The National Human Rights Commission (NHRC) has expressed strong disapproval of the Punjab government’s handling of a complaint regarding alleged extra-judicial killings and custodial torture. The Commission has instructed the Chief Secretary and the Secretary of the Home Department to initiate an independent inquiry into these serious allegations and submit a revised report within four weeks.

The NHRC’s discontent stems from the Punjab government’s decision to forward a report prepared by the office of the Director General of Police (DGP), Gaurav Yadav. This action was particularly concerning as the allegations in the complaint were directed against the police chief himself. The NHRC had specifically requested that the Home Department investigate the matter and provide a report, rather than relying on the DGP’s office.

In its proceedings dated November 2, 2026, the NHRC noted that the report submitted by the Punjab government did not align with its earlier directives issued on November 24, 2025. The Commission observed that the Secretary of the Home Department appeared not to have thoroughly examined the allegations before sending the DGP’s report for consideration.

Concerns Over Punjab Home Department’s Approach

The NHRC has raised concerns regarding what it termed a lackadaisical approach by the Punjab Home Department. The Commission has mandated that the Chief Secretary and the Home Secretary ensure a thorough and independent inquiry into the allegations. It has also cautioned against merely forwarding another report from the same department that has already been implicated in the complaint.

The NHRC has set a deadline for the Punjab government to submit the inquiry report within four weeks. The Commission has warned that failure to comply with this directive may compel it to exercise its coercive powers under Section 13 of the Protection of Human Rights Act, 1993. Additionally, the NHRC has requested that a complete or additional report be submitted by December 10, 2026, for further evaluation.

The Commission’s actions underscore the seriousness with which it views the allegations of human rights violations in Punjab, particularly those involving law enforcement officials.

Details of the Complaint Filed

The NHRC’s proceedings are based on a complaint submitted on July 12, 2025, by Nikhil Saraf, a resident of Mohali, Punjab. The complaint was received by the Commission via email on July 14, 2025. Saraf has alleged that DGP Gaurav Yadav instructed police officials to carry out extra-judicial killings, referred to as ‘encounters’, as part of their professional assessments.

The complaint referenced a social media post by a journalist dated June 1, 2025, which included a screenshot of an alleged WhatsApp message from the DGP containing such directives. It also cited several recent incidents of purported extra-judicial killings and custodial torture that occurred across various districts in Punjab, underscoring the gravity of the allegations.

Upon reviewing the complaint, the NHRC, in its proceedings dated November 24, 2025, acknowledged that the allegations involved significant violations of the victims’ human rights. Consequently, it directed the Secretary of the Punjab Home Department to investigate the matter and submit a report promptly within 15 days. However, the response received was a report from the DGP’s office, which the NHRC has now rejected in favour of a more independent examination of the allegations.

The chairperson of the National Human Rights Commission (NHRC), Justice V Ramasubramanian (retd), stated on Monday that the office of the Chief Justice of India (CJI) experiences an ongoing “Agni Pariksha”, or test of fire, every moment. He noted that this scrutiny does not always stem from noble intentions.

Ramasubramanian made these comments during an event commemorating the NHRC’s 33rd anniversary, which was attended by Chief Justice Surya Kant as the chief guest. According to him, the CJI’s office has evolved into one of the most critical and powerful positions in the country, while also being remarkably vulnerable.

He expressed appreciation for the CJI’s willingness to attend the anniversary celebration, especially given the current demands for his time. Ramasubramanian’s remarks received a light-hearted response from those present at the event, including the CJI, as they acknowledged the challenges the judiciary faces.

Evolution of Human Rights Perspectives

Reflecting on the NHRC’s establishment on October 12, 1993, Ramasubramanian emphasised the significant strides made in promoting and protecting human rights over the past 33 years. He remarked that the perspective on human rights has transformed from a simplistic viewpoint of citizen versus state to a more nuanced understanding that includes the roles played by non-state actors, especially in the digital age.

