The Karnataka Food Safety and Drugs Administration has undertaken a large-scale enforcement initiative focusing on food safety across the state. This extensive operation, as reported on Monday, involved inspections of various food establishments including hostels, eateries, hotels, roadside dhabas, schools, and e-commerce warehouses. Thousands of food samples were collected during these inspections for laboratory testing, leading to the identification of numerous violations state-wide.

In response to complaints regarding poor hygiene standards and the use of artificial colours in food items, inspectors focused on testing specific products. A total of 41 shawarma and 21 kebab samples were tested, resulting in nine shawarma samples and one kebab sample being declared unsafe. Legal proceedings are now being initiated against the individuals responsible for these violations.

As part of the inspections, the enforcement team examined 629 Backward Classes hostels, where 1,860 food samples were collected for testing. Additionally, 331 hostels managed by the Social Welfare Department were inspected, leading to the collection of a further 556 samples.

Fines and Notices Issued Across Various Establishments

The campaign included inspections at 186 bus stations, where a total of 889 food establishments were evaluated. Notices were issued to 206 establishments found to be in violation of safety standards, and fines amounting to Rs 55,000 were imposed. Furthermore, 603 Anganwadi centres were also inspected, resulting in 549 food samples being taken for analysis.

During this operation, 1,257 Anganwadi centres received complimentary registration, and a significant number of food business operators—11,370 in total—were trained under the Food Safety and Standards Authority of India’s (FSSAI) Food Safety Training and Certification (FOSTaC) programme. The initiative also targeted 99 roadside dhabas situated along major highways, where violations were observed and fines totalling Rs 3.67 lakh were imposed.

In addition, officials inspected 236 e-commerce food warehouses and initiated proceedings against 44 of these establishments. Eight warehouses were penalised a total of Rs 1.97 lakh due to unhygienic conditions discovered during the inspections. The efforts reflect a comprehensive approach to improving food safety in the state.

Seizures of Substandard Food Items and Laboratory Testing

As part of the ongoing crackdown, inspections were also carried out at 124 schools and colleges, resulting in the collection of 53 food samples deemed suspicious for further analysis. Among the samples collected were 36 egg mayonnaise variants earmarked for laboratory testing. The drive extended to Bengaluru, where over 60 three-star and five-star hotels, eight warehouses, and four international restaurants were inspected, leading to notices being served to 30 food business operators.

During the enforcement operation, officials seized a range of expired, misleadingly labelled, and improperly stored food items. The items confiscated included 378 kg of mutton and chicken, an additional 51 kg of the same, 203 kg of fish, 200 kg of vegetarian food, 76 kg of vegetables, 45 litres of milk and curd, 12 kg of bakery products, 67 kg of cereals, as well as 49 litres of cooking oil that did not comply with safety regulations.

The Karnataka Food Safety and Drugs Administration has stated that further laboratory analysis and legal actions are being pursued against establishments found violating food safety regulations. The comprehensive effort aims to enhance food safety measures across Karnataka in response to growing health concerns among consumers.

Approximately fifty students from the Tribal Girls’ Hostel in Sirohi, Rajasthan, approached the District Collectorate to voice their grievances regarding the food quality, hygiene, and overall living conditions. The girls alleged that they had been enduring unsatisfactory conditions for an extended period and were particularly concerned about the standard of food provided in the hostel.

Among the most serious complaints was the assertion that worms had been discovered in their meals. This revelation has heightened concerns regarding the safety and hygiene of the food served. The students emphasized that such issues cannot be overlooked, as they directly impact their health and well-being.

In addition to the food quality, students voiced their dissatisfaction with the cleanliness of the hostel and various essential amenities. They reported that the living arrangements were compromised and inadequate, leading to an uncomfortable and unhygienic living environment.

District Collector Initiates Investigation

Upon hearing the students’ grievances, District Collector Rohitashva Singh Tomar took the matter seriously and engaged with the girls for about an hour. His attentive approach aimed to fully understand the scope of their issues. Following the discussions, he summoned key officials from the administration, including the Sub-Divisional Magistrate (SDM), Tehsildar, and an Additional District Programme Coordinator from the Education Department.

The Collector ordered a thorough investigation into the allegations raised by the students. He also instructed the immediate formation of an inquiry committee, which is set to review the complaints and ascertain the actual circumstances related to the hostel’s conditions.

This initiative by the District Collector is seen as a vital step toward addressing the long-standing concerns voiced by the students, reflecting an urgent need for improvement in the living environment of the hostel.

Students Returned to Their Residence

Following the engagement with the District Collector, arrangements were made to ensure that the students returned safely to their hostel. About four government vehicles were dispatched to transport the girls back, providing them with a secure means of travel after their visit to the Collectorate.

