On March 10, Samajwadi Party Members of Parliament, led by Dimple Yadav, organized a demonstration outside the Parliament building, advocating for fair pricing for farmers. During the protest, the MPs brought sacks of potatoes and displayed banners that asserted, “Give a fair price for potatoes, don’t harass farmers.” This action was aimed at highlighting the struggles faced by farmers regarding potato pricing.

Discussion in Lok Sabha

During the Question Hour in Lok Sabha, Union Agriculture Minister Shivraj Singh Chouhan addressed inquiries regarding the restructuring of the Krishonnati Yojana and the Pradhan Mantri-Dhan Dhaanya Krishi Yojana. However, the session was marked by interruptions as opposition MPs vocally criticized the Election Commission, alleging “vote theft.” As a result of the ongoing disruption, the Lok Sabha was adjourned until noon.

Opposition Moves Against Speaker

In a separate development, the opposition plans to introduce a no-confidence resolution against Lok Sabha Speaker Om Birla. Congress MP K Suresh indicated that this resolution would be presented if the House session was conducted smoothly. Suresh remarked that the previous day’s proceedings had been hindered by multiple adjournments.

Support for the Motion

As many as 118 opposition MPs have reportedly signed the no-confidence motion, citing allegations of partiality by the Speaker, particularly concerning the exclusion of Leader of the Opposition Rahul Gandhi from speaking during debates. The resolution would be tabled pending approval from the House, which is necessary to proceed with such motions.

Discussion Among MPs

Union Parliamentary Affairs Minister Kiren Rijiju is expected to initiate the parliamentary discussion regarding the no-confidence motion. Several BJP MPs, including Anurag Thakur, Nishikant Dubey, Ravi Shankar Prasad, and Bhartruhari Mahtab, are slated to provide their perspectives during these discussions. Additionally, Congress MPs such as Gaurav Gogoi, Manish Tewari, Deepender Singh Hooda, and Jothimani are set to advocate for the resolution seeking the Speaker’s removal.

During the Kisan Maha Chaupal rally held on Tuesday in Bhopal, Congress National President Mallikarjun Kharge strongly criticized Prime Minister Narendra Modi. He accused the Prime Minister of compromising the nation’s dignity and failing to address the concerns of farmers and youth.

Speaking to party supporters and farmers present at the event, Kharge emphasized that the integrity of India had been undermined, stating, “On the day you mortgaged our self-respect to Trump, our dignity was lost that very day.” He declared that those who are blaming the Youth Congress for disrespecting the nation were themselves guilty of undermining it.

Support for the Indian Youth Congress

Kharge voiced his support for the Indian Youth Congress (IYC) amid ongoing protests led by its members. He commended the IYC’s leadership and workers for their unwavering stance during their demonstration at the AI Impact Summit. This praise follows the arrest of IYC chief Uday Bhanu Chib, who was placed in police custody for four days, along with seven other party members involved in the protest. Kharge remarked, “We are the ones who save the country. We are the ones who give our lives, and we are never those who take lives. We don’t have any Godse; we have Gandhi. And today, to fight the youth’s battle, we have Rahul Gandhi.”

Concerns Over Youth Unemployment and Agricultural Struggles

Kharge pointed out pressing issues affecting the youth and farmers in India. He stated, “The youth of this country have no jobs; they are on the streets. There’s no food; they are on an empty stomach.” He elaborated that the agricultural sector is suffering significantly, particularly farmers involved in cotton, soybean, oilseed, and pulses. Kharge called for party members to remain steadfast and committed to addressing these critical problems, underscoring the urgent need for action.

Allegations Regarding the Prime Minister’s Conduct

The Congress leader further alleged that Modi resorts to intimidation through his frequent speeches yet remains silent on critical issues facing the nation. Kharge specifically referenced the interim trade agreement between India and the United States, suggesting that the Prime Minister engages in self-congratulation. He stated, “If you were a patriot, you wouldn’t have bowed down while talking to Trump. You wouldn’t have rubbed your nose before him.” Additionally, Kharge criticized Modi for not responding to claims made by US President Trump regarding mediation between India and Pakistan.

