										<content:encoded><![CDATA[<h4>Chief Minister of Rajasthan, Bhajanlal Sharma while addressing the ninth state convention of the Rajasthan Municipal Employees Federation at the Rajasthan International Centre on Saturday stressed on honesty and transparency. He urged municipal workers to keep themselves away from the practices and give priority to the welfare of the citizens.</h4>
<h4>Sharma said that employees will play a major role in achieving the vision of a &#8220;Developed Rajasthan 2047&#8243;. “Work done with integrity and transparency is the hallmark of good governance. Providing timely services to citizens and strengthening work culture is our collective responsibility,&#8221; Sharma noted.</h4>
<h1>Zero-tolerance policy against corruption</h1>
<h4>Sharma reiterated that the Rajasthan government has a zero-tolerance policy and has in the past taken strict action against those involved in corruption, about 103 officials have been suspended and 6 have been dismissed and 11 officials’ lifelong pension has been stopped. He added in 108 cases prosecution has been sanctioned and 33 cases have been taken up under the provisions of the Prevention of Corruption Act. Giving an example of Udaipur, Sharma said in Swachh Survekshan, Udaipur surpassed Jaipur with 13th rank, while Jaipur was at 16th rank. He noted, &#8220;Our goal is to make the cities of the state leaders in cleanliness at the national level,&#8221;.</h4>
<h4>Apart from the cleanliness drive, Sharma also talked about the ongoing infrastructure development, he said currently projects worth Rs 11,560 crore are underway in 200 towns and cities. There is a focus on the expansion of safe drinking water access, drainage, sewerage, drainage and improved solid waste management systems.</h4>
<h1>Hariyalo Rajasthan drive</h1>
<h4>The major highlight of the event was the initiative under the Swachh Bharat Mission, water campaigns titled &#8216;Hariyalo Rajasthan&#8217;, under which almost 20 crore saplings have been planted till date, Sharma noted. On this occasion was present the Union Minister of State for Agriculture Bhagirath Choudhary, he said Rajasthan has received leadership committed to farmers&#8217; welfare and overall development. On the other hand, the Minister of State for Urban Development Jhabar Singh Kharra shared that Rajasthan government is diligently working towards holistic development, good governance and public welfare.</h4>

										<content:encoded><![CDATA[<h4>In a decisive move to scrub the state administration of corruption, West Bengal Chief Minister Suvendu Adhikari announced on Saturday that digital evidence of &#8220;cut money&#8221; (illegal commissions) will now lead to immediate police intervention.</h4>
<h4>Speaking at a high-level administrative meeting in Diamond Harbour, the Chief Minister sent a clear message to middlemen and corrupt officials: the era of extortion in government schemes is over.</h4>
<h1>Digital Proof as Legal Evidence</h1>
<h4>The Chief Minister emphasized that the administration will prioritize digital trails to bypass lengthy bureaucratic hurdles. Under the provisions of the Bharatiya Nyaya Sanhita, digital records are now being treated as primary evidence.</h4>
<h4>Immediate Action: If a citizen can provide a PayTM transaction record or a bank account transfer statement proving they were forced to pay a bribe for government services, the accused will be arrested immediately.</h4>
<h4>Welfare Schemes: This rule applies to all Central and State government projects, including housing schemes and healthcare benefits.</h4>
<h4>&#8220;If you have to pay a commission to access a scheme, show us the digital document. A PayTM transaction or an account transfer is enough to put the culprit behind bars,&#8221; the Chief Minister stated during the press conference.</h4>
<h1>Safeguards Against False Allegations</h1>
<h4>While the government is encouraging whistleblowers to come forward, CM Adhikari also issued a cautionary note to prevent the misuse of this crackdown.</h4>
<h4>Investigation Process: In cases where digital evidence is unavailable, a formal investigation will be conducted.</h4>
