<h5>पाकिस्तान के कब्जे वाले कश्मीर <a href="https://thecsrjournal.in/inside-pok-crisis-truth-behind-viral-mushaal-malik-appeal-hindi/">(PoK) में गहराते राजनीतिक संकट</a> और बिगड़ती कानून-व्यवस्था के बीच निर्वाचन आयोग ने गृह सचिव की सुरक्षा रिपोर्ट के आधार पर तीसरे चरण के चुनावों को आंशिक रूप से स्थगित करने का बड़ा फैसला किया है। आयोग के आधिकारिक बयान के अनुसार, 10 अगस्त 2026 को होने वाले तीसरे चरण के मतदान के तहत पुंछ (Poonch) और सुधनोती के पालंद्री (Palandri) जिलों के 7 निर्वाचन क्षेत्रों में चुनाव प्रक्रिया को अनिश्चितकाल के लिए टाल दिया गया है। इस स्थगन का मुख्य कारण प्रतिबंधित नागरिक अधिकार संगठन जॉइंट अवामी एक्शन कमेटी (JAAC) द्वारा किया जा रहा हिंसक विरोध-प्रदर्शन और विधानसभा में प्रवासियों के लिए आरक्षित 12 शरणार्थी सीटों को खत्म करने की मांग है। यद्यपि पुंछ और पालंद्री में चुनाव टाल दिए गए हैं, लेकिन आयोग ने स्पष्ट किया है कि बाघ (Bagh) जिले की तीन और हवेली (Haveli) की एक सीट पर मतदान पूर्व निर्धारित कार्यक्रम के अनुसार 10 अगस्त को ही संपन्न होगा।</h5>
<h2>PoK चुनाव स्थगन और सुलगते हालात</h2>
<h5>पाकिस्तान के अवैध कब्जे वाले जम्मू-कश्मीर (PoK) में लोकतंत्र का तथाकथित ढोंग एक बार फिर प्रशासनिक नाकामी और नागरिक विद्रोह की भेंट चढ़ गया है। पहले से ही हिंसा और धांधली के गंभीर आरोपों से घिरे PoK विधानसभा चुनावों के अंतिम व तीसरे चरण को निर्वाचन आयोग ने सुरक्षा एजेंसियों की &#8216;रेड रिपोर्ट&#8217; के बाद आंशिक रूप से रोकने का आदेश दिया है। क्षेत्रीय निर्वाचन आयोग ने शुक्रवार को आपातकालीन बैठक बुलाई। बैठक में आंतरिक सुरक्षा और कानून-व्यवस्था की समीक्षा के बाद गृह सचिव द्वारा सौंपी गई विस्तृत खुफिया रिपोर्ट पर विचार किया गया। इस रिपोर्ट में साफ कहा गया था कि पुंछ और पालंद्री संभाग में सुरक्षा व्यवस्था इस कदर चरमरा चुकी है कि स्वतंत्र, निष्पक्ष और शांतिपूर्ण मतदान कराना असंभव है।</h5>
<h2>सुरक्षा रिपोर्ट में क्या था?</h2>
<h5>गृह मंत्रालय और स्थानीय प्रशासन द्वारा निर्वाचन आयोग को भेजी गई गोपनीय रिपोर्ट में निम्नलिखित अहम बिंदु उठाए गए थे-</h5>
<h5>सशस्त्र झड़पें और हिंसक विरोध: पुंछ संभाग के अंतर्गत आने वाले जिलों में पुलिस और प्रदर्शनकारियों के बीच लगातार हिंसक टकराव हो रहे हैं।</h5>
<h5>चुनाव बहिष्कार का व्यापक असर: संयुक्त अवामी एक्शन कमेटी (JAAC) द्वारा चुनाव के पूर्ण बहिष्कार के आह्वान के कारण मतदान कर्मियों और उम्मीदवारों की जान को सीधा खतरा है।</h5>
<h5>सरकारी मशीनरी पर हमले: पिछले दो चरणों के दौरान मतपेटियां लूटे जाने, वाहनों को फूंकने और पोलिंग स्टेशनों पर आगजनी की घटनाओं के बाद सुरक्षा बलों का मनोबल गिरा है।</h5>
<h5>रेंजर्स और सेना की तैनाती नाकाफी: पाकिस्तान सरकार द्वारा अग्रिम मोर्चों से हटाकर तैनात किए गए 14,000 से अधिक अतिरिक्त जवान भी उग्र भीड़ को नियंत्रित करने में विफल साबित हुए हैं।</h5>
<h2>विवाद की असली जड़: 12 शरणार्थी सीटों का गणित</h2>
<h5>इस पूरे बवाल के केंद्र में तथाकथित आज़ाद कश्मीर विधानसभा की 12 शरणार्थी (Refugee) सीटें हैं, जो वर्ष 1947 के विभाजन के बाद भारत-प्रशासित जम्मू-कश्मीर से विस्थापित होकर पाकिस्तान के विभिन्न हिस्सों (जैसे पंजाब, सिंध) में बसे लोगों के लिए आरक्षित की गई हैं।</h5>
<h2>JAAC और स्थानीय प्रदर्शनकारियों का तर्क</h2>
<h5>आंदोलनकारी स्थानीय जनता का कहना है कि इन 12 सीटों पर मतदान PoK की भौगोलिक सीमा से बाहर रहने वाले लोग करते हैं। आरोप है कि इस्लामाबाद में बैठी पाकिस्तानी हुकूमत और वहां की खुफिया एजेंसी ISI इन 12 सीटों का उपयोग करके अपनी पसंदीदा कठपुतली पार्टी को मुजफ्फराबाद की सत्ता में बिठाती है। स्थानीय नागरिकों के लोकतांत्रिक अधिकारों को दबाने के लिए इन सीटों को एक हथियार की तरह इस्तेमाल किया जाता है। इसी वजह से जून 2026 से ही पूरे क्षेत्र में व्यापक धरना-प्रदर्शन और हड़तालें चल रही हैं, जिसमें इन सीटों को पूरी तरह निरस्त करने की मांग की जा रही है।</h5>
