<h5>दिल्ली पुलिस के साउथ-वेस्ट डिस्ट्रिक्ट (दक्षिण-पश्चिम जिला) के साइबर पुलिस स्टेशन ने देशव्यापी स्तर पर चल रहे एक बहुत बड़े साइबर इन्वेस्टमेंट फ्रॉड (निवेश धोखाधड़ी) और &#8216;म्यूल बैंक अकाउंट&#8217; (फर्जी बैंक खाते) सिंडिकेट का भंडाफोड़ करने में ऐतिहासिक सफलता हासिल की है। पुलिस ने इस मामले में देश के चार अलग-अलग राज्यों से कुल 9 शातिर आरोपियों को गिरफ्तार किया है। शुरुआती जांच और नेशनल <a href="https://thecsrjournal.in/ed-on-cyber-crime-hindi/">साइबर क्राइम</a> रिपोर्टिंग पोर्टल (NCRP) से प्राप्त आंकड़ों के अनुसार, इस गिरोह ने अब तक देशभर के निर्दोष लोगों से लगभग 15.71 करोड़ रुपये से अधिक की बड़ी धोखाधड़ी को अंजाम दिया है। पुलिस प्रशासन ने बताया कि इस गिरोह के तार केवल भारत तक ही सीमित नहीं हैं, बल्कि इसका नेटवर्क दुनिया भर में फैला हुआ है और इसके पीछे विदेशी अपराधियों, विशेष रूप से दुबई और कतर में बैठे आकाओं का सीधा हाथ सामने आया है।</h5>
<h2>कैसे हुआ इस महाघोटाले का पर्दाफाश?</h2>
<h5>इस पूरे मामले की शुरुआत दिल्ली के पालम कॉलोनी इलाके के एक निवासी की शिकायत से हुई। पीड़ित को व्हाट्सएप (WhatsApp) के कुछ ऐसे ग्रुप्स में जोड़ा गया था, जो खुद को निवेश और शेयर बाजार की शिक्षा देने वाले आधिकारिक मंच बताते थे। पीड़ित को झांसा देकर एक फर्जी ट्रेडिंग एप्लीकेशन डाउनलोड करवाई गई और लाखों रुपये का निवेश करा लिया गया। जब पीड़ित ने अपने पैसे निकालने चाहे, तो उससे टैक्स और प्रोसेसिंग फीस के नाम पर और पैसों की मांग की जाने लगी, जिसके बाद उसे ठगे जाने का अहसास हुआ। दक्षिण-पश्चिम जिले की साइबर पुलिस ने जब इस शिकायत पर प्राथमिक जांच शुरू की, तो परतें खुलती चली गईं।</h5>
<h2>संगठित राष्ट्रीय सिंडिकेट</h2>
<h5>पुलिस ने तकनीकी विश्लेषण और बैंक खातों के लेनदेन (मनी ट्रेल) का पीछा करते हुए पाया कि यह कोई छोटा-मोटा फ्रॉड नहीं, बल्कि एक संगठित राष्ट्रीय सिंडिकेट है। इसके बाद पुलिस ने जाल बिछाकर देश के अलग-अलग हिस्सों में छापेमारी की और 9 मुख्य आरोपियों को दबोच लिया। NCRP पोर्टल पर की गई गहन जांच से यह साफ हुआ कि इस गिरोह के खिलाफ पूरे भारत में 34 से अधिक गंभीर शिकायतें दर्ज हैं, जिनका सीधा संबंध इसी 15.71 करोड़ रुपये के घोटाले से है। अकेले दिल्ली में ही इस गिरोह से जुड़े 7 अलग-अलग मामले दर्ज हैं, जिनमें लगभग 2.70 करोड़ रुपये की ठगी की गई है।</h5>
<h2>चार राज्यों से हुई आरोपियों की गिरफ्तारी</h2>
<h5>पुलिस ने इस ऑपरेशन के तहत अंतरराज्यीय स्तर पर छापेमारी की और केरल, पंजाब, महाराष्ट्र और गुजरात से आरोपियों को हिरासत में लिया। पकड़े गए आरोपियों की पहचान और उनका विवरण इस प्रकार है-</h5>
<h5>जमालुद्दीन फैसल (उम्र 30 वर्ष): केरल के कासरगोड का रहने वाला यह आरोपी पहले भी केरल में NDPS एक्ट और स्टॉकिंग (पीछा करने) जैसे दो गंभीर मामलों में संलिप्त रहा है।</h5>
