Maharashtra Milavati Dudh: दूध में मिलावट करने वालों पर सख्त कार्रवाई

FDA ने 6 और 7 जुलाई को राज्यभर में दूध और दुग्ध उत्पादों की विशेष जांच अभियान चलाया। इस दौरान कई डेयरी और दूध संग्रह केंद्रों पर छापेमारी की गई। लातूर जिले के एक दूध संग्रह केंद्र में जांच के दौरान दूध में मिलावट के लिए इस्तेमाल किया जाने वाला Whey Powder बड़ी मात्रा में बरामद हुआ। यहां से 1,425 किलोग्राम व्हे पाउडर और 7,500 लीटर दूध मौके पर ही नष्ट कर दिया गया। अधिकारियों के अनुसार इस मामले में भारतीय न्याय संहिता और खाद्य सुरक्षा कानून के तहत एफआईआर दर्ज करने की प्रक्रिया शुरू कर दी गई है।

नासिक और पुणे में भी बड़ी कार्रवाई

नासिक जिले के सिन्नर में बिना लाइसेंस संचालित गोदाम से 8,392 किलोग्राम डेयरी पाउडर जब्त किया गया, जिसकी कीमत करीब 17.37 लाख रुपये है। इसके अलावा अस्वच्छ परिस्थितियों में तैयार किया जा रहा 49 किलोग्राम खोया भी नष्ट किया गया और संबंधित प्रतिष्ठान का लाइसेंस तत्काल निलंबित कर दिया गया। पुणे जिले में एक डेयरी से 9,498 लीटर संदिग्ध दूध जब्त किया गया, जबकि दूसरे मामले में 7,634 लीटर दूध नष्ट किया गया। कई नमूनों में गुणवत्ता मानकों का पालन नहीं होने की आशंका जताई गई है।

82 होटल और रेस्टोरेंट की जांच, 9 के लाइसेंस निलंबित

3 से 6 जुलाई के बीच FDA ने राज्यभर में 82 होटल, रेस्टोरेंट और ढाबों की जांच की। जांच में गंभीर खामियां मिलने पर 33 प्रतिष्ठानों को सुधार नोटिस जारी किए गए, जबकि 9 होटल और रेस्टोरेंट के लाइसेंस निलंबित कर दिए गए। मुंबई, पुणे, छत्रपति संभाजीनगर, लातूर, नांदेड़, अहमदनगर और यवतमाल सहित कई जिलों में यह कार्रवाई की गई। जिन प्रतिष्ठानों पर कार्रवाई हुई, वहां गंदगी, खाद्य सुरक्षा नियमों का उल्लंघन और बिना लाइसेंस कारोबार जैसी अनियमितताएं मिलीं।

गुटखा-पान मसाला माफिया पर भी शिकंजा

FDA ने प्रतिबंधित पान मसाला और गुटखे के खिलाफ भी व्यापक अभियान चलाया। विभाग ने 30 छापेमारी कर 1.44 करोड़ रुपये से अधिक का प्रतिबंधित खाद्य पदार्थ जब्त किया। इस दौरान 13 एफआईआर दर्ज की गईं, 12 लोगों को गिरफ्तार किया गया, 4 प्रतिष्ठानों को सील किया गया और 5 वाहन जब्त किए गए।

जनता से की अपील

FDA आयुक्त तुकाराम मुंढे के मार्गदर्शन में चलाए गए इस अभियान के बाद विभाग ने नागरिकों से अपील की है कि यदि किसी खाद्य पदार्थ की गुणवत्ता या मिलावट को लेकर संदेह हो तो तुरंत शिकायत करें। शिकायत FoSCoS Portal, Food Safety Connect App या टोल-फ्री नंबर 1800-222-365 पर दर्ज कराई जा सकती है। विभाग ने स्पष्ट किया है कि खाद्य सुरक्षा कानून का उल्लंघन करने वाले किसी भी कारोबारी के खिलाफ आगे भी सख्त कार्रवाई जारी रहेगी।

In contrast, among the female candidates, 43,419 appeared and 8,355 passed, leading to a pass percentage of 19.24%. अन्ना हजारे के आंदोलन का दिखा असर

अन्ना हजारे ने नए RTI नियमों को सूचना के अधिकार कानून की मूल भावना के खिलाफ बताते हुए इन्हें वापस लेने की मांग की थी। उन्होंने चेतावनी दी थी कि यदि सरकार पीछे नहीं हटती तो वह 5 जुलाई से अपने गांव रालेगण सिद्धि में अनिश्चितकालीन आमरण अनशन शुरू करेंगे। सरकार और अन्ना हजारे के बीच हुई बातचीत के बाद आखिरकार सरकार ने विवादित नियमों पर रोक लगाने का फैसला किया।

क्या थे नए RTI नियम, जिन पर उठा विवाद?

