विधायकों की नई पहचान, UDP में उथल-पुथल

जिन आठ विधायकों ने बीजेपी जॉइन की है, उनमें लहकमेन रिंबुई, पियुस मारवीन, किर्मेन शायला, मेयरलबोर्न सिएम, मैथ्यू कुरबाह, ओलान सिंह सुइन, बालाजिएड कुपार सिनरेम और सिनशार लिंगदोह थाबाह शामिल हैं। अब बीजेपी के पास 10 विधायकों की ताकत है, जो उसे विधानसभा में दूसरी सबसे बड़ी पार्टी बना देती है। इससे पहले बीजेपी के पास केवल 2 विधायक थे। UDP के 12 विधायकों में से 8 का बीजेपी में जाना इस पार्टी के लिए एक बड़ा झटका है। खासकर हाल ही में मुख्यमंत्री कॉनराड के. संगमा की अगुवाई वाली मेघालय डेमोक्रेटिक अलायंस सरकार में मौजूद दो विधायकों ने अब बीजेपी का दामन थाम लिया है।

पार्टी बदलने की चर्चा कई दिनों से चल रही थी

बीजेपी में शामिल होने की चर्चा पहले से चल रही थी। 16 सितंबर को, UDP विधायक किर्मेन शायला ने खुद कहा था कि 8 विधायकों ने बीजेपी में जाने का फैसला कर लिया है। उन्होंने बताया था कि यह संख्या बढ़ भी सकती है। विधायकों का कहना था कि उन्होंने केंद्रीय गृह मंत्री अमित शाह और असम के मुख्यमंत्री से भी मुलाकात की।

प्रमुख मांगें और दावे

इन विधायकों की कुछ प्रमुख मांगें भी थीं, जिनमें कोयला खनन से जुड़ी नियमों में बदलाव और खासी भाषा को संविधान की आठवीं अनुसूची में शामिल करने का अनुरोध शामिल है। विधायकों ने यह आश्वासन मांगा था कि 2028 के विधानसभा चुनाव से पहले उनकी मांगों को पूरा किया जाएगा।

बीजेपी का क्षेत्र में विस्तार

नई दिल्ली: मेघालय, जो दुनिया की सबसे ज्यादा बारिश वाली जगहों में से एक है, 2026 में मानसून के दौरान 59% तक बारिश में कमी देख रहा है। यहां की 11 में से 10 जिलों में बारिश की कमी या गंभीर कमी के हालात बन चुके हैं। यह स्थिति कृषि, पानी की सुरक्षा, और पेयजल की आपूर्ति के लिए बड़ी चिंता बन गई है। बारिश की कमी के चलते सूखा जैसे हालात पैदा हो रहे हैं, जिसका असर सीधे किसानों की आजीविका पर पड़ सकता है।

खराब मानसून का असर

भारत मौसम विज्ञान विभाग (IMD) के आंकड़ों के अनुसार, 15 सितंबर तक मेघालय में सामान्य से 59 प्रतिशत कम बारिश हुई। इस दौरान वेस्ट जयंतिया हिल्स जिले में 79% और ईस्ट खासी हिल्स जिले में 53% बारिश की कमी देखी गई। टॉप rainfall spots जैसे मौसिनराम और चेरापूंजी भी इस कमी से अछूते नहीं रह गए हैं। केवल साउथवेस्ट खासी हिल्स जिला एकमात्र क्षेत्र रहा जहां सामान्य से 58% अधिक बारिश हुई।

दीर्घकालिक जलवायु परिवर्तन

मेघालय में बारिश की कमी का यह ट्रेंड पिछले कुछ सालों से देखा जा रहा है। 30 साल के आंकड़ों के अनुसार, मानसून की बारिश में लगातार गिरावट आई है। राज्य की 77% आबादी कृषि पर निर्भर है, और कृषि क्षेत्र का योगदान राज्य की अर्थव्यवस्था में 21% है। जबकि, कुल खेती क्षेत्र केवल 15.28% है। सिंचाई के लिए उपलब्ध क्षेत्र भी गंभीर रूप से सीमित है, जो सूखे जैसी स्थितियों को और बढ़ा रहा है।

