BMC Cancels Bakrid Slaughter Permission in Two Mumbai Societies

The Brihanmumbai Municipal Corporation (BMC) has revoked permission for goat slaughter in two residential complexes in Mumbai. This decision comes after significant protests from residents and interventions by local BJP leaders. Tensions initially escalated in Dindoshi’s Azad Nagar Apartment and Ghatkopar’s Sagar Park society, following a similar situation in Thane’s Poonam Cluster Housing complex where 40 to 50 goats had been brought for Bakrid sacrifices.

On Wednesday morning, residents of Azad Nagar Apartment began voicing their objections when a temporary goat shed was established by their Muslim neighbours. The situation intensified after local BJP corporator Priti Satam intervened, responding to multiple complaints, and insisted that the shed be removed.

In light of the ongoing unrest, the BMC issued a notification instructing the residents to dismantle the temporary structure. They were advised to transfer the sacrifice activities to a nearby mutton shop, a directive that has generated discontent among many community members.

Community Reactions and BMC’s Justification

Several residents noted that BMC officials had previously inspected the site and granted approval for the goats’ slaughter during Eid al-Adha. With the sudden cancellation, many are now struggling to find alternative locations for the sacrifices, particularly as local slaughterhouses are reportedly fully booked.

In Ghatkopar’s Sagar Park society, a parallel scenario unfolded where BJP leader Kirit Somaiya arrived in response to protests against the proposed slaughter. Many residents, predominantly Hindus and Jains, expressed concerns that the slaughtering process could pose health risks to the community, leading them to seek support from BJP leaders and other Hindu organisations.

Escalation of Protests and Violence in Thane

The situation escalated in Thane the previous day when Muslim residents attempted to bring goats into a residential area for Bakri-Eid. Other residents cited community regulations and hygiene issues, leading to protests against the initiative. Although the temporary goat shed was removed swiftly, the goats remained, resulting in heightened tensions.

The conflict turned violent around midnight when members of right-wing groups, including the Vishwa Hindu Parishad (VHP) and Bajrang Dal, joined protesting residents outside the complex gates. A confrontation ensued after an individual approached the gathering, which quickly escalated into a physical altercation.

Reports indicate that during the scuffle, the individual allegedly brandished a sharp weapon, resulting in injuries to three people, including a local VHP representative, Nagnath Kamble, before being subdued and handed over to police authorities.

बजट, भ्रष्टाचार और AI- बदलती BMC की नई तस्वीर, रिकॉर्ड बजट के साथ नई चुनौतियों का सामना कर रही बीएमसी

मुंबई की सबसे बड़ी नागरिक संस्था Brihanmumbai Municipal Corporation (BMC) इन दिनों कई बड़े फैसलों और विवादों को लेकर चर्चा में है। एक तरफ बीएमसी ने वर्ष 2026-27 के लिए 80,952.56 करोड़ रुपये का ऐतिहासिक बजट पारित किया है, वहीं दूसरी तरफ जन्म प्रमाणपत्रों में भारी अनियमितताओं का खुलासा प्रशासन के लिए चिंता का विषय बन गया है। इसके साथ ही बीएमसी अब नागरिक रिकॉर्ड को सुरक्षित रखने के लिए आर्टिफिशियल इंटेलिजेंस (AI) तकनीक का सहारा लेने जा रही है।

80,952 करोड़ रुपये का अब तक का सबसे बड़ा बजट

बीएमसी द्वारा पेश किया गया 2026-27 का बजट अब तक का सबसे बड़ा बजट माना जा रहा है। मुंबई जैसे महानगर की बढ़ती आबादी, ट्रैफिक, जलभराव और बुनियादी ढांचे की चुनौतियों को देखते हुए इस बजट में बड़े पैमाने पर पूंजीगत खर्च का प्रावधान किया गया है। कुल बजट का लगभग 60 प्रतिशत हिस्सा इंफ्रास्ट्रक्चर परियोजनाओं पर खर्च किया जाएगा। प्रशासन का दावा है कि यह बजट मुंबई को अधिक आधुनिक, सुरक्षित और विकसित शहर बनाने की दिशा में बड़ा कदम साबित होगा।

सड़कों, पुलों और सीवेज परियोजनाओं पर सबसे ज्यादा फोकस

बीएमसी ने इस बजट में सड़क कंक्रीटीकरण, कोस्टल रोड, पुल निर्माण और सीवेज ट्रीटमेंट परियोजनाओं पर विशेष ध्यान दिया है। मुंबई सीवेज डिस्पोजल प्रोजेक्ट के लिए हजारों करोड़ रुपये आवंटित किए गए हैं ताकि समुद्री प्रदूषण और जलनिकासी की समस्या को कम किया जा सके। इसके अलावा गोरेगांव-मुलुंड लिंक रोड, नए फ्लाईओवर और ट्रैफिक सुधार परियोजनाओं पर भी बड़ा निवेश किया जाएगा। प्रशासन का कहना है कि इन योजनाओं से ट्रैफिक जाम कम होगा और यात्रा का समय घटेगा।

स्वास्थ्य और शिक्षा क्षेत्र को भी मिला बड़ा बजट

बीएमसी ने स्वास्थ्य और शिक्षा सेवाओं के विस्तार पर भी जोर दिया है। अस्पतालों को आधुनिक बनाने, डिजिटल हेल्थ सिस्टम लागू करने और नागरिक स्वास्थ्य सेवाओं को बेहतर करने के लिए अलग से फंड निर्धारित किया गया है। वहीं बीएमसी स्कूलों में डिजिटल क्लासरूम, स्मार्ट शिक्षा और तकनीकी सुविधाएं बढ़ाने की योजना बनाई गई है। प्रशासन का कहना है कि सरकारी स्कूलों और अस्पतालों को निजी संस्थानों के बराबर सुविधाएं देने की कोशिश की जा रही है।

