The upgraded portal includes real-time alerts generated from construction sites, significantly enhancing the responsiveness of the monitoring system. Sirsa emphasised that the use of artificial intelligence and local sensors will further automate the ongoing monitoring and reporting processes.

The Dust Portal 2.0 is now accessible as a mobile application, expanding its usability beyond computers. This development is expected to improve transparency considerably, as the portal provides essential data such as the total number of floors in each structure under construction and other relevant details. This information will assist authorities in taking prompt action against any violations related to dust pollution.

The Delhi government has previously introduced the “Clean Air, Healthy Delhi” initiative, and this new portal is part of a larger collaboration with the World Bank to implement a comprehensive action plan over seven years aimed at combating pollution across the capital. Gupta highlighted the strategic significance of Mandi Road as a vital corridor connecting Delhi, Gurugram, and Faridabad. The road reportedly plays an essential role in easing inter-state traffic within the National Capital Region (NCR). This would help streamline the movement of vehicles and could potentially benefit daily commuters travelling between these key metropolitan areas.

During the 68th meeting of the Unified Traffic and Transportation Infrastructure (Planning & Engineering) Centre (UTTIPEC) on September 27, 2023, the proposal for the comprehensive development and widening of Mandi Road received positive feedback. Gupta believes that formal recognition as a National Highway would lead to enhanced connectivity across the NCR, contributing to regional economic growth.

Gupta has asserted that improved infrastructure is paramount for the welfare of the citizens. The Chief Minister indicated that the governance structure, with BJP at both the Centre and the Delhi government, has created a conducive environment for executing large-scale infrastructure projects. दिल्ली सरकार ने घोषणा की है कि सभी सरकारी कार्यालयों के समय में भी बदलाव किया गया है। नए समय के अनुसार, GNCTD कार्यालय सुबह 10 बजे से शाम 6:30 बजे तक खुलेंगे। इस बदलाव का उद्देश्य सरकारी कामकाज में तेजी लाना है। इसके साथ ही, MCD का पुराना टाइम शेड्यूल जारी रहेगा, जो सुबह 8:30 बजे से शाम 5 बजे तक होगा।

मुख्यमंत्री रेखा गुप्ता ने कहा कि प्राइवेट सेक्टर के लिए भी सलाह दी जाएगी कि वे जहां संभव हो, वहां कर्मचारियों को हफ्ते में दो दिन घर से काम करने दें। श्रम विभाग को इस दिशा में काम करने के लिए निर्देश दिए गए हैं। यह कदम कर्मचारियों के हित में उठाया जा रहा है ताकि उन्हें संतुलित काम-काज का माहौल मिल सके।

मेट्रो से सफर करना होगा अनिवार्य

मुख्यमंत्री ने यह भी कहा कि अभियान के तहत सरकारी अधिकारी और मंत्री मेट्रो से सफर करेंगे। यह न केवल ईंधन की बचत करेगा, बल्कि सरकारी कर्मचारियों में समर्पण की भावना भी बढ़ाएगा। दिल्ली सरकार के इस प्रयास से न केवल प्रशासनिक कामकाज में सुधार होगा, बल्कि आर्थिक संसाधनों की भी बचत होगी।

ऐतिहासिक स्मारकों का संरक्षण

दिल्ली सरकार ‘हमारे स्मारक, हमारा गौरव’ के अंतर्गत दिल्ली मुख्यमंत्री स्मारक अभिग्रहण योजना और दिल्ली मुख्यमंत्री विरासत नवोत्थान योजना शुरू कर रही है। रेखा गुप्ता ने कहा कि दिल्ली के पुरातत्व विभाग का यह कर्तव्य है कि वह उन स्मारकों का संरक्षण करे जो भारतीय पुरातत्व सर्वेक्षण के अधिकार क्षेत्र में नहीं आते। दिल्ली में 75 ऐतिहासिक स्मारकों को बेहतर पर्यटन स्थल के रूप में विकसित करने की योजना है।

गोद लेने का सुनहरा अवसर

मुख्यमंत्री ने स्पष्ट किया है कि इस योजना के अंतर्गत स्मारक मित्र अपनी सुविधाओं के लिए जिम्मेदार होंगे। ये मित्र स्मार्ट सफाई, सुरक्षा, प्रकाश व्यवस्था, और अन्य पर्यटक सुविधाओं का विकास करेंगे। दिल्ली सरकार को हर गोद लिए गए स्मारक पर औसतन 4.5 लाख रुपये की बचत होगी। यही नहीं, स्मारक मित्रों को संबंधित स्मारक पर होने वाले किसी कार्यक्रम से अर्जित आय का उपयोग केवल रखरखाव के लिए करना होगा।

