<h5>संसद का मानसून सत्र शुरू होते ही देश की सबसे संवेदनशील इमारत यानी संसद भवन परिसर (PHC) की सुरक्षा व्यवस्था को पूरी तरह से अभेद्य बना दिया गया है। सोमवार को सत्र के पहले ही दिन <a href="https://thecsrjournal.in/cjps-parliament-march-police-lathicharge-protesters-jantar-mantar-hindi/">जंतर-मंतर से निकले CJP प्रदर्शनकारियों और छात्रों</a> के भारी हुजूम ने जब विजय चौक की तरफ से संसद भवन के प्रतिबंधित क्षेत्र की ओर बढ़ने की कोशिश की, तो वहां तैनात सुरक्षा एजेंसियों की त्वरित मुस्तैदी ने किसी भी संभावित अप्रिय स्थिति को पूरी तरह नाकाम कर दिया। सुरक्षा के लिहाज से एहतियातन संसद के कुछ मुख्य द्वारों को तुरंत बंद कर दिया गया और केंद्रीय औद्योगिक सुरक्षा बल (CISF) के जांबाज जवानों तथा क्विक रिएक्शन टीम (QRT) ने मोर्चा संभाल लिया।</h5>
<h2>दिसंबर 2023 की सुरक्षा चूक से सबक</h2>
<h5>यह हालिया घटनाक्रम इस बात का जीवंत प्रमाण है कि दिसंबर 2023 की सुरक्षा चूक की घटना के बाद से संसद भवन की सुरक्षा में जो आमूल-चूल बदलाव किए गए हैं, वे पूरी तरह से जमीन पर उतर चुके हैं। अब देश की संसद की सुरक्षा पारंपरिक पहरेदारी से आगे बढ़कर त्रि-स्तरीय सुरक्षा चक्र (CISF, अत्याधुनिक तकनीकी निगरानी, और QRT) पर टिकी है, जो परिंदे को भी पर मारने की इजाजत नहीं देती।</h5>
<h2>संसद की सुरक्षा का नया पहरेदार: CISF का सुरक्षा तंत्र</h2>
<h5>वर्ष 2024 के मई महीने में एक ऐतिहासिक नीतिगत फैसले के तहत संसद की आंतरिक और बाहरी सुरक्षा की पूरी कमान पार्लियामेंट सिक्योरिटी सर्विस (PSS) से लेकर CISF को सौंप दी गई थी। वर्तमान में संसद परिसर की सुरक्षा में CISF के 3,300 से अधिक विशेष रूप से प्रशिक्षित जवान और अधिकारी चौबीसों घंटे मुस्तैद हैं।संसद में तैनात होने वाले प्रत्येक CISF जवान को बेहद कड़े और विशिष्ट प्रशिक्षण दौर से गुजरना पड़ता है। गृह मंत्रालय के सूत्रों के अनुसार, इन जवानों की तैनाती से पहले उनका चार-स्तरीय कड़ा स्क्रीन टेस्ट होता है।</h5>
<h5>मनोवैज्ञानिक मूल्यांकन: तनावपूर्ण परिस्थितियों में सही निर्णय लेने की क्षमता की जांच।</h5>
<h5>बैटल फिजिकल एफिशिएंसी टेस्ट (BPET): शारीरिक रूप से अत्यधिक चुस्त-दुरुस्त होने का पैमाना।</h5>
<h5>कठिन इंडक्शन ट्रेनिंग: संसद परिसर की भौगोलिक स्थिति और विशिष्ट प्रोटोकॉल का प्रशिक्षण।</h5>
<h5>सर्वोच्च सुरक्षा क्लीयरेंस: बेदाग सर्विस रिकॉर्ड और चिकित्सा क्षेत्र में SHAPE-I श्रेणी की अनिवार्यता।</h5>
<h2>कार्यकाल में बढ़ोत्तरी</h2>
<h5>सुरक्षा व्यवस्था को अधिक निरंतरता प्रदान करने और सांसदों के साथ सुरक्षाकर्मियों के समन्वय को बेहतर बनाने के लिए हाल ही में तैनाती नीति में बदलाव कर जवानों का कार्यकाल 3 वर्ष से बढ़ाकर 4 वर्ष कर दिया गया है। इससे सुरक्षा बल के जवान सांसदों और वहां काम करने वाले स्टाफ के चेहरों तथा उनके आवागमन के पैटर्न से पूरी तरह वाकिफ रहते हैं, जिससे त्रुटि की गुंजाइश शून्य हो जाती है।</h5>
<h2>डिजिटल अभेद्य दीवार: अत्याधुनिक तकनीकी निगरानी</h2>
<h5>संसद भवन के नए और पुराने परिसर को मिलाकर अब इसे एक डिजिटल सर्विलांस जोन में बदल दिया गया है। सुरक्षाबलों के भौतिक घेरे को तकनीकी रूप से आधुनिकतम प्रणालियों का पूरा बैकअप हासिल है। तकनीकी निगरानी के मुख्य घटक निम्नलिखित हैं।</h5>