जन्म प्रमाणपत्रों में 10 हजार से ज्यादा गड़बड़ियों का खुलासा

बीएमसी की आंतरिक जांच में एक बड़ा खुलासा हुआ है। वर्ष 2024 से 2026 के बीच 10 हजार से अधिक जन्म प्रमाणपत्रों में बिना किसी वैध दस्तावेज के सुधार किए गए। कई मामलों में नाम, जन्मतिथि और अन्य महत्वपूर्ण जानकारी बदली गई लेकिन संबंधित फाइलों में कोई सपोर्टिंग दस्तावेज मौजूद नहीं थे। इस खुलासे ने बीएमसी की रिकॉर्ड प्रणाली और प्रशासनिक पारदर्शिता पर गंभीर सवाल खड़े कर दिए हैं।

फर्जी पहचान और धोखाधड़ी का बढ़ा खतरा

विशेषज्ञों का मानना है कि जन्म प्रमाणपत्र किसी भी नागरिक की मूल पहचान का सबसे अहम दस्तावेज होता है। ऐसे में बिना सत्यापन के बदलाव होना बेहद गंभीर मामला है। इससे फर्जी पहचान पत्र बनवाने, सरकारी योजनाओं का गलत फायदा उठाने और अन्य वित्तीय धोखाधड़ी की आशंका बढ़ गई है। बीएमसी अब यह जांच कर रही है कि इन बदलावों के पीछे कौन अधिकारी जिम्मेदार थे और क्या इसके पीछे कोई संगठित नेटवर्क काम कर रहा था।

रिकॉर्ड सुरक्षा के लिए AI तकनीक का इस्तेमाल

अनियमितताओं के सामने आने के बाद बीएमसी ने अब रिकॉर्ड सुरक्षा के लिए AI आधारित तकनीक लागू करने का फैसला किया है। नई प्रणाली के तहत जन्म और मृत्यु प्रमाणपत्र समेत अन्य नागरिक दस्तावेजों की डिजिटल स्कैनिंग और सत्यापन AI की मदद से किया जाएगा। यह तकनीक संदिग्ध बदलावों की पहचान करने, डेटा मिलान करने और रिकॉर्ड में छेड़छाड़ रोकने में मदद करेगी। प्रशासन का दावा है कि इससे भविष्य में फर्जीवाड़े की घटनाओं पर काफी हद तक रोक लगेगी।

बीएमसी ने लॉन्च की 2026 सिविक डायरी

बीएमसी ने अपनी 2026 “सिविक डायरी” भी लॉन्च की है। इसमें शहर की प्रमुख परियोजनाओं, नागरिक सेवाओं, बजट योजनाओं और प्रशासनिक गतिविधियों की विस्तृत जानकारी दी गई है। बीएमसी का कहना है कि यह डायरी नागरिकों को शहर के विकास कार्यों से जोड़ने और प्रशासन में पारदर्शिता बढ़ाने का प्रयास है।

दुर्घटना-प्रवण इलाकों की विशेष जांच शुरू

मुंबई में लगातार बढ़ते सड़क हादसों और मानसून के दौरान होने वाली दुर्घटनाओं को देखते हुए बीएमसी ने दुर्घटना-प्रवण इलाकों की जांच शुरू की है। इस अभियान के तहत खराब सड़कों, गड्ढों, ट्रैफिक ब्लैक स्पॉट और जोखिम वाले क्षेत्रों की पहचान की जा रही है। प्रशासन का दावा है कि सुधारात्मक कदम उठाकर सड़क सुरक्षा को बेहतर बनाया जाएगा।

विपक्ष ने उठाए प्रशासनिक पारदर्शिता पर सवाल

बीएमसी एक ओर मेगा इंफ्रास्ट्रक्चर परियोजनाओं और आधुनिक तकनीक के जरिए मुंबई को विश्वस्तरीय शहर बनाने का दावा कर रही है, वहीं दूसरी ओर रिकॉर्ड में गड़बड़ी और प्रशासनिक लापरवाही की घटनाएं उसकी छवि को प्रभावित कर रही हैं। आने वाले समय में यह देखना महत्वपूर्ण होगा कि AI आधारित निगरानी और नई जांच प्रणाली वास्तव में व्यवस्था को कितना पारदर्शी, सुरक्षित और भरोसेमंद बना पाती है।

BMC Announces 10 Per cent Water Cut Across Mumbai From May 15

The Brihanmumbai Municipal Corporation (BMC) has officially declared a 10 per cent water cut across Mumbai, commencing on May 15. This decision comes as the municipal body aims to manage the dwindling water levels in the city’s supply lakes. The announcement was made through a press release issued on May 12.

Reasons Behind the Water Cut

The BMC’s Public Relations Officer has indicated that the water supply levels are significantly low. Citing forecasts from the Indian Meteorological Department (IMD), the BMC has warned of a potentially inadequate monsoon influenced by the El Nino and Indian Ocean Dipole phenomena. Therefore, residents are advised to conserve water and use it judiciously.

Despite the serious situation, the BMC reassured citizens that there is no immediate cause for alarm. They expressed that the water conservation measures are precautionary and should not lead to undue panic among the population.

The BMC noted that the current usable water capacity stands at only 23.52 per cent, with a total availability of 340,399 million litres in the city’s reservoirs against an annual requirement of 1,447,363 million litres. The municipal administration is closely monitoring the situation.

Additional Water Supplies and Measures

To supplement the water supply during this period, Mumbai is expected to receive additional water of 147,092 million litres from the Bhatsa Dam’s maintenance reserve. Additionally, 90,000 million litres will be sourced from the Upper Vaitarna Dam’s reserve. This move is intended to alleviate some of the water scarcity during the upcoming dry months.

The water cut will also extend to the supply provided by the BMC to the Thane and Bhiwandi-Nizampur Municipal Corporations, along with neighbouring villages. This enforcement will commence on May 15 and will remain in place until there is a significant improvement in rainfall and reservoir water levels.

Prior to this water cut, the BMC had previously executed a planned 30-hour water supply shutdown in certain areas of Mumbai between May 5 and May 6. This shutdown was necessary for critical maintenance and connections in their Water Supply Project, aimed at ensuring the overall integrity and efficiency of water distribution in the city.

