A special session of the Indian Parliament will commence for three days starting on April 16, focusing on key constitutional amendments designed to increase the number of Lok Sabha seats from 543 to 816. This move aims to facilitate the swift implementation of the women’s reservation law.

Sources indicate that both Houses will convene on April 16, 17, and 18, with plans for three sittings during this timeframe. The current Budget Session, originally set to adjourn indefinitely on April 2, will instead reconvene specifically for this legislative purpose.

The government’s priority is to advance the proposed legislation, which includes amendments linked to the Nari Vandan Adhiniyam, 2023, facilitating the operationalisation of women’s reservation in legislative structures. It is expected that the bills will be introduced first in the Lok Sabha.

Government’s Stance on Legislative Timing

Parliamentary Affairs Minister Kiren Rijiju announced in the Rajya Sabha that the House would reconvene soon to deliberate on an important legislative bill. He highlighted that the government has already communicated its intentions to opposition parties regarding this matter.

This announcement has sparked considerable political discourse, with Leader of the House JP Nadda arguing in favour of the government’s authority to determine legislative timing. In contrast, Leader of Opposition Mallikarjun Kharge has accused the central government of acting aggressively to gain political leverage from the proposed legislation.

Congress leader Jairam Ramesh has alleged that the government aims to push the bill during the current election cycle for electoral gain. He advocated for an all-party meeting to follow the electoral processes concluding on April 29 in several states. Ramesh has also raised questions about the government’s previous commitments linking the implementation of women’s reservation to the Census and delimitation.

Political Reactions and Concerns

Kiren Rijiju responded to the allegations by reaffirming the government’s commitment to women’s rights, urging all parties to refrain from politicising the issue. Other opposition figures have expressed their apprehensions as well. AAP’s Sanjay Singh voiced concerns over the government’s approach to the matter, while NCP MP Fauzia Khan requested clarity regarding reservations in both the Rajya Sabha and state legislative councils.

Additionally, RJD MP Manoj Jha raised the issue of ensuring sub-quotas for women from Scheduled Castes, Scheduled Tribes, and Other Backward Classes. The Congress has also inferred that increasing Lok Sabha seats by nearly fifty per cent could disadvantage smaller states located in the South, Northeast, and West of the country; however, the government has not yet officially addressed these claims.

This legislative initiative occurs against the backdrop of ongoing elections in various states, including Puducherry, Assam, Kerala, West Bengal, and Tamil Nadu, which amplifies the political implications surrounding the proposed women’s reservation bill.

During a parliamentary review, it was revealed that 50% of the commercial aircraft assessed between January 2025 and February 2026 exhibited technical flaws. This alarming statistic underscores potential safety and operational concerns within the aviation sector. The audits were part of a broader initiative to ensure adherence to safety regulations and maintenance standards across the industry.

Concerns Regarding Aircraft Safety Standards

The committee responsible for the review emphasized the importance of rigorous aircraft maintenance and compliance with established safety protocols. The findings suggest that technical defects could compromise passenger safety and operational effectiveness. Lawmakers have stressed the need for immediate corrective measures to address these issues and enhance the reliability of air travel in India.

Implications for Regulatory Authorities

The revelation has prompted discussions about the responsibilities of regulatory bodies in ensuring that airlines adhere to strict safety guidelines. The parliamentary panel has called for increased scrutiny and regular inspections of commercial aircraft to prevent potential accidents caused by technical deficiencies. Ensuring the airworthiness of aircraft is critical for maintaining the trust of passengers and the overall reputation of the aviation industry.

Next Steps and Recommendations

In response to the findings, the panel recommended the establishment of a comprehensive action plan to mitigate the identified risks. This includes proposing enhanced training programs for maintenance crews and stricter penalties for airlines that fail to comply with safety regulations. The aim is to create a culture of accountability within the aviation sector to ensure that technical defects are identified and rectified promptly.