<h2>सरकार का रुख</h2>
<h5>शहबाज शरीफ की केंद्र सरकार और PoK की स्थानीय कार्यवाहक सरकार का कहना है कि ये सीटें संवैधानिक रूप से संरक्षित हैं और इन्हें हटाने के लिए दो-तिहाई बहुमत से संवैधानिक संशोधन की आवश्यकता है, जो मौजूदा हालात में संभव नहीं है।</h5>
<h2>पहले दो चरणों में भारी हिंसा और दमन</h2>
<h5>पाकिस्तान सरकार ने आंदोलन को दबाने के लिए दमनकारी नीतियां अपनाई हैं, जिससे अशांति और भड़क गई है। पहली बार एक दिन के बजाय तीन चरणों में कराए जा रहे इस चुनाव के तहत प्रथम चरण में मीरपुर डिवीजन में हुए मतदान के दौरान व्यापक स्तर पर हिंसा हुई। रावलाकोट और कोटली जैसे इलाकों में पाकिस्तानी रेंजर्स की सीधी गोलीबारी में कई प्रदर्शनकारियों की मौत की खबरें आईं और सैकड़ों लोग गंभीर रूप से घायल हो गए। मुख्य विपक्षी दल पाकिस्तान पीपुल्स पार्टी (PPP) ने सत्तारूढ़ पाकिस्तान मुस्लिम लीग-नवाज़ (PML-N) पर सेना के दम पर मतपेटियां लूटने और धांधली करने का सीधा आरोप लगाया।</h5>
<h2>द्वितीय चरण (2 अगस्त)</h2>
<h5>मुजफ्फराबाद और शरणार्थी सीटों के लिए हुए मतदान में भी जनता ने भारी आक्रोश दिखाया। डिजिटल वॉचडॉग नेटब्लॉक्स (NetBlocks) के अनुसार, चुनाव वाले दिन इंटरनेट और मोबाइल सेवाएं पूरी तरह ब्लॉक कर दी गईं ताकि धांधली और मानवाधिकार उल्लंघन की तस्वीरें बाहर न आ सकें। अब तक घोषित 34 सीटों के नतीजों में सेना समर्थित PML-N ने 24 सीटों पर जीत दर्ज कर ली है और वह सरकार बनाने के करीब है, जिसके कारण विपक्ष और जनता का गुस्सा सातवें आसमान पर है। इमरान खान की पार्टी पीटीआई (PTI) ने इस चुनावी प्रक्रिया को पूरी तरह अवैध बताते हुए पहले ही इसका पूरी तरह बहिष्कार कर दिया है।</h5>
<h2>सेंसरशिप और दुनिया से हकीकत छिपाने की कोशिश</h2>
<h5>PoK में जारी मानवाधिकारों के हनन और चुनावी धांधली को वैश्विक पटल पर आने से रोकने के लिए पाकिस्तान सरकार ने कड़े प्रतिबंध लगाए हैं-</h5>
<h5>इंटरनेशनल मीडिया पर पाबंदी: विदेशी पत्रकारों और समाचार एजेंसियों को मुजफ्फराबाद और मीरपुर जैसे मुख्य शहरों से बाहर जाने या ग्रामीण इलाकों से रिपोर्टिंग करने के लिए विशेष सरकारी अनुमति (NOC) अनिवार्य कर दी गई है।</h5>
<h5>अल जज़ीरा पर प्रतिबंध: कतरी समाचार चैनल Al Jazeera English द्वारा रावलपिंडी और रावलाकोट में सुरक्षा बलों के अत्याचारों और आंसू गैस के इस्तेमाल की फुटेज दिखाए जाने के बाद, पाकिस्तान के सूचना एवं प्रसारण मंत्रालय ने देश में इसकी वेबसाइट को ब्लॉक कर दिया है। सरकार ने इसे &#8220;येलो जर्नलिज्म&#8221; और विदेशी ताकतों का एजेंडा करार दिया है।</h5>
<h2>भारत का कड़ा रुख: &#8220;बंदूक की नोक पर हो रहा ढोंग&#8221;</h2>
<h5>नई दिल्ली में भारतीय विदेश मंत्रालय (MEA) ने PoK में चल रही चुनावी प्रक्रिया और पाकिस्तान सरकार की बर्बरता पर सख्त आपत्ति जताई है। विदेश मंत्रालय के आधिकारिक प्रवक्ता ने मीडिया ब्रीफिंग में स्पष्ट किया कि पूरा जम्मू-कश्मीर और लद्दाख भारत का अभिन्न और अविभाज्य हिस्सा है, जिसमें पाकिस्तान के अवैध कब्जे वाले क्षेत्र (PoJK) भी शामिल हैं।भारत ने कहा, &#8220;पाकिस्तान को हमारे क्षेत्रों में किसी भी प्रकार का चुनाव कराने या प्रशासनिक फेरबदल करने का कोई कानूनी अधिकार नहीं है। वहां की जनता के वास्तविक असंतोष और जायज मांगों को बंदूक की नोक और प्रशासनिक दमन से कुचला जा रहा है। अंतरराष्ट्रीय समुदाय को पाकिस्तान द्वारा की जा रही इस निर्दयी कार्रवाई और मानवाधिकारों के घोर उल्लंघन का संज्ञान लेना चाहिए और उसे इसके लिए जवाबदेह ठहराना चाहिए।&#8221;</h5>
<h2>अनिश्चितता के भंवर में PoK</h2>