पवई की धरती के नीचे दबी करोड़ों की मशीन, BMC ने बदला रास्ता – 419 करोड़ का बढ़ा बोझ

2019 से फंसी जर्मन टनल बोरिंग मशीन को निकालना हुआ नामुमकिन, अब नए सिरे से होगा काम

देश की आर्थिक राजधानी मुंबई में एक ओर जहां आधुनिक इंफ्रास्ट्रक्चर परियोजनाओं की रफ्तार तेज हो रही है, वहीं दूसरी ओर एक महत्वाकांक्षी जल सुरंग परियोजना तकनीकी चुनौतियों के चलते अधर में लटक गई है। पवई इलाके में करोड़ों रुपये की लागत से लाई गई एक अत्याधुनिक जर्मन टनल बोरिंग मशीन (TBM) पिछले करीब सात वर्षों से जमीन के नीचे फंसी हुई है। अब बृहन्मुंबई महानगरपालिका (BMC) ने इसे वहीं छोड़कर नए सिरे से परियोजना शुरू करने का फैसला किया है।

कैसे फंसी मशीन?

यह मामला अगस्त 2019 का है, जब पवई से घाटकोपर तक जल आपूर्ति के लिए एक भूमिगत सुरंग बनाने का कार्य शुरू किया गया था। परियोजना के तहत लगभग 1.2 किलोमीटर तक खुदाई सफलतापूर्वक की जा चुकी थी। लेकिन इसके बाद मशीन एक ऐसे भू-भाग में पहुंच गई, जहां जमीन की संरचना सामान्य से बिल्कुल अलग थी। आमतौर पर मुंबई के अधिकांश हिस्सों में मजबूत बेसाल्ट चट्टानें पाई जाती हैं, जो सुरंग निर्माण के लिए अनुकूल मानी जाती हैं।

Volcanic Ash में फँसी मशीन

पवई के इस विशेष क्षेत्र में मशीन ज्वालामुखीय राख (volcanic ash) और दलदली, कीचड़युक्त मिट्टी में फंस गई। यह मिट्टी इतनी नरम थी कि मशीन की पकड़ पूरी तरह खत्म हो गई और वह धीरे-धीरे धंसती चली गई। स्थिति इतनी गंभीर हो गई कि मशीन का लगभग 80 प्रतिशत हिस्सा जमीन के अंदर समा गया। इसके साथ ही सुरंग में पानी का रिसाव भी शुरू हो गया, जिससे काम और अधिक जोखिमपूर्ण हो गया।

तकनीकी विशेषज्ञ भी नहीं निकाल पाए हल

मशीन को निकालने के लिए कई स्तरों पर प्रयास किए गए। देश के प्रतिष्ठित संस्थान आईआईटी बॉम्बे सहित कई तकनीकी विशेषज्ञों से सलाह ली गई। विशेषज्ञों ने विभिन्न विकल्प सुझाए, लेकिन सभी प्रयास असफल साबित हुए। मशीन को बाहर निकालना न केवल तकनीकी रूप से अत्यंत जटिल था, बल्कि इससे आसपास की जमीन और संरचनाओं को भी नुकसान पहुंचने का खतरा था। आखिरकार BMC ने यह निष्कर्ष निकाला कि मशीन को निकालने का प्रयास करना आर्थिक और तकनीकी दृष्टि से व्यावहारिक नहीं है।

बढ़ी लागत और नया टेंडर

इस परियोजना में आई रुकावट के चलते BMC को बड़ा आर्थिक झटका लगा है। पुराने कॉन्ट्रैक्ट को समाप्त करते हुए वर्ष 2022 में नया टेंडर जारी किया गया। परियोजना की देरी, तकनीकी बदलाव और नए सिरे से कार्य शुरू करने के कारण कुल लागत में लगभग 419 करोड़ रुपये की वृद्धि दर्ज की गई है।अब नई योजना के तहत सुरंग निर्माण के लिए अलग मार्ग और उन्नत तकनीक का उपयोग किया जाएगा, ताकि भविष्य में ऐसी समस्या दोबारा न आए।

क्या होगा आगे?

BMC अधिकारियों के अनुसार, फंसी हुई मशीन को जमीन के अंदर ही स्थायी रूप से छोड़ दिया जाएगा। यह निर्णय इसलिए लिया गया है क्योंकि इसे निकालने की लागत और जोखिम, दोनों ही अत्यधिक हैं। नई सुरंग का निर्माण पुराने मार्ग से हटकर किया जाएगा और इसके लिए भू-वैज्ञानिक सर्वेक्षण को अधिक प्राथमिकता दी जाएगी।

विशेषज्ञों की राय

इंफ्रास्ट्रक्चर विशेषज्ञों का मानना है कि यह घटना शहरी परियोजनाओं में विस्तृत भू-वैज्ञानिक अध्ययन की अहमियत को दर्शाती है। खासकर समुद्र तटीय और ज्वालामुखीय संरचना वाले शहरों में ऐसी चुनौतियां आम हो सकती हैं। पवई में फंसी यह मशीन अब एक “भूमिगत स्मारक” की तरह बन चुकी है, जो आधुनिक तकनीक के बावजूद प्रकृति की जटिलताओं के आगे इंसानी सीमाओं को दर्शाती है।यह घटना न केवल आर्थिक नुकसान का उदाहरण है, बल्कि भविष्य की परियोजनाओं के लिए एक महत्वपूर्ण सबक भी है कि योजना और सर्वेक्षण में किसी भी तरह की कमी बड़े नुकसान का कारण बन सकती है।

मुंबई महापालिका में मेगाभरती: 56 हजार से अधिक पद रिक्त, राज्य में 70 हजार नौकरियों का ऐलान

देश की सबसे समृद्ध महानगरपालिका मानी जाने वाली Brihanmumbai Municipal Corporation(बीएमसी) में लंबे समय से बड़ी संख्या में पद रिक्त पड़े हैं। महापालिका में करीब 56 हजार से अधिक पद खाली होने की जानकारी सामने आने के बाद अब मेगाभरती की मांग तेज हो गई है। बताया जा रहा है कि पहले चरण में लगभग 9 हजार पदों पर भर्ती की प्रक्रिया शुरू की जा सकती है। इसी बीच राज्य स्तर पर भी बड़ी घोषणा करते हुए मुख्यमंत्री देवेंद्र फडणवीस ने 70 हजार सरकारी पदों पर नई पद्धति से भर्ती प्रक्रिया जल्द शुरू करने की बात कही है। सरकार की इस घोषणा के बाद मुंबई महापालिका सहित अन्य विभागों में भी रिक्त पद भरने की उम्मीद बढ़ गई है।

किन विभागों में सबसे ज्यादा रिक्तियां?