जल संसाधनों का संकट

मेघालय की खेती का अधिकांश हिस्सा झरनों और जल धाराओं पर निर्भर है, जो बारिश से भरपूर रहते हैं। यदि बारिश में कमी जारी रही, तो इससे न केवल कृषि बल्कि पीने के पानी की उपलब्धता भी खतरे में पड़ जाएगी। मेघालय बेसिन डेवलपमेंट अथॉरिटी (MBDA) के अनुसार, 80% गांवें पानी और सिंचाई के लिए झरनों पर निर्भर हैं। ऐसे में, अगर झरने सूख जाते हैं तो यह पूरे ग्रामीण समुदाय के लिए संकट पैदा कर सकता है।

मानव गतिविधियों का प्रभाव

MBDA के एक रिपोर्ट में कहा गया है कि खनन, गैर-टिकाऊ खेती और वन संसाधनों का दोहन जैसे मानव गतिविधियों के कारण मेघालय में बारिश की कमी हो रही है। ऐसे कार्यों के चलते आधे से अधिक झरने सूख गए हैं या उनका पानी का प्रवाह कम हो गया है। ग्रामीण लोग जलवायु परिवर्तन और भूमि के उपयोग के तरीकों में बदलाव को इसके प्रमुख कारण मानते हैं।

कृषि और जलवायु नीति

मेघालय के SAPCC 2023-2030 में खेती समेत जलवायु परिवर्तन के प्रभाव पर विशेष ध्यान दिया गया है। खेती के क्षेत्र को प्राथमिकता वाले सेक्टरों में रखा गया है। यदि ऐसा ही स्थिति बनी रही, तो यह न केवल स्थानीय कृषि को प्रभावित करेगा, बल्कि समग्र पर्यावरण पर भी दुष्प्रभाव डालेगा। जलवायु परिवर्तन की इस चुनौती से निपटने के लिए ठोस नीतियों की आवश्यकता है।

In the aftermath of the violence, a total of 15 First Information Reports (FIRs) have been logged to initiate legal proceedings against the perpetrators. Dhar emphasised that the Meghalaya Police had already detained prominent members of the Khasi Students’ Union as part of their crackdown on the violence. The Deputy Chief Minister expressed regret for the situation and assured the people of Assam that criminals would be held accountable.

Minister Atul Bora reported that the overwhelming majority of Assam-registered vehicles, numbering approximately 3,770, have been safely escorted out of Meghalaya since the incident, a move intended to protect residents and visitors alike. He noted that there had been significant distress calls to both governments, indicating ongoing safety concerns among citizens in the wake of the unrest.

Both states agreed to establish a dedicated coordination mechanism involving senior police officials to ensure ongoing safety in border areas. This initiative includes designated helplines for distress calls, operational until a stable situation is achieved. These measures are designed to facilitate better communication and response in future incidents.

Protests and Calls for Peace

As the governments initiated their response, protests by the Assam Drivers’ Association and other groups occurred in Jorahat along the Assam-Meghalaya border. The protesters demanded that the governments maintain the safety of individuals and vehicles travelling within Meghalaya, which has become a point of concern following the violent events.

In his address, Minister Bora urged the residents of both states to uphold peace and tranquillity amid the unrest. He reiterated the need for calm to prevent further escalation and to foster an environment conducive to dialogue and understanding between the two states.

Deputy Chief Minister Dhar referred to Assam and Meghalaya as “brother and sister” states, expressing hope that the joint efforts would lead to a swift return to normalcy. He mentioned that compensation for damaged vehicles would be provided according to legal provisions and stated that the evacuation of individuals and vehicles from the area should be completed within 48 hours, reinforcing the commitment of both governments to restore order.

In the wake of the unrest, Assam Police took proactive measures to address the situation. Violence During Protest Rally

The violent confrontations reportedly began during a black flag bike rally held in Shillong, organised by the Khasi Students’ Union. The rally was intended to draw attention to a five-point charter of demands, including calls for the enforcement of the Meghalaya Residents Safety and Security Act as well as revisions in the recruitment process via the Meghalaya Public Service Commission. Unfortunately, elements allegedly with ulterior motives infiltrated the rally, leading to an escalation of tensions and disruptions. As a result, many participants and passersby found themselves in unsafe situations.

