टोटलाइजर मेथड एक ऐसा तरीका है जिसके अंतर्गत चुनावी वोटों की गिनती का परिणाम केवल समूह स्तर पर दिखाया जाएगा, न कि बूथ-विशेष। इसका मतलब है कि अगर किसी विधानसभा क्षेत्र में 14 बूथ हैं, तो मात्र यह बताया जाएगा कि कौन-से उम्मीदवार को कितने वोट मिले, लेकिन यह नहीं पता चलेगा कि किस बूथ पर किस उम्मीदवार को कितने वोट मिले। यह प्रक्रिया चुनाव आयोग द्वारा 2008 में सुझाई गई थी।

वर्तमान वोटिंग प्रक्रिया की स्थिति, टोटलाइजर मेथड की जरूरत क्यों है?

ज्ञानेश कुमार ने कहा कि भारत में चुनावी प्रक्रिया पूरी तरह से संवैधानिक दायरे में होती है। वोटर लिस्ट तैयार करने से लेकर वोटिंग और वोटों की गिनती तक, हर चरण में राजनीतिक दलों के प्रतिनिधि मौजूद रहते हैं। इससे चुनावी प्रक्रिया में पारदर्शिता बनी रहती है। वर्तमान में भारत में लगभग 97 करोड़ वोटर हैं, जो एक बड़ी संख्‍या है और इसे नज़रअंदाज नहीं किया जा सकता।

दुनिया की सबसे बड़ी नियोक्ता भारतीय सरकार

कार्यक्रम के दौरान, CEC ने यह भी बताया कि भारत सरकार दुनिया की सबसे बड़ी नियोक्ता है, जिसमें 65 लाख लोग काम करते हैं। उन्होंने उल्लेख किया कि जब भारत का चुनाव आयोग लोकसभा चुनाव करवाता है, तो वह एक बड़ा संगठन बन जाता है, जिसमें 1.80 करोड़ लोग कार्यरत होते हैं। यह संख्या वॉलमार्ट जैसी कंपनियों से भी अधिक है।

वोटिंग प्रक्रिया में बड़ा सहायक ECI-NET

ज्ञानेश कुमार ने बताया कि ECI-NET प्लेटफ़ॉर्म के माध्यम से एक साथ 1.8 करोड़ लोगों से बातचीत की जाती है। इस प्रक्रिया की पारदर्शिता का कोई बेहतर उदाहरण नहीं हो सकता। ECI-NET के 5 करोड़ से भी ज्यादा डाउनलोड हैं, जबकि भारत में ट्विटर के 2.5 करोड़ डाउनलोड हैं।

आने वाले समय का सबसे बड़ा ऐप, छात्रों की भागीदारी जरूरी

मुख्य चुनाव आयुक्त ने बताया कि वर्ष के अंत तक ECI ऐप देश का सबसे बड़ा ऐप बनने की संभावना है। यह ऐप चुनावों के प्रति युवाओं की जागरूकता में सुधार लाने और पारदर्शिता बढ़ाने में महत्वपूर्ण भूमिका निभाएगा। ज्ञानेश कुमार ने कहा कि छात्रों को चाहिए कि वे चुनावी प्रक्रिया में भाग लें और जिम्मेदार नागरिक बनें। उन्होंने युवाओं से अपील की कि वे अपने मताधिकार का इस्तेमाल करें और लोकतंत्र को मजबूत बनाएं। इस प्रकार, अब छात्रों की जिम्मेदारी है कि वे अपने अधिकार और कर्तव्यों को समझें।

Commencing on June 30, the SIR programme involved Booth Level Officers conducting door-to-door visits throughout Karnataka. By the conclusion of this enumeration exercise, a total of 5,54,32,314 forms were distributed, while 4,46,00,369 forms have already been digitised, providing a comprehensive view of the voter base in the state.

During the exercise, the authorities identified 1,08,31,945 voters categorised under ASDDO, encompassing those who are Absent, Shifted, Deceased, Duplicate, or fall under Other classifications. This identification process highlighted voters who could not be matched or verified through the enumeration process.

Details of Voter Exclusions Identified

The findings from the enumeration revealed that among the assessed voters, 15,28,985 were deemed untraceable, indicating the difficulties in verifying their current status. Additionally, 65,61,607 voters reported permanent changes to their registered addresses and could no longer be considered eligible at their previous locations.

Moreover, the enumeration identified 16,38,839 voters who were deceased and a further 7,07,792 voters marked as duplicates or potentially fraudulent. An additional 3,94,722 voters were listed under other categories needing further investigation. Such segmentation is essential in maintaining an updated and accurate electoral roll, which is critical for upcoming elections.

The data collected will inform the first draft electoral roll, which is set to be published on August 24. Following its release, there will be a month-long period during which voters and political parties can contest the exclusions and seek corrections regarding their voter status.