Ongoing Monitoring and Future Audits

The parliamentary committee has indicated that further audits will be conducted to monitor improvements in aircraft safety. Continuous oversight will be essential to track progress and ensure that remedial actions are effectively implemented. The focus will remain on fostering a safe environment for passengers and ensuring that the aviation sector adheres to global safety standards.

Public Response and Industry Reaction

Following the announcement, there has been significant public concern regarding the safety of commercial air travel. Airlines have responded by assuring customers of their commitment to safety and compliance with regulations. They have emphasized ongoing efforts to address maintenance challenges and enhance the safety of their fleets as per the specifications required by aviation authorities.

Legislative Action Expected

Lawmakers are expected to introduce legislative measures aimed at bolstering aviation safety regulations. These potential changes will likely seek to tighten maintenance protocols and establish clearer guidelines for aircraft inspections. The goal is to ensure that the aviation industry meets the highest standards of safety and reliability in the face of growing passenger numbers and increasing air travel demand across the country.

Opposition Members of Parliament conducted a demonstration in the Parliament complex regarding the ongoing issues surrounding liquefied petroleum gas (LPG) supply. This protest occurred shortly before an all-party meeting addressing the escalating conflict in West Asia, which has been ongoing for nearly a month. The violence intensified following the death of Iran’s Supreme Leader, Ayatollah Ali Khamenei, at the age of 86, resulting from coordinated military operations by the US and Israel on February 28.

The situation has led to increased tensions as Iran retaliated by targeting US and Israeli assets throughout several Gulf nations, which in turn disrupted the key waterway of the Strait of Hormuz. These actions have had a ripple effect, impacting international energy markets and threatening global economic stability, a situation that is felt keenly in India.

Calls for Government Action on LPG Crisis

During the protest, Trinamool Congress (TMC) MP Saugata Roy criticized the government’s handling of the LPG crisis, stating that citizens are currently experiencing significant hardships related to gas shortages. He urged for a speedy resolution to the ongoing issue. Meanwhile, Shiv Sena (UBT) leader Sanjay Raut expressed the need for dialogue with the Prime Minister, suggesting that India’s role in the global crisis should be examined more closely.

Raut also noted the clear stance taken by the neighboring country of Pakistan, which has expressed willingness to mediate in the conflict, and called for Prime Minister Modi to engage more with the opposition on such critical issues instead of primarily interacting with international leaders like former President Trump.

Congress MP Pramod Tiwari voiced similar concerns regarding the LPG shortages, alleging that the ruling Bharatiya Janata Party (BJP) misrepresented the situation, claiming that many regions are witnessing a significant lack of supply. He highlighted the stark visibility of shortages during important festivals such as Navratri and Eid, expressing the opposition’s intent to amplify the concerns of the people through their protest at Parliament’s gates.

Significant LPG Carrier Transits Through Strait of Hormuz

In a relevant development, two Indian LPG carriers, Jag Vasant and Pine Gas, successfully transited the strategically important Strait of Hormuz just a day before the protests. This transit marked a notable achievement in energy transportation, with the vessels collectively carrying 92,612.59 metric tons of LPG. The Pine Gas carrier was prominently captured in footage as it navigated through the critical maritime chokepoint, with each vessel crewed by 33 and 27 Indian seafarers, respectively.

After their successful passage, both ships are now en route to Indian ports, expected to arrive between March 26 and March 28, thereby helping to replenish domestic energy supplies amid the current crisis.

Prime Minister Modi Addresses the Nation

During this tense period, Prime Minister Narendra Modi highlighted the need for a collaborative effort between the central and state governments to address the challenges posed by the West Asia conflict. Speaking in the Rajya Sabha, he emphasized the importance of promoting peace and dialogue to mitigate the disruptions affecting trade and energy supplies, which pose risks to the safety of many Indian citizens residing in Gulf countries.