<h5>निर्वाचन आयोग ने पुंछ और पालंद्री के 7 क्षेत्रों के लिए नई तारीखों का कोई ऐलान नहीं किया है। आयोग का कहना है कि कानून-व्यवस्था सामान्य होने के बाद ही स्थिति की समीक्षा कर नया शेड्यूल जारी किया जाएगा। लेकिन जमीनी हकीकत यह है कि JAAC के नेतृत्व में चल रहा आंदोलन अब पूरी तरह से एक नागरिक विद्रोह का रूप ले चुका है। बिजली, पानी की कटौती और आवश्यक वस्तुओं की किल्लत से जूझ रही PoK की जनता अब केवल चुनाव का ही नहीं, बल्कि पाकिस्तान के दशकों पुराने आर्थिक शोषण और दमनकारी शासन का अंत चाहती है। जब तक शरणार्थी सीटों का विवाद नहीं सुझलाया जाता, तब तक इस अशांत हिमालयी क्षेत्र में शांतिपूर्ण चुनाव कराना पाकिस्तान के लिए एक दूर का सपना बना रहेगा।</h5>

										<content:encoded><![CDATA[<h4>The Delhi High Court has stated that the Election Commission of India (ECI) is within its constitutional rights to engage government school teachers for election-related tasks, but it must ensure that these duties do not place excessive stress on the educators or disrupt their teaching obligations. This observation came during a public interest litigation (PIL) that questioned the extensive use of teachers for Booth Level Officer (BLO) duties and enumeration roles as part of the ongoing Special Intensive Revision (SIR) of electoral rolls in Delhi.</h4>
<h4>During the proceedings, a Division Bench comprising Chief Justice DK Upadhyaya and Justice Tushar Rao Gedela noted the significance of the Right to Education Act, 2009, which governs the engagement of teachers for non-educational roles. The Bench emphasised that while the ECI has the authority to requisition teachers, the well-being and workload of these professionals must be adequately considered.</h4>

This initiative aims to update and streamline the electoral roll process, ensuring that the electoral records are accurate and reflective of the population. Gopalan highlighted the importance of this drive in enhancing the quality of the electoral process as well as facilitating citizen participation.</h4>
<h4>During the SIR drive, Booth Level Officers (BLOs) will actively engage with the public by conducting door-to-door visits. Their primary responsibility during these interactions will be to distribute necessary forms to citizens. Gopalan emphasised that individuals must complete these forms and return them to the designated BLOs to ensure their details are recorded correctly in the electoral rolls.</h4>
<h4>In a bid to enhance public accessibility and address any concerns promptly, BLOs will be stationed at specific booths during fixed hours each day. According to the CEO, these officers will be available from 3 PM to 5 PM, providing ample opportunity for citizens to seek assistance or submit any relevant documentation in person.</h4>

<h4>The timeline for the Special Intensive Revision process has been meticulously planned, not just for Odisha, but also for other states and union territories. For Odisha, along with Mizoram, Sikkim, and Manipur, the qualifying date for voter registration is set for July 1, 2026. Gopalan outlined that preparation, training, and printing of relevant materials will take place from May 20, 2026, to May 29, 2026.</h4>
<h4>Following the preparatory phase, the house-to-house visits by BLOs are scheduled to begin on May 30, 2026, lasting until June 28, 2026. This active engagement is a crucial part of the process, aiming to ensure that all eligible voters are included in the electoral rolls. Rationalisation of polling stations is also set to be finalised by June 28, 2026, to streamline voting access for all citizens.</h4>