महापालिका सूत्रों के अनुसार स्वास्थ्य, स्वच्छता, अभियंत्रण और प्रशासनिक विभागों में बड़ी संख्या में पद खाली हैं। स्वास्थ्य विभाग में नर्स, वार्ड बॉय, लैब टेक्नीशियन, मेडिकल ऑफिसर और फार्मासिस्ट के पद रिक्त हैं। स्वच्छता एवं ठोस कचरा प्रबंधन विभाग में सफाई कर्मचारी, मुकादम और वाहन चालक की कमी बताई जा रही है। इंजीनियरिंग विभाग में सिविल, इलेक्ट्रिकल और मैकेनिकल इंजीनियरों की आवश्यकता है। इसके अलावा प्रशासनिक विभाग में क्लर्क, लिपिक और लेखा सहायक के पद भी लंबे समय से खाली हैं।अग्निशमन विभाग में भी फायरमैन और तकनीकी कर्मचारियों की भर्ती प्रस्तावित है।

भर्ती प्रक्रिया कैसी होगी?

राज्य सरकार भर्ती प्रक्रिया को पारदर्शी और डिजिटल बनाने की दिशा में काम कर रही है। संभावना है कि कुछ पदों की भर्ती Maharashtra Public Service Commission (एमपीएससी) के माध्यम से की जाए, जबकि अन्य पदों के लिए स्वतंत्र चयन प्रक्रिया अपनाई जा सकती है। संभावित प्रक्रिया में शामिल होंगे-

• ऑनलाइन आवेदन,

• लिखित परीक्षा,

• शारीरिक दक्षता परीक्षा (कुछ पदों के लिए),

• दस्तावेज सत्यापन,

• अंतिम मेरिट सूची

पात्रता और आयु सीमा

पद के अनुसार योग्यता निर्धारित की जाएगी।

• 10वीं और 12वीं पास उम्मीदवारों के लिए भी अवसर उपलब्ध हो सकते हैं।

• स्नातक और तकनीकी डिग्रीधारकों के लिए अलग पद निर्धारित होंगे।

• स्वास्थ्य विभाग के लिए संबंधित डिग्री अनिवार्य होगी।

आयु सीमा सामान्यतः 18 से 38 वर्ष के बीच रहने की संभावना है, जबकि आरक्षित वर्गों को नियमानुसार छूट मिलेगी।

वेतनमान और लाभ

महापालिका कर्मचारियों को राज्य वेतन आयोग के अनुसार वेतनमान, महंगाई भत्ता, पेंशन योजना और अन्य भत्तों का लाभ मिलता है। स्थायी नियुक्ति की स्थिति में कर्मचारियों को नौकरी की सुरक्षा और सामाजिक सुरक्षा योजनाओं का भी लाभ मिलेगा।

युवाओं के लिए अवसर

विशेषज्ञों का कहना है कि रिक्त पदों के कारण अस्पतालों में मरीजों पर दबाव बढ़ रहा है, सफाई व्यवस्था प्रभावित हो रही है और विकास परियोजनाओं में देरी हो रही है। कर्मचारी संगठनों ने ठेका पद्धति के बजाय स्थायी नियुक्ति की मांग की है। यह भर्ती मुंबई और महाराष्ट्र के हजारों युवाओं के लिए सरकारी नौकरी पाने का बड़ा अवसर साबित हो सकती है। सरकारी सेवा में स्थिरता, वेतनमान और सामाजिक सुरक्षा जैसे लाभ आकर्षण का केंद्र हैं।

देश की आर्थिक राजधानी मुंबई में एक ओर जहां सार्वजनिक स्थलों पर बढ़ती नशाखोरी को रोकने के लिए सख्त कदम उठाए जा रहे हैं, वहीं दूसरी ओर हाल ही में मुंबई–पुणे एक्सप्रेसवे पर हुए गैस टैंकर हादसे के बाद राज्य सरकार आपात स्थिति में क्षतिग्रस्त टैंकरों को एयरलिफ्ट करने जैसे असाधारण उपायों पर भी विचार कर रही है। दोनों ही मुद्दे शनिवार को चर्चा का केंद्र बने रहे।

पार्कों और खुले मैदानों में नशे के खिलाफ संयुक्त अभियान

मुंबई में बढ़ती नशे की गतिविधियों पर लगाम लगाने के लिए Brihanmumbai Municipal Corporation (बीएमसी) और Mumbai Police ने संयुक्त अभियान चलाने का निर्णय लिया है। यह कार्रवाई विशेष रूप से शहर के पार्कों, उद्यानों, समुद्र तटों और खुले सार्वजनिक स्थलों पर केंद्रित होगी, जहां युवाओं द्वारा नशीले पदार्थों के सेवन की शिकायतें मिल रही थीं। सूत्रों के अनुसार, बीएमसी के गार्डन विभाग और स्थानीय पुलिस थानों की टीम संयुक्त रूप से सुबह और देर शाम औचक निरीक्षण करेगी। संवेदनशील इलाकों में अतिरिक्त पुलिस बल तैनात किया जाएगा। जहां जरूरत होगी, वहां सीसीटीवी कैमरों की संख्या बढ़ाई जाएगी और अंधेरे कोनों में अतिरिक्त प्रकाश व्यवस्था की जाएगी।