<h2>फेस रिकग्निशन सिस्टम (FRS)</h2>
<h5>संसद के सभी प्रवेश द्वारों पर अत्याधुनिक चेहरा पहचानने वाले कैमरे लगाए गए हैं। ये कैमरे डेटाबेस में फीड किए गए चेहरों से मिलान करते हैं। कोई भी अनधिकृत व्यक्ति यदि जाली पहचान पत्र के सहारे भी घुसने की कोशिश करे, तो सिस्टम तुरंत अलर्ट जारी कर देता है।</h5>
<h2>एयरपोर्ट-स्टाइल फ्रिस्किंग</h2>
<h5>परिसर के भीतर प्रवेश करने वाले हर बैग, उपकरण और सामग्री की जांच अत्याधुनिक एक्स-रे बागेज स्कैनर्स (X-BIS) के जरिए की जाती है।</h5>
<h2>एंटी-ड्रोन सिस्टम</h2>
<h5>आसमान से होने वाले किसी भी संभावित खतरे या रिमोट-कंट्रोल गैजेट्स को नाकाम करने के लिए संसद की छतों पर विशेष ड्रोन रोधी प्रणालियां सक्रिय हैं, जो किसी भी उड़ने वाली संदिग्ध वस्तु को हवा में ही जाम (Jam) कर सकती हैं।</h5>
<h2>CBRN डिफेंस यूनिट</h2>
<h5>आधुनिक युग के अदृश्य खतरों यानी केमिकल (रासायनिक), बायोलॉजिकल (जैविक), रेडियोलॉजिकल और न्यूक्लियर हमलों से निपटने के लिए CISF की एक विशेष विंग को 200 से अधिक विशेषज्ञों के साथ तैनात किया गया है।</h5>
<h2>संकट का तत्काल समाधान: Quick Reaction Team  (QRT)</h2>
<h5>यदि कोई खतरा तकनीकी निगरानी और शुरुआती सुरक्षा घेरे को भेदकर आगे बढ़ने का दुस्साहस करता है, तो उसे नेस्तनाबूद करने की जिम्मेदारी क्विक रिएक्शन टीम (QRT) की होती है। संसद परिसर के रणनीतिक मोर्चों पर QRT के कमांडो अत्याधुनिक स्वचालित हथियारों, बुलेटप्रूफ वाहनों और विशेष संचार उपकरणों के साथ तैनात रहते हैं। इन QRT कमांडोज को भारतीय सेना और राष्ट्रीय सुरक्षा गार्ड (NSG) के विशिष्ट कैंपों में बैटल-इनोक्यूलेशन का कड़ा प्रशिक्षण दिया गया है। आज प्रदर्शन के दौरान जब भीड़ संसद के मुख्य द्वारों की ओर बढ़ने लगी, तो QRT की बख्तरबंद गाड़ियों ने महज कुछ ही सेकंडों में पोजीशन संभाल ली। इनका रिस्पॉन्स टाइम (कार्रवाई का समय) इतना कम है कि ये किसी भी आकस्मिक संकट की स्थिति में एक मिनट से भी कम समय में जवाबी मोर्चा खोलने में सक्षम हैं।</h5>
<h2>सुरक्षा बलों का महा-अभ्यास: मानसून सत्र से पहले मॉक ड्रिल</h2>
<h5>संसद के मानसून सत्र के सुचारू संचालन को सुनिश्चित करने के लिए रविवार को ही संसद परिसर में एक मल्टी-एजेंसी सुरक्षा मॉक ड्रिल का आयोजन किया गया था। इस महा-अभ्यास में CISF के महानिदेशक (DG) प्रवीर रंजन स्वयं मौजूद थे। इस संयुक्त अभ्यास में CISF, दिल्ली पुलिस, CRPF, NSG और संसद के आंतरिक सुरक्षा स्टाफ ने हिस्सा लिया। इस ड्रिल का मुख्य उद्देश्य विभिन्न सुरक्षा एजेंसियों के बीच आपसी तालमेल को परखना और आपात स्थिति में एक-दूसरे को तुरंत बैकअप देना था। महानिदेशक ने सुरक्षा व्यवस्था की समीक्षा के बाद लोकसभा अध्यक्ष और लोकसभा के महासचिव से भी मुलाकात की थी, ताकि सुरक्षा की तैयारियों में कोई कसर न रह जाए।</h5>
<h2>आज के प्रदर्शन में दिखी सजगता की बानगी</h2>
<h5>सोमवार दोपहर जब जंतर-मंतर से मार्च करते हुए सीजेपी के प्रदर्शनकारी छात्र और कार्यकर्ता निषेधाज्ञा का उल्लंघन कर संसद के करीब पहुंच गए, तो सुरक्षा का नया खाका पूरी तरह कसौटी पर खरा उतरा। तकनीकी सर्विलांस और दिल्ली पुलिस के खुफिया इनपुट के आधार पर प्रदर्शनकारियों के विजय चौक की ओर बढ़ने की सूचना संसद नियंत्रण कक्ष को पहले ही मिल गई थी।</h5>
<h2>द्वारों को किया गया लॉक</h2>