He warned that the digital landscape allows for the manipulation of opinions and the monitoring of individuals, indicating a shift towards a more complex interaction between technology and human rights. This evolution demands that human rights institutions adapt accordingly to meet contemporary challenges.

Ramasubramanian cautioned that the current trajectory could result in a society where human beings resemble machines and machines exhibit human traits devoid of empathy. He called for a reinvention of human rights organisations to address these new dynamics effectively.

Addressing Global Challenges

During his speech, Ramasubramanian articulated that the challenges confronting humanity today are unparalleled, necessitating a reinvention of human rights institutions to remain effective. He referenced the severe environmental issues posed by climate change, noting that since the Industrial Revolution in 1750, over two trillion tonnes of CO2 have been emitted into the atmosphere.

If the world continues on its current path, he warned, certain areas may become uninhabitable due to extreme weather conditions. He pointed out that climate-related issues would worsen, leading to increased food and water shortages and more frequent natural disasters. Moreover, he connected the climate crisis with rising socioeconomic inequalities, emphasising that the repercussions of global warming will primarily affect the most vulnerable populations.

He revealed alarming statistics, indicating that the wealth of the world’s 26 richest individuals equates to that of the poorest 3.8 billion people combined. Ramasubramanian explained that the concentration of wealth and environmental degradation share a common root in what he termed “fossil capitalism.”

While fossil fuels have facilitated significant advancements over the last two centuries, they have also contributed to numerous pressing global issues. In his address, Ramasubramanian balanced commendation for the NHRC’s achievements with a cautionary message regarding the necessity for adaptation to emerging pressures, which encompass everything from digital influence to climate change and growing inequality.

The BJP’s Rajya Sabha member Tarun Chugh has formally requested that the National Human Rights Commission (NHRC) investigate claims involving a young man allegedly tortured by police after protesting against Punjab Chief Minister Bhagwant Mann. The case revolves around Mohanjeet Singh, who reportedly displayed a black flag during the Chief Minister’s public engagement in Sheron village within the Sunam Assembly constituency on 2nd September.

Chugh asserts that Mohanjeet was detained immediately following the protest, during which he allegedly endured severe mistreatment while in police custody. Reports indicate that he was stripped, physically assaulted, and subjected to electric shocks, all of which have raised significant concern regarding police conduct.

In his allegations, Mohanjeet has claimed he was treated inhumanely, which included police personnel allegedly pulling hair from his beard and cutting his thighs with a blade, followed by the application of salt on his wounds. Moreover, he has stated that during this ordeal, he was subjected to a video call with Chief Minister Mann, further intensifying the severity of his accusations.

Reactions from BJP and Political Commentary

Seeking an official inquiry from the NHRC, Chugh characterised the situation as a serious misuse of authority and a fundamental attack on democratic rights. He emphasised the dangerous implications of a Chief Minister fearing dissent from citizens, suggesting that this signifies a broader crisis for democracy.

Chugh has raised critical questions directed at both Chief Minister Mann and AAP national convener Arvind Kejriwal, querying why a citizen would face such brutal treatment for expressing dissent against governmental actions. He emphasises that this incident reflects not governance but a troubling abuse of power, undermining the foundational values of democracy.

In his statements, Chugh accused the Aam Aadmi Party (AAP) government of attempting to suppress dissent through intimidation. He has warned that the electorate of Punjab may respond to these actions at the ballot box, highlighting the potential political ramifications of the alleged police behaviour.

Government Silence and Next Steps

As of now, there has been no immediate response from the Punjab government or local police regarding these allegations. The lack of commentary from official sources has prompted further speculation and concern about the accountability of law enforcement and the government in Punjab.

The continuation of these allegations and the subsequent response from the NHRC will be closely monitored by various stakeholders, including political analysts, human rights activists, and the public. The unfolding situation raises crucial questions about the treatment of individuals who peacefully protest and the protections afforded to them under the law.