<h4>Vetting Complaints: If an allegation is proven true, strict action follows. However, if a complaint is found to be baseless, the case will be closed.</h4>
<h4>Legal Consequences for Misuse: The Chief Minister warned that individuals who repeatedly file false or malicious complaints will face legal action themselves.</h4>
<h1>Crackdown on Local Extortion</h1>
<h4>Beyond government schemes, the Chief Minister took a hard line against the &#8220;syndicate culture&#8221; affecting small-scale workers. He issued a directive to stop illegal collection from:</h4>

<h5>उत्तर प्रदेश लोकायुक्त की 2024–25 रिपोर्ट बताती है कि पूरे साल में 182 करप्शन के केसेस दर्ज हुए, लेकिन दोष सिद्ध सिर्फ 48 में हुआ। महाराष्ट्र ACB के आंकड़ों में 2024 में 1,420 ट्रैप केस हुए, लेकिन कन्विक्शन केवल 29% था। कर्नाटक लोकायुक्त की रिपोर्ट में Disproportionate Assets वाले मामलों में कन्विक्शन करीब 31% तक सीमित रहा। यह स्पष्ट करता है कि गिरफ्तारियां सुर्खियां बनाती हैं, पर अदालत में टिक नहीं पाती। ज्यादातर मामलों में समस्या जांच प्रक्रिया में ही शुरू हो जाती है। CVC की एक विस्तृत रिपोर्ट में यह सामने आया कि लगभग 42% मामलों में प्रक्रिया में गलतियां होती है। मतलब जांच अधिकारी का ट्रांसफर, केस डायरी में कमी, सीजर मेमो का सही फॉर्मेट में न बनना, डिजिटल एविडेंस की चेन ऑफ़ कस्टडी का टूट जाना आदि।</h5>
<h2><span class="k6K5zb">International Anti-Corruption Day</span>: जनता का सिस्टम पर भरोसा कमजोर</h2>
<h5>31% मामलों में एविडेंस कोर्ट में ऐडमिसिबल नहीं होता, जबकि करीब 28% मामलों में गवाह Hostile हो जाते हैं। यही वजह है कि अदालतें Benefit of Doubt देते हुए अधिकारियों को बरी कर देती हैं। Disproportionate Assets यानी DA cases में स्थिति और खराब है। यहां Conviction rate 20–22% तक ही रहता है। संपत्ति का गलत मूल्यांकन, आय के स्रोतों का अधूरा Assessment, Digital Trail सही तरीके से एकत्र न होना और सरकारी फाइलों का गायब हो जाना ये सब कारण कोर्ट में केस को बेहद कमजोर बना देते हैं। गंभीर बात यह है कि DA cases में जांच लंबे समय चलती है, जिससे आरोपी को तकनीकी Loopholes मिल जाते हैं। एक वरिष्ठ ACB अधिकारी बताते हैं कि Corruption Case में गिरफ़्तारी आसान है, लेकिन सजा बहुत मुश्किल। भारत में Scientific Investigation की सबसे ज्यादा कमी इसी वर्ग के मामलों में दिखती है। गवाहों के पलटने का असर भी बहुत बड़ा है। ऐसे हालातों में ज़ाहिर है कि जनता का भरोसा कमजोर होता है। सरकारें हर स्तर पर Zero Tolerance, Strict Action और Clean Governance का दावा करती हैं, लेकिन जब अदालत में केस टिकते ही नहीं, तब ये दावे खोखले लगने लगते हैं।</h5>

<h5>भ्रष्टाचार एक ऐसा मकड़जाल है कि देश का हर एक नागरिक इससे जूझ रहा है। भ्रष्टाचार सबसे जटिल सामाजिक, राजनीतिक और आर्थिक घटनाओं में से एक है, जिसने सिर्फ भारत को ही नहीं बल्कि दुनिया के सभी देशों को प्रभावित किया है। करप्शन जन्म से लेकर मृत्यु तक हर काम में है। भ्रष्टाचार पर दुनिया भर में अध्ययन करने वाली एजेंसी ट्रांसपेरेंसी इंटरनेशनल की एक रिपोर्ट में यह दावा किया गया है कि भारत एशिया का सबसे भ्रष्ट देश है। हम हर साल 9 दिसंबर को भ्रष्टाचार के खिलाफ जागरूकता फैलाने के लिए इंटरनेशनल एंटी करप्शन डे (International Anti <a href="https://thecsrjournal.in/anti-corruption-day-how-to-complaints-for-corruption-hindi/">Corruption</a> Day) मनाते हैं। (International Anti Corruption Day के ख़ास अवसर पर आइए हम आरटीआई यानी सूचना का अधिकार पर जानतें हैं जो भारत में भ्रष्टाचार से लड़ने का सबसे शक्तिशाली हथियार है।</h5>
<h2>भ्रष्टाचार से लड़ने का कारगर हथियार है आरटीआई</h2>
<h5>RTI (राइट टु इन्फर्मेशन &#8211; Right To Information) यानी सूचना का अधिकार ने आम लोगों को मजबूत और जागरूक बनाने में बड़ी भूमिका निभाई है। इस कानून का मकसद सरकारी महकमों की जवाबदेही तय करना और पारदर्शिता लाना है ताकि भ्रष्टाचार पर अंकुश लग सके। यह अधिकार आपको ताकतवर बनाता है। ऐसे में अगर आपके बच्चों के स्कूल के टीचर अक्सर गैर-हाजिर रहते हों, आपके आसपास की सड़कें खराब हालत में हों, सरकारी अस्पतालों या हेल्थ सेंटरों में डॉक्टर या दवाइयां न हों, अफसर काम के नाम पर रिश्वत मांगे या फिर राशन की दुकान पर राशन न मिले तो आप सूचना के अधिकार यानी आरटीआई के तहत ऐसी सूचनाएं पा सकते हैं।</h5>
<h2>भ्रष्टाचार को खत्म कर रहा है आरटीआई</h2>
<h5>&#8216;सूचना का अधिकार अधिनियम 2005&#8217; का सिर्फ भारतीय नागरिक ही इस कानून का फायदा ले सकते हैं। नागरिकों को डिस्क, टेप, विडियो कैसेट या किसी और इलेक्ट्रॉनिक या प्रिंट आउट के रूप में सूचना मांगने का हक है, बशर्ते मांगी गई सूचना उस रूप में पहले से मौजूद हो। रिटेंशन पीरियड यानी जितने वक्त तक रेकॉर्ड सरकारी विभाग में रखने का प्रावधान हो, उतने वक्त तक की सूचनाएं मांगी जा सकती हैं। हर सरकारी महकमे में एक या ज्यादा अधिकारियों को जन सूचना अधिकारी (पब्लिक इन्फर्मेशन ऑफिसर यानी पीआईओ) के रूप में अपॉइंट करना जरूरी है। आम नागरिकों द्वारा मांगी गई सूचना को समय पर उपलब्ध कराना इन अधिकारियों की जिम्मेदारी होती है।</h5>