Claim and Objection Process for Voters

After the deadline for objections, the Election Commission will review all submissions and make necessary updates before the final electoral roll is published on October 27. This final roll will determine the list of voters eligible to participate in the electoral process.

It is important to note that the identification of over one crore voters under various categories does not guarantee their removal from the final electoral roll. Voters affected by the enumeration exercise will be provided a fair chance to present their cases during the claims and objections phase, ensuring a transparent validation process.

In terms of financial transparency, he stated that if given access to the party’s accounts, his faction would disclose all expenditure details to the public every three months, reinforcing their commitment to accountability. He asserted, “The entire organisational structure and the elected representatives are with us.” He mentioned the National Working Committee led by Arup Roy and assured that their first course of action would include financial assistance of Rs 10,000 per month to the families of the martyrs commemorated on July 21.

Ongoing TMC Faction Dispute and Parliamentary Protests

These statements come amidst the continuing dispute regarding the legitimacy of the rebel TMC faction and its claims for formal recognition. Recently, several opposition parties conducted a symbolic walkout during an all-party meeting called by the Central Government ahead of the Monsoon Session of Parliament. पश्चिम बंगाल में विशेष गहन पुनरीक्षण (Special Intensive Revision – SIR) विवाद पर सुनवाई करते हुए सुप्रीम कोर्ट ने स्पष्ट फैसला सुनाया है कि किसी व्यक्ति की नागरिकता तय करना चुनाव आयोग का संवैधानिक अधिकार नहीं है। न्यायमूर्ति सूर्यकांत और न्यायमूर्ति जॉयमाल्या बागची की पीठ ने साफ किया कि चुनाव आयोग (ECI) की भूमिका केवल मतदाता सूची के नियंत्रण और पर्यवेक्षण तक ही सीमित है।

पश्चिम बंगाल में SIR मुद्दे पर सुप्रीम कोर्ट की सुनवाई

पश्चिम बंगाल के SIR विवाद पर शुक्रवार को सुप्रीम कोर्ट ने अपनी स्थिति स्पष्ट की। अदालत ने कहा कि चुनाव आयोग को केवल मतदाता सूची के नियंत्रण और पर्यवेक्षण तक सीमित अधिकार है। इसके साथ ही, नागरिकता का निर्धारण आयोग का कार्य नहीं है। अदालत ने इस मामले में किसी भी भ्रम को दूर करते हुए कहा कि यदि कोई ट्रिब्यूनल किसी व्यक्ति का नाम SIR सूची से हटाता है, तो चुनाव आयोग को नागरिकता निर्धारण के लिए मामला संबंधित मंत्रालय को भेजना होगा।

मतदाता सूची से नाम हटाना नागरिकता का अंत नहीं

सुप्रीम कोर्ट ने कहा कि कोई व्यक्ति अगर मतदाता सूची में नाम नहीं होने के कारण समस्याओं का सामना करता है, तो इससे उसकी नागरिकता अपने आप समाप्त नहीं होती। इस मामले में अदालत का कहना है कि नागरिकता का निर्धारण मात्र चुनाव आयोग के अधिकार क्षेत्र में नहीं आता है।

नागरिकता पर प्रभाव नहीं

सुप्रीम कोर्ट ने आदेश दिया कि मतदाता सूची से नाम हटने का सीधा असर केवल मतदान के अधिकार पर पड़ता है। यदि चुनाव आयोग की विशेष अदालतों (Special Tribunals) द्वारा किसी व्यक्ति का नाम SIR सूची में शामिल नहीं किया जाता या नागरिकता पर संदेह होता है, तो आयोग को यह मामला नागरिकता निर्धारण के लिए केंद्रीय गृह मंत्रालय के सक्षम प्राधिकारी को भेजना होगा। अंतिम फैसला नागरिकता अधिनियम (Citizenship Act) के तहत वही प्राधिकारी करेगा।

सरकारी योजनाओं के लाभ पर रोक नहीं

शीर्ष अदालत ने उस याचिका पर भी विचार करने की सहमति दी है जिसमें आरोप लगाया गया था कि मतदाता सूची से नाम हटने के बाद लोगों को सार्वजनिक वितरण प्रणाली (PDS) और अन्नपूर्णा जैसी कल्याणकारी सरकारी योजनाओं के लाभ से वंचित किया जा रहा है। कोर्ट ने स्पष्ट किया कि कानूनी स्थिति स्पष्ट होने तक प्रभावित लोगों को लाभ से वंचित नहीं किया जाना चाहिए।

वर्तनी की गलतियों पर सवाल

सुनवाई के दौरान कोर्ट ने पुलिस और प्रशासन द्वारा केवल अंग्रेजी में नामों की अलग-अलग वर्तनी या रिकॉर्ड में मामूली त्रुटियों के आधार पर लोगों के पासपोर्ट रिन्यूअल रोकने या उन्हें संदिग्ध मानने पर भी गंभीर सवाल उठाए। अदालत ने ट्रिब्यूनलों के कामकाज में पारदर्शिता बढ़ाने की मांग पर भी संज्ञान लिया है और मामले की अगली सुनवाई 25 अगस्त 2026 को तय की है।