Following the incidents, several drivers of Assam-registered vehicles gathered in Guwahati on August 20 to stage protests at the Khanapara area, highlighting the urgent need for enhanced safety measures in light of the violence. These events prompted immediate attention from both the Assam government and police forces, who were keen to ensure the safety of their citizens in the neighbouring state.

To assist with the developing situation, the helpline numbers provided by the Assam government are a WhatsApp number at 9181014888 and a landline number at 03612381511. The authorities have emphasised the importance of using these numbers to facilitate communication between affected individuals and those providing assistance on the ground.

Solicitor General Tushar Mehta represented the state, asserting that the Meghalaya High Court had made a mistake by granting bail to Sonam, who is charged with the murder of her husband, Raja Raghuvanshi, during their holiday in northeastern India. According to Mehta, the granting of bail stemmed from incomplete information related to the grounds of arrest provided to Sonam at the time she was apprehended.

Mehta explained that a typographical error had led to the incorrect citation of a legal provision, which resulted in procedural complications. He underscored the significance of rectifying such errors to maintain integrity within the legal jurisdiction.

Arguments for Bail Cancellation

The Meghalaya Police, in their plea to overturn Sonam’s bail, contended that the erroneous reference to the Bharatiya Nyaya Sanhita (BNS) within the arrest warrant represented a mere clerical oversight. The state’s application emphasised that allowing bail based on such procedural missteps would adversely affect public confidence in the justice system.

Furthermore, the police alleged that Sonam’s actions constituted premeditated murder, asserting that she had subsequently attempted to conceal her whereabouts and misrepresented her activities to authorities. The plea noted that nearly ninety witnesses still require examination, arguing against the validity of delaying trial as a rationale for granting bail.

Sonam, originally from Indore in Madhya Pradesh, was apprehended in June 2025 after her husband, a businessman, was found dead. The couple had disappeared while vacationing in Sohra on May 23, 2025, and Raja’s body was discovered from a gorge on June 2, 2025. The police have asserted that Sonam colluded with hired individuals to orchestrate her husband’s murder for financial reasons.

Previous Court Decisions and Findings

The Meghalaya High Court upheld a previous order from a trial court that had granted bail to Sonam on April 27, 2026. Both judicial bodies acknowledged the procedural faults identified by the investigating agency and expressed discontent with the state police’s handling of the case. The High Court specifically highlighted that the citation of an incorrect legal section in the arrest warrant indicated a failure to clearly communicate the reasons for Sonam’s arrest.

The High Court critiqued the police for not applying a judicious approach when preparing the grounds of arrest, stating that the relevant documentation lacked clarity regarding the charges against Sonam. The court made note of concerns surrounding the quality of investigation performed by the arresting agency, expressing that the manner of providing such critical information reflected a lack of proper judicial scrutiny.

Ultimately, the High Court dismissed the Meghalaya government’s attempt to cancel the bail, concluding that there were insufficient grounds to utilise its inherent powers for revocation. In response, the state government has sought recourse through the Supreme Court to challenge this ruling, escalating the legal battle surrounding this high-profile case.

In an order issued by Deputy Commissioner Kum. Anendya Raajsshre, all government employees have been instructed not to post or forward messages, audio or video clips, pictures, or any content that may be provocative or inflammatory in nature.

The advisory also warns employees against posting or commenting on law-and-order incidents occurring in other districts or states in a manner that could influence public sentiment or trigger reactions among sections of society.

Strict compliance ordered

The directive applies to all government offices in South West Garo Hills. Heads of Offices have been instructed to ensure that the order is strictly followed by their staff.

Officials said any violation of the advisory will attract legal action under relevant laws, in addition to disciplinary proceedings under the Meghalaya Civil Services (Discipline & Appeal) Rules, 2019.

The advisory comes amid heightened tensions in parts of the Garo Hills region following violent incidents during the nomination process for the Garo Hills Autonomous District Council elections.