Labeling the current situation as a prospective “major test” for the nation, PM Modi called upon state governments to play an active role in ensuring assistance reaches vulnerable populations, particularly those impacted by the crisis. He stressed the need for timely implementation of the PM Garib Kalyan Anna Yojana, aimed at extending support to the poor, workers, and migrant laborers affected by the ongoing circumstances.

NEW DELHI: The government is set to introduce two bills in the current session of Parliament aimed at implementing one-third reservation for women in the next Lok Sabha elections and subsequent assembly elections. This initiative seeks to significantly alter the political framework of the country, aligning with Prime Minister Modi’s agenda for women’s empowerment, especially as campaigns for four state assemblies intensify. If the government succeeds, the Lok Sabha’s total seats may increase by 50% from the current 543 to 816, allocating 273 of those seats specifically for women. This move is designed to retain the current political structure, primarily composed of male parliamentarians, while integrating a more gender-balanced representation.

Increase in Lok Sabha Seats and Majority Requirement

The proposed adjustment will shift the majority threshold in the Lok Sabha to 409. This represents the first increase in the House’s size over the past fifty years. The changes will not affect the composition of the Rajya Sabha or state legislative councils. The government intends to introduce at least one bill concerning delimitation and another for a constitutional amendment, which will require two-thirds support in both Houses for passage. Although the ruling NDA coalition does not hold sufficient power to independently pass the bills, there is a strong push to seek bipartisan support during the ongoing budget session, which is scheduled to conclude on April 4. Should the bills not be passed in this session, the government is poised to consider calling a brief extra session dedicated to this issue.

Efforts Led by Home Minister Amit Shah

Home Minister Amit Shah is at the forefront of this legislative push, having convened meetings with both regional parties and opposition groups to garner support for these bills. His discussions included engagements with parties not aligned with either the NDA or the INDIA blocs, as well as consultations with allies within the BJP. The women’s reservation legislation, which the Modi government introduced in 2023, is linked to the process of delimitation, planned to follow the forthcoming Census, which is set to begin shortly.

Delimitation Based on Census 2011 Proposed

People familiar with the discussions noted that Shah expressed a preference to detach the current law’s stipulation for initiating the women’s quota from the upcoming Census. Instead, he suggested leveraging data from the 2011 Census to facilitate a timely implementation of the women’s quota by the 2029 Lok Sabha elections. Relying on the earlier Census data, the government aims to expedite the process, as current demographic evaluations may delay the completion of a nationwide delimitation exercise. Sources indicate that the government is eager to have the quota ready for elections following March 31, 2029, and is willing to extend the budget session if necessary for that consensus to be achieved.

Projected Constituency Changes Across States

According to proposed demographic adjustments, states like Uttar Pradesh and Bihar are projected to have their Lok Sabha seats increase to 120 and 60, respectively, up from 80 and 40. Kerala’s representation is also expected to rise from 20 to 30 seats. In states with uneven seat distributions, such as Tamil Nadu, the delimitation commission will determine the exact allocations. The government’s approach aims to maintain proportional representation for states and Union Territories, as increasing seat shares by 50% addresses concerns expressed by southern states regarding potential losses in Parliamentary representation due to successful population control initiatives compared to northern states. Furthermore, existing reserved seats for Scheduled Castes and Scheduled Tribes are anticipated to increase, with SC representation rising from 84 to 126 seats and ST seats increasing from 47 to 70.

Negotiations and Political Dynamics

The meetings involved varied party representatives, with notable attendance by leaders from NDA allies and several opposition parties. Some parties, including the Congress and the Samajwadi Party, have advocated for the inclusion of Other Backward Classes within the women’s quota. As the NDA holds a majority in both Houses, achieving the necessary two-thirds support will require collaboration with other parties. Previously, the women’s reservation bill was passed during a special session of Parliament in September 2023, while the government recognized the Constitution (One Hundred and Sixth Amendment) Act as “Nari Shakti Vandan Adhiniyam.” Despite the official endorsement, conflicting viewpoints persist among opposition members and women’s advocacy groups, who criticized the necessity of linking the quota’s implementation to upcoming Census data, thus complicating its timely action.

