एंबुलेंस का इंतजार और मजबूरी

नरेश ने शव को घर ले जाने के लिए एंबुलेंस मंगवाई, लेकिन लंबे इंतजार के बाद भी शव वाहन नहीं आया। अंततः नरेश ने अपने पड़ोसी की बाइक पर पत्नी के शव को रखा और उसे घर लाने का निर्णय लिया। मुंद्राजोर CHC से उडियापाली गांव की दूरी लगभग 5 किमी है। इस पूरे दृश्य का एक वीडियो भी सामने आया है, जिसमें नरेश अपनी पत्नी के शव को चादर से ढककर बाइक पर ले जाते हुए नजर आ रहे हैं।

सामाजिक दबाव और डर

कुछ मीडिया रिपोर्ट्स में दावा किया गया है कि नरेश ने एंबुलेंस मिलने का इंतजार नहीं किया क्योंकि उन्हें डर था कि डॉक्टर पत्नी का पोस्टमॉर्टम करा देंगे। ऐसा होने पर उन्हें समाज के सामने सामाजिक बहिष्कार का सामना करना पड़ सकता था और साथ में एक बड़ा भोज भी देना पड़ सकता था। इसी वजह से उन्होंने शव को बाइक पर ही घर लेकर जाना उचित समझा।

आधिकारिक प्रतिक्रिया

झारसुगड़ा के CDMO, डॉ. शक्ति प्रसाद पाधी, ने कहा कि मुंद्राजोर CHC में स्थायी शव वाहन नहीं है। उन्होंने यह भी बताया कि अन्य स्थान से शव वाहन की व्यवस्था की अन्य कार्यवाही चल रही थी, लेकिन परिजन पोस्टमॉर्टम कराने से मना करते हुए शव अपने साथ ले गए। पूरे मामले की जांच के आदेश दिए गए हैं, और यदि किसी चिकित्सक या कर्मचारी की लापरवाही सामने आती है, तो कड़ी कार्रवाई की जाएगी।

पुरानी यादें ताजा

नरेश छत्रिया की घटना ने दाना माझी की एक दर्दनाक घटना की याद ताजा कर दी है। पिछले 10 साल पहले, अगस्त 2016 में ओडिशा के कालाहांडी में, दाना माझी ने अपनी पत्नी के शव को कंधे पर उठाकर 10 किमी तक पैदल चलने का पराक्रम किया था। उनके साथ उनकी छोटी बेटी भी थी। इस घटना की तस्वीरें और वीडियो देशभर में वायरल हो गए थे और इसे गरीबी और ग्रामीण स्वास्थ्य सेवाओं की कमी से जोड़ा गया था।

स्वास्थ्य सेवाओं पर सवाल

झारसुगड़ा की इस घटना ने एक बार फिर स्वास्थ्य सेवाओं की अपर्याप्तता पर सवाल उठाया है। Oडिशा सरकार ने इसके बाद शव-परिवहन व्यवस्था को बेहतर बनाने के लिए महाप्रयाण योजना जैसी मुफ्त शव-वाहन सेवाएं शुरू की थीं। हालांकि, अब भी ऐसी घटनाएं सामने आ रही हैं जो स्वास्थ्य सेवाओं में सुधार की आवश्यकता को दर्शाती हैं।

अन्य हैरान करने वाली घटनाएँ

इस महीने की शुरुआत में एक और घटना में, एक शख्स अपनी बहन का कंकाल लेकर बैंक पहुंचा था, जिससे यह भी प्रमाणित होता है कि ग्रामीण क्षेत्रों में स्वास्थ्य और वित्तीय सेवाओं में कमी एक गंभीर समस्या है। ऐसा लग रहा है कि अभी भी हमें समस्या का समाधान खोजने की ओर ध्यान देने की आवश्यकता है।

Hub-Spoke model in Colleges

The Chief Minister emphasised that under the hub-and-spoke model, all medical colleges should be linked to the telemedicine services of KGMU, RML, and SGPGI. This will enable patients to consult specialist doctors with ease. To support patients and their attendants, he also instructed an increase in the number of night shelters at RML, Lucknow. Additionally, he stressed the need to expand access to organ transplant services, ensuring timely treatment for those in need.

Key directives during the meeting

• The CM, also directed Health Department officials to conduct regular district visits, inspect hospital facilities, and implement necessary improvements.

• Reviewing hospital security measures, the Chief Minister emphasised the strict enforcement of fire safety protocols in all hospitals across the state to prevent any untoward incidents.

• Furthermore, he issued clear instructions to ensure that hospitals registered under the Ayushman Bharat Scheme receive payments within 30 days, allowing patients to continue receiving uninterrupted healthcare services.

• During the meeting, the Chief Minister instructed officials to ensure the mandatory presence of doctors in PHCs, CHCs, and district hospitals so that patients receive timely medical care.

• He emphasised the importance of collective efforts in making the Honorable Prime Minister’s TB-Free India campaign a success. He urged public representatives to adopt TB patients and support their treatment and rehabilitation.

Affordable Medicines for all

The Chief Minister also directed officials to ensure the availability of affordable and sufficient medicines in all hospitals and health centers across the state, ensuring that patients do not face any difficulties.

Highlighting the need to enhance ambulance services, he instructed officials to further reduce response time, emphasising the critical role ambulances play in providing timely medical attention. Additionally, he stressed the importance of maintaining quality and adhering to timelines in projects under the Pradhan Mantri Ayushman Bharat Health Infrastructure Mission.

Officials from the Department of Medical, Health and Family Welfare, and the Department of Medical Education and Training discussed various schemes, achievements, and future strategies in detail.

Decrease in Dengue mortality

Reflecting on the significant expansion and improvements in healthcare over the past eight years, the Chief Minister noted a 93% reduction in the dengue mortality rate in 2024 compared to 2017. Similarly, cases of Japanese encephalitis and acute encephalitis syndrome have decreased by 87% and 76%, respectively, while deaths due to these diseases have declined by 97% and 98%. He attributed this progress to effective teamwork and strategic planning.

He further stated that Ayushman cards have been issued to 5.21 crore beneficiaries and emphasised the need to extend these benefits to other eligible individuals.
