners participation from Members of Parliament, diplomats, and policymakers to champion the cause of road safety in the national capital.

Roads in Bihar will now be looked after by AI, so that road accidents are at least and people can reach safe home. To reduce the road accident in the state, the Electronic Monitoring and Information of Road Safety will be done under the Capital Investment Scheme 2025-26 of the Central Government, in which the expenditure will be borne by them.

This scheme will be expanded to speed camera, CCTV, speed gun, body camera from place to place. Along with this, a new device will be used. Which will be technically developed technically with the current device. Work has started under road safety regarding this. AI’s cooperation will also be taken in this.

Plan to increase monitoring through electronic devices

Currently there is a plan to increase monitoring through electronic devices on NH and SH, there are plans to monitor 138 accident prone places, treaty sites, more density divisions and important intersections in 10 districts. For this, guidelines have been sent to the officers posted in the districts.

At the same time, a goal has been sought to meet all the deficiencies identified in the reasons for road accident. In these places, the team of all the departments related to road safety will jointly prepare a report. Based on this, the reasons for the accident on dangerous roads will be dealt with.

E-detection system will work at all crowded crossing

According to the traffic department, this system automatically checks the validity of fitness, insurance, and pollution certificate by capturing or entrying the number of vehicles on toll plates. Automatic e-challan is issued if the document is found to be found. This system will also be expanded.

Union Road Transport and Highways Minister Nitin Gadkari has once again proposed a law to mandate using the sounds of Indian musical instrument as vehicle horns. Speaking at an event on Monday, Gadkari said that he aims to make vehicle horns across India more pleasant and hence the sounds of instruments like flute, tabla, violin, and harmonium would be a good idea.

“I am planning to make a law that horns of all vehicles should be in Indian musical instruments so that it is pleasant to hear. Flute, tabla, violin, harmonium,” Gadkari was quoted as saying by news agency PTI.

Similar proposal by Gadkari earlier

This is not the first time that Gadkari has proposed such a law in the country. In 2021, the minister had said he was planning to introduce a law to make sound of Indian musical instruments mandatory as a horn for vehicles.

India earning significant revenue from automobile exports

Gadkari also highlighted the strength of India’s automobile industry, noting that the country earns significant revenue from the export of two-wheelers and cars. He shared that the industry, valued at Rs 14 lakh crore in 2014, has now grown to Rs 22 lakh crore.

Furthermore, he announced that India has overtaken Japan to become the third-largest automobile market globally, after the United States and China.

Govt of India trying to reduce air pollution caused by transport sector

Gadkari also highlighted that the transport sector is responsible for 40% of the country’s air pollution. To combat this, the central government is actively promoting the adoption of green and biofuels such as methanol and ethanol for vehicles.

Truck drivers from across India called off their nationwide protest against the new provisions for punishment for hit-and-run road accident cases. The decision comes after assurance from the government that it would consult All India Motor Transport Congress (AIMTC) before implementing the new law.

The truckers were protesting against a new law that prescribes punishment of up to 10 years’ imprisonment or a maximum penalty of Rs 7 lakh for those who run away without informing authorities after causing serious road accidents.

CSR of Honda Motorcycle and Scooter India

Honda Motorcycle and Scooter India runs the National Road Safety Awareness Campaign in different states across the country with a commitment to fostering a culture of safe riding on Indian roads.

During the campaign, HMSI reaches out to school students and staff members to raise awareness about safe riding practices. The company’s road safety instructors utilize age-appropriate road safety learning programmes to ensure that road safety awareness is effectively retained among all participants. The purpose is to promote responsible road usage and cultivating safe riding habits.

These Road Safety awareness programmes are interactive and engaging, catering to a wide range of age groups, from children to youth and are conducted in schools, colleges, government institutions, and non-governmental organisations. Through activities such as interactive games, role-playing, virtual experiences, and more, the goal is to raise awareness and encourage responsible road behaviour among all road users. This awareness initiative has already reached over 5.7 million Indians, as per an announcement made by Honda in September 2023.

CSR of Gulf Oil Lubricants

Gulf Oil Lubricants India Ltd. joined forces with the Lazy Rangers Motorcyclists Confederation in August 2023 to foster road safety awareness and advocate responsible riding habits. Gulf Oil chose the delivery partners’ community to distribute 100 helmets in the presence of the Navi Mumbai Traffic Police, underscoring the importance of governmental support in promoting road safety. By distributing helmets to the delivery partners who are always on the road for their livelihood, the initiative not only encourages the use of safety gear but also reinforces the shared responsibility of all road users in curbing preventable accidents.

CSR of SBI General Insurance

SBI General Insurance associated with Doers NGO, to support Himachal Pradesh police in bringing down the number of road mishaps in January 2023.

Under the CSR programme, SBI General provided a well-equipped ambulance which will provide immediate medical care to the road accident victims in Mandi district within the ‘Golden hour’. The association involves SBI General, Doers NGO, Himachal Pradesh Police and Civil Hospital, Sundarnagar with an aim to provide timely treatment and facilitate lifesaving medical resources for road accident victims.

Apart from this, in association with Himachal Pradesh Police, SBI General has also provided road signages to increase awareness and highlight cautions at various accident-prone areas on the highway, thereby aiming to prevent road mishaps.