सरकार द्वारा अधिसूचित नए नियमों में कई ऐसे प्रावधान शामिल किए गए थे, जिनका RTI कार्यकर्ताओं और सामाजिक संगठनों ने विरोध किया। इन नियमों के तहत RTI आवेदन शुल्क 10 रुपये से बढ़ाकर 30 रुपये कर दिया गया था। सूचना की प्रति का शुल्क 2 रुपये से बढ़ाकर 5 रुपये प्रति पृष्ठ करने का प्रस्ताव था। इसके अलावा पहली अपील के लिए 50 रुपये और दूसरी अपील के लिए 100 रुपये शुल्क निर्धारित किया गया था। नियमों में यह भी प्रावधान था कि RTI आवेदन अधिकतम 150 शब्दों का होगा। आवेदन के साथ फोटो पहचान पत्र देना अनिवार्य किया गया था। यदि कोई व्यक्ति किसी अन्य व्यक्ति से जुड़ी सूचना मांगता है, तो उसे “बड़े सार्वजनिक हित” को साबित करना होगा। सबसे अधिक विवाद उस प्रावधान को लेकर हुआ जिसमें लोक सूचना अधिकारी (PIO) को यह अधिकार दिया गया था कि वह किसी आवेदन को “बार-बार किया गया आवेदन” मानकर खारिज कर सकता है। साथ ही यदि अपीलकर्ता सुनवाई में उपस्थित नहीं होता, तो उसकी अपील भी निरस्त की जा सकती थी।

सरकार का पक्ष और विरोधियों की आपत्ति

सरकार का कहना था कि नए नियमों का उद्देश्य RTI प्रक्रिया को आधुनिक बनाना है। इसमें ऑनलाइन आवेदन, ई-मेल और UPI भुगतान जैसी डिजिटल सुविधाओं को कानूनी मान्यता देने का प्रावधान किया गया था। हालांकि RTI कार्यकर्ताओं, सामाजिक संगठनों और पारदर्शिता समर्थकों का आरोप था कि डिजिटल सुविधाओं की आड़ में ऐसे प्रावधान जोड़ दिए गए हैं, जिनसे आम नागरिकों के सूचना पाने का अधिकार सीमित हो जाएगा और सरकारी जवाबदेही कमजोर पड़ेगी।

अन्ना हजारे ने क्या कहा?

सरकार द्वारा नियमों पर रोक लगाए जाने के बाद अन्ना हजारे ने इसे जनता और लोकतंत्र की जीत बताया। उन्होंने कहा कि लोगों की एकजुट आवाज के कारण सरकार को फैसला बदलना पड़ा। उन्होंने उम्मीद जताई कि सरकार केवल रोक लगाने तक सीमित नहीं रहेगी, बल्कि विवादित प्रावधानों को पूरी तरह वापस लेकर RTI कानून की मूल भावना को बरकरार रखेगी।

अब आगे क्या होगा?

सरकार के इस फैसले से फिलहाल विवादित RTI नियम लागू नहीं होंगे। माना जा रहा है कि सरकार अब इन नियमों की दोबारा समीक्षा करेगी और विभिन्न पक्षों से चर्चा के बाद आगे का फैसला लिया जाएगा। फिलहाल पारदर्शिता और सूचना के अधिकार से जुड़े संगठनों ने सरकार के इस कदम का स्वागत किया है, लेकिन उनका कहना है कि अंतिम समाधान तभी माना जाएगा जब विवादित नियमों को पूरी तरह वापस लिया जाएगा।

मुख्यमंत्री चिकित्सा सहायता निधि बनी सहारा

परिजनों को मुख्यमंत्री चिकित्सा सहायता निधि योजना की जानकारी मिली। अस्पताल के सहयोग से 25 जून को आर्थिक सहायता के लिए आवेदन किया गया। आवेदन मिलते ही मुख्यमंत्री चिकित्सा सहायता निधि कक्ष ने सभी जरूरी दस्तावेजों की जांच की और मामले पर तत्काल कार्रवाई शुरू कर दी।

महज 24 घंटे में मिली मंजूरी

सरकारी अधिकारियों ने बताया कि आवेदन की जांच पूरी होने के बाद केवल 24 घंटे के भीतर आर्थिक सहायता मंजूर कर दी गई। इससे सरूबाई मुंजवार का ऑपरेशन समय पर हो सका और इलाज में किसी तरह की देरी नहीं हुई। आर्थिक सहायता मिलने के बाद सरूबाई मुंजवार के परिवार ने मुख्यमंत्री देवेंद्र फडणवीस का आभार व्यक्त किया। उनका कहना है कि समय पर मिली मदद की वजह से इलाज संभव हो पाया।

जरूरतमंद मरीजों के लिए सरकार की अपील

मुख्यमंत्री चिकित्सा सहायता निधि के अधिकारियों ने बताया कि यदि मरीज सभी जरूरी दस्तावेजों के साथ आवेदन करता है, तो कम समय में आर्थिक सहायता मंजूर करने का प्रयास किया जाता है। सरकार ने जरूरतमंद मरीजों और उनके परिजनों से अपील की है कि योजना से जुड़ी जानकारी या सहायता के लिए टोल-फ्री नंबर 1800-123-2211 पर संपर्क करें।