<h5>मुज़मिल थाइब (उम्र 20 वर्ष): यह भी केरल के कासरगोड का निवासी है, जो मुख्य रूप से खाताधारकों के साथ तालमेल बिठाने का काम करता था।</h5>
<h5>सरबजीत सिंह (उम्र 43 वर्ष) और सोनिया शर्मा (उम्र 42 वर्ष): ये दोनों आरोपी पंजाब के अमृतसर के रहने वाले हैं और फर्जी दस्तावेजों के प्रबंधन में शामिल थे।</h5>
<h5>शोएब दिलावर सैय्यद (उम्र 26 वर्ष): महाराष्ट्र के नंदुरबार का रहने वाला यह आरोपी सिंडिकेट को बैंक खाते उपलब्ध कराने में मदद करता था।</h5>
<h5>सूरत और गुजरात से चार अन्य आरोपी: सिद्दीकी महामदसिद्दीक मुफीदभाई (उम्र 30 वर्ष), शेख रियाजुद्दीन इम्तियाज (उम्र 29 वर्ष), हमजा हुमायूं (उम्र 26 वर्ष, सोनगढ़) और कमालशा कादरशाह (उम्र 30 वर्ष, सूरत) को गिरफ्तार किया गया है।</h5>
<h5>ये लोग फर्जी शेल कंपनियां खोलने और उनके नाम पर बैंक चालू खाते (Current Accounts) चालू करवाने के विशेषज्ञ थे। पुलिस ने इन आरोपियों के पास से 8 हाई-टेक मोबाइल फोन बरामद किए हैं, जिनमें अत्यधिक आपत्तिजनक व्हाट्सएप चैट्स, बैंक रिकॉर्ड्स, केवाईसी (KYC) दस्तावेज, नए खाते खोलने के फॉर्म, डिजिटल क्रेडेंशियल्स और करोड़ों रुपये के लेनदेन के पुख्ता इलेक्ट्रॉनिक सबूत मिले हैं।&#8217;</h5>
<h2>ब्रदरहुड व्हाट्सएप ग्रुप और ठगी की मॉडस ऑपेरंडी</h2>
<h5>जांच में इस गिरोह के काम करने के अनोखे और बेहद शातिर तरीके (Modus Operandi) का खुलासा हुआ है। पुलिस के अनुसार, आरोपी आपस में जुड़े रहने और सूचनाएं साझा करने के लिए &#8216;ब्रदरहुड&#8217; (Brotherhood) नामक एक गुप्त व्हाट्सएप ग्रुप का संचालन करते थे। इस ग्रुप के माध्यम से विभिन्न बैंक खातों की गुप्त क्रेडेंशियल्स और किट साझा की जाती थीं। इस गिरोह में काम का स्पष्ट विभाजन था। यह सिंडिकेट सबसे पहले सोशल मीडिया और व्हाट्सएप पर लुभावने विज्ञापन चलाकर लोगों को &#8216;एक्सक्लूसिव इंस्टीट्यूशनल इन्वेस्टमेंट प्रोग्राम&#8217; (विशेष संस्थागत निवेश कार्यक्रम) का हिस्सा बनने का लालच देता था। जब लोग इनके जाल में फंसकर इनके द्वारा तैयार की गई फर्जी ट्रेडिंग एप्लीकेशन को डाउनलोड कर लेते थे, तो ऐप के भीतर उन्हें नकली या गढ़े हुए (Fabricated) मुनाफे दिखाए जाते थे। इस फर्जी मुनाफे को देखकर पीड़ित उत्साहित हो जाते थे और बार-बार बड़ी रकम निवेश करने लगते थे।</h5>
<h2>Withdrawal पर धमकी</h2>
<h5>जब कोई पीड़ित अपना पैसा वापस निकालने (Withdrawal) का प्रयास करता, तो गिरोह के सदस्य सक्रिय हो जाते और पीड़ित पर दबाव बनाते कि उसे टैक्स, ब्रोकरेज चार्ज, IPO अलॉटमेंट फीस, अकाउंट वेरिफिकेशन चार्ज या मार्जिन मनी के नाम पर और अधिक पैसे जमा करने होंगे, अन्यथा उसका पूरा निवेश डूब जाएगा। इस प्रकार पीड़ित अपनी ही फंसी हुई रकम को निकालने के चक्कर में और अधिक पैसे ट्रांसफर करता चला जाता था।</h5>
<h2>शेल कंपनियों और म्यूल खातों का मकड़जाल</h2>