नशाखोर और सप्लायर्स नेटवर्क के ख़िलाफ़ मुहिम

अधिकारियों का कहना है कि कई पार्कों में शाम के समय संदिग्ध गतिविधियों की सूचना मिल रही थी। स्थानीय नागरिकों और आवासीय सोसाइटियों ने भी शिकायत की थी कि कुछ स्थान नशा करने वालों का अड्डा बनते जा रहे हैं। इसी को देखते हुए यह संयुक्त ड्राइव शुरू की जा रही है। अभियान के तहत न केवल नशा करने वालों पर कार्रवाई होगी, बल्कि नशीले पदार्थों की आपूर्ति करने वाले नेटवर्क को भी चिन्हित कर सख्त कानूनी कदम उठाए जाएंगे। पुलिस ने साफ किया है कि बच्चों और महिलाओं की सुरक्षा से कोई समझौता नहीं किया जाएगा।

मुंबई- पुणे एक्सप्रेसवे हादसे के बाद बड़ा विचार

इसी बीच, हाल ही में Mumbai-Pune Expressway पर हुए गैस टैंकर हादसे ने राज्य सरकार को नई रणनीति पर सोचने के लिए मजबूर कर दिया है। दुर्घटना के कारण एक्सप्रेसवे पर लगभग 36 घंटे तक यातायात बुरी तरह प्रभावित रहा। हजारों वाहन जाम में फंसे रहे और यात्रियों को भारी परेशानियों का सामना करना पड़ा।

आपात स्थिति में त्वरित कार्रवाई

मामले को लेकर महाराष्ट्र विधानसभा में जानकारी देते हुए सरकार ने कहा कि भविष्य में ऐसी आपात स्थितियों से निपटने के लिए क्षतिग्रस्त टैंकरों को एयरलिफ्ट करने की व्यवहार्यता का अध्ययन किया जा रहा है। यदि किसी दुर्घटना के कारण मार्ग लंबे समय तक बाधित होता है और पारंपरिक तरीके से हटाना संभव नहीं होता, तो वायुसेना या निजी हेलीकॉप्टर सेवाओं की मदद से टैंकर हटाने का विकल्प अपनाया जा सकता है। हालांकि, अधिकारियों ने यह भी स्पष्ट किया कि यह कदम केवल “अत्यंत आपातकालीन परिस्थितियों” में ही उठाया जाएगा, क्योंकि इसमें तकनीकी, सुरक्षा और लागत से जुड़े कई पहलुओं का मूल्यांकन आवश्यक है। गैस या ज्वलनशील पदार्थ ले जा रहे टैंकरों को हवा में उठाने से पहले सुरक्षा मानकों का कड़ाई से पालन करना होगा।

यातायात प्रबंधन में सुधार की जरूरत

सरकार ने स्वीकार किया कि 36 घंटे तक चले जाम ने यातायात प्रबंधन की कमियों को उजागर किया है। भविष्य में ऐसी स्थिति से बचने के लिए वैकल्पिक मार्गों की जानकारी समय रहते देने, रीयल-टाइम ट्रैफिक अपडेट जारी करने और आपातकालीन प्रतिक्रिया तंत्र को मजबूत करने पर भी जोर दिया जाएगा। विशेषज्ञों का मानना है कि एक्सप्रेसवे जैसे व्यस्त मार्गों पर दुर्घटना की स्थिति में त्वरित कार्रवाई के लिए विशेष आपदा प्रबंधन दल और भारी क्रेन जैसी उन्नत मशीनरी पहले से तैनात रहनी चाहिए। एयरलिफ्टिंग जैसे उपाय अंतिम विकल्प हो सकते हैं, लेकिन इसके लिए विस्तृत योजना और प्रशिक्षण की आवश्यकता होगी।

नागरिकों से सहयोग की अपील

जहां एक ओर शहर को नशामुक्त बनाने की दिशा में संयुक्त प्रयास किए जा रहे हैं, वहीं दूसरी ओर सड़क सुरक्षा और आपातकालीन प्रबंधन को लेकर भी सरकार सक्रिय दिख रही है। प्रशासन ने नागरिकों से अपील की है कि वे सार्वजनिक स्थानों पर किसी भी संदिग्ध गतिविधि की सूचना तुरंत पुलिस को दें और यातायात नियमों का सख्ती से पालन करें। मुंबई में इन दोनों पहलों को कानून-व्यवस्था और सार्वजनिक सुरक्षा की दिशा में महत्वपूर्ण कदम माना जा रहा है। आने वाले दिनों में इनके परिणामों पर सबकी नजर रहेगी।

एशिया की सबसे अमीर नगर निगम, फिर भी लापरवाह?’-बॉम्बे हाईकोर्ट ने BMC से पूछा तीखा सवाल

मुंबई में ट्रैफिक जाम, बारिश के दौरान जलभराव और कचरा प्रबंधन जैसी लगातार बनी रहने वाली समस्याओं पर सख्त रुख अपनाते हुए Bombay Highcourt ने Brihanmumbai Municipal Corporation (BMC) और अन्य संबंधित प्राधिकरणों को कड़ी फटकार लगाई है। अदालत ने सवाल किया कि “एशिया की सबसे अमीर नगर निगम” होने के बावजूद क्या उसके अधिकारी नागरिकों के जीवन और सुरक्षा को लेकर सच में गंभीर हैं?

अदालत की सख्त टिप्पणी

न्यायमूर्ति गिरीश एस कुलकर्णी और न्यायमूर्ति आरती ए साठे की खंडपीठ ने सुनवाई के दौरान कहा कि अन्य राज्य और विकसित देश शहरी समस्याओं से निपटने के लिए आधुनिक तकनीक और प्रभावी प्रणालियों का उपयोग कर रहे हैं, जबकि मुंबई अब भी बुनियादी समस्याओं से जूझ रही है। अदालत ने BMC से पूछा कि क्या उसने कभी यह अध्ययन किया है कि विकसित देश ट्रैफिक प्रबंधन, बाढ़ नियंत्रण, कचरा निस्तारण और नागरिक चेतावनी प्रणाली को किस तरह प्रभावी ढंग से संचालित करते हैं?