As the investigation progresses, the implications of these allegations on the AAP government’s future and Punjab’s political landscape remain to be seen. This case will likely serve as a critical point of reference for discussions surrounding human rights and police conduct in India.

The National Human Rights Commission (NHRC) has initiated suo motu cognisance following a media report detailing the dangerous conditions under which school children in Madhya Pradesh’s Vidisha district reportedly cross the Betwa River. The Commission has formally requested a report from the Chief Secretary of Madhya Pradesh within a two-week timeframe.

Unsafe Crossing for Students

According to information, students hailing from Kakraua village allegedly navigate perilous check dam pillars to travel to school. This risky route reduces their journey from approximately 13 kilometres by road to merely 1.5 kilometres. Reports indicate that, daily, nine students—including five girls—attempt this unsafe crossing.

The NHRC has expressed serious concerns about potential human rights violations based on the contents of the media report. The Commission cited Article 21A of the Indian Constitution, which guarantees children between the ages of 6 and 14 the right to free and compulsory education. Further, the Right of Children to Free and Compulsory Education Act, 2009, reinforces this right, making it clear that access to education is essential for all children in this age group.

The NHRC emphasised that the absence of a secure mode of transport for students constitutes a significant infringement on their fundamental rights. This argument underlines the necessity for the state to provide a safe means for children to attend school with dignity.

Villagers’ Challenges and Concerns

The media report, published on August 4, highlights the difficulties faced by villagers who are reportedly unable to transport their children to a more distant school due to agricultural duties. As a result, families feel they are left with the choice to either cease sending their children to school or continue the hazardous practice of crossing the river.

One reported incident involved a student who was unable to cross the pillars due to her height, which affected her ability to attend school, ultimately resulting in her failing her final exams. This situation underscores the urgent need for intervention to safeguard children’s educational opportunities.

The District Education Officer has undertaken a visit to the location and has communicated the issue to the District Collector. However, no specific timeline for constructing a safe passage across the Betwa River has yet been disclosed, leaving the community with continuing uncertainty regarding the future safety of their children in accessing education.

Next Steps from NHRC

The NHRC’s notice to the Madhya Pradesh Chief Secretary calls for an investigation into the reported situation and requires a comprehensive response within the specified period. Through this action, the Commission aims to ensure that proper measures are taken to address the safety and educational rights of these children.

The potential risks faced by students in crossing the Betwa River have prompted broader discussions about the responsibility of the state to provide safe educational access. The NHRC’s involvement highlights the critical need for governmental accountability in safeguarding human rights, particularly those of vulnerable populations such as children.

As the response from the state government is awaited, the community remains hopeful for a prompt resolution to ensure that children can travel safely to and from school, thereby fulfilling their right to education without jeopardising their lives.

The National Human Rights Commission (NHRC) has summoned the Commissioner of Police for Delhi following the failure to respond to earlier summons concerning child sexual abuse material (CSAM) on Instagram. This action underscores the pressing nature of the issue, which has raised significant concerns regarding the protection of children’s rights in the digital space.

The NHRC’s intervention highlights the urgency with which authorities must tackle challenges related to online safety, especially for minors. The commission aims to ensure that law enforcement agencies uphold their responsibility to investigate and address such serious offences effectively.

In recent times, cases involving CSAM have drawn widespread attention, prompting the NHRC to seek accountability from police authority. The focus is on ensuring that appropriate measures are taken to enforce existing laws that protect children from exploitation and abuse in the digital environment.

Details of the NHRC’s Action

The NHRC issued a notice to the Delhi Police Commissioner, specifically citing the lack of a response to previous requests for information regarding the online dissemination of CSAM via Instagram. As part of its mandate, the NHRC is responsible for monitoring violations of human rights and ensuring compliance by relevant authorities.

The commission’s summons could compel the police to clarify their strategy in handling cases of digital child exploitation. The NHRC expects the police to provide updates on ongoing investigations and detail the measures taken to remove CSAM from platforms such as Instagram.