<h2>ये विभाग हैं RTI दायरे में</h2>
<h5>&#8211; राष्ट्रपति, प्रधानमंत्री, राज्यपाल और मुख्यमंत्री दफ्तर<br />
&#8211; संसद और विधानमंडल<br />
&#8211; चुनाव आयोग<br />
&#8211; सभी अदालतें<br />
&#8211; तमाम सरकारी दफ्तर<br />
&#8211; सभी सरकारी बैंक<br />
&#8211; सारे सरकारी अस्पताल<br />
&#8211; पुलिस महकमा<br />
&#8211; सेना के तीनों अंग<br />
&#8211; पीएसयू<br />
&#8211; सरकारी बीमा कंपनियां<br />
&#8211; सरकारी फोन कंपनियां<br />
&#8211; सरकार से फंडिंग पाने वाले एनजीओ</h5>
<h2>इन पर लागू नहीं होता कानून</h2>
<h5>&#8211; किसी भी खुफिया एजेंसी की वैसी जानकारियां, जिनके सार्वजनिक होने से देश की सुरक्षा और अखंडता को खतरा हो</h5>
<h5>&#8211; दूसरे देशों के साथ भारत से जुड़े मामले</h5>
<h5>&#8211; थर्ड पार्टी यानी निजी संस्थानों संबंधी जानकारी लेकिन सरकार के पास उपलब्ध इन संस्थाओं की जानकारी को संबंधित सरकारी विभाग के जरिए हासिल कर सकते हैं</h5>
<h2>कहां करें अप्लाई</h2>
<h5>संबंधित विभागों के पब्लिक इन्फमेर्शन ऑफिसर को एक ऐप्लिकेशन देकर इच्छित जानकारी मांगी जाती है। इसके लिए सरकार ने सभी विभागों में एक पब्लिक इन्फर्मेशन ऑफिसर यानी पीआईओ की नियुक्ति की है। संबंधित विभाग में ही पीआईओ की नियुक्ति की जाती है।</h5>
<h2>भ्रष्टाचार से परेशान? ऐसे करें आरटीआई अप्लाई</h2>
<h5>सादे कागज पर हाथ से लिखी हुई या टाइप की गई ऐप्लिकेशन के जरिए संबंधित विभाग से जानकारी मांगी जा सकती है। ऐप्लिकेशन के साथ 10 रुपये की फीस भी जमा करानी होती है।</h5>
<h2>कैसे करें Online RTI</h2>
<h5>अगर आपको ऑनलाइन आरटीआई फाइल करना हो तो ये बहुत ही आसान होता है। बस एक क्लिक पर आप Online RTI फाइल कर सकते हैं और फीस भी ऑनलाइन भर सकते हैं। Online RTI करने के लिए <a href="https://rtionline.gov.in/">यहां</a> क्लिक करें।</h5>
<h2>इनका रखें ध्यान</h2>
<h5>&#8211; किसी भी विभाग से सूचना मांगने में यह ध्यान रखें कि सीधा सवाल पूछा जाए। सवाल घूमा-फिराकर नहीं पूछना चाहिए। सवाल ऐसे होने चाहिए, जिसका सीधा जवाब मिल सके। इससे जन सूचना अधिकारी आपको भ्रमित नहीं कर सकेगा।</h5>
<h5>&#8211; एप्लिकेंट को इसका भी ध्यान रखना चाहिए कि आप जो सवाल पूछ रहे हैं, वह उसी विभाग से संबंधित है या नहीं। उस विभाग से संबंधित सवाल नहीं होने पर आपको जवाब नहीं मिलेगा। हो सकता है आपको जवाब मिलने में बेवजह देरी भी हो सकती है।</h5>
<h5>&#8211; एप्लिकेशन स्पीड पोस्ट से ही भेजनी चाहिए। इससे आपको पता चल जाएगा कि पीआईओ को एप्लिकेशन मिली है या नहीं।</h5>
<h5>&#8211; आरटीआई एक्ट कुछ खास मामलों में जानकारी न देने की छूट भी देता है। इसके लिए एक्ट की धारा 8 देख लें ताकि आपको पता चल सके कि सूचना देने से बेवजह मना तो नहीं किया जा रहा है।</h5>
<h2>कैसे लिखें आरटीआई एप्लीकेशन</h2>
<h5>&#8211; सूचना पाने के लिए कोई तय प्रोफार्मा नहीं है। सादे कागज पर हाथ से लिखकर या टाइप कराकर 10 रुपये की तय फीस के साथ अपनी ऐप्लिकेशन संबंधित अधिकारी के पास किसी भी रूप में (खुद या डाक द्वारा) जमा कर सकते हैं।</h5>
<h5>&#8211; आप हिंदी, अंग्रेजी या किसी भी स्थानीय भाषा में एप्लीकेशन दे सकते हैं।</h5>
<h5>&#8211; ऐप्लिकेशन में लिखें कि क्या सूचना चाहिए और कितनी अवधि की सूचना चाहिए?</h5>
<h5>&#8211; आवेदक को सूचना मांगने के लिए कोई वजह या पर्सनल ब्यौरा देने की जरूरत नहीं। उसे सिर्फ अपना पता देना होगा। फोन या मोबाइल नंबर देना जरूरी नहीं लेकिन नंबर देने से सूचना देने वाला विभाग आपसे संपर्क कर सकता है।</h5>
<h2>कैसे जमा कराएं फीस</h2>
<h5>फीस नकद, डिमांड ड्राफ्ट या पोस्टल ऑर्डर से दी जा सकती है। डिमांड ड्राफ्ट या पोस्टल ऑर्डर संबंधित विभाग (पब्लिक अथॉरिटी) के अकाउंट ऑफिसर के नाम होना चाहिए। डिमांड ड्राफ्ट के पीछे और पोस्टल ऑर्डर में दी गई जगह पर अपना नाम और पता जरूर लिखें। पोस्टल ऑर्डर आप किसी भी पोस्ट ऑफिस से खरीद सकते हैं।</h5>
<h5>गरीबी रेखा के नीचे की कैटेगरी में आने वाले आवेदक को किसी भी तरह की फीस देने की जरूरत नहीं। इसके लिए उसे अपना बीपीएल सर्टिफिकेट दिखाना होगा। इसकी फोटो कॉपी लगानी होगी।</h5>
<h5>सिर्फ जन सूचना अधिकारी को एप्लीकेशन भेजते समय ही फीस देनी होती है। पहली अपील या सेंट्रल इन्फॉर्मेशन कमिश्नर को दूसरी अपील के लिए भी 10 रुपये की फीस देनी होगी।</h5>
<h5>अगर सूचना अधिकारी आपको समय पर सूचना उपलब्ध नहीं करा पाता और आपसे 30 दिन की समय सीमा गुजरने के बाद डॉक्यूमेंट उपलब्ध कराने के नाम पर अतिरिक्त धनराशि जमा करने के लिए कहता है तो यह गलत है। ऐसे में अधिकारी आपको मुफ्त डॉक्युमेंट उपलब्ध कराएगा, चाहे उनकी संख्या कितनी भी हो।</h5>