विशेषज्ञों की टीम भेजने का निर्देश

हाई कोर्ट ने निर्देश दिया कि BMC अपने अधिकारियों और विशेषज्ञों की एक टीम गठित करे, जो विकसित देशों की उन्नत नागरिक व्यवस्थाओं का अध्ययन करे। अदालत ने कहा कि यह टीम तुलनात्मक रिपोर्ट तैयार करे, जिससे यह समझा जा सके कि मुंबई में किन सुधारों की आवश्यकता है और किस प्रकार आधुनिक तकनीक को अपनाया जा सकता है। पीठ ने टिप्पणी की कि यदि अन्य शहर और देश बेहतर व्यवस्था लागू कर सकते हैं, तो मुंबई जैसे वैश्विक महानगर के लिए ऐसा करना असंभव नहीं होना चाहिए।

कांजुरमार्ग डंपिंग ग्राउंड का मुद्दा

यह टिप्पणी उस याचिका की सुनवाई के दौरान की गई, जिसमें कांजुरमार्ग स्थित डंपिंग ग्राउंड में कचरा प्रबंधन की खराब स्थिति और आसपास के इलाकों में फैल रही दुर्गंध को लेकर चिंता जताई गई थी। याचिकाकर्ताओं ने आरोप लगाया कि ठोस कचरे के वैज्ञानिक निस्तारण की कमी के कारण स्थानीय निवासियों का स्वास्थ्य प्रभावित हो रहा है। अदालत ने कहा कि कचरा प्रबंधन जैसी बुनियादी जिम्मेदारियों में लापरवाही बर्दाश्त नहीं की जा सकती।

ट्रैफिक और बाढ़ पर भी चिंता

सुनवाई के दौरान अदालत ने यह भी उल्लेख किया कि मुंबई में हर वर्ष मानसून के दौरान भारी जलभराव और ट्रैफिक अव्यवस्था की स्थिति बन जाती है। समय रहते अलर्ट सिस्टम और प्रभावी योजना के अभाव में आम नागरिकों को भारी परेशानी उठानी पड़ती है। हाई कोर्ट ने पूछा कि क्या शहर में आपदा पूर्व चेतावनी (Early Warning System) और ट्रैफिक मैनेजमेंट के लिए आधुनिक तकनीक का पर्याप्त उपयोग हो रहा है?

‘नागरिकों की जान सर्वोपरि’

पीठ ने स्पष्ट किया कि नगर निगम की प्राथमिक जिम्मेदारी नागरिकों की सुरक्षा और स्वास्थ्य सुनिश्चित करना है। केवल बजट और संसाधनों का होना पर्याप्त नहीं, बल्कि उनका प्रभावी उपयोग भी जरूरी है। अदालत ने संकेत दिया कि यदि आवश्यक सुधार नहीं किए गए तो वह आगे भी कड़े निर्देश जारी कर सकती है।

आगे की सुनवाई पर नज़र

मामले की अगली सुनवाई में अदालत BMC से विस्तृत जवाब और प्रस्तावित कार्ययोजना की जानकारी मांगेगी। अब यह देखना होगा कि BMC अदालत के निर्देशों के अनुरूप किस प्रकार ठोस कदम उठाती है। मुंबई जैसे अंतरराष्ट्रीय महानगर में बार-बार जलभराव, ट्रैफिक अव्यवस्था और कचरा प्रबंधन की समस्याएं यह सवाल खड़ा करती हैं कि क्या प्रशासनिक इच्छाशक्ति और दीर्घकालिक योजना की कमी ही असली वजह है? हाई कोर्ट की सख्ती के बाद उम्मीद की जा रही है कि नागरिक सुविधाओं में सुधार की दिशा में ठोस पहल देखने को मिलेगी।

अब बहानों से नहीं, बदलाव से होगी पहचान

मुंबई को देश की आर्थिक राजधानी कहा जाता है। यहां की नगर निगम BMC को एशिया की सबसे अमीर नगर निगम माना जाता है। लेकिन जब बात नागरिक सुविधाओं, ट्रैफिक प्रबंधन, जलभराव और कचरा निस्तारण की आती है, तो तस्वीर उतनी चमकदार नहीं दिखती। अदालत की यह टिप्पणी केवल एक कानूनी टिप्पणी नहीं, बल्कि व्यवस्था पर गहरी चोट है।

समस्या केवल संसाधनों की नहीं, सोच की है

हर मानसून में मुंबई डूबती है। सड़कों पर घंटों ट्रैफिक जाम लगता है। जलभराव से आम नागरिकों को भारी परेशानी उठानी पड़ती है। इसके बावजूद हर साल वही स्पष्टीकरण और वही आश्वासन दोहराए जाते हैं। यदि संसाधनों की कमी होती तो स्थिति कुछ हद तक समझी जा सकती थी, लेकिन जब बजट और तकनीकी क्षमता दोनों मौजूद हों, तब बार-बार विफलता प्रशासनिक इच्छाशक्ति पर प्रश्नचिह्न लगाती है।

कांजुरमार्ग की बदबू, व्यवस्था की सच्चाई

कांजुरमार्ग डंपिंग ग्राउंड को लेकर उठे सवाल केवल एक इलाके की समस्या नहीं हैं। यह पूरे शहर में ठोस कचरा प्रबंधन की चुनौती को उजागर करते हैं। दुर्गंध, प्रदूषण और स्वास्थ्य जोखिम- ये सब दर्शाते हैं कि वैज्ञानिक और दीर्घकालिक समाधान की कमी है।

विकसित देशों से सीखने में हर्ज क्या?