पारदर्शी प्रक्रिया और मॉनिटरिंग

इस योजना की प्रक्रिया बिलकुल पारदर्शी होगी। इच्छुक संस्थाओं को एक्सप्रेशन ऑफ इंटरेस्ट (EOI) प्रस्तुत करना होगा जिसमें वे रखरखाव और विकास के लिए विस्तृत योजना पेश करेंगे। इसके साथ ही, सरकारी संस्थाएं भी इस प्रक्रिया में भाग ले सकेंगी। स्मारक अभिग्रहण की अवधि 5 वर्ष होगी।

विरासत नवोत्थान के लिए वित्तीय सहायता

दिल्ली मुख्यमंत्री विरासत नवोत्थान योजना के तहत, योग्य संस्थाओं को दो करोड़ रुपये तक का अनुदान दिया जा सकेगा। यह अनुदान विभिन्न संस्थाओं जैसे कि विश्वविद्यालय और ट्रस्टों को मिलेगा। इसके लिए भारत सरकार के दर्पण पोर्टल पर पंजीकरण अनिवार्य होगा।

डीडीटीसी का सक्रिय योगदान

दिल्ली पर्यटन एवं परिवहन विकास निगम (DTTDC) वर्तमान में 21 स्मारकों का मूल संरक्षण कर रहा है। नई योजना के माध्यम से अन्य योग्य संस्थाओं को भी इस कार्य में शामिल किया जाएगा। आवेदन करने की प्रक्रिया उचित समय पर शुरू की जाएगी।

रोजगार के नए अवसर पैदा होंगे

मुख्यमंत्री ने बयान में कहा कि इन योजनाओं के माध्यम से रोजगार के नए अवसर सृजित होंगे। स्थानीय शिल्प और कौशल विकास को बढ़ावा मिलेगा। दिल्ली सरकार का लक्ष्‍य केवल स्मारकों का संरक्षण नहीं, बल्कि उन्हें जनभागीदारी के जरिए सांस्कृतिक और पर्यटन केंद्रों में तब्दील करना है। दिल्ली की विरासत हमारी पहचान है और इसे सुरक्षित रखने के लिए सरकार पूरी तरह प्रतिबद्ध है।

She further critiqued him for previously celebrating judicial victories, asking what fears now compel Kejriwal to challenge the judiciary. Gupta expressed confidence that the public would ensure that justice prevails, emphasising that faith in the judicial system remains strong across the country.

Kejriwal’s Arguments in Delhi High Court

The comments from Gupta come on the heels of Kejriwal’s recent arguments before the Delhi High Court, where he sought the recusal of Justice Swarana Kanta Sharma in the ongoing CBI investigation related to the excise policy. Kejriwal appeared in person, articulating that even a reasonable apprehension of bias is sufficient legal ground for recusal.

During the proceedings, he presented ten specific arguments to substantiate his plea, emphasising that the core issue revolves around perception rather than the actual proof of bias. He expressed concerns about previous court observations in related matters, which he argued could overshadow the current case.

Kejriwal contrasted these earlier observations with the trial court’s discharge order, which concluded that no bribery or proceeds of crime had been established. He underscored his belief that interim interventions by the High Court, particularly a controversial order from March 9, risk undermining the trial court’s findings, raising a significant question of judicial urgency.

High Court Proceedings and Future Developments

In the court, Kejriwal additionally pointed out the rapid pace of the proceedings, which he claimed is unusually swift compared to other cases involving opposition leaders. He requested fair treatment, referring to instances where recusal was granted based solely on apprehensions, arguing that his concerns are equally valid.

Throughout his arguments, he maintained that his plea is procedural and limited in scope, clarifying that the recusal matter pertains strictly to the relationship between the court and the parties involved, not the prosecuting agency. The High Court has indicated that it will focus solely on the recusal application and will separately consider the merits of the trial court’s discharge order.