<h2>एक्स्ट्रा फीस</h2>
<h5>सूचना लेने के लिए आरटीआई एक्ट में ऐप्लिकेशन फीस के साथ एक्स्ट्रा फीस का प्रावधान भी है, जो इस तरह है :</h5>
<h5>&#8211; फोटो कॉपी: हर पेज के लिए 2 रुपये</h5>
<h5>&#8211; बड़े आकार में फोटो कॉपी: फोटो कॉपी की लागत कीमत</h5>
<h5>&#8211; दस्तावेज देखने के लिए: पहले घंटे के लिए कोई फीस नहीं, इसके बाद हर घंटे के लिए फीस 5 रुपये</h5>
<h5>&#8211; सीडी: एक सीडी के लिए 50 रुपये</h5>
<h2>कब हो सकता है इनकार</h2>
<h5>कुछ खास हालात में ही जन सूचना अधिकारी आपकी ऐप्लिकेशन लेने से इनकार कर सकता है, जैसे कि :</h5>
<h5>&#8211; अगर ऐप्लिकेशन किसी दूसरे जन सूचना अधिकारी या पब्लिक अथॉरिटी के नाम पर हो।</h5>
<h5>&#8211; अगर आप ठीक तरह से सही फीस का भुगतान न कर पाए हों।</h5>
<h5>&#8211; अगर आप गरीबी रेखा से नीचे के परिवार के सदस्य के रूप में फीस से छूट मांग रहे हैं, लेकिन इससे जुड़े सर्टिफिकेट की फोटोकॉपी न दे पाए हों।</h5>
<h5>&#8211; अगर कोई खास सूचना दिए जाने से सरकारी विभाग के संसाधनों का गलत इस्तेमाल होने की आशंका हो या इससे रेकॉर्डों को देखने में किसी नुकसान की आशंका हो।</h5>
<h2>देरी होने पर कार्रवाई</h2>
<h5>आमतौर पर सूचना के अधिकार के तहत मांगी गई जानकारी 30 दिन में मिल जानी चाहिए। जीवन और सुरक्षा से संबंधित मामलों में 48 घंटों में सूचना मिलनी चाहिए, जबकि थर्ड पार्टी यानी प्राइवेट कंपनियों के मामले में 45 दिन की लिमिट है। ऐसा न होने पर संबंधित विभाग के संबंधित अधिकारी पर 250 रुपये रोजाना के हिसाब से 25 हजार रुपये तक का जुर्माना हो सकता है। गलत या गुमराह करने वाली सूचना देने या गलत भावना से ऐप्लिकेशन रिजेक्ट करने पर भी कार्रवाई का प्रावधान है।</h5>
<h2>अपील का अधिकार</h2>
<h5>&#8211; अगर आवेदक को तय समय सीमा में सूचना मुहैया नहीं कराई जाती या वह दी गई सूचना से संतुष्ट नहीं होता है तो वह प्रथम अपीलीय अधिकारी के सामने अपील कर सकता है। पीआईओ की तरह प्रथम अपीलीय अधिकारी भी उसी विभाग में बैठता है, जिससे संबंधित जानकारी आपको चाहिए।</h5>
<h5>&#8211; प्रथम अपील के लिए कोई फीस नहीं देनी होगी। अपनी ऐप्लिकेशन के साथ जन सूचना अधिकारी के जवाब और अपनी पहली ऐप्लिकेशन के साथ-साथ ऐप्लिकेशन से जुड़े दूसरे दस्तावेज अटैच करना जरूरी है।</h5>
<h5>&#8211; ऐसी अपील सूचना उपलब्ध कराए जाने की समय सीमा के खत्म होने या जन सूचना अधिकारी का जवाब मिलने की तारीख से 30 दिन के अंदर की जा सकती है।</h5>
<h5>&#8211; अपीलीय अधिकारी को अपील मिलने के 30 दिन के अंदर या खास मामलों में 45 दिन के अंदर अपील का निपटान करना जरूरी है।</h5>
<h2>सेकंड अपील कहां करें</h2>
<h5>&#8211; अगर आपको पहली अपील दाखिल करने के 45 दिन के अंदर जवाब नहीं मिलता या आप उस जवाब से संतुष्ट नहीं हैं तो आप 45 दिन के अंदर राज्य सरकार की पब्लिक अथॉरिटी के लिए उस राज्य के स्टेट इन्फर्मेशन कमिशन से या केंद्रीय प्राधिकरण के लिए सेंट्रल इन्फॉर्मेशन कमिशन के पास दूसरी अपील दाखिल कर सकते हैं। दिल्ली के लोग दूसरी अपील सीधे सेंट्रल इन्फर्मेशन कमिशन में ही कर सकते हैं।</h5>
<h2>आरटीआई के ये है दुष्परिणाम</h2>
<h5>&#8211; आम जनता के लिए कोई उद्देश्य नहीं रखने वाली बाहरी जानकारी का RTI के तहत अनुरोध करके, सरकारी दफ्तरों के मूल्यवान समय को बर्बाद करने के लिए कभी-कभी आरटीआई का दुरुपयोग या दुरुपयोग किया जा सकता है।</h5>
<h5>&#8211; कुछ लोग आरटीआई का इस्तेमाल निम्न तथ्यों को उजागर करके कुख्याति प्राप्त करने के साधन के रूप में कर सकते हैं।</h5>
<h5>&#8211; जब आरटीआई का दुरुपयोग किया जाता है, तो सार्वजनिक अधिकारियों पर कभी-कभी दबाव डाला जाता है और परेशान किया जाता है।</h5>

Foreign direct investment is discouraged, and corruption frequently makes it impossible for small firms within the nation to cover the necessary &#8220;start-up costs,&#8221; which stunts economic progress.</h6>
<h2 style="font-weight: 400;">International Anti-Corruption Day</h2>
<h6 style="font-weight: 400;">Resolution 58/4, passed by the General Assembly on October 31, 2003, requested that the Secretary-General appoint the United Nations Office on Drugs and Crime (UNODC) as secretariat for the Conference of States Parties to the Convention. Since that time, 188 parties have agreed to uphold the Convention&#8217;s anti-corruption commitments, demonstrating the nearly universal appreciation of the significance of sound political commitment, accountability, and governance.</h6>
<h6 style="font-weight: 400;">In order to increase public awareness of corruption and the Convention&#8217;s role in preventing and fighting it, the Assembly also proclaimed December 9 as International Anti-Corruption Day. In the month of December 2005, the Convention became effective.</h6>