Historical Context of Indo-US Relations

Kharge mentioned past statements from Trump, including the assertion that he had halted Operation Sindoor, and expressed discontent over Modi’s lack of a response. He remarked, “Until today, Modi remained silent… Trump himself said, ‘I stopped the Operation Sindoor. Who said this? Trump said it.'” This line of criticism aimed to highlight what Kharge perceives as Modi’s inadequate handling of international relations, particularly in the context of the ongoing challenges faced by the nation.

In a significant development for the agricultural sector, the Ministry of Agriculture has unveiled Bharat-VISTAAR (Virtually Integrated System to Access Agricultural Resources), an AI-enabled platform designed to assist farmers in making informed decisions at the farm level. The launch took place shortly after the announcement of the initiative during the recent Budget, coinciding with India’s AI Impact Summit.

Features of Bharat-VISTAAR

Bharat-VISTAAR is a multilingual AI tool that aims to streamline access to vital agricultural resources by integrating various AgriStack portals and the Indian Council of Agricultural Research (ICAR) guidelines on farm practices with advanced AI systems. This innovative tool is intended to boost agricultural productivity and empower farmers by delivering tailored advisory services. It encompasses crucial information on weather, market prices, pest control, soil health, crop management, and details about major central government schemes relevant to agriculture.

Direct Access for Farmers

During the launch event, Agriculture Minister Shivraj Singh Chouhan emphasized the user-friendly nature of Bharat-VISTAAR. He described it as a platform where farmers can directly ask questions and receive answers without needing to navigate complex digital applications or visit government offices. “Farmers can simply dial 155261 from their mobile phones to inquire about essential farming issues and receive immediate responses in their local languages about necessary pesticides, optimal sowing times, and market prices in cities such as Jaipur, Jodhpur, Udaipur, Delhi, and Mumbai,” Chouhan stated, highlighting the convenience it offers.

Language and Citizen Identity Features

Initially, the platform will provide services in Hindi and English, with plans to extend support to 11 languages in the future to accommodate a diverse range of users. Moreover, as part of the scheme, a farmer identity card is being introduced, which will centralize various details about individual farmers. Chouhan mentioned that efforts are underway to integrate the entire agricultural framework with the Bharat-VISTAAR system.

Inclusion of Central Government Schemes

At present, the scheme includes several central initiatives, such as the Pradhan Mantri Fasal Bima Yojana and the Soil Health Card, ensuring that farmers receive comprehensive information. The Ministry has plans to expand this database further, making details about all key central schemes accessible through the Bharat-VISTAAR platform in the near future.

Focus on Innovation in Agriculture

In addition to launching Bharat-VISTAAR, Minister Chouhan introduced an AI Hackathon dedicated to tackle challenges faced by farmers. He also presented the ‘Agri Kosh AI Strategy Roadmap’, which aims to promote innovative agricultural solutions. This initiative underscores the government’s commitment to addressing various agricultural challenges through technological advancements and enhancing the productivity and sustainability of the farming sector.

In a recent announcement, the Samyukt Kisan Morcha (SKM) indicated that farmers will take to the streets on February 12 to protest against the interim trade agreement between India and the United States. The organization has voiced strong opposition to the deal, stating that it poses a significant threat to Indian agriculture.

Concerns Over Agricultural Policy

The SKM remarked that the framework of the trade agreement represents a complete surrender of Indian agriculture to American multinational corporations. This assertion highlights the group’s concerns regarding the potential implications of the deal on local farmers and agricultural sustainability. The farmers argue that the agreement contradicts government claims of supporting domestic agricultural interests.

Demand for Minister’s Resignation

In addition to opposing the trade accord, the farmer organizations have demanded the resignation of Union Commerce Minister Piyush Goyal. This demand underscores their dissatisfaction with the government’s approach to agriculture and trade negotiations, which they believe undermines the welfare of Indian farmers.