As the legal proceedings progress, the High Court is currently evaluating the CBI’s challenge to the trial court’s discharge decision regarding Kejriwal, former Deputy Chief Minister Manish Sisodia, and others implicated in the Delhi Excise Policy 2021-22 case. 24 अप्रैल से शुरू होगी आवेदन प्रक्रिया

सीएम रेखा गुप्ता ने आगे बताया कि 24 अप्रैल से लोगों को आवेदन करने का मौका मिलेगा। 7 दिनों के भीतर GIS सर्वे, 15 दिनों में आवेदन की कमी को दूर करने और 45 दिनों में कांवेयंस डीड जारी करने की समयसीमा तय की गई है। इससे लोगों को बिना किसी देरी के उनका अधिकार मिल सकेगा। उन्होंने कहा कि इस दिन ने दिल्ली के 45 लाख लोगों के जीवन में राहत और सम्मान का नया अध्याय लाया है।

लाखों परिवारों को मिलेगा उनका हक

मुख्यमंत्री ने कहा कि केंद्र और दिल्ली सरकार ने मिलकर इस प्रक्रिया में 22 प्रमुख बाधाओं को दूर किया है। जिससे लाखों परिवारों को बिना किसी अड़चन के उनका हक मिल सकेगा। 20 वर्ग मीटर तक की छोटी दुकानों को भी शर्तों के साथ नियमित किया जाएगा, जिससे छोटे व्यापारियों को भी राहत मिल सकेगी। गुप्ता ने कहा कि यह सब प्रधानमंत्री के विजन के अनुरूप किया जा रहा है।

Transit Oriented Development नीति का लाभ

सीएम गुप्ता ने ध्यान दिलाते हुए कहा कि Transit Oriented Development (TOD) नीति को आगे बढ़ाया जा रहा है। इसके तहत मेट्रो और RRTS कॉरिडोर के आसपास करीब 207 वर्ग किलोमीटर क्षेत्र में प्लांड, हाई-डेंसिटी और मिक्स्ड यूज डेवलपमेंट को प्रोत्साहन मिलेगा। इससे सस्ती आवास व्यवस्था, बेहतर कनेक्टिविटी और आसान जीवन की उम्मीद है। खासतौर पर गरीब और मध्यम वर्ग के परिवारों के लिए यह एक महत्वपूर्ण कदम है।

सर्किल रेट का नया बदलाव

केंद्रीय मंत्री मनोहर लाल खट्टर ने भी इस निर्णय का स्वागत करते हुए कहा कि अब दिल्ली में सर्किल रेट एक ही रहेगा। पहले तीन अलग-अलग रेट होते थे, लेकिन अब सभी को एक किया जा रहा है। उन्होंने बताया कि 2019 में उदय योजना के तहत मालिकाना हक देने का कानून बनाया गया था, जिसे अब लागू किया जा रहा है। यह प्रक्रिया दिल्ली के अनधिकृत कॉलोनियों के निवासियों के लिए सम्मान और अधिकार का नया अध्याय है।

निर्माण MCD के नियमों के अंतर्गत

खट्टर ने स्पष्ट किया कि अब से जो निर्माण होगा वह MCD के नियमों के तहत किया जाएगा। उन्होंने कहा कि यह योजना दिल्ली के लिए बेहद महत्वपूर्ण है और केंद्र सरकार, दिल्ली सरकार, DDA, MCD मिलकर इसे लागू कर रहे हैं। मेट्रो नेटवर्क और पुराने रेलवे स्टेशनों के आसपास के क्षेत्रों में आवास बनाए जाएंगे। इस नीति का उद्देश्य लोगों की घर और दफ्तर के बीच की दूरी को कम करना है।

जानकारी के मुताबिक, मुख्यमंत्री ने Namo Bharat कॉरिडोर की तैयारियों की समीक्षा की और संबंधित अधिकारियों को समय सीमा के अंदर कार्य पूर्ण करने का निर्देश दिया। निरीक्षण के बाद, उन्होंने सोशल मीडिया पर एक पोस्ट भी शेयर किया, जिसमें उन्होंने बताया कि PM मोदी द्वितीय चरण का लोकार्पण करेंगे। इसके बाद, सराय काले खां स्टेशन रविवार से यात्रियों के लिए खुल जाएगा।

यात्रियों के लिए मिलेगी सुविधा

PM मोदी के उद्घाटन के बाद, सराय काले खां स्टेशन बुधवार से यात्रियों के लिए उपलब्ध रहेगा। इस स्टेशन के खुलने का लोगों को बहुत फायदा होगा। इसके माध्यम से दिल्ली से मेरठ की दूरी काफी कम होगी। हाल ही में, मेरठ के बेगमपुल से सराय काले खां तक RRTS ट्रायल किया गया, जिसमें यात्रा का समय मात्र 55 मिनट था। ट्रेन का संचालन 22 फरवरी से होगा, जब PM मोदी इसे हरी झंडी दिखाएंगे। पहले चरण में न्यू अशोक नगर से मेरठ साउथ स्टेशन तक RRTS चल रही है।