<h2 style="font-weight: 400;">International Anti-Corruption Day 2022</h2>
<h6 style="font-weight: 400;">The goal of the 2022 International Anti-Corruption Day (IACD) is to draw attention to the critical relationship between anti-corruption efforts and development, security, and peace. Its basic tenet is that combating this crime is everyone&#8217;s right and obligation and that the only way we can mitigate its bad effects is through everyone&#8217;s collaboration and commitment. States, public servants, law enforcement officers, journalists, members of the private sector, members of civil society, academics, the general public, and youth all have a part to play in unifying the world against corruption.</h6>
<h2 style="font-weight: 400;">RTI – The tool to Fight Corruption</h2>
<h6 style="font-weight: 400;">RTI, which stands for Right To Information, is a right of the citizens of India to ensure transparency and hold the persons in power accountable for their actions. Each person has the right, regardless of boundaries, to request and receive information and ideas about any topic through any media under the Right to Information (RTI) Act.</h6>
<h6 style="font-weight: 400;">The main objectives of the RTI Act are:</h6>
<h6 style="font-weight: 400;">&#8211; Allow the citizens of the country to question the working government.</h6>
<h6 style="font-weight: 400;">&#8211; Promote transparency and answerability of the working government.</h6>
<h6 style="font-weight: 400;">&#8211; Check corruption prevailing in the government to serve the citizens better.</h6>
<h6 style="font-weight: 400;">&#8211; Make citizens well-informed about the functioning of the government system.</h6>
<h2 style="font-weight: 400;">Types of Information that can be accessed using RTI</h2>
<h6 style="font-weight: 400;">The public has the right to inquire about any information that the government may release in the parliament. In other words, Indian citizens are entitled access any type of information. Through the RTI Act, they have the right to inquire about any government officials at any time.</h6>
<h6 style="font-weight: 400;">There are some restrictions on the kinds of information that can be accessed, though. Information is not covered by the Right to Information Act if it could compromise our nation&#8217;s integrity and sovereignty. The RTI Act of 2005 exempts from disclosure any sensitive information pertaining to our nation&#8217;s internal security, information about India&#8217;s associations with other nations that is necessary for upholding cordial relations between them, Intellectual Property Rights (IPR), and any cabinet discussions.</h6>
<h2 style="font-weight: 400;">Importance of RTI in Indian Democracy</h2>
<h6 style="font-weight: 400;">The Right to Information is a fundamental right of the citizens. The RTI Act of 2005 must be understood in order to act as a responsible citizen. Its importance is highlighted in this section by the following points:</h6>
<h6 style="font-weight: 400;">&#8211; The Right to Information Act gives citizens the ability to challenge the secrecy and unethical behaviour present in the current state of government.</h6>
<h6 style="font-weight: 400;">&#8211; The RTI Act is used by authorities at the federal and state levels to assist citizens in obtaining the information they need.</h6>
<h6 style="font-weight: 400;">&#8211; Since the RTI Act is subject to the interests of Indian citizens, the information that falls under its purview is treated as public property. The openness of democracy and effective governance both depend on this kind of information.</h6>
<h6 style="font-weight: 400;">&#8211; For the current government to be held accountable, the information covered under the RTI Act is essential. It is helpful for additional reasons as well, all of which serve society&#8217;s interests for a better future.</h6>
<h6 style="font-weight: 400;">&#8211; RTI gives ordinary persons in our nation the ability to challenge even the highest and most powerful authority.</h6>
<h6 style="font-weight: 400;">&#8211; People now have access to information that might otherwise be withheld by governments and bureaucrats thanks to the RTI Act.</h6>
