The Mahanadi water dispute between Chhattisgarh and Odisha received renewed attention as Chhattisgarh Chief Minister Vishnu Deo Sai and Odisha Chief Minister Mohan Charan Majhi presented their states’ positions at a meeting led by Union Home and Cooperation Minister Amit Shah on October 1. The meeting, held at Kartavya Bhawan, included key figures such as Union Jal Shakti Minister CR Patil, the Chairman of the Central Water Commission, and senior officials from both state governments.

This gathering is part of ongoing discussions initiated in July, when both Chief Ministers met under the chairmanship of the Jal Shakti Minister. During that meeting, it was agreed to pursue technical-level conversations with the intention of resolving the dispute in a manner acceptable to both sides.

During the recent meeting, Chief Minister Sai articulated Chhattisgarh’s stance, emphasising the importance of the Mahanadi as a unifying rather than divisive resource for both states. He advocated for a resolution based on fairness and long-term sustainability, honouring the needs of farmers and communities in both regions.

Commitment to Mutual Interests

Sai declared that Chhattisgarh’s farmers and irrigation needs must be acknowledged in any resolution, noting that more than half of the Mahanadi’s catchment area lies within his state. He also asserted Chhattisgarh’s commitment to respecting Odisha’s interests, highlighting the significance of the Hirakud Dam for Odisha’s water needs. Sai promised cooperation to ensure its effective operation.

Appreciating Amit Shah’s initiative, Sai drew parallels with Sardar Vallabhbhai Patel’s legacy in fostering national integration. He asserted that the principles of dialogue and consensus should be applied to address long-standing interstate disputes, including those related to river waters. The Chief Minister noted that resolving disputes is essential for nurturing cooperation and unity among states.

Citing recent achievements in addressing various interstate water issues, including those involving Haryana, Rajasthan, Bihar, and Jharkhand, Sai expressed optimism that political will and sustained dialogue could lead to effective resolutions, including for the Mahanadi conflict. He reinforced the need for collaborative efforts similar to those that successfully tackled challenges in Bastar.

Ongoing Engagement and Future Steps

The dispute over Mahanadi water-sharing has been pending before the Mahanadi Water Disputes Tribunal since 2018. The Centre has been emphasising the need for an equitable resolution, encouraging discussions and technical cooperation among the parties involved. Following the meeting in July, a technical committee has been established to explore outstanding issues.

Additional discussions have recently taken place, including a significant meeting between Sai and Majhi in Bhubaneswar on September 20, where both states expressed optimism about reaching an agreement through continued dialogue.

Among those present at the recent meeting were Chhattisgarh Chief Secretary Vikas Sheel, Principal Secretary to the Chief Minister Subodh Kumar Singh, and Water Resources Department Secretary Rajesh Sukumar Toppo. Their involvement underlined the collaborative nature of the effort to resolve the dispute.

The Oil and Natural Gas Corporation (ONGC) has reported the discovery of natural gas in a deepwater well within the Mahanadi Basin, situated approximately 43 km off the Odisha coast. This find is seen as a significant contribution to India’s ongoing efforts to enhance domestic energy sources. The discovery occurred in the MDW-28 well, which was drilled to a depth of around 1,450 metres. ONGC announced that gas flowed from the well for three consecutive days at promising rates alongside a sustained pressure, although the specifics regarding flow rate and the estimated gas reserves have not been revealed yet.

Understanding the Mahanadi Basin

The Mahanadi Basin is a prominent sedimentary basin located along the eastern coastline of India, stretching from the delta of the Mahanadi River into the Bay of Bengal. The region has accumulated sediment over millions of years, creating geological structures conducive to trapping hydrocarbons, including both oil and natural gas. A substantial area of this basin lies offshore, posing challenges for exploration due to the technical complexity and costs involved.

The newly discovered gas well is positioned in waters approximately 770 metres deep and reached a total depth of about 1,450 metres. The MDW-28 well is roughly 23 nautical miles from the town of Konark and marks the first exploration effort among four planned wells by ONGC in this current campaign within the basin. The perforation of this well was completed on 18 September 2026, following a comprehensive assessment of subsurface data.

This exploration initiative aligns with ONGC’s commitment to investigate India’s offshore regions for potential hydrocarbon reserves, which could play a crucial role in national energy security.

Significance of the Discovery

The discovery within the Mahanadi Basin is of paramount importance given India’s heavy reliance on imported energy resources, including natural gas. A commercially viable gas source could significantly enhance domestic supply and decrease dependence on foreign energy. Natural gas plays a pivotal role in electricity generation, production of fertilisers, distribution of city gas, and various industrial applications. Thus, boosting domestic output could have far-reaching effects across multiple sectors.

However, it is crucial to note that this recent discovery does not immediately indicate a transition to commercial natural gas production. ONGC is required to carry out further assessments, including additional testing and appraisal drilling to evaluate the actual size of the reservoir and the volume of recoverable gas. These steps will also ascertain whether extraction is economically feasible.

This latest find follows ONGC’s previous explorations in the Mahanadi Basin, including the Utkal and Konark gas discoveries made in 2024. The corporation has indicated a continued commitment to exploring both deep and ultra-deepwater frontiers in pursuit of hydrocarbons, signifying a sustained effort in enhancing India’s energy self-sufficiency.

Future Implications

If subsequent drilling confirms the presence of substantial recoverable reserves, the Mahanadi Basin could evolve into a vital asset in India’s strategy to expand its domestic energy production capabilities. This potential expansion would not only be beneficial for energy independence but may also stimulate economic growth through the energy sector.

As ONGC progresses with further exploration and analysis, the overall impact of this discovery on India’s energy landscape will become clearer. Stakeholders and policymakers will be keenly observing developments in the forthcoming phases of exploration and testing, as these will indicate the viability and significance of the Mahanadi Basin in the broader context of India’s energy future.