Broader Context of the Protests

The upcoming protests are part of a larger movement by farmers across India, who have previously engaged in demonstrations against various policies affecting their livelihoods. The SKM’s call to action reflects ongoing apprehensions regarding the direction of agricultural policy and trade negotiations with foreign nations, particularly in light of their effects on small and marginal farmers.

Implications for Domestic Agriculture

Farmers fear that the India-US trade deal could introduce competition that may destabilize local markets. Concerns have been raised that the influx of cheaper agricultural products from the US could undermine the prices of locally produced goods, putting many farmers at risk of financial instability. This apprehension is rooted in experiences from previous trade agreements where local industries were adversely affected.

Responses from the Government

While the government has not made an official response to the impending protests, officials have previously asserted that such agreements are designed to enhance trade relations and economic opportunities. However, the conflicting sentiments expressed by farmer organizations indicate a significant divide between government perspectives and the views held by agricultural stakeholders.

Looking Ahead

As the date of the protests approaches, the SKM has urged supporters to rally in large numbers to make their voices heard. They intend to highlight what they perceive as the follies of the trade agreement and demand revisions that prioritize the interests of Indian farmers. The outcome of these demonstrations may influence future agricultural policies and negotiations on trade agreements.

International Trade Dynamics

The India-US trade discussions are an element of broader international trade dynamics in which India seeks to bolster its economic position globally. While the government aims to pursue favorable arrangements that could benefit the economy at large, the farmers’ protests underscore the need for a more nuanced approach that takes into account the unique challenges faced by those in the agricultural sector.

A Crucial Period for Indian Farmers

This protest is seen as pivotal for Indian farmers who continue to navigate the complexities associated with trade liberalization and globalization. The unfolding events may prompt a reconsideration of how agricultural policies are developed and implemented in India, particularly in relation to international agreements that could affect the livelihoods of millions.

In the Union Budget 2026, presented on February 1, 2026, Finance Minister Nirmala Sitharaman reinforced agriculture as a primary “growth engine,” focusing on productivity, high-value diversification, and digital empowerment. In the Union Budget 2026-27, the sector received an allocation of Rs 1,62,671 crore, a 7% increase intended to bolster farmer welfare and food security.

In her Budget speech on Sunday, Sitharaman said the government’s third “Kartavya” focuses on increasing farm productivity and entrepreneurship, with special attention to small and marginal farmers, empowering youth with livelihood opportunities, strengthening support for vulnerable groups, and accelerating development in poorer states and the North East.

While presenting the budget 2026, FM Sitharaman introduced targeted programmes to diversify farm output and increase profitability. The government will focus on supporting high-value crops like coconut, sandalwood, cashew, and cocoa in coastal areas. Special initiatives will be taken to boost production of walnuts, almonds, and pine nuts in hilly regions, and Agar trees in the Northeast.

“I propose a coconut promotion scheme to increase production and enhance productivity through various interventions, replacing non-productive trees with new saplings or varieties in major coconut-growing states,” the Finance Minister said.

The government plans to launch a dedicated programme for cashew and cocoa cultivation to make India self-reliant in raw cashew and cocoa production and processing. Aim is to enhance export competitiveness and transform Indian cashew and Indian cocoa into premium global brands by 2030.

Attention will also be given on sandalwood, which is closely linked to India’s social and cultural heritage, to preserve and promote its legacy and economic potential. The Centre will partner with states to restore glory of sandal wood ecosystem, the finance minister announced.

The government has a dedicated proposal to enhance competitiveness by replacing non-productive trees with new varieties. Focus will be given on atmanirbharta (self-sufficiency) for oilseeds (mustard, groundnut, sesame, soybean, sunflower) and pulses (tur, urad, masoor).

The government aims to prioritise investments in warehouses, cold chains, and processing units to reduce post-harvest losses, which currently stand at 15–20% for perishables. Initiatives will be taken to develop 500 reservoirs to improve irrigation and water management. She also proposed credit-linked subsidy programme to encourage livestock farmer producer organisations to promote employment opportunities.

