जस्टिस जेके माहेश्वरी और जस्टिस एएस चांदुरकर की बेंच ने सड़क और परिवहन मंत्रालय, भारतीय राष्ट्रीय राजमार्ग प्राधिकरण (NHAI) के साथ-साथ विभिन्न राज्यों और केंद्र शासित प्रदेशों को निर्देश दिए हैं कि वे सड़कों को सुरक्षित बनाने की दिशा में कदम उठाएं। बेंच ने यह भी बताया कि भारत के राष्ट्रीय हाईवे कुल सड़क लंबाई का केवल 2% हैं, परंतु सड़क दुर्घटनाओं में होने वाली कुल मौतों में इनका योगदान लगभग 30% है।

सड़क दुर्घटनाओं की बढ़ती संख्या

13 अप्रैल को जारी ये निर्देश तब सामने आए जब सुप्रीम कोर्ट ने दो बड़े सड़क हादसों की सुनवाई की, जिनमें राजस्थान के फलोदी और तेलंगाना के रंगारेड्डी में लगातार हुई दुर्घटनाओं में 34 लोगों की जान चली गई। इन दुर्घटनाओं का मुख्य कारण सिस्टम की लापरवाही और बुनियादी ढांचे में कमी बताई गई। कोर्ट ने स्पष्ट किया कि ऐसी घटनाएं किसी भी कीमत पर नहीं होनी चाहिए।

सुप्रीम कोर्ट के द्वारा जारी दिशा-निर्देश 6 महत्वपूर्ण बिंदुओं पर आधारित हैं। इनमें सड़क पर भारी वाहनों की पार्किंग को रोकने की व्यवस्था का सुनिश्चित करना, यात्रियों की सुरक्षा को प्राथमिकता देना, और सड़क सुधार कार्यों को प्रभावी तरीके से लागू करना शामिल है। इन दिशा-निर्देशों का उद्देश्य सड़क सुरक्षा में व्यापक सुधार लाना है।

सुप्रीम कोर्ट का स्पष्ट संदेश

Till date, HMSI has successfully conducted 14 Road Safety conventions across India, reaching 1700+ schools and sensitizing more than 6.5 lakh students.