Authorities have been tasked with identifying and prosecuting individuals involved in promoting or sharing such harmful content. The NHRC’s continued oversight is crucial in ensuring that there is accountability in action and transparency in reporting progress on these sensitive cases.

Implications for Online Safety and Law Enforcement

The NHRC’s summons reflects a broader concern regarding the efficacy of law enforcement in combating online threats against children. The increasing instances of child exploitation material on social media platforms pose significant challenges, necessitating an effective and coordinated response from law enforcement agencies.

Moreover, this situation raises questions about the resources and training available to police forces in dealing with cybercrime. Enhanced collaboration between social media companies and law enforcement may also be necessary to address the growing prevalence of CSAM online.

Individuals and organisations involved in child protection are watching developments closely. The outcome of this summons may not only impact the immediate investigations but also inform future policies aimed at improving the safety measures for children in digital platforms.

As the NHRC continues to press for accountability and transparency, it serves as a reminder of the critical need for robust legal frameworks and proactive measures to safeguard child rights in an increasingly digital world.

A complaint has been submitted to the National Human Rights Commission (NHRC) aiming for an independent investigation into purported police brutality during a protest by students regarding the NEET examination paper leak. The incident occurred on 20 July 2026, at Jantar Mantar in New Delhi. The complaint was lodged by Supreme Court advocate Virender Vashisht, who communicated the issue via email.

The main thrust of the complaint is the alleged misconduct by police officers, particularly regarding interactions with female students during the detainment process. It is asserted that the peaceful protest, a demonstration of the fundamental rights granted under Articles 19 and 21 of the Indian Constitution, was met with excessive police force.

The advocate contends that the alleged actions of law enforcement represent serious human rights violations. He cites concerns not only about the physical treatment of the students but also about the violations of their dignity and bodily integrity, particularly concerning female participants.

Allegations of Police Misconduct

The complainant has raised specific allegations regarding the behaviour of certain male police officers, who reportedly engaged in inappropriate actions towards female protestors. If these claims are substantiated, they would signify a major breach of established legal principles governing police conduct in India.

The incident has reportedly raised considerable alarm within various societal circles, including among students, parents, and members of civil society. The complaints of excessive force and misconduct by police are viewed as a serious matter that warrants an independent and transparent inquiry, which is vital for upholding the rule of law.

The complainant emphasises the critical role of the NHRC as a statutory body mandated to safeguard human rights and is urging the commission to take prompt action. This includes conducting a thorough inquiry to ensure accountability and regain public faith in constitutional institutions.

Requests Made to the NHRC

The complainant has formally requested the NHRC to take cognisance of the incident under the provisions of the Protection of Human Rights Act, 1993. Moreover, he seeks for the Investigation Division of the NHRC to undertake an independent and impartial inquiry into the events that transpired at Jantar Mantar on 20 July 2026.

Additionally, the advocate is asking for the formation of a dedicated team from the NHRC to visit the protest site and engage with the affected students, eyewitnesses, and other relevant parties. It is crucial for the commission to record statements from the female students alleging misconduct, ensuring a safe and confidential environment for their testimonies.

Furthermore, the complainant has requested the NHRC to gather comprehensive documentation relevant to the incident. This includes obtaining reports, CCTV footage, body-camera recordings, deployment logs, medical records, and any other pertinent materials from the Delhi Police and other relevant authorities.

The National Human Rights Commission (NHRC) has expressed serious concern regarding the alleged custodial death of a 26-year-old man named Sai Krishna in Vijayawada, Andhra Pradesh. The NHRC is holding the state police preliminarily accountable for what it labels a severe infringement of the victim’s right to life, as outlined in Article 21 of the Indian Constitution. Following these developments, the Commission has formally requested a comprehensive report from both the Andhra Pradesh Director General of Police and the Police Commissioner of Vijayawada within a week.

The NHRC’s involvement was initiated by a petition submitted by rights lawyer Rama Rao Immaneni, prompting a thorough investigation into the circumstances surrounding Sai Krishna’s death. Initial findings from the Special Investigation Team (SIT) reveal allegations of unlawful detention and custodial abuse that reportedly led to the man’s demise.