<h5>एक बार जब पीड़ित पैसे ट्रांसफर कर देता, तो उस पैसे को सीधे निकालने के बजाय उसे छुपाने (Layering) की प्रक्रिया शुरू होती थी। गिरोह ने फर्जी नामों और जाली दस्तावेजों के आधार पर दर्जनों शेल फर्में (कागजी कंपनियां) बना रखी थीं। इन शेल कंपनियों के नाम पर विभिन्न बैंकों में चालू खाते खोले गए थे, जिन्हें साइबर अपराध की भाषा में &#8216;म्यूल अकाउंट्स&#8217; कहा जाता है। ठगी की रकम को तुरंत इन म्यूल खातों में ट्रांसफर किया जाता था और वहां से कई अन्य खातों में भेजकर पैसे के वास्तविक स्रोत को पूरी तरह से गायब कर दिया जाता था। जांच में &#8216;रिया&#8217; और &#8216;सैम&#8217; (समीर) नामक संदिग्धों की भी पहचान हुई है, जो केरल में इन फर्जी व्यापारिक इकाइयों को स्थापित करने, बैंक खातों का प्रबंधन करने और गिरोह के सदस्यों की यात्राओं तथा बैठकों का समन्वय करने का काम संभाल रहे थे।</h5>
<h2>विदेशी तार: दुबई और कतर से संचालन</h2>
<h5>इस मामले का सबसे चौंकाने वाला पहलू इसका अंतरराष्ट्रीय कनेक्शन है। दिल्ली पुलिस के वरिष्ठ अधिकारियों के अनुसार, इस पूरे सिंडिकेट का वैधानिक और तकनीकी संचालन भारत के बाहर से नियंत्रित किया जा रहा था। तकनीकी विश्लेषण और गिरफ्तार आरोपियों के बयानों (Disclosures) से संकेत मिले हैं कि इस पूरे नेटवर्क का मुख्य रणनीतिक और परिचालन समन्वय (Operational Coordination) संयुक्त अरब अमीरात के दुबई शहर में बैठे उनके सहयोगियों द्वारा किया जा रहा था। इसके साथ ही, ठगी गई रकम का एक बड़ा हिस्सा विभिन्न अवैध माध्यमों और डिजिटल क्रेडेंशियल्स का उपयोग करके कतर भेजा जा रहा था। पुलिस अब इस बात की गहनता से तफ्तीश कर रही है कि इन देशों में बैठे मुख्य मास्टरमाइंड कौन हैं और क्या इस धन का उपयोग किसी अन्य गैर-कानूनी या राष्ट्र-विरोधी गतिविधियों में तो नहीं किया जा रहा था। पुलिस के मुताबिक, इस सिंडिकेट को मदद पहुंचाने वाले कई अन्य संदिग्धों और बैंक अधिकारियों की भूमिका की भी जांच की जा रही है।</h5>
<h2>पुलिस की सख्त चेतावनी: लालच से बचें और तुरंत रिपोर्ट करें</h2>

Upon arrival, officers discovered Komal Singh&#8217;s body in the drawing room, surrounded by blood. Additionally, they found a pair of blood-stained scissors, which are believed to have been the murder weapon, at the scene.</h4>
<h4>The couple’s son, Gaurav, reported the incident to the police. He stated that he and his sister had observed their parents in a heated argument over property issues earlier that day. Upon failing to reach their mother by phone later that day, Gaurav returned home, only to find Komal deceased. At that time, the accused, Kamal Singh, had already fled from the location.</h4>

Investigators noted that Kamal initially planned to escape to Nepal via Gorakhpur but altered his route, suspecting that he was being tracked by police.</h4>