The prompt action taken to return the students highlights the authorities’ recognition of the importance of their safety and well-being. The situation serves as a reminder of the need for consistent oversight of educational facilities, particularly for vulnerable populations like those residing in hostels.

As investigations are set to proceed, the outcome may lead to necessary reforms aimed at improving the conditions within the hostel, ensuring that students have access to safe and satisfactory living and learning environments. Further developments are anticipated as the inquiry committee commences its work.

Home cooking offers an opportunity to oversee the ingredients used in meals, yet it does not guarantee food safety. Food safety encompasses protocols that begin well before consumption. Contaminants can be introduced through a variety of sources, including unwashed hands, dirty cooking surfaces, raw food items, and improper storage methods.

The United States Centres for Disease Control and Prevention highlights four fundamental practices essential for maintaining food safety: clean, separate, cook, and chill. Complying with these steps is vital to reduce the risk of foodborne illnesses.

Seven Common Mistakes to Avoid

Several seemingly benign kitchen habits can unknowingly elevate the risk of food poisoning. One significant error is washing raw chicken. Many individuals instinctively rinse chicken before cooking, but this practice can inadvertently spread harmful bacteria to sinks, countertops, utensils, and other food items. The United States Department of Agriculture advises against washing raw poultry for this reason. Cooking chicken thoroughly and sanitising all surfaces that might have come into contact with raw juices is crucial.

Another frequent mistake is using the same cutting board for raw meat and other food items. This can result in cross-contamination. It is imperative to keep raw meats, poultry, and seafood separate from foods that are ready to eat. Following this practice, it is equally important to wash all utensils, cutting boards, and surfaces with hot, soapy water after each use to ensure safety.

Additionally, improper handwashing can lead to serious health risks. Hands can transmit germs directly to food, highlighting the importance of washing hands with soap and water before, during, and after food preparation, especially after handling raw meat, poultry, or eggs. The Centres for Disease Control and Prevention recommends a minimum washing time of 20 seconds to effectively remove contaminants.

Cooking and Storing Food Safely

Another critical area of concern is cooking food to the right internal temperature. Relying on colour alone to determine whether meat or poultry is safely cooked is not advisable. A food thermometer can accurately measure the internal temperature, ensuring harmful bacteria are eliminated. This precise method of checking food temperatures plays a crucial role in home cooking safety.

Leaving cooked food at room temperature for extended periods presents another risk. Cooked items should not remain sitting out and must be refrigerated promptly after preparation to prevent bacterial growth. Adhering to this guideline aids in maintaining food safety for leftovers.

Thawing frozen food improperly is yet another common mistake. Contrary to popular belief, frozen items should not be thawed on kitchen countertops. The Centres for Disease Control and Prevention recommends thawing food safely by refrigerating it promptly after cooking. This adherence to proper methods reduces the risk of harmful bacteria thriving in thawed food.

Safe Food Handling Practices

Moreover, relying solely on smell or appearance to assess food safety can be misleading. Even foods that appear, smell, or taste normal may harbour dangerous bacteria. Consequently, it is crucial not to solely depend on sensory checks. Safe food handling practices, combined with proper cooking techniques and correct storage, are foundational to ensuring food safety in the home.

In essence, following a simple set of rules can make home cooking safer. Adhering to the principles of cleaning, separating, cooking, and chilling is essential. These four steps encapsulate the key factors involved in preparing and storing food safely in a domestic setting.

The issue of food safety in India has emerged as a significant concern, particularly in contrast to more visible threats such as terrorism or pollution. The routine act of eating is generally perceived as safe, yet incidents of food adulteration raise alarms about public health. Unlike the dramatic impacts of an attack or an environmental crisis, food adulteration often goes unnoticed until a serious health incident occurs.

Food adulteration can take many forms, from the addition of harmful additives to the dilution of essential ingredients. The market often sees practices such as substituting expensive materials with cheaper alternatives, leading to a compromised product without immediate detection. As consumers, individuals typically only engage with the end product, remaining unaware of the processes that may have jeopardised their health.

Take, for example, the reported findings from a study conducted by the Centre for Science and Environment in 2016, which revealed that numerous samples of bread in Delhi contained unauthorized additives. This incident served as a wake-up call, demonstrating how consumers often only react to food safety issues when they are made explicitly visible.

The Complexity of Food Supply Chains

Food travels through an extensive network before reaching consumers, covering multiple stages including farming, processing, and retail. Each point in this chain presents a potential failure in quality and safety. Unbranded or loose food products, in particular, pose challenges for tracing and ensuring their safety across city and state lines.