<h6 style="font-weight: 400;">&#8211; The RTI Act assists in bringing to light any violations of human rights, exposing corruption that exists in government systems, and drawing attention to improper actions by union or state-level government officials.</h6>
<h6 style="font-weight: 400;">&#8211; The RTI Act gives citizens access to information on government decisions, programmes, and initiatives that directly affect them.</h6>
<h6 style="font-weight: 400;">&#8211; Referring to Articles 19 and 21 of the Indian Constitution, which guarantees that people have the right to free speech and expression as well as the right to live as they like, the Supreme Court has deemed RTI to be a basic right.</h6>
<h2 style="font-weight: 400;">How to file an RTI</h2>
<h6 style="font-weight: 400;">&#8211; Visit <a href="https://rtionline.gov.in">https://rtionline.gov.in</a>, the official RTI website.</h6>
<h6 style="font-weight: 400;">&#8211; Click the submit request option to submit an RTI application.</h6>
<h6 style="font-weight: 400;">&#8211; The &#8220;Guidelines for the use of RTI ONLINE PORTAL&#8221; page will appear after selecting the submit request option. Various instructions for utilising the RTI online portal can be found on this screen. Select the checkbox, then press the submit button.</h6>
<h6 style="font-weight: 400;">&#8211; The screen for the online RTI request form will then appear. From the Select Ministry/Department/Apex body dropdown, choose the ministry or department for which the applicant wants to submit an RTI.</h6>
<h6 style="font-weight: 400;">&#8211; If the applicant gives a mobile number, SMS notifications will be sent to that device. The fields with an asterisk (*) are required; all others are optional.</h6>
<h6 style="font-weight: 400;">&#8211; If a citizen falls under the BPL category, he must check the box next to &#8220;Is the applicant below the poverty line?&#8221; and choose &#8220;Yes.&#8221; A BPL card certificate must be uploaded in the supporting document field.</h6>
<h6 style="font-weight: 400;">Note: (No RTI fee is required to be paid by any individual who is below the poverty line as per RTI Rules, 2012)</h6>
<h6 style="font-weight: 400;">&#8211; Following application submission, a special registration number would be given, which the applicant might use as a reference in the future.</h6>
<h6 style="font-weight: 400;">&#8211; The answer to the question &#8220;Is the applicant below the poverty line?&#8221; must be &#8220;No&#8221; if a citizen falls into the Non-BPL category.</h6>
<h6 style="font-weight: 400;">Note: According to the 2012 RTI Rules, non-BPL category citizens must pay a fee of Rs 10 for each request. The supporting document area allows for the upload of the application.</h6>
<h6 style="font-weight: 400;">&#8211; Click the &#8220;make payment&#8221; button after completing the form&#8217;s fields with all necessary information.</h6>
<h6 style="font-weight: 400;">&#8211; The applicant will also receive an SMS and email alert after their application has been submitted.</h6>
<h2 style="font-weight: 400;">Limitations of RTI</h2>
<h6 style="font-weight: 400;">&#8211; By requesting extraneous information that has no purpose for the general public, the RTI can occasionally be abused or misused to waste the valuable time of public authorities.</h6>
<h6 style="font-weight: 400;">&#8211; RTI may be used by some as a means of gaining notoriety by scandalising trivial facts.</h6>
<h6 style="font-weight: 400;">&#8211; When RTI is abused, the public authorities are occasionally pressured and harassed.</h6>
<h6 style="font-weight: 400;">&#8211; RTI in India faces obstacles due to the size of the country, a lack of awareness, and illiteracy.</h6>
<h6 style="font-weight: 400;">&#8211; The fundamental goal of the RTI Act of 2005 was not to be utilised as a mechanism for resolving disputes, however, this does happen occasionally.</h6>

<h2>आज है वर्ल्ड एंटी करप्शन डे (World Anti Corruption Day)</h2>
