										<content:encoded><![CDATA[<h5 class="isSelectedEnd">भारत की लोक परंपराएं अपनी विविधता और अनोखी मान्यताओं के लिए जानी जाती हैं। छत्तीसगढ़, जिसे धान का कटोरा कहा जाता है, की सांस्कृतिक विरासत में सुआ लोकनृत्य का विशेष स्थान है। सदियों से चली आ रही यह परंपरा मुख्य रूप से महिलाओं से जुड़ी है। सुआ का अर्थ तोता होता है और इसी पक्षी को इस लोकनृत्य में प्रतीक के रूप में शामिल किया जाता है।</h5>
<h1>दीपावली से शुरू होती है परंपरा</h1>
<h5 class="isSelectedEnd">सुआ नृत्य का आयोजन दीपावली के आसपास शुरू होता है और अगहन मास तक इसकी परंपरा निभाई जाती है। इसका संबंध नई फसल से भी माना जाता है। गांव की महिलाएं अलग-अलग घरों से पहली फसल का थोड़ा-थोड़ा धान एकत्र करती हैं। इसके बाद इस धान को बांस की टोकरी में रखा जाता है और उसके ऊपर मिट्टी से बना तोता स्थापित किया जाता है।</h5>
<h2>मिट्टी का तोता क्यों होता है खास?</h2>
<h5 class="isSelectedEnd">सुआ नृत्य में तोते को महिलाओं की भावनाओं और मन की बातों का प्रतीक माना जाता है। मान्यता है कि जिस तरह तोता सुनी हुई बात को दोहरा सकता है, उसी तरह महिलाएं उसके माध्यम से अपने मन की भावनाएं अपने प्रिय तक पहुंचाने की कल्पना करती हैं। सुआ गीतों में प्रेम, विरह और जीवन से जुड़ी भावनाओं की अभिव्यक्ति देखने को मिलती है।</h5>
<h2>तालियों की थाप पर होता है नृत्य</h2>
<h5 class="isSelectedEnd">सुआ नृत्य की सबसे खास बात यह है कि इसमें किसी वाद्य यंत्र की आवश्यकता नहीं होती। महिलाएं मिट्टी के तोते वाली टोकरी के चारों ओर घेरा बनाकर बैठती या खड़ी होती हैं और सुआ गीत गाते हुए तालियों की थाप पर नृत्य करती हैं। पारंपरिक साड़ी पहनकर किया जाने वाला यह नृत्य सामूहिकता और उत्सव की भावना को दर्शाता है।</h5>
<h2>गौरा-गौरी विवाह से है गहरा संबंध</h2>
<h5 class="isSelectedEnd">छत्तीसगढ़ में दीपावली के अगले दिन गौरा-गौरी विवाह का विशेष लोक उत्सव मनाया जाता है। इस दौरान भगवान शिव और माता पार्वती की मिट्टी की प्रतिमाएं बनाकर उनका विवाह कराया जाता है। इसी धार्मिक और सांस्कृतिक आयोजन के बाद सुआ गीत और नृत्य की शुरुआत होती है।</h5>
<h2>गोंड समुदाय से जुड़ी है परंपरा</h2>
<h5 class="isSelectedEnd">सुआ नृत्य का विशेष संबंध छत्तीसगढ़ और मध्य प्रदेश के गोंड आदिवासी समुदाय से माना जाता है। हालांकि समय के साथ यह परंपरा पूरे छत्तीसगढ़ की लोक संस्कृति का हिस्सा बन गई। सुआ गीतों में महिलाओं की भावनाओं और अपनी पसंद के जीवनसाथी को लेकर उनकी अभिव्यक्ति भी दिखाई देती है। यही वजह है कि यह नृत्य केवल मनोरंजन नहीं, बल्कि लोकजीवन और महिलाओं की भावनाओं का जीवंत प्रतीक भी माना जाता है।</h5>

The worker was unaccounted for four days before his body was discovered, leading to widespread anger among local residents.</h4>
<h4>The incident occurred in Hinganjhar village, under the jurisdiction of the Kacche police outpost, within the Bhanuppratappur police station area. The pipeline installation is part of the government’s initiative to provide tap water to households across the region.</h4>
<h1>Details of the Recovery</h1>
<h4>Officials stated that Ramdev Anchla, approximately thirty years old, entered a trench on July 28 to connect a household pipeline. During this time, soil was being filled into the trench by a JCB machine from the opposite side. It is reported that the JCB operator may have been unaware of Ramdev’s presence in the trench, leading to a tragic accident where he was buried under the earth.</h4>
<h4>Witnesses allege that several other workers were engaged in tasks 20 to 40 metres away and did not observe the incident. When Ramdev did not return for lunch, his colleagues began to search for him. Initially, his phone rang but subsequently became unreachable, raising further concerns among his family and the community.</h4>
<h4>After failing to locate him, a missing person&#8217;s report was filed with local police. On July 31, a team comprising police, local representatives, and villagers undertook renewed excavation efforts at the suspected site. After digging approximately ten metres, they found Ramdev&#8217;s body in a sitting position within the trench, prompting shock and disbelief among those present.</h4>
<h1>Community Response and Investigative Actions</h1>
<h4>In the aftermath of the body’s recovery, enraged villagers reportedly attacked the JCB operator, Vijay Rajput. Police intervened to manage the situation and subsequently took Rajput into custody. He asserted that he had not seen Ramdev inside the trench while performing the filling operation, suggesting that the search for the labourer only commenced after he failed to return during lunchtime.</h4>
<h4>Law enforcement officials have dispatched the body for a post-mortem examination, scheduled for August 1 at Bhanupratappur. This examination is crucial in determining the cause of death and any relevant circumstances surrounding the incident.</h4>
<h4>Both authorities and the Public Health Engineering Department have initiated an investigation to ascertain if the required safety protocols were adhered to at the worksite. This inquiry aims to assign responsibility and may lead to further recommendations for improving safety measures in similar projects in the future.</h4>