FM Siatharaman announced a significant reduction of GST on biopesticides to 5% to encourage sustainable farming.

AI-powered platform to assist farmers

In the Union Budget 2026, Finance Minister Nirmala Sitharaman announced Bharat Vistaar, a new multilingual AI-powered platform designed to provide real-time, data-driven support to Indian farmers. Aim is to strengthen last-mile delivery of agricultural knowledge.

Elaborating on the AI tool, the Finance Minister on Sunday said, “Bharat Vistar – Virtually Integrated System to access Agricultural Resources. I propose to launch Bharat Vistar, a multilingual AI tool that shall integrate the agri-stack portals and the ICAR package on agricultural practices with AI systems.”

This tool will assist farmers through several functions. Bharat Vistaar will help farmers to overcome language barriers said the Finance Minister. The tool provides real-time, voice-based assistance in various local dialects, making scientific data actionable for all farmers.

FM Sitharaman said the tool will combine the government’s Agri Stack portal with the Indian Council of Agricultural Research (ICAR) practices to deliver verified, scientific farming advice. Farmers can access real-time weather forecasts via APIs, soil health data, and crop-specific alerts to reduce risks.

Bharat Vistaar will offer customised tips for pest management, irrigation optimisation, and disease detection. It will provide insights on market prices and market-aligned crop planning to help farmers improve their overall income.
The tool streamlines the process for farmers to learn about and track various government welfare schemes.

Financial Inclusion for India’s farmers

FM Nirmala Sitharaman announced expansion of the Kisan Credit Card (KCC) scheme. JanSamarth-based KCCs will be issued in five states to simplify loan access. While pending official notification in some areas, the government aims to raise KCC limits from Rs 3 lakh to Rs 5 lakh.

With 2026 being the “International Year of the Women Farmer”, there will be a specific push to improve credit access for women.

Government’s support to Animal Husbandry

Also the fisheries value chain in coastal areas will be strengthened and the government will support animal husbandry through credit-linked subsidy programmes. The Centre plans to support the animal husbandry sector in entrepreneurship development through a credit-linked subsidy programme, Finance Minister Nirmala Sitharaman said on Sunday while presenting Union Budget 2026.

She proposed a credit-linked subsidy programme to encourage livestock farmer producer organisations to promote employment opportunities. The government will work together with aquaculture organisations and animal husbandry bodies to provide quality employment opportunities in rural and semi-urban areas. These efforts will focus on improving market linkages and supporting startups, women-led groups and fish farmer producer organisations, particularly in coastal areas.

Bharat Vistaar will offer customised tips for pest management, irrigation optimisation, and disease detection. It will provide insights on market prices and market-aligned crop planning to help farmers improve their overall income.
The tool streamlines the process for farmers to learn about and track various government welfare schemes.

Government’s focus on agricultural diversification and rural livelihoods

Nirmala Sitharaman in her speech further highlighted the government’s focus on strengthening agricultural diversification and rural livelihoods. Emphasising support for farmers across varied geographies, she outlined initiatives aimed at boosting high-value crops-from coconut, sandalwood, cocoa and cashew in coastal regions to agar in the Northeast, and almonds, walnuts and pine nuts in hilly areas.

Unfulfilled promises from Budget 2025 for farmers’ welfare

This announcement comes after the Union Government has faced criticism for its unfulfilled promises from Budget 2025 for farmers’ welfare. While presenting the Union Budget 2025-26, Finance Minister Nirmala Sitharaman had promised enhanced credit under Kisan Credit Cards and the National Mission on High-Yielding Seeds.

FM Sitharaman had termed agriculture as the “first engine” of the economy and announced several new initiatives for the sector while presenting the budget. Some of these are yet to be implemented—like raising the loan limit under the Modified Interest Subvention Scheme from Rs 3 lakh to Rs 5 lakh for loans taken through the Kisan Credit Card (KCC), launching a Mission for Cotton Productivity, and setting up a National Mission on High-Yielding Seeds.