Curfew extended in West Garo Hills

Meanwhile, authorities in West Garo Hills district have extended the curfew for another 48 hours due to the prevailing law-and-order situation.

In an order issued under Section 163 of the Bharatiya Nagarik Suraksha Sanhita, District Magistrate Vibhor Agarwal said the curfew will remain in force from 12:00 a.m. on March 11, 2026, until 12:00 a.m. on March 13, 2026, unless withdrawn earlier.

Authorities said the restrictions have been imposed to maintain public order and prevent further escalation of tensions in the region.

The clashes occurred in the Chibinang area, where tribal and non-tribal communities faced off against each other. West Garo Hills Superintendent of Police, Abraham T Sangma, confirmed that the shootings unfolded while officers attempted to disband an unlawful assembly.

Authorities Implement Curfew

The fatalities have been identified as residents of Chibinang. Sangma stated that the unrest stemmed from tensions surrounding the upcoming GHADC elections. To prevent further disturbances, the local administration enacted a curfew across West Garo Hills starting from midnight on March 10. The Army has been called in to assist in restoring order in the area.

Army Deployment

Defence spokesperson, Lieutenant Colonel Mahender Rawat, confirmed the deployment of Army units in the district to assist civil authorities. He noted that Army personnel were conducting a flag march, though specifics regarding the number of troops involved were not disclosed.

A typical Army column comprises 60 to 80 members. This action followed a request from the Deputy Commissioner of West Garo Hills, Vibhor Aggarwal, who wrote to the Army’s Commanding Officer about the need for a visible military presence in sensitive locations.

Background of Unrest

The unrest was ignited on Monday when former Phulbari legislator Estamur Momin was reportedly attacked by protesters while attempting to file his nomination for the GHADC elections slated for April 10. Demonstrators have voiced their opposition to non-tribal participation in the electoral process, leading to heightened tensions in the community.

Communications Restrictions

In the wake of the violence, authorities suspended mobile internet services in West Garo Hills for a period of 48 hours commencing March 10, aiming to curtail the spread of misinformation via social media. However, traditional voice and SMS services continue to function normally. Security measures have also been bolstered at nomination centres as the deadline for filing nomination papers approaches on March 16, with scrutiny scheduled for March 17.

Political Complaints Filed

Amid the ongoing tension, Mukul Sangma, the Leader of the Opposition in the Meghalaya Assembly, lodged a police complaint against Momin. The complaint alleges that Momin made inflammatory remarks following the incident, potentially inciting further unrest.

Sangma characterized the speech as “vitriolic election rhetoric,” arguing that such statements could aggravate the already sensitive situation regarding the participation of non-tribals in the elections. He also refuted claims suggesting he had endorsed such involvement.

Judicial Oversight

Separately, the Meghalaya High Court has acknowledged the state government’s commitment to deploy additional security forces to confirm the safe filing of nominations amid the unrest. Advocate General A Kumar assured the court that measures would be taken to prevent possible disturbances, with extra personnel deployed as necessary.

The matter has been scheduled for further examination on March 17 by a division bench which includes Chief Justice Revati Mohite Dere and Justice W Diengdoh.

The Naga Students’ Federation and various political entities, including the Naga People’s Front led by Chief Minister Neiphiu Rio, along with several church groups, have expressed their dissent towards the home ministry’s directive. The government mandate requires the singing or playing of Vande Mataram before the national anthem at official events and educational institutions.

Furthermore, it insists that attendees remain standing at attention during the performance. The Naga Students’ Federation stated that this directive fails to honor the cultural sensitivities and religious beliefs of the Naga community, alongside the constitutional protections afforded under Article 371(A).

Meghalaya’s Legislative Response

Meghalaya has not escaped the wave of discontent, as local politicians join the fray. Adelbert Nongrum, a legislator from the Voice of the People Party in Meghalaya, has taken a proactive stance by submitting a petition to the Chief Secretary opposing the mandate. This move reflects a broader sentiment among some political leaders and constituents in the state who believe that the directive may not align with the local populace’s cultural values.