The Central government is actively seeking support from various opposition parties for the amendment of the Nari Shakti Vandan Adhiniyam, commonly known as the Women’s Reservation Bill. This amendment aims to separate women’s quotas from the delimitation process. The government plans to introduce the bill during the ongoing budget session. In pursuit of building consensus, Home Minister Amit Shah has conducted meetings with leaders from multiple opposition parties, such as the BJD, YSRCP, NCP, Shiv Sena (UBT), and the Samajwadi Party, among others.

Background of the Bill and Legislative Needs

The Parliament passed the Women’s Reservation Bill in 2023, establishing the 2011 census as the foundational basis for delimitation. The forthcoming amendment to the Delimitation Act will align with this goal. Given that the passage of this legislation requires a two-thirds majority, garnering support from opposition parties is essential for its success. Additionally, Amit Shah held discussions with NDA parliamentary floor leaders, including prominent figures such as LJP’s Sambhavi Choudhary, Union Minister Kiren Rijiju, and others to rally support for the amendment.

Proposed Amendments and Repercussions

According to informed sources, the government is considering two significant amendments. Presently, the Nari Shakti Vandan Act connects women’s reservation to the upcoming census and delimitation; however, due to delays in census activities, the proposal involves utilizing the 2011 census data instead. The number of Lok Sabha seats is projected to rise from 543 to 816 following these amendments, with women receiving 273 of these seats, amounting to nearly one-third. Both a new bill to amend the Nari Shakti Vandan Act and a separate Delimitation Bill will need to be passed as constitutional amendments to facilitate women’s reservation.

Implications for Future Elections

Should this legislation come into effect, it is anticipated to result in India’s most significant electoral transformation since independence, with the introduction of 273 female Members of Parliament (MPs) by the year 2029. Consequently, the upcoming general elections will see contests across 816 Lok Sabha seats, which will adjust the majority threshold from 272 to 409. The existing Lok Sabha comprises 543 seats, thus a proposed increase of 50% would notably reshape the parliamentary landscape.

Views from the Government and Opposition

The government’s stance is firm in asserting that it will not postpone women’s representation in Parliament due to the delays associated with a new census. Instead, it intends to base delimitation on 2011 census data, ensuring women, who represent half of the population, are fairly represented in legislative bodies. The Home Minister has briefed opposition leaders on these plans; while there is general support for women’s reservation, ongoing discussions aim to establish a consensus concerning seat distribution and the delimitation process.

Future of Women in Indian Politics

If enacted, this bill is set to usher in a new era of women’s political engagement in India, making strides toward gender parity in a key legislative domain. The structural changes proposed through the amendment have the potential to enhance women’s representation significantly and strengthen democratic processes ahead of the 2029 elections.

The Indian government has assured Parliament that the health system is fully equipped to monitor and report any adverse events associated with the Human Papillomavirus (HPV) vaccination program, which commenced last month. This statement comes in response to misinformation regarding the safety of the vaccine aimed at reducing cervical cancer rates. The Union Health Ministry, which launched the initiative on February 28, plans to vaccinate girls aged 14 across the country. The ministry informed lawmakers that the rollout followed significant preparations, including training for health workers and enhancing systems to track any health complications arising from the vaccination.

Enhanced Safety Systems for Vaccination

The vaccination effort employs the Gardasil-4 vaccine, administered free of charge at government health facilities, including Ayushman Arogya Mandirs, primary health centres, community health centres, district hospitals, and government medical colleges. Each vaccination session is overseen by trained medical officers, and health staff are prepared to manage any potential adverse reactions. The program is voluntary and requires parental consent for participation. Beneficiaries can register online through the government’s digital vaccination platform, U-WIN, which facilitates tracking vaccinations and maintaining electronic health records.