हाई कोर्ट ने सुझाव दिया कि BMC विशेषज्ञों को विकसित देशों की उन्नत नागरिक प्रणालियों का अध्ययन करने भेजे और तुलनात्मक रिपोर्ट तैयार करे। यह सुझाव बताता है कि सुधार संभव है, यदि इच्छाशक्ति हो। दुनिया के कई शहर स्मार्ट ट्रैफिक सिस्टम, रियल-टाइम फ्लड मॉनिटरिंग और आधुनिक कचरा प्रबंधन तकनीक का उपयोग कर रहे हैं। मुंबई भी वैश्विक शहर बनने का दावा करती है, तो उसे वैश्विक मानकों को अपनाना ही होगा।

नागरिकों का भरोसा दांव पर

सबसे बड़ा प्रश्न यह है कि क्या आम नागरिक को यह भरोसा है कि प्रशासन उसकी सुरक्षा और सुविधा को प्राथमिकता देता है? अदालत की सख्ती दरअसल उसी जनभावना की प्रतिध्वनि है। नगर निगम को यह समझना होगा कि “सबसे अमीर” होने का तमगा तभी सार्थक है, जब वह “सबसे जवाबदेह” भी बने।

यह समय आत्ममंथन का है

अदालत के निर्देश केवल कानूनी औपचारिकता नहीं, बल्कि सुधार का अवसर हैं। यदि BMC इस अवसर को गंभीरता से लेती है, तो मुंबई की पहचान केवल आर्थिक राजधानी की नहीं, बल्कि सुव्यवस्थित और सुरक्षित महानगर की भी बन सकती है। अन्यथा, “अमीर नगर निगम” और “परेशान नागरिक”, यह विरोधाभास यूं ही बना रहेगा।

मुंबई में बढ़ते प्रदूषण का मुद्दा

आदित्य ठाकरे, शिवसेना (यूबीटी) नेता और विधायक, ने महाराष्ट्र सरकार पर मुंबई में वायु प्रदूषण और बिगड़ती कानून-व्यवस्था को लेकर तीखे हमले किए हैं। विधानसभा में उन्होंने प्रदूषण का मामला उठाते हुए बृहन्मुंबई महानगरपालिका (BMC) की निष्क्रियता पर सवाल उठाए। ठाकरे ने कहा कि बीएमसी को इस गंभीर मुद्दे पर प्रभावी कदम उठाने की आवश्यकता है, लेकिन ऐसा होता नहीं दिख रहा। इस स्थिति का खामियाजा आम मुंबईकर भुगत रहे हैं, जो प्रदूषण के कारण कई समस्याओं का सामना कर रहे हैं।

BMC की निष्क्रियता पर सवाल

आदित्य ठाकरे ने स्पष्ट कहा कि बीएमसी द्वारा प्रदूषण पर नियंत्रण के लिए कोई ठोस कार्रवाई नहीं की जा रही है। इससे न केवल पर्यावरण को नुकसान पहुंच रहा है, बल्कि लोगों की सेहत पर भी बुरा असर हो रहा है। इस स्थिति को देखते हुए ठाकरे ने BMC की कार्यप्रणाली पर गंभीर सवाल उठाए हैं, कि ऐसा कब तक चलता रहेगा?

बिश्नोई गैंग के खिलाफ सख्त रुख

आदित्य ठाकरे ने बिश्नोई गैंग की तरफ से मिल रही धमकियों पर भी सरकार को घेरा। हाल ही में, कांग्रेस विधायक साजिद खान पठान को लॉरेंस बिश्नोई गैंग से धमकी मिलने की जानकारी सामने आई है। इस पर ठाकरे ने सरकार से सवाल पूछते हुए कहा कि क्या वास्तव में महाराष्ट्र में गृह मंत्री हैं? या वे केवल राजनीतिक खेल में व्यस्त हैं?

कानून-व्यवस्था को लेकर चिंता

आदित्य ठाकरे ने कानून-व्यवस्था की स्थिति को लेकर भी प्रश्न उठाए। उन्होंने कहा कि हाल ही में एक विधायक पर गोली चली और कई सेलिब्रिटीज को धमकी भरे कॉल मिले हैं। इसके अलावा, सूबे में ड्रग्स का प्रचलन तेजी से बढ़ रहा है। ऐसे में सरकार को कानून-व्यवस्था की स्थिति पर जवाब देना चाहिए। ठाकरे ने इस मुद्दे को गंभीरता से लेते हुए सरकार की कार्रवाई पर संदेह व्यक्त किया।

राज्यसभा सीट पर दावा बरकरार

इसके साथ ही आदित्य ठाकरे ने राज्यसभा सीट को लेकर भी स्पष्ट किया कि उनका दावा बरकरार रहेगा। उन्होंने कहा कि महाविकास आघाड़ी (MVA) में वे एक बड़ी पार्टी हैं और इंडिया गठबंधन के साथ एक स्थिर और प्रतिबद्ध सहयोगी के रूप में खड़े हैं। इस पर उनके नेतृत्व में आने वाले समय में उम्मीदें और भी बढ़ गई हैं।

50% polling recorded in Mumbai and 28 municipal corporations in Maharashtra

Mumbai’s BMC along with 28 other municipal corporations in Maharashtra recorded 50 percent polling on Thursday, amid a major controversy over allegations that the ink applied on voters’ fingers could be easily removed!

Speaking shortly after voting ended at 5.30 pm, Maharashtra Election Commissioner Dinesh Waghmare said the turnout in the 29 civic bodies was in the 46-50 per cent range. The exact polling figures will be declared later, another official said.

Mumbai’s BMC election voter turnout was 41.08% as of 3:30 pm, with polling beginning at 7 am and concluding at 5:30 pm. The turnout was slow in the early hours, with 6.98% voting by 9:30 am, increasing to 17.73% by 11:30 am and 29.96% by 1:30 pm. Over 1.03 crore voters were eligible to elect 227 corporators, with 1,700 candidates contesting the elections.

Highest turnout could be witnessed in Ward No. 112 in Bhandup West (41%), while the lowest turnout was recorded in Ward No. 227 in Fort (11.24%) with the total voters being 1.03 crore for 1700 candidates: 1,700.

The counting of votes will take place on January 16, with results expected by late evening.

Comparison with previous BMC Elections

In Mumbai, after almost three years without elected civic leaders, a major political battle will be witnessed between the BJP-led Mahayuti alliance and the united Thackeray front to gain control over the Brihanmumbai Municipal Corporation (BMC). The BMC elections of January 15 represent a high-stakes battle for control over India’s richest civic body, boasting a budget exceeding Rs 74,000 crore.