Announcing the enhanced credit through the KCC scheme during the budget presentation, Sitharaman said, “Kisan Credit Cards enable short-term loans for 7.7 crore farmers, fishermen, and dairy farmers. The loan limit under the Modified Interest Subvention Scheme will be increased from Rs 3 lakh to Rs 5 lakh for loans taken through the KCC.”

However, this is yet to be approved by the Union Cabinet. The agriculture ministry is expected to soon send a proposal in this regard. Critics allege that the Kisan Credit Card scheme has in some cases turned into a debt trap for farmers, marred by misuse, high bureaucratic hurdles, and structural flaws.

Sitharaman also announced a 5-year-mission for Cotton Productivity expected to facilitate significant improvements in productivity and sustainability of cotton farming, and promote extra-long staple cotton varieties. This is expected to increase the incomes of farmers, and ensure a steady supply of quality cotton for rejuvenating India’s traditional textile sector. However, this mission too is yet to be implemented on the ground.

Announcements regarding a National Mission on High-Yielding Seeds and the second gene bank for crop germplasm have also not been implemented till date. Plans to launch a “comprehensive programme to promote production, efficient supplies, processing, and remunerative prices for farmers” as announced in the budget have also not been met.

With a poster that reads ‘No Dam in Ane Siang, No Negotiation,’ and the motto of ‘No Election, with NHPC Money,’ more than 1,500 local residents, mostly farmers gathered in Arunachal Pradesh on Saturday for a public rally. The SIFF is an umbrella organisation representing various Adi farming communities.

Following a coordination meeting held on March 5 at Parong Dere of East Siang District of Arunachal Pradesh, the members alleged that dam-affected villages were not consulted before implementing CSR schemes. The protesters who gathered under the banner of Siang Indigenous Farmer’s Forum (SIFF), are demanding immediate rollback of Corporate Social Responsibility (CSR) funds allocated by the National Hydroelectric Power Corporation (NHPC) to the district administrations of Siang and Upper Siang.

Demands made by Siang Indigenous Farmer’s Forum

Farmers at the rally and other local residents protested against the construction of a dam on the Siang River, expressing their concerns over possible corruption related to NHPC’s CSR funds. The central public sector hydropower company has reportedly allocated Rs 16.61 crore to the Siang district administration, and Rs 94.29 crore to the Upper Siang district administration. The forum expressed that CSR funds should not be utilized for government schemes, as per the guidelines of the Companies Act, 2013.

The forum also demands immediate transfer of the deputy commissioners of the two districts. The SIFF has said that the public will resort to indefinite, peaceful sit-in protest in case of non-fulfilment of its demands within a week.

The proposed Upper Siang Hydroelectric Project with 11 GW and now the CSR activities planned in the villages to be impacted by the dam is a violation of Gauhati High Court that cancelled 44 such projects in the dam, says the SIFF.

Five-point resolution

A meeting was held where a five-point resolution was adopted. Other resolutions that were adopted included boycotting the Aadi Ba:ne Kebang due to its support for the pre-feasibility report (PFR) on the proposed 11,000 MW Siang dam, formation of an independent inquiry committee to check corruption in the Siang and the Upper Siang district administrations, and arranging for a public hearing with the residents of the villages that will be affected by the proposed 11,000 MW Siang dam.

Background

In 2017, NITI Aayog had proposed a 300-metre-tall hydroelectric dam in the Siang Valley. In December 2022, NHPC undertook the pre-feasibility study for the dam. Despite opposition against hydropower dams in Siang, NITI Aayog feels dam building in Siang is reasonable as a counter to Chinese dam-building activity on the Tsangpo River, which is the source of Siang or what becomes Brahmaputra as it enters Assam.

(How to increase Farmers Income)

What is Soil Health Card and How Farmers get benefit from Soil Health Card

Government Scheme for Farmers in India