<h4>The draft electoral roll is set to be published on July 5, 2026. Following this, citizens will have the opportunity to file claims and objections regarding the electoral rolls from July 5, 2026, to August 4, 2026. The resolution of these claims will occur over an extended period, from July 5 to September 2, 2026, after which the final electoral roll will be made public on September 6, 2026.</h4>
<h1>Public Participation and Accessibility</h1>
<h4>The engagement of the public in this electoral process is essential. S Gopalan reiterated that the door-to-door visits by BLOs are designed to enhance awareness and facilitate the registration process for citizens. The platform was instrumental in not only facilitating quick reporting but also in ensuring robust cybersecurity measures were in place.</h4>
<h4>According to an official announcement from the ECI, ECINET’s cybersecurity frameworks successfully mitigated more than 68 lakh malicious attacks on the counting day, which took place on May 4, 2026. These threats were reported to have originated both domestically and internationally, primarily targeting critical election infrastructure, including the results portal.</h4>
<h4>The ECINET platform saw considerable activity throughout the 2026 elections, handling an astounding total of over 98.3 crore malicious hits across polling days, which included April 9, 23, and 29. On the day of counting, peak traffic reached a significant 3 crore hits per minute, highlighting the scale of digital threats that the election system faced.</h4>
<h1>Innovative Security Measures Introduced</h1>
<h4>To enhance security protocols at Counting Centres, the ECI implemented a new QR code-based Photo Identity Card system for the first time during these elections. This innovative measure was adopted across all States and Union Territories on counting day, facilitating controlled access to counting venues.</h4>
<h4>According to the ECI, the utilisation of this new identification system allowed the generation of over 3.2 lakh QR codes specifically for the occasion. This initiative ensured that access to Counting Centres was restricted solely to authorised personnel, effectively preventing any instances of unauthorised entry.</h4>
<h4>Since its launch in January 2026, ECINET has experienced a remarkable increase in usage, surpassing 10 crore downloads. The platform was initially trialled in November 2025 during the Bihar elections, marking a significant step in modernising electoral services in India.</h4>
<h1>Voter Turnout and Election Results</h1>
<h4>The assembly elections in Assam, Keralam, West Bengal, Tamil Nadu, and Puducherry, held in April, displayed impressive voter engagement, underscoring the active participation of citizens. West Bengal notably achieved a remarkable voter turnout of 92.67 per cent across its two phases.</h4>
<h4>The ECI&#8217;s comprehensive logistical and statistical report for the Tamil Nadu Legislative Assembly General Elections revealed an overall voter turnout of 85.10 per cent. Assam and Puducherry also achieved significant milestones in voter participation, recording their highest turnout rates to date at 85.38 per cent and 89.83 per cent, respectively.</h4>
<h4>Keralam similarly reported a voter turnout of 78.03 per cent, contributing to the overall success of the electoral process. The successful implementation of ECINET and the increased voter turnout reflect a commitment to enhancing the electoral experience in India, ensuring a secure environment while promoting democratic participation.</h4>