When a food safety issue is identified, tracing its origin often proves complicated. Questions arise regarding the source of the problem, the journey it took, and other areas potentially affected. This complexity highlights vulnerabilities in the food system, suggesting that many risks remain undetected.

The ramifications of food adulteration escalate quickly, developing into significant public health challenges. While certain foodborne illnesses present immediate symptoms, others may take time to manifest, making it difficult to connect specific foods with health problems. The World Bank has estimated that food-borne diseases cost India approximately $15 billion annually, encompassing lost productivity, healthcare expenses, and other economic impacts.

Implications for International Trade and Consumer Confidence

Food safety extends beyond domestic concerns; it bears implications for India’s reputation in international markets. With agricultural exports valued at approximately $51.91 billion for the 2024-25 period, maintaining high standards is crucial for global competitiveness. Any incidents linked to food safety can lead to significant setbacks, including recalls, heightened scrutiny, and negative perceptions abroad.

The regulatory framework in India, which includes the Food Safety and Standards Act of 2006 and the Consumer Protection Act of 2019, aims to address food safety issues. However, the challenge lies not in the laws themselves but in ensuring compliance and visibility across the fragmented food economy. The time it takes for violations to be detected and acted upon diminishes the effectiveness of existing regulations.

To effectively safeguard food safety, India must enhance its systems to ensure traceability, preventive measures, and strict enforcement. Learning from global best practices, such as those in the European Union and the United States, would be beneficial. Establishing a robust framework can significantly improve confidence in food systems and prevent issues before they escalate.

Creating an environment where consumers can trust that their food is safe necessitates comprehensive monitoring and proactive measures. The objective is to cultivate a level of trust so that every meal consumed is not a gamble, but a guarantee of safety and quality, achievable through an effective food safety system.

India may soon implement warning labels on packaged foods that are high in sugar, salt, and saturated fat, commonly referred to as HFSS. The Supreme Court has provided the Food Safety and Standards Authority of India (FSSAI) a two-week period to reconsider its stance on front-of-pack warning labels, with a possible decision expected by the end of this month. This development marks a significant moment in a long-standing regulatory discussion that has been stuck in procedural complexities.

The intervention by the Supreme Court follows an earlier order from August 13, where the bench, led by Justice J.B. Pardiwala, articulated that its directives to FSSAI should be treated as compulsory rather than optional. The Court expressed its concern about public health matters, challenging the government on whether it prioritises the health of its citizens. The reluctance of FSSAI to implement clearer warning labels has become a focal point of these discussions.

The Supreme Court previously referred to an earlier order in February, indicating dissatisfaction with FSSAI’s progress in regulating HFSS foods. At that time, the Court proposed labels that directly convey health risks, such as “High in Sugar” or “High in Salt.” It remarked on the lack of effective outcomes from previous regulatory actions, heightening the urgency for change in labelling practices.

Background of FSSAI’s Regulatory Efforts

The FSSAI’s regulatory history has been marked by a shift in proposals, beginning with a star-rating system introduced in September 2022. Health experts have overwhelmingly criticised this model, arguing that it could mislead consumers to believe a product is healthy even if it contains high levels of sugar or salt. Critics claim this rating system could create a “health halo” effect, misleading consumers regarding the actual health risks associated with certain products.

The case gained legal traction when the Kerala-based non-profit 3S and Our Health Society contested FSSAI’s approach, arguing that such labelling undermined the right to health as enshrined in Article 21 of the Indian Constitution. The Supreme Court’s February interventions underscored the demand for a more transparent warning system that effectively communicates health risks to consumers.

Despite the Court’s earlier recommendations, FSSAI’s latest proposal, submitted in their August 3 compliance affidavit, appears to revert to a less informative model. This proposal involves presenting daily recommended limits alongside nutritional information without explicit warnings about high nutrient content. Consumers would need to interpret complex tables instead of receiving direct visual warnings, making it harder for the average individual to assess product safety effectively.

Significance of Warning Labels for Public Health

The discussions surrounding the implementation of warning labels reflect broader concerns about public health in India, where diet-related diseases are increasingly prevalent. Research from the Indian Council of Medical Research indicates that unhealthy diets contribute to a staggering 57 per cent of the nation’s total disease burden. The rising consumption of HFSS products correlates with increasing incidences of obesity, diabetes, and cardiovascular issues, particularly among children.

As health literacy varies significantly across socio-economic groups in India, simple and clear warning labels could play a crucial role in guiding consumer choices. Labels provide immediate visual cues about potential health risks, potentially mitigating the impact of misleading marketing claims such as “healthy” or “natural” that can clutter food packaging.