The accused, a CISF head constable who had come to attend a relative’s wedding, allegedly fired at the teen during a heated confrontation and then left the city. Police later tracked him down in Etawah and arrested him.</span></h4>
<h1><span style="font-weight: 400;">Boy Had Paused to Watch the Baraat</span></h1>
<h4><span style="font-weight: 400;">According to his family, Saahil had finished a long shift at a neighbourhood grocery shop and was walking home when he saw a baraat heading to a community hall. Several children from the locality had gathered to enjoy the festivities, and he joined them.</span></h4>
<h4><span style="font-weight: 400;">As guests tossed currency notes in the air, the boys bent down to pick them up. That is when the situation escalated. One of the wedding attendees was seen grabbing Saahil by the collar and slapping him.</span><span style="font-weight: 400;"><br />

<h4><span style="font-weight: 400;">Tabrez Alam, his brother-in-law, said the child reacted only by asking why he was being attacked. “His friend later told us that Saahil asked the man what his fault was. The man got so angry that the boy talked back to him that he pulled out a gun and shot him in the head,” he said.</span></h4>
<h1><span style="font-weight: 400;">Family Says Son Was Helping Them Stay Afloat</span></h1>
<h4><span style="font-weight: 400;">Neighbours rushed to inform Saahil’s family, who took him to Hedgewar Hospital, where doctors declared him dead on arrival.</span><span style="font-weight: 400;"><br />

<h4><span style="font-weight: 400;">His mother, Nisha, said that the teen had taken up daily work after his father suffered a paralytic stroke that left his left arm immobile.</span><span style="font-weight: 400;"><br />

<h4><span style="font-weight: 400;">“He was coming home after work… he was just lured by the currency notes and the celebrations,” she said. According to the family, the notes the boy picked up were counterfeit.</span></h4>
<h4><span style="font-weight: 400;">The 14-year-old had been earning Rs 6,000 per month for an 11-hour shift at a local shop and was determined to support his parents and six siblings.</span><span style="font-weight: 400;"><br />

He had come to Delhi to attend the wedding of his cousin, the groom. After the firing, he left for Etawah, where he was arrested.</span><span style="font-weight: 400;"><br />

<h4><span style="font-weight: 400;">A senior official involved in the inquiry said the suspect displayed signs of emotional instability. “Following the questioning, we understood that he had some mental health issues… he had trouble keeping his anger at bay,” the officer stated.</span></h4>

<h4><span style="font-weight: 400;">A CISF official told TOI that departmental action will follow after judicial procedures.</span></h4>