सुनवाई के दौरान जस्टिस बागची की टिप्पणी

सुनवाई में जस्टिस बागची ने कहा कि निर्वाचन आयोग का यह संवैधानिक दायित्व नहीं है कि वह नागरिकता तय करे। उनके अनुसार, आयोग का अधिकार केवल चुनावी प्रक्रिया को फैसले में शामिल करने तक सीमित है। इस पर वरिष्ठ वकील गोपाल शंकरनारायण ने कहा कि ट्रिब्यूनलों के संचालन में कई असंगतियां हैं, जो मामलों के निस्तारण में देरी का कारण बन रही हैं।

पिछली सुनवाई में कोर्ट का निर्देश

बुधवार की सुनवाई में सुप्रीम कोर्ट ने कहा कि पश्चिम बंगाल में SIR के बाद जिन लोगों के नाम वोटर लिस्ट से हटा दिए गए थे, वे अब भी कल्याणकारी योजनाओं के तहत लाभान्वित हो सकते हैं। वहीं, राशन कार्ड निलंबित करने के मामले में, अदालत ने याचिकाकर्ता को राहत देने से इनकार करते हुए उन्हें कलकत्ता हाई कोर्ट जाने का निर्देश दिया।

• 3 booths in Budge Budge

Notably, three of these constituencies—Falta, Diamond Harbour, and Budge Budge—fall within the Diamond Harbour Lok Sabha seat represented by Abhishek Banerjee of the Trinamool Congress.

Opposition leads re-poll push

Sources indicate that the majority of re-poll applications have been filed by the Bharatiya Janata Party (BJP), intensifying the political standoff. The Falta Assembly constituency has emerged as the epicenter of the dispute.

Serious allegations surfaced on polling day claiming that Electronic Voting Machines (EVMs) at booths numbered 170 and 189 in Falta were tampered with using adhesive tape, triggering sharp reactions from opposition leaders.

Clashing allegations from both sides

The situation in Falta had reportedly been tense even before polling. The ruling party accused Police Observer Ajaypal Sharma of visiting the residence of Trinamool candidate Jahangir Khan and issuing threats.

On the other hand, opposition parties have alleged voter obstruction and incidents of “booth capturing” across several polling stations, arguing that these irregularities necessitate fresh voting.

The developments stand in stark contrast to the first phase of polling held on April 23, which covered 152 constituencies and 44,376 booths without a single demand for re-polling.

However, the second phase—covering 142 constituencies and 41,001 booths—has been followed by widespread complaints concentrated in South 24 Parganas.

All eyes on Election Commission’s decision

With counting scheduled for May 4, attention is now firmly on the Election Commission’s next move. Political observers believe that any decision to conduct re-polling in these 77 booths could significantly influence the final results, particularly in closely contested constituencies.

Details of Seizures by Enforcement Officials

The ECI’s recent notification details the substantial efforts made by 5,011 flying squad teams and 5,363 static surveillance teams deployed in both states. Specifically, 2,728 flying squad teams were active in West Bengal, while 2,283 operated in Tamil Nadu. These teams collectively have confiscated Rs 127.67 crore in cash, with Tamil Nadu contributing Rs 100.19 crore and West Bengal Rs 27.48 crore.

In terms of liquor seizures, the enforcement units recovered a considerable quantity, totalling 40,49,176 litres. The majority, amounting to 39,31,463 litres, was sourced from West Bengal, while 1,17,713 litres were secured in Tamil Nadu. The comprehensive monitoring conducted by these teams has proven effective in uncovering various illicit products.

The report indicates that precious metals valued at Rs 215.19 crore were recovered during this enforcement drive. Tamil Nadu accounted for Rs 159.31 crore of this total, while West Bengal had Rs 55.88 crore in seized metals. These findings reflect the thorough investigative measures taken by the ECI.

Recovery of Narcotics and Freebies

Additionally, enforcement teams reported a significant seizure of narcotic substances, amounting to Rs 184.83 crore. This included Rs 108.11 crore from West Bengal and Rs 76.72 crore from Tamil Nadu. The crackdown on illicit drugs underscores the ECI’s commitment to maintaining the integrity of the electoral process.

In relation to freebie items, a large quantity valued at Rs 437.97 crore was confiscated. Of this sum, Rs 178.83 crore was retrieved from West Bengal, while Tamil Nadu accounted for Rs 259.14 crore. The extensive nature of these seizures reinforces the scope of enforcement activities in the lead-up to the elections.

The Election Commission initiated these measures following high-level discussions with chief secretaries, senior law enforcement officials, and heads of various enforcement agencies. The aim of these efforts is to facilitate fair elections, free from the influence of inducements and illegal activities.