Mumbai’s Brihanmumbai Municipal Corporation (BMC) elections have been delayed since 2017. In the 2017 elections, the polling percentage in Mumbai was 55.53, while the average voting figure in 26 corporations – elections were held for the first time in Jalna and Ichalkaranji municipal corporations – was 56.35 per cent.

On Thursday, the spotlight was on Mumbai, where the BJP-led Mahayuti alliance was locked in an intense battle with the reunited Thackeray cousins for control of India’s largest and richest civic body. In the Brihanmumbai Municipal Corporation (BMC), whose annual budget is over Rs 74,400 crore, there were 1,700 candidates in the arena for 227 seats in the elections held after nine years, after a four-year delay.

More than 25,000 police personnel were deployed across Mumbai to oversee elections. Polling for 2,869 seats across 893 wards in the 29 civic bodies began at 7.30 am and concluded at 5.30 pm. A total of 3.48 crore voters were eligible to decide the fate of 15,931 candidates.

Except for Mumbai, the 28 other urban bodies have multi-member wards. Vote count will begin at 10 am on January 16.

BMC Election 2026 Ink controversy

As voting began on Thursday morning across Mumbai, social media was flooded with videos of ordinary voters, politicians, and some mediapersons using Acetone to wipe off the ‘indelible’ ink on their fingers after voting! There have been allegations that the indelible ink is used to mark voters’ fingers can be easily wiped off, potentially allowing for bogus voting.

Opposition leaders, including Raj Thackeray and Uddhav Thackeray, claimed that the ink could be removed using sanitizers, acetone, or nail polish removers, raising concerns about the integrity of the electoral process. Shiv Sena (UBT) chief Uddhav Thackeray claimed irregularities in the civic polls, terming it an attempt to murder democracy, and urged voters to dislodge the “brutal, fraud, corrupt and dictatorial regime ” of the BJP.

Uddhav and his cousin Raj Thackeray, who heads the Maharashtra Navnirman Sena, targeted the State Election Commission over a range of issues, besides claiming that the ink used on voters’ fingers could easily be erased. Addressing a press conference on Thursday, Uddhav demanded the suspension of Maharashtra Election Commissioner Dinesh Waghmare and alleged collusion between the poll body and the government.

Ink applied to fingers with marker pens after casting vote in the municipal corporation elections can be removed easily and lead to bogus voting, Maharashtra minister Sanjay Shirsat said. “It is true that the ink of marker pen is getting removed easily. Maharashtra Election Commission denies allegations

The city has turned into a contested battleground shaped by shifting coalitions, identity politics, and strategic alliances.

The BMC Elections 2026 have turned Mumbai into an epicentre of India’s most complex urban political contest. The BMC elections made us witness unprecedented alliances such as reunion of Shiv Sena (UBT) and Maharashtra Navnirman Sena (MNS) clash with the organisational dominance of the Bharatiya Janata Party (BJP)-Shinde Sena Mahayuti, which enjoys a substantial advantage due to unopposed victories. With Congress breaking from the Maha Vikas Aghadi (MVA), new equations make voters face a stark choice. The BMC Elections 2026 results will not just shape Mumbai’s civic future, but also Maharashtra’s political mandate.

BMC Elections 2026: The major players and their tall claims

The BMC elections are shaping up to be a thrilling contest between several parties. The major players include Mahayuti alliance (BJP-led), Shiv Sena (UBT) and MNS alliance and Congress & its allies.

The Congress aims to reassert its presence in Mumbai, focusing on local issues while partnering with Prakash Ambedkar’s Vanchit Bahujan Aghadi and Rashtriya Samaj Paksh.

Promises made by the BJP-led Mahayuti alliance include affordable housing for Marathi residents, Dharavi redevelopment, expansion of Mumbai’s metro network, and improved waste management.

The Shiv Sena (UBT) and MNS alliance also focuses on Marathi pride, with claims of protecting Mumbai’s identity and language. Raj Thackeray (MNS) has warned that Mumbai’s language and identity are under threat, urging Marathi unity. Arvind Sawant (Shiv Sena UBT) has vowed to hoist the saffron flag again in Mumbai, emphasizing Marathi unity.

However, CM Devendra Fadnavis (BJP) has dismissed the opposition’s claims, stating the election is about removing corrupt forces.

Aam Aadmi Party’s (AAP) Arvind Kejriwal has guaranteed free water, zero electricity bills and access to world-class education and healthcare for Mumbaikars!

How will the BMC Elections 2026 benefit the parties?

The BMC Elections 2026 are a crucial contest for participating parties, with significant stakes for Mumbai’s governance and development. For the BJP-led Mahayuti alliance, a win would consolidate their control over India’s financial capital, allowing them to push for administrative reforms, infrastructure development, and their vision for Mumbai’s growth.

For the Shiv Sena (UBT) and MNS alliance, victory would give them a platform to bounce back in state politics, legitimise their “sons of the soil” stance, and potentially weaken Eknath Shinde’s claim to the Sena’s legacy. The BMC Election 2026 can be an opportunity for the Thackeray brothers, who have reunited for this after 20 years, to reclaim their legacy as successors of Bal Thackeray and ensure their political survival in the state. It is also seen as an opportunity for them to reclaim the prestige of the undivided Shiv Sena, which held majority in the BMC for 26 years at a go.

For the Congress-VBA alliance, a good performance could revive the Congress’s fortunes in Mumbai, make Prakash Ambedkar a key Dalit leader, and create a new opposition dynamic in state politics.

For Eknath Shinde, who walked off with more than half the Sena after splitting the party in 2022, the election is another chance to recover the ground lost to the BJP and prove that he is the true successor of Bal Thackeray. Shinde’s ally BJP currently has nothing to lose. The party, which won 82 seats in 2019, is hoping for a bigger win. It is contesting 137 of the 227 seats in the BMC. Eknath Shinde’s Sena is contesting the remaining 90.

Ajit Pawar’s faction of the Nationalist Congress Party has not formed any alliance this time after the BJP demanded the removal and political isolation of NCP leader Nawab Malik, primarily citing his alleged links to the underworld. The NCP is optimistic about the results in Pune, where the undivided party ran the Pune Municipal Corporation for a decade from 2007 to 2017.