<h1>Expansion Plans for Coaching Initiative</h1>
<h4>During his address, Chhikara indicated that the district administration intends to broaden the scope of the Gyan Gudi programme beyond NEET and the Joint Entrance Examination (JEE) to include other competitive tests such as those for staff selection and banking. He emphasised the importance of nurturing local talent as a means to improve healthcare facilities in the region.</h4>
<h4>Chhikara articulated his aspirations for the students, stating that he hopes they will become proficient doctors and contribute significantly to the development of medical services in Bastar. He reiterated the administration&#8217;s commitment to enhancing preparatory support for various competitive exams requiring a grasp of general subjects like mathematics, general knowledge, and English.</h4>
<h4>Alexander Cherian, in charge of Gyan Gudi, provided additional context regarding enrolment. He shared that a total of 379 students registered for NEET through the initiative, out of which 240 secured qualifying marks. He also mentioned that many of these students have been admitted to government medical colleges, while 37 have been selected in the Pre-Agriculture Test (PAT), enabling their enrolment in agricultural universities across Chhattisgarh.</h4>
<h1>Support and Motivation for Students</h1>
<h4>According to Cherian, the talent among students in the region is abundant and simply requires the right opportunities to flourish. He stated that if provided with adequate resources, students from Bastar could certainly compete with peers from urban areas. He remarked, &#8220;Almost all of our students have also joined medical colleges. If children are provided with opportunities, our children can also compete and progress with the children of metro cities.&#8221;</h4>
<h4>Aishwarya Panigrahi, one of the NEET-qualified students, shared her experiences regarding the support received from the programme during her preparation. She described the initiative as immensely beneficial and recounted her challenges while studying in Hyderabad, such as navigating language barriers in a different state. Panigrahi emphasised the facilities available at Gyan Gudi and the supportive nature of the teachers involved.</h4>

<h4>The event mirrored the reverence typically reserved for human marriages, crafted meticulously by tribal members who shared responsibilities. Local woodcutters selected Mahua logs to create the physical representations of Bhima and Bhimin, setting the stage for a ceremonial celebration.</h4>

<h4>Participants in the event included both young and old from various surrounding areas, all driven by a sense of cultural preservation and community unity. Women played a vital role by gathering ceremonial items such as turmeric, local flowers, and holy oil. <h4>Following the ceremony, the distribution of traditional fruits and sweets marked the celebration&#8217;s conclusion. Villagers returned to their fields, united in the hope that the matrimonial blessing would soon bring relief from the prolonged dry conditions affecting their area.</h4>

<h5>इस अधिनियम का मुख्य उद्देश्य उद्योगों की स्थापना और संचालन की प्रक्रियाओं को सरल बनाना है। विशेष रूप से सूक्ष्म, लघु एवं मध्यम उद्यमों (MSMEs) के लिए यह और भी महत्वपूर्ण है। छोटे कारोबारियों के लिए अब सरल और त्वरित मंजूरी की व्यवस्था होगी। कम जोखिम वाले छोटे व्यवसायों को बड़ी औपचारिकताओं से बचाने के लिए सेल्फ सर्टिफिकेशन का विकल्प दिया गया है। इससे प्रक्रिया तेज और अधिक प्रभावी बनेगी।</h5>