Further alarming claims have come to light, suggesting that police officials attempted to erase evidence by cremating the victim’s body and discarding the ashes into a river. Additionally, it was reported that CCTV footage from the Krishnalanka Police Station was deleted during critical hours, raising suspicions of tampering with potential evidence. The NHRC has directed authorities to take steps to recover the deleted footage and the remains of the deceased.

Allegations of Police Misconduct and Administrative Actions

The NHRC condemned the incident as a “brutal assault” on the constitutional right to life, alongside international human rights standards, labelling it a significant abuse of power by law enforcement. In light of the findings, Krishnalanka Circle Inspector Nagaraju has been suspended and taken into judicial custody after evidence suggesting foul play was unearthed by the SIT.

Moreover, the Commission has requested information regarding the First Information Report (FIR) related to the case, including the names of the officers involved and the measures taken to immediately compensate Sai Krishna’s family. These developments have escalated concerns regarding police accountability and transparency in Andhra Pradesh.

The NHRC has been adamant that the seriousness of this incident requires prompt action, demanding a detailed status report from the state police within seven days. This incident has sparked a broader dialogue about the imperative of upholding constitutional safeguards and protecting human rights within the state’s law enforcement agencies.

Security Measures for Victim’s Family

In response to the heightened sensitivity surrounding the case, the NHRC has instructed the Andhra Pradesh government to ensure the safety and security of the victim’s mother, Gade Vijayalakshmi. This directive highlights the Commission’s commitment to safeguarding the rights and welfare of individuals affected by police actions.

The custodial death of Sai Krishna has generated significant public discourse concerning police practices in Andhra Pradesh. As the NHRC continues to advocate for accountability, it remains vital that the inquiry leads to meaningful reforms in policing and the protection of human rights.

Overall, this incident poses substantial questions regarding the role and conduct of law enforcement in the state, marking a critical moment for the evaluation and reassessment of police practices and procedures in India.

The National Human Rights Commission (NHRC) has initiated an inquiry following a media report regarding the deaths of two girl students in Gajapati district, Odisha, on April 15. According to an official statement released on April 24, the girls allegedly perished when an iron gate of a government primary school collapsed on them while they were playing at the school entrance.

The event has raised significant concerns about the potential violation of human rights, as the NHRC has emphasised the importance of safeguarding the welfare of children in educational institutions. The Commission is investigating the circumstances surrounding the incident to ascertain the truth of the reported events.

Locals reportedly attempted to rescue the victims and rushed them to a nearby hospital, but medical personnel pronounced them dead upon arrival. The NHRC’s reaction highlights its role in addressing critical human rights issues in the country.

Official Responses and Actions

In response to this tragic incident, the NHRC has issued notices to the Chief Secretary of the Government of Odisha and the Superintendent of Police in Gajapati. The notices call for detailed reports on the matter within a two-week timeframe. The Commission’s actions reflect its commitment to examining the implications of such occurrences and ensuring accountability.

The NHRC’s inquiry aims to determine if there were any lapses in safety regulations or administrative oversight that may have contributed to the event. The outcomes of these reports could potentially lead to further action to address systemic issues within educational infrastructure in the area.

By demanding accountability from state authorities, the NHRC seeks to remind local governments of their responsibility to ensure the safety of children within educational settings. This incident may prompt a broader review of safety measures implemented in schools across the region.

Additional Incidents in the Region

The NHRC has also taken suo motu cognizance of a separate incident in Nuh district, Haryana, where two sanitation workers died and another was injured while cleaning a sewer line on April 15. Reports suggest that these workers were not provided with adequate safety gear by the contractor engaged by the Public Health Engineering Department, which raises serious concerns regarding worker safety practices in hazardous environments.

