चालान जारी करने की प्रक्रिया में बदलाव

रेखा गुप्ता ने बताया कि चालान प्रणाली में पूरी तरह से आधुनिक तकनीक का उपयोग होगा। पुलिस अधिकारी चालान को कागज़ी या इलेक्ट्रॉनिक रूप में जारी कर सकेंगे। कैमरों और डिजिटल निगरानी प्रणालियों के जरिए चालान स्वत: तैयार किए जाएंगे। चालान काटने के तीन दिनों के भीतर संबंधित व्यक्ति को ऑनलाइन नोटिस और पंद्रह दिनों के भीतर भौतिक नोटिस भेजा जाएगा। सभी चालानों का रिकॉर्ड एक ऑनलाइन पोर्टल पर सुरक्षित रखा जाएगा।

मुख्यमंत्री ने बताया कि चालान जारी होने के बाद व्यक्ति को 45 दिन का समय मिलेगा—या तो चालान का भुगतान करने के लिए या फिर पोर्टल पर आपत्ति दर्ज करने के लिए। 45 दिनों के भीतर कोई कार्रवाई न होने पर चालान स्वीकार मान लिया जाएगा और इसके भुगतान की अनिवार्यता 30 दिनों के भीतर होगी। यदि आपत्ति खारिज कर दी जाती है, तो व्यक्ति को 30 दिनों में भुगतान करना होगा या चालान की राशि का 50% जमा कर मामला अदालत में ले जाना होगा।

समयसीमा पार होने पर सख्त कार्रवाई

सीएम ने कहा कि यदि चालान का भुगतान नहीं किया गया, तो समय बीतने के बाद प्रतिदिन इलेक्ट्रॉनिक नोटिस भेजे जाएंगे। इसके अलावा, चालान के लिए निर्धारित समयसीमा पूरी होने पर वाहन संबंधी सभी कार्यों—जैसे टैक्स भुगतान, लाइसेंस नवीनीकरण—को रोक दिया जाएगा। साथ ही, वाहन को ‘नॉट टू बी ट्रांजैक्टेड’ के रूप में चिह्नित किया जाएगा। आवश्यकता पड़ने पर वाहन को जब्त भी किया जा सकता है।

नई प्रणाली का उद्देश्य

मुख्यमंत्री रेखा गुप्ता ने कहा कि यह नई प्रणाली डिजिटल, पारदर्शी और जवाबदेही तय करने वाली है। इस पहल से न केवल ट्रैफिक कानूनों का पालन मजबूत होगा, बल्कि सड़क दुर्घटनाओं की संख्या में भी कमी आएगी। उन्होंने दिल्लीवासियों से अनुरोध किया कि वे नियमों का पालन करें और समय पर चालान का निपटारा करें।