<h5>बिजनेस परमिशन सिस्टम के तहत लाइसेंस या अनुमति के नवीनीकरण की अनिवार्यता समाप्त कर दी जाएगी, जिससे उद्यमियों को औपचारिकताओं से राहत मिलेगी। अब वे अपने व्यापार के विस्तार पर अधिक ध्यान केंद्रित कर सकेंगे। यह विशेष रूप से MSMEs के लिए महत्वपूर्ण है, जो इतने लंबे समय से जटिल प्रक्रियाओं का सामना कर रहे थे।</h5>
<h2>पंजीकरण की नई व्यवस्था</h2>
<h5>अधिनियम के तहत एमएसएमई इकाइयों के लिए जल प्रदाय संबंधी अनुमति स्व-घोषणा के आधार पर दी जाएगी। सोसायटी और फर्म का पंजीकरण समयबद्ध प्रक्रिया के माध्यम से होगा। यदि निर्धारित समय में संबंधित विभाग निर्णय नहीं लेते हैं, तो पात्र मामलों में अनुमति स्वतः स्वीकृत मानी जाएगी। यह नई व्यवस्था व्यवसायियों के लिए बड़ी राहत प्रदान करेगी।</h5>
<h2>त्रिस्तरीय निगरानी व्यवस्था</h2>
<h5>अधिनियम के प्रभावी कार्यान्वयन के लिए त्रिस्तरीय निगरानी व्यवस्था लागू की गई है। राज्य स्तर पर मुख्य सचिव की अध्यक्षता में समिति गठित की गई है, जो क्रियान्वयन और अनुश्रवण की जिम्मेदारी निभाएगी। जिला स्तर पर भी कलेक्टर की अध्यक्षता में समितियां बनाई गई हैं। ये सभी समितियां मुख्यमंत्री की अध्यक्षता में कार्य करेंगी, जिससे कि व्यवस्था को सुचारू रूप से लागू किया जा सके।</h5>
<h2>15 लाख MSMEs को मिलेगा लाभ</h2>
<h5>छत्तीसगढ़ में 15 लाख से अधिक सूक्ष्म, लघु एवं मध्यम उद्यमों को इस सुधार से प्रत्यक्ष लाभ मिलने की उम्मीद है। सरकार का मानना है कि यह नई व्यवस्था कारोबार शुरू करने और संचालित करने में लगने वाले समय तथा लागत को कम करने में मदद करेगी। जबकि जोखिम वाले क्षेत्रों में प्रभावी निगरानी की व्यवस्था पहले की तरह जारी रहेगी। यह परिवर्तन राज्य की आर्थिक स्थिति को मजबूत करने की दिशा में एक महत्वपूर्ण कदम साबित होगा।</h5>

These included a luxury hotel located in Goa, various parcels of land, and financial investments. This operation is considered one of the most significant undertaken by the agency in this ongoing case. The attachment was executed through three separate Provisional Attachment Orders issued on May 28 under the Prevention of Money Laundering Act, 2002.</h4>
<h4>The total registered deed value of the attached assets is estimated to be around Rs 200 crore. The ED claims these properties are linked to an alleged liquor syndicate that operated in Chhattisgarh from 2019 to 2023, reportedly generating criminal proceeds exceeding Rs 2,883 crore. This alleged operation manipulated the state’s excise system.</h4>
<h1>Investigations into the Alleged Syndicate</h1>
<h4>This inquiry stems from a First Information Report (FIR) lodged by the Economic Offences Wing and Anti-Corruption Bureau in Raipur. The ED has indicated that the syndicate was allegedly led by businessman Anwar Dhebar and retired IAS officer Anil Tuteja. The agency reports that the operation received assistance from senior government officials, distillery proprietors, and private entities.</h4>
<h4>As per the allegations, the syndicate artificially inflated liquor procurement costs, facilitated the manufacturing and sale of unaccounted liquor, and unlawfully acquired commissions via FL-10A licences issued to selected firms. This manipulation enabled the illicit generation of wealth for those involved in the network.</h4>
<h4>The ED&#8217;s first attachment order involved properties, worth approximately Rs 30 crore, linked to Anwar Dhebar and his associate Vikas Agrawal. Agrawal is alleged to have acted as a financial manager for the group, collecting commissions from the distilleries and distributing funds to Dhebar. Additional properties linked to Agrawal’s family members have been marked for attachment as assets potentially linked to illicit gains.</h4>
<h1>Significant Properties and Financial Links</h1>
<h4>Among the notable assets seized is the Westinn Hotel situated in North Goa&#8217;s Anjuna area, valued at Rs 110 crore. The hotel, owned by Ms Pacifica Hotels India Private Limited, is claimed by the ED to have been purchased entirely through illicit funds derived from the liquor scam. Investigators assert that the acquisition took place using unaccounted cash that was physically transported at the direction of Chaitanya Baghel.</h4>
<h4>In addition to real estate, the ED has also frozen various bank accounts along with shares and mutual fund investments linked to three FL-10A licence holder companies: Ms Om Sai Beverages Pvt Ltd, Ms Dishita Ventures Pvt Ltd, and Ms Nexgen Power Engitech Pvt Ltd. The agency alleges that these firms were compelled to remit between fifty and sixty per cent of their profits to the aforementioned liquor syndicate, leading to assets valued at around Rs 51 crore being frozen under this initiative.</h4>
<h4>The ED has filed its sixth supplementary prosecution complaint before the Special Court in Raipur related to this case. This complaint names four additional individuals, raising the total number of accused in this money laundering investigation to eighty-five. The ED alleges that Vijay Bhatia received a 52.5 per cent benami stake in Ms Om Sai Beverages under duress, while Probir Sharma allegedly transported large amounts of cash on behalf of the syndicate.</h4>

<h4>The Enforcement Directorate has confirmed that the investigation continues, with ongoing efforts focused on tracing the proceeds of crime and determining the beneficiaries associated with the alleged scam.