Moreover, the NHRC highlighted another distressing incident from Nanded district, Maharashtra, where four children reportedly drowned in a 15-feet-deep pit near construction work for a drain. This pit was filled with accumulated wastewater from the nearby construction site. Such incidents underline the urgent need for enhanced safety protocols in public works and the protection of children in proximity to hazardous areas.

In light of these occurrences, the NHRC’s actions signal a growing recognition of its role in advocating for the rights and safety of vulnerable populations, particularly children and workers in hazardous jobs. The developments will likely lead to evaluations of safety awareness and enforcement procedures across various sectors.

The National Human Rights Commission (NHRC) hosted a meeting of its Core Group on Right to Food and Nutrition, focusing on the theme of food adulteration in India. The event was conducted in a hybrid format at the NHRC headquarters in New Delhi. Chaired by Justice V Ramasubramanian, the meeting featured participation from various distinguished members, including Justice Bidyut Ranjan Sarangi and Vijaya Bharathi Sayani, along with senior officials from central and state governments, human rights advocates, and experts from academia and civil society.

During the gathering, Justice Ramasubramanian provided an in-depth look at the evolution of India’s legal framework regarding food adulteration, referencing historical legislation such as the Madras Prevention of Adulteration Act of 1918 and the more recent Food Safety and Standards Act of 2006. He acknowledged that extensive efforts have been made over the years to combat food adulteration and emphasised the importance of a healthy, disease-free life as a constitutional right for every individual.

Justice Ramasubramanian urged participants to reflect on the broader implications of food adulteration beyond mere statistics, highlighting the deterioration of the idea that food should serve as medicine. He expressed concerns over long-standing cases under the Prevention of Food Adulteration Act, noting that some evidence presented may be up to 15 years stale, reducing the efficacy of prosecutions. He also addressed issues regarding the effectiveness and upkeep of current food testing infrastructures, including mobile laboratories.

Key Discussions and Recommendations

Justice Bidyut Ranjan Sarangi underlined the need for heightened public awareness regarding food safety and expressed worry about the use of pesticides in food production. He advocated for increased educational initiatives aimed at farmers to foster safe agricultural practices, thereby ensuring a better quality of food grains.

Alongside, Justice Vijaya Bharathi Sayani called for the establishment of a multi-tiered task force dedicated to combating food adulteration. She proposed initiatives such as mobile food testing units in educational institutions and public locations, alongside regular inspections. Emphasising strict regulatory practices, she recommended imposing fines on violators and systems for quicker grievance resolution.

The NHRC Secretary General, Bharat Lal, remarked on the significant risks posed by food adulteration to vulnerable populations, including children, pregnant women, and the elderly. He pointed out the global nature of the issue, which persists despite existing regulations. Lal highlighted the difficulties of tracking adulterated products once they enter the supply chain, stressing the necessity of ensuring safe and nutritious food for all citizens.

Expert Contributions and Future Actions

Rajit Punhani, CEO of the Food Safety and Standards Authority of India (FSSAI), discussed ongoing efforts to encourage food vendors to register and obtain licenses, which is essential for effective monitoring. He highlighted the critical need to fill vacant posts to ensure proper oversight of food safety at various levels.

Anusree Raha, Deputy Secretary in the Department of School Education and Literacy, advocated for increased community and self-help group involvement in tackling food adulteration. She proposed implementing capacity-building programmes to educate the public and suggested using educational laboratories for food sample testing, allowing students to engage directly with the issue.

Richa Kumar from IIT Delhi emphasised the necessity of farm-level monitoring and expressed concerns about the health risks associated with chemical adulteration and pesticide use. She advocated for a systemic ban on hazardous chemicals in food production.

Professor Bejon Mishra, an expert in consumer policy, called for the establishment of clear product standards through stakeholder engagement. Urging for transparency in food testing, he recommended the creation of a 24/7 consumer helpline and improved public awareness campaigns. Consumer rights activist Pushpa Girimaji voiced the need for a comprehensive national study to identify the areas and materials at high risk for adulteration.