The ongoing legal proceedings have revived critical questions about the role of industry influence in framing public health regulations. Advocates stress that consumer health should be paramount in these discussions, rather than commercial interests. The Supreme Court’s evident commitment to ensuring public health reflects this prioritisation of consumer wellbeing, adding further impetus to the demand for clear food labelling standards before the decision deadline at the end of August.

The Karnataka Food Safety and Drug Administration Department has sealed a Zepto warehouse located in Hoskote taluk, Bengaluru Rural district, following an inspection that uncovered various food safety violations. The seal was placed on August 11, 2026, as part of a special inspection drive initiated by Health and Family Welfare Minister UT Khader.

This inspection aimed to assess compliance with the Food Safety and Standards Act, 2006, as well as the corresponding FSSAI Rules, 2011. The inspection focused on multiple aspects concerning food product quality, storage, labelling, and handling.

During this process, officials identified several significant lapses. These included issues related to non-compliant labelling and misbranding of various food items. Additionally, the findings pointed to unsatisfactory conditions surrounding food handling and storage, which did not adhere to the prescribed hygiene standards.

Legal Implications for Food Safety Violations

The Commissioner of the Food Safety and Drug Administration stated that stringent legal action would be taken against any food business operators violating food safety regulations. This firm approach underscores the organisation’s commitment to ensuring the safety and quality of food products available to consumers.

The department has indicated its intention to conduct ongoing special inspection drives to maintain vigilant oversight in the food sector. These measures are crucial in guaranteeing that the public has access to safe and hygienic food options.

Context of Increased Scrutiny in Karnataka

This action reflects a growing trend of heightened scrutiny regarding compliance in quick-commerce warehouses and dark stores across Karnataka. Increased inspections aim to ensure that such establishments strictly adhere to food safety regulations, thereby protecting consumer health.

The regulatory measures have become particularly pertinent in light of the rapid growth of the quick-commerce industry, which has raised concerns about food safety and hygiene. The need for oversight in these businesses has never been more critical, as the public increasingly relies on these services for immediate food delivery.

As the situation unfolds, both consumers and food industry stakeholders remain attentive to the efforts undertaken by the Food Safety Department. The department’s commitment to upholding stringent safety standards is seen as an essential component of public health and consumer protection.

Food safety officials have raised alarms over unsanitary conditions found at a Zepto warehouse, managed by Nippon Express, in Hoskote, Bengaluru Rural. This revelation came during an inspection conducted on Tuesday, which underscores concerns regarding the storage and handling of food products at the facility. Visual evidence from the site depicted food packets scattered across the floor and cans of beverages and dairy products improperly stored, alongside a significant accumulation of garbage.

The inspection forms part of an intensified food safety initiative spearheaded by Karnataka’s Food Safety and Drug Administration Department. This effort has led to an increase in checks across various food establishments, including hotels and restaurants throughout Bengaluru.

Multiple Indira Canteen Kitchens Under Scrutiny

On the same day as the Zepto inspection, a special drive targeted three Indira Canteen kitchens located in the Bengaluru Urban district. The kitchens inspected were situated in Gottigere, Lingarajapuram, and Singasandra. Health and Family Welfare Minister UT Khader oversaw this operation, focusing on evaluating food quality, storage practices, labelling, and overall food handling within these units.

Officials noted several violations during the inspections, such as improper labelling, misbranding, and unhygienic conditions related to food handling. Consequently, notices were issued to the operators of all three establishments, with recommendations to pursue legal action through appropriate channels. In particular, the Indira Canteen warehouse at Gottigere was sealed due to its inadequate food handling and storage practices.

Samples of various food items, including pulses, turmeric powder, cooking oil, jaggery, salt, sugar, and other prepared items, were collected for quality testing. These samples are being sent to laboratories to ensure compliance with established food safety standards.

Wider Safety Enforcement Across Bengaluru

The recent inspections are part of a broader enforcement strategy aimed at enhancing food safety throughout Bengaluru Urban district and Greater Bengaluru Area. This initiative has led to a thorough review of numerous three-star and five-star hotels, alongside other food service establishments.

In these latest efforts, a total of sixty establishments were inspected, resulting in the collection of seventy-seven food samples which will undergo analysis at designated food laboratories. This rigorous approach aims to ensure adherence to the Food Safety and Standards Act, 2006, and the Food Safety and Standards (Licensing and Registration of Food Businesses) Regulations, 2011.

Officials have indicated that stringent legal measures will be initiated against any food business operators found to be in violation of these safety regulations. The department plans to continue with special inspection drives to guarantee that the public enjoys safe, hygienic, and high-quality food options.