Operational Guidelines and Training Initiatives

The government has disseminated operational guidelines regarding the vaccination program to all states and Union Territories prior to its launch. Medical and paramedical personnel across all 36 states and Union Territories received training on vaccine administration as well as the management of adverse events. The rollout is supported by recommendations from national and international scientific bodies, including the World Health Organisation (WHO) and the Indian Council of Medical Research (ICMR).

Regulatory and Ethical Oversight Enhancements

The ministry also provided updates to Parliament about various regulatory reforms aimed at strengthening oversight of clinical trials and biomedical research, particularly in light of prior concerns raised in parliamentary committee reports regarding HPV vaccine trials. A significant reform, the New Drugs and Clinical Trials Rules introduced in 2019, established a comprehensive regulatory framework for drug approval and clinical trials in India. These regulations require ethics committees involved in biomedical research to register with the Department of Health Research.

Digital Platforms for Enhanced Regulatory Compliance

To streamline oversight and ensure transparency, the Department of Health Research and the Central Drugs Standard Control Organization have implemented digital systems such as the NAITIK and SUGAM portals for the online registration and monitoring of ethics committees. These platforms facilitate regulatory review of ethics bodies to ensure adherence to ethical standards. Additionally, the government mandates prospective registration of clinical trial studies on the Clinical Trials Registry of India before participant enrollment, thereby improving transparency and compliance with approved research protocols.

Revisions in Ethical Guidelines

In 2017, the Indian Council of Medical Research (ICMR) updated its National Ethical Guidelines for Biomedical and Health Research, emphasizing the importance of scientific validity, risk minimization, and independent ethics review. The guidelines also include long-term monitoring protocols for research participants, particularly vulnerable populations. Furthermore, the ministry has revised standard operating procedures for its screening committee to enhance the regulation of international collaborations in health research. Together, these changes have fortified scientific review processes and participant protection mechanisms, establishing a solid foundation for the HPV vaccination initiative.

Uniform Implementation of Vaccination Program

While health remains primarily a state responsibility within India’s federal system, the Centre has shared operational guidelines with states and Union Territories to ensure consistent implementation of the HPV vaccination program and effective monitoring of vaccine safety. As the vaccination campaign progresses, the government is confident that the strengthened regulatory framework and real-time monitoring system for adverse events will bolster public trust while advancing efforts to combat cervical cancer among adolescent girls.

In New Delhi, Congress Member of Parliament Jairam Ramesh has asserted that the Modi administration is “clearly afraid” to engage in discussions regarding the ongoing situation in West Asia and its implications for India. Ramesh’s remarks followed demands from the Opposition for a parliamentary debate on the matter. He criticized the government’s refusal to address the topic, claiming that its foreign policy is under scrutiny.

Protests at Parliament

On Thursday, as calls for discussion grew louder, Congress leaders, led by Rahul Gandhi, staged protests outside Parliament. The Opposition has been vocal about not only the geopolitical situation in West Asia but also its repercussions on domestic issues, particularly the reported shortage of LPG cylinders across the country.

LPG Shortage Linked to International Events

The LPG crisis is said to be related to the military tensions in the Middle East, particularly due to disruptions caused by Iran in the Strait of Hormuz. Businesses in various regions, including Bhopal in Madhya Pradesh, have shifted to alternative cooking methods, such as induction cooking, as a result. Local restaurant owner Dolraj Gaire explained that his establishment has transitioned to induction cooking to mitigate the effects of the shortage.

Industry Adjustments Amid Shortages

Gaire mentioned that about sixty percent of his restaurant’s cooking operations have adapted to induction methods. He stated that the remaining tasks are expected to be resolved soon with the anticipated arrival of induction supplies. “We are trying to make it work using induction. Our entire commercial production relies on it, and all staff are actively engaged,” he noted.

Government Response on LPG Production

In response to the ongoing crisis, the central government announced that domestic LPG production has increased by approximately twenty-five percent. Officials conveyed that all domestic production efforts are being prioritized for household consumers. However, non-domestic LPG supply is being allocated primarily to essential services, including hospitals and educational institutions.