CSR of AU Small Finance Bank

AU Small Finance Bank partnered with the Centre for CSR & Sustainability Excellence, the not-for-profit implementation arm of Innovative Project Management Services Pvt Ltd, to implement a CSR project on road safety awareness in Meerut, Agra, Kanpur, and Lucknow in April 2023. The project was implemented at the local level by Apna Theater Sansthan, a non-profit organisation.

The project is aimed at imparting education on the importance of road safety and risks associated with unsafe driving, creating awareness on road safety requirements, promoting road safety in schools and colleges, and sensitizing road users through road safety campaigns, IEC, use of mascots, and street shows.

CSR of Meyer Organics

Meyer Organics Pvt. Ltd recently concluded a Corporate Social Responsibility (CSR) initiative to promote road safety in Mumbai. The event, titled the “Safe Riders’ Seminar & Helmet Distribution,” took place at Vidyalankar School of Technology in Mumbai and the office of the Joint Commissioner of Police (Traffic) in Worli, Mumbai. As part of the initiative, discussions were held highlighting the importance of road safety, wearing standardised helmets and responsible driving. A total of 500 helmets were distributed to the guests attending the event including students.

CSR of Nanavati Super Speciality Hospital

Nanavati Super Speciality Hospital, in collaboration with Mumbai Traffic Police, organised, ‘Bikeathon—Ride to Road Safety’ in February, 2021. The motorcycle rally culminated a month-long road safety campaign as a part of the first ever National Road Safety Month 2021. The objective of the campaign was to create awareness about road safety regulations and create an army of effective first responders in the event of road accidents.

As a part of the campaign, Nanavati Super Speciality Hospital, under the guidance of Mumbai Traffic Police, organised the rally with prominent motorcycle groups to spread awareness about road safety norms and guidelines. Over 50 motorcyclists included citizens, top management of Nanavati Hospital, doctors, support staff and traffic policemen.

During the month-long campaign trail, a team of trained emergency medical experts from Nanavati Hospital offered Basic Life Support (BLS) and Cardiopulmonary Resuscitation (CPR) training to employees of Mumbai Traffic Police, Mumbai Police and their families at Police Colony of Santacruz. Similar workshops along with educative skits by Mumbai Traffic Police were organized for citizens at four prominent city malls and Juhu Chowpatty.

CSR of Exide Life Insurance

Exide Life Insurance launched a film, #YouNeverRideAlone, as a part of their CSR campaign, Helmet Saves in March 2021. The film is aimed to act as a wake-up call for people to take Road safety seriously.

The film opens to a man riding his motorbike enjoying the bright and sunny day. His helmet hangs by the handle unattended. The scene then cuts to the man’s parents, pregnant wife and young child standing symbolically on the same bike as he rides. There is a look of concern on their faces as the man approaches speed-breakers on the road, while the man seems oblivious of the danger. Thankfully, at the last moment, the man manages to stabilize his bike and makes it over the speed-breakers safely. This however jolts him into reality. He looks in his rearview mirror, and realizes that his family and their responsibility is always riding with him, no matter where he is. The film ends with the man making the smart choice of protecting himself with a helmet, for the sake of his family.

Odisha, India: The Indian government’s sustainable transport drive is more than just policies and initiatives; it’s a forward-looking journey towards a greener, more accessible future. With the launch of key initiatives like the National Electric Mobility Mission 2022 and the FAME India Scheme, India is revolutionizing its transportation sector. The spotlight, however, extends beyond the national level. Odisha, in an impressive alignment with this vision, has set the wheels in motion for the Location Accessible Multi-modal Initiative (LAccMI). The Government of Odisha has recently launched the LAccMI scheme to connect Gram Panchayat to Block and Block to District Headquarter. Under the LAccMI scheme, the state government will operate 1623 buses in rural areas with an allocated budget of Rs 3,178 crore.

LAccMI aims to revolutionize rural travel, ensuring that communities have affordable access to essential services and opportunities. The initiative holds the promise of enhancing accessibility for a staggering 62,291 educational institutions, while potentially creating a remarkable 37,652 direct and indirect employment prospects. Projections foresee a substantial revenue generation of Rs. 45 billion within the upcoming five years. Notably, this undertaking is poised to make significant contributions towards advancing the UN Sustainable Development Goals, particularly in areas of economic development, industrial innovation, infrastructure enhancement, sustainable urban community development, and the promotion of responsible consumption and production practices. Additionally, it holds the key to unlocking Odisha’s untapped potential for rural tourism, linking breathtaking sites like Bonda Hills and Mahendragiri.

What makes this initiative truly special is the active involvement of women’s Self-Help Groups linked with Mission Shakti. These groups will not only act as conductors on the buses, collecting fares and maintaining cleanliness, but will also promote women’s empowerment and community welfare.

Diptesh Kumar Pattnayak, IPS, Chairman-cum-Managing Director, OSRTC, says, “OSRTC, with Palladium as PMU, is immensely proud to have collaborated with the Government of Odisha in bringing the LAccMI initiative to life. This scheme underscores Odisha Government’s unwavering commitment to serving the people of Odisha and fostering inclusive development. As we look ahead, our shared vision is to further expand and make this scheme a huge success, reaching even more communities and delivering enhanced accessibility to all corners of our vibrant state.”

Amit Patjoshi, CEO, Palladium India also adds, “By bridging the connectivity gap, LAccMI will break down the barriers that have kept rural people isolated and marginalized for generations. Accessible transportation for rural communities is not just about connecting people; it’s about unlocking opportunities. Palladium India is proud to be a part of this initiative that fosters economic growth, and promotes social integration, creating a pathway for inclusive development.”