										<content:encoded><![CDATA[<h4>Mumbai, India: The Founder and Chairperson of Aditya Birla Education Trust (ABET), Mrs. Neerja Birla, and DG CISF Sh. R.S. Bhatti, IPS on Wednesday jointly reviewed the progress of Project Mann — a mental health initiative run by Mpower, an initiative of Aditya Birla Education Trust. The project is being implemented under the MoU signed between CISF and ABET in November 2024.</h4>
<h4>Mpower’s qualified team of mental health experts have helped create awareness among the CISF personnel through awareness building, counselling, clinical interventions and training of CISF personnel.</h4>
<h4>Project Mann has been able to help 75,000 CISF personnel and their families till date. Mpower has also trained 8,506 CISF officers and sub-officers to identify and manage low-risk mental health issues and escalate serious cases to professionals. This two-tiered structure has made psychological support more accessible at the grassroots level.</h4>
<h4>Hyper-sensitive units such as IGI Airport, Parliament, Delhi Metro among others have had psychometric assessments of 21,000 personnel for early identification in case of potential issues. The initiative has resulted in counselling and interventions in the case of depression, marital discord, financial stress among others.</h4>
<h4>It is notable that the suicide rate of CISF has declined below the national average during the year 2024 and 2025 highlighting the impact of this initiative.</h4>
<h4>Considering the success and impact of Project Mann, DG CISF and Mrs. Neerja Birla have jointly decided to continue their support for the initiative. Highlighting the significance of this initiative DG CISF stated, “Mental health is as mission-critical as physical fitness for our personnel. This initiative strengthens our internal support systems and ensures that our personnel remain emotionally resilient, focused and operationally ready”.</h4>
<h4>Adding further, Mrs Neerja Birla Founder Chairperson Mpower, ABET said, “Our long-term partnership with CISF is a testament to what can be achieved when mental health is institutionalized. Over the past three years, Project Mann has supported more than 75000 personnel with counselling, psychometric screening, peer engagement and a 24×7 helpline across CISF units nationwide. 										<content:encoded><![CDATA[<h6>Kolkata, India: A shocking incident has come to light in Kolkata, where five personnel from the Central Industrial Security Force (CISF), including an inspector and a female constable, have been arrested by the Bidhannagar Police for allegedly orchestrating a fake income tax raid. The arrests, which also include three civilian accomplices, have sent ripples of disbelief through the city, exposing a brazen act of impersonation and robbery.</h6>
<h6>The incident unfolded following a complaint filed by Binita Singh, a resident of Chinar Park, on March 18th. Ms. Singh reported that on the night of March 23rd, around 2 am, a group of six individuals forcibly entered her residence, falsely identifying themselves as Kolkata Police officers. Three of the intruders were reportedly in khaki uniforms, while the others were in plain clothes. According to the complaint, the group seized mobile phones from the occupants and security personnel before declaring themselves to be Income Tax (I-T) officials conducting a raid. They then proceeded to confiscate cash, gold, and CCTV footage from the premises before departing with a signed blank sheet of paper.</h6>
<h6>Singh&#8217;s suspicions were aroused when she contacted the Income Tax department and found no record of any such raid. This prompted her to approach the police, leading to a thorough investigation.</h6>
<h2>Investigation Uncovers Elaborate Scheme</h2>
<h6>Deputy Commissioner of Police (Airport Division), Aishwariya Sagar, provided details of the investigation during a press briefing. The police investigation, aided by CCTV footage, successfully identified two vehicles used in the commission of the crime – a pick-up van and a motorcycle. Acting swiftly, the police apprehended the driver of the pick-up van, which subsequently led to the arrests of the other suspects. Among those apprehended were an inspector from Farakka, Murshidabad, and four CISF personnel who were stationed at various locations across West Bengal. Notably, one of the arrested CISF personnel is Laxmi Kumari Chowdhury, a female constable deployed at the RG Kar Medical College.</h6>
<h2>Property Dispute Allegedly Fuelled the Crime</h2>
<h6>The motive behind the elaborate staged raid has been linked to a property dispute between Binita Singh and her stepmother, Arati Singh. Investigators have revealed that Arati Singh allegedly conspired with the CISF inspector to divide the ill-gotten gains from the robbery. Consequently, Arati Singh has also been taken into custody in connection with the case.</h6>
<h6>All five CISF personnel are currently in judicial custody as the investigation continues. A Test Identification (TI) parade has been scheduled for April 28th to formally identify the accused. The Bidhannagar Police are pursuing further leads to ascertain the full extent of the conspiracy and identify any other individuals who may have been involved. This incident serves as a stark reminder of the lengths to which individuals may go and the importance of verifying official identities during any such operations.</h6>