मल्टी मॉडल हब के रूप में है तैयारियों

सराय काले खां स्टेशन को सबसे बड़े मल्टी मॉडल हब के रूप में तैयार किया गया है। यहां, दिल्ली से मेरठ के साथ साथ नमो भारत ट्रेन के प्रस्तावित दिल्ली-करनाल और दिल्ली-अलवर रूट भी मिलेंगे। इसे रेलवे और डीएमआरसी नेटवर्क से भी जोड़ा गया है। यहां पांच एंट्री और एग्जिट गेट्स, 14 लिफ्ट, और 18 एस्केलेटर के साथ सभी सुविधाएँ उपलब्ध कराई गई हैं। प्लेटफार्म स्क्रीन डोर्स (पीएसडी) भी लगाए गए हैं ताकि यात्री सुगमता से यात्रा कर सकें।

बुनियादी ढांचे में है विशेष जोड़

हजरत निजामुद्दीन रेलवे स्टेशन, मेट्रो की पिंक लाइन, वीर हकीकत राय आईएसबीटी और रिंग रोड को जोड़ने के लिए 280 मीटर लंबा फुटओवर ब्रिज भी बनाया गया है। इस संरचना में 6 ट्रैवलेटर भी लगाए गए हैं, जो यात्रियों की सुविधा को और बढ़ाएंगे। इस प्रकार, RRTS सराय काले खां स्टेशन ना सिर्फ यात्रा को आसान बनाएगा, बल्कि दिल्ली की कनेक्टिविटी को भी शानदार बनाएगा।

Revolutionizing Road Repair Practices

The Chief Minister emphasized that this innovative approach deviates from typical methods that often focus on merely repairing the central sections of roads or addressing isolated potholes. Such conventional strategies usually lead to rapid deterioration of the roads. In contrast, the new model aims to uniformly strengthen the entire stretch of roads, thus significantly enhancing their lifespan and durability.

Phased Implementation to Minimize Public Disruption

The road improvement project is targeted for completion by the end of the year, with construction to be conducted in phases. This phased approach is intended to reduce traffic disruption and inconvenience for the public. Moreover, a thoroughly leveled and sealed surface across the full width of the roads is expected to cut down on dust and air pollution, as damaged roads can produce loose soil and fine particles that become airborne through vehicular traffic.

Funding Sources for the Project

The total budget allocated for this initiative amounts to Rs 802.18 crore. Of this sum, Rs 643.36 crore will be financed through the Central Road Infrastructure Fund (CRIF), while the remainder, Rs 158.82 crore, will be contributed by the Delhi government.

Launched in alignment with the Centre’s Digital India Land Records Modernisation Programme (DILRMP) back in 2021, the Unique Land Parcel Identification Number (ULPIN), known as Bhu-Aadhaar, is part of broader efforts to update and modernize land records in the capital. This move is anticipated to relieve citizens of the burdens associated with longstanding land disputes, as stated by the Delhi Chief Minister’s Office.

Implementation responsibilities for ULPIN will fall to the IT division of the revenue department, which will work in collaboration with the Survey of India. Approximately 2 terabytes of high-quality geospatial data and drone-generated Ortho Rectified Images will be acquired to create precise ULPINs for all regions of Delhi, including the 48 villages already integrated into the SVAMITVA scheme.

Initially, an investment of Rs 1.32 crore was allocated for the Bhu-Aadhaar project, with financial oversight provided by the IT branch. The initiative will now be rolled out gradually throughout Delhi according to a standard operating procedure that includes defined timelines.

A successful pilot project has been executed in Tilangpur Kotla village, located in the West Delhi district, where 274 ULPIN records were generated effectively. This new system is expected to promote transparency in land ownership, with the 14-digit code being geo-referenced to significantly reduce land boundary conflicts.

The Bhu-Aadhaar initiative is designed to enhance data coordination among various governmental departments, thus tackling fraudulent land transactions and preventing multiple registrations. For citizens, this system promises improved convenience, allowing them to access complete property details with a single unique number, rather than navigating through numerous documents to verify land ownership.

This action by the CM comes days after a landfill repeatedly reported small fires despite expanded efforts by the fire troops. 

The chief minister was also informed about the progress of waste energy plants that are operational in Narela-Bhavana, Ghazipur, Okhla, and Tehkhand, with further plans on expansion.

CM’s Remark

“The CM specifically instructed that the operation and expansion of these projects must be carried out with complete transparency, accountability and strict timelines to ensure an effective outcome for the public,” according to an official statement.

In the recent past, the MCD and the New Delhi Municipal Corporation (NDMC) jointly initiated a mega city-wide cleanliness drive. NMC officials are required to submit daily progress reports on this cleanliness drive to the CM.