<h5>आज वर्ल्ड एंटी करप्शन डे है। जगह-जगह भ्रष्टाचार विरोधी बातें की जा रही है। लंबे चौड़े वक्तव्य दिए जा रहे हैं, भाषण किये जा रहे है और इस बुराई को खत्म कर देने की कसमें खायी जा रही हैं। भ्रष्टाचार एक नैतिक आचरण के रूप में आज पूरे विश्व में हर जगह फैला हुआ है फिर चाहे वह विकासशील देश हों या विकसित देश। एक आम आदमी से लेकर ऊंचे स्तर के सरकारी आदमी तक सब इस भ्रष्टाचार का हिस्सा कब और कैसे बन जाते हैं यह पता ही नहीं चलता। भ्रष्टाचार एक दीमक की तरह राष्ट्र के आंतरिक विकास को खा जाता है। विश्व स्तर पर भ्रष्टाचार की पैठ काफी गहरी है लेकिन भारत में भी भ्रष्टाचार अब सिस्टम का हिस्सा बन गया है।</h5>
<h5>देश में भ्रष्टाचार, रिश्वतखोरी, कामचोरी और जालसाजी की जड़ें इतनी मजबूत हो गयी है कि अब हम भ्रष्टाचार को सिस्टम का अभिन्न अंग मानने लगे हैं। हम अक्सर भ्रष्टाचार को आर्थिक दृष्टिकोण से जोड़ कर देखते हैं, जबकि भ्रष्टाचार का रुप तो और भी व्यापक है। कामचोरी कर अपने कर्तव्य से मुंह मोड़ना, सरकारी पद का दुरुपयोग आदि सभी भ्रष्टाचार के ही रुप हैं। भारत इस समय बुरी तरह से भ्रष्टाचार के जाल में फंसा हुआ है। भ्रष्टाचार का ही नतीजा है कि आज एक आम आदमी का सरकारी तंत्र से विश्वास खत्म हो चुका है। पुलिस, कानून, न्याय प्रणाली आदि तो ऐसे महकमे बन चुके हैं जहां भ्रष्टाचार का बोलबाला है। भ्रष्टाचार न सिर्फ देश की आर्थिक स्थिति को नुकसान पहुंचाता है बल्कि वह देश की पूरी समाजिक व्यवस्था पर भी अपना असर छोड़ता है।</h5>
<h2>काम निकलवाने के लिए आम इंसान भी देता है करप्शन (Corruption) को बढ़ावा</h2>
<h5>अगर भ्रष्टाचार की बात आती है तो इसके लिए जितना सरकारी सिस्टम जिम्मेदार है, उतना ही आम आदमी और निजी कंपनियां भी शामिल हैं। कई बार आम आदमी भी झंझट, परेशानी और समय की बचत करने के लिए अधिकारियों की नाजायज मांग को मान लेता है। इस तरह से वह भ्रष्टाचार को बढ़ावा देता है। कई बार प्राइवेट कंपनियां भी ऐसा करती हैं। लेकिन याद रहे रिश्वत मांगना और रिश्वत देना दोनों ही जुर्म है। कई लोगों के साथ भ्रष्टाचार होने के बाद उन्हें समझ नहीं आता कि क्या करें और क्या नहीं। वे इस बात से अनजान होते हैं कि कहां पर अपनी शिकायत करें जिससे उन्हें न्याय मिल सके। भ्रष्टाचार के कई मामले तो सामने ही नहीं आ पाते और भ्रष्टाचार करने वालों के हौसले बढ़ जाते हैं।</h5>

<h5>भ्रष्टाचार या घूसखोरी करने वाला कोई भी व्यक्ति परेशानी में पड़ सकता है अगर नागरिकों के पास सही जानकारी हो। ऐसे में वर्ल्ड एंटी करप्शन डे के ख़ास मौके पर आइये जानते है कि करप्शन की सही शिकायत किससे और कहां करें। सबसे पहले आपको बताते है करप्शन पर नकेल कसने के लिए केंद्र स्तर पर केंद्रीय सतर्कता आयोग (<a href="https://cvc.gov.in/">Central Vigilance Commission</a>) का गठन किया गया है। अगर आपके साथ कभी कोई भ्रष्टाचार करता है या भ्रष्टाचार करने की कोशिश करता है तो आपको केंद्रीय सतर्कता आयोग को इसके बारे में जानकारी दे सकते है। यह जानकारी शिकायत के जरिए केंद्रीय सतर्कता आयोग के पते पर पत्र के जरिए भेजी जा सकती है। सतर्कता भवन, ए-ब्लॉक जीपीओ कॉम्प्लेक्स, आईएनए नई दिल्ली- 110 023 पते पर पत्र लिखकर आप अपनी शिकायत पहुंचा सकते हैं। इसके अलावा आप 011- 24651020 पर कॉल कर भ्रष्टाचार की जानकारी साझा कर सकते हैं। वहीं सबसे आसान उनकी ऑफिसियल वेबसाइट पर जाकर ऑनलाइन के जरिये भी शिकायत की जा सकती है। आयोग को यह अधिकार मिले हुए हैं कि वे किसी भी सरकारी कर्मचारी या अधिकारी के खिलाफ भ्रष्टाचार की जांच कर सकती है अथवा करवा सकती है।भ्रष्टाचार की सूचना देने वाले शख्स की पहचान भी गुप्त रखी जाती है।</h5>
<h2>करप्शन की शिकायत एंटी करप्शन ब्यूरो में भी कर सकते है</h2>
<h5>हर एक राज्यों में पुलिस की एक अलग विंग होती है जो करप्शन की शिकायतों पर ट्रैप करती है। हर राज्यों में ACB (Anti Corruption Bureau) या Anti Corruption Cell होता है। उनके पोर्टल है आप ऑनलाइन के जरिये या फिर लिखित शिकायत कर Anti Corruption Bureau तक करप्शन की बात उन तक पहुंचा सकते है। इसमें आप करप्शन से जुड़ी किसी भी शिकायत को इस पोर्टल के माध्यम से आसानी से दर्ज कर सकते है | शिकायत का जल्द से जल्द समाधान भी आपको देखने को मिलेगा | इस पोर्टल में शिकायत करना भी काफी आसान है | हर एक सरकारी विभाग का करप्शन से लड़ने के लिए उनका खुद का भी विजलेंस डिपार्टमेंट होता है ऐसे में आप वहां भी शिकायत कर सकते है। अगर आपसे किसी सरकारी विभाग में घूस की मांग की जाती है तो आप उस विभाग प्रमुख को सूचना दे सकते हैं या भ्रष्टाचार विरोधी शाखा या फिर सतर्कता आयोग से संपर्क कर सकते हैं।</h5>
<h2>करप्शन की शिकायतें तो बहुत होती है लेकिन कार्रवाई कमी</h2>
<h5>करप्शन को लेकर शिकायतें तो बहुत आती है लेकिन आकड़ों की माने तो करप्शन की शिकायतें कोर्ट में खड़ी नहीं हो पाती। अकेले महाराष्ट्र की बात करें तो एक आरटीआई की जानकारी के मुताबिक 1 जनवरी 2019 से 5 अक्टूबर 2021 के बीच, रिश्वत और भ्रष्टाचार निवारण विभाग मुंबई को कुल 6213 शिकायतें मिलीं, लेकिन उनमें से केवल 213 शिकायतों की जांच की गई और उनमें से केवल एक शिकायत में FIR दर्ज की गई। जबकि 38 पूछताछ बंद कर दी गई और 174 पूछताछ जारी है। यह स्पष्ट है कि रिश्वत एंटी करप्शन विभाग भ्रष्टाचार को मिटाने में विफल हो रहा है। ऐसे में सवाल उठता है कि पूरे सिस्टम में फैल चुके इस भ्रष्टाचार को खत्म कैसे किया जाए? अगर एक आम आदमी चाहे तो क्या वह भ्रष्टाचार के बिना आगे बढ़ सकता है? वैसे भ्रष्टाचार को खत्म करने में अगर सभी का साथ मिले तो यह असंभव सा दिखने वाला काम संभव भी हो सकता है। यानी करप्शन देश से खत्म हो सकता है।</h5>

										<content:encoded><![CDATA[<h5>कॉर्पोरेट सोशल रिस्पांसिबिलिटी (सीएसआर &#8211; CSR) समाज की वो डोर है जिससे देश, कॉर्पोरेट कंपनीज और खुद समाज को जोड़ने का काम करती है।पूरी दुनिया में भारत में होने वाले सीएसआर पहल का सबसे अच्छा उदाहरण है। लेकिन इस बीच इससे भी इंकार नहीं किया जा सकता है कि करप्शन के मामलों में भी भारत ऊपरी पायदान पर है। करप्शन सरकारी दफ्तरों में है, करप्शन जन्म से लेकर मृत्यु तक हर काम में है।</h5>
<h5><a href="https://dot.gov.in/">भ्रष्टाचार</a> पर दुनिया भर में अध्ययन करने वाली एजेंसी ट्रांसपेरेंसी इंटरनेशनल की एक रिपोर्ट में यह दावा किया गया है कि भारत एशिया का सबसे भ्रष्ट देश है। रिपोर्ट के अनुसार 39 फ़ीसदी भारतीयों ने यह माना है कि सरकारी दफ्तर में बिना रिश्वत काम नहीं होता है। भारत में 47 फ़ीसदी लोगों ने यह माना है कि पिछले 12 महीनों में भारत में भ्रष्टाचार के मामले बढ़े हैं, 89 फीसदी लोगों ने ये माना है कि सरकारी भ्रष्टाचार सबसे बड़ी समस्या है।</h5>
<h5>हम हर साल 9 दिसंबर को भ्रष्टाचार के खिलाफ जागरुकता फैलाने के लिए इंटरनेशनल एंटी करप्शन डे (International Anti Corruption Day) मनाते हैं। यूनाइटेड नेशंस (United Nations) के आंकड़ों के अनुसार, हर साल 1 ट्रिलियन डॉलर का भुगतान रिश्वत के रूप में किया जा रहा है। जबकि 2.6 ट्रिलियन डॉलर को भ्रष्ट उपायों के कारण चुराया गया है। यूनाइटेड नेशंस डेवलपमेंट प्रोग्राम के अनुसार, यह अनुमान लगाया जाता है कि विकासशील देशों में भ्रष्टाचार के कारण 10 गुना धनराशि खो गई है।</h5>
<h2>करप्शन कर रही है सीएसआर को कमजोर</h2>
<h5>भ्रष्टाचार सबसे जटिल सामाजिक, राजनीतिक और आर्थिक घटनाओं में से एक है, जिसने दुनिया के सभी देशों को प्रभावित किया है। भारत में भी करप्शन सिर्फ आम जनमानस को प्रभावित नहीं किया है बल्कि भ्रष्टाचार कॉर्पोरेट जगत में भी है। कॉर्पोरेट सोशल रिस्पांसिबिलिटी (Corporate Social Responsibility) पूरे देश भर में सामाजिक काम हो रहें है लेकिन यहां भी करप्शन ने घर कर रखा। सीएसआर (CSR) पहल के कई ऐसे काम हुए लेकिन भ्रष्टाचार सीएसआर और समाज की जड़े कमजोर कर रही हैं।</h5>

<h5>सीएसआर पहल के कई ऐसे मामले The CSR Journal ने उजागर किये हैं जहां बड़े पैमाने पर भ्रष्टाचार हुए। चाहे यूपी के श्रावस्ती में सीएसआर घोटाला हो या फिर भारत पेट्रोलियम या हिंदुस्तान पेट्रोलियम में। सीएसआर के तहत ये भी मामले देखने को मिला है कि बजट खर्च तो पूरा हुआ लेकिन काम कम, यहां तक की निम्न दर्जे के भी काम हुए हैं। दरअसल यूपी के श्रावस्ती जिले में सीएसआर फंड के तहत हैंडपंप लगना था। सरकारी कंपनी उत्तर प्रदेश लघु उद्योग निगम लिमिटेड को हैंडपंप लगाने के लिए कॉर्पोरेट कंपनी ने सीएसआर के तहत लगभग 7 लाख रुपये का बजट प्रस्तावित किया था।</h5>

<h5>20 हैंडपंप लगाने के लिए उत्तर प्रदेश लघु उद्योग निगम लिमिटेड इलाहाबाद को इस बजट का 75 फीसदी रकम यानि 5 लाख 41 हज़ार रुपये संस्था को दे दिए गए, लेकिन संस्था ने निर्धारित समय में और जिला प्रशासन द्वारा निर्धारित जगह पर हैंडपंप न लगवाकर पैसा अपने पास ही रोके रखा। यही नहीं संस्था ने शर्तों का उल्लंघन करते हुए बिना अनुमति के 20 हैंडपंप में से 12 इंडिया मार्का हैंडपंप निर्धारित सूची के अनुसार न लगाकर मनमाने ढंग से लगाया।</h5>
<h2>बीपीसीएल और एचपीसीएल के पास नहीं है उनके लाभार्थियों की जानकारी</h2>
<h5>वही The CSR Journal ने RTI कानून की मदद से सीएसआर को लेकर भारत पेट्रोलियम कॉर्पोरेशन लिमिटेड (BPCL) और हिंदुस्तान पेट्रोलियम कॉर्पोरेशन लिमिटेड (HPCL) के CSR पहल की जानकारी मांगी थी। जो जानकारी बीपीसीएल और एचपीसीएल ने दी वो चौंकाने थी। दोनों ही PSU से जानकारी मांगी गयी थी कि सीएसआर पहल के लाभार्थी कौन थे। जवाब में बताया गया कि कंपनी लाभार्थियों की डेटा बेस नहीं रखती। यानी बीपीसीएल और एचपीसीएल तो सीएसआर के तहत करोड़ों तो खर्च करती है लेकिन इन कामों के लाभार्थी कौन है ये जानकारी कंपनी के पास नहीं रहता।</h5>
<h5>सीएसआर के तहत पिछड़े इलाकों को आगे लाने के लिए और समाज से जोड़ने के लिए देश की कॉर्पोरेट्स कम्युनिटी के साथ मिलकर काम तो करती है लेकिन बीच के बिचौलिए करप्शन करने से बाज नहीं आते। सीएसआर फिल्ड में काम करने वाले जानकार ये भी बताते है कि कई मामलों में सीएसआर के काम नियमों को ताक पर किये जाते हैं। बहरहाल सीएसआर फंड से समाज में सकारात्मक बदलाव आ रहा है लेकिन सीएसआर फंड में ही अगर करप्शन होने लगे तो CSR और समाज का क्या हश्र होगा?</h5>
