Drug Testing To Cover Pilots Across Airlines

According to sources, the DGCA directed airlines last month to conduct drug tests for their pilots and complete the exercise by July next year.

The testing drive will cover pilots working across India’s commercial airlines. More than 12,000 pilots are employed by various carriers in the country.

At present, airlines conduct testing on a random basis. Under existing Civil Aviation Requirements, carriers are required to test 10 per cent of pilots, air traffic controllers and certain other personnel annually for psychoactive substances.

Revised Testing Norms Expected This Month

Speaking on the sidelines of a conference in New Delhi on Thursday, Naidu said the draft of the revised Civil Aviation Requirements for psychoactive substance testing was expected to be finalised by the end of September.

He said the revised norms would be prepared after discussions with stakeholders.

The proposed changes come amid increased scrutiny of substance use among aviation personnel following the serious incident involving an Air India flight from Phuket to Delhi in August.

Air India Group Ordered Testing After August Incident

In August, the Air India Group also decided to conduct drug tests for all pilots across Air India and Air India Express following the incident.

The Phuket-Delhi flight was involved in a serious in-flight event on August 4.

According to a preliminary report released by the Aircraft Accident Investigation Bureau on September 4, the aircraft was cruising at 36,000 feet when it suffered the near-simultaneous loss of all three hydraulic systems.

The failure resulted in the autopilot disconnecting, a brief stall warning and an altitude upset.

The aircraft was carrying 145 people, and 24 people were injured in the incident.

AAIB Flags Pilot’s Positive Test As Serious Concern

The AAIB report said the pilot-in-command tested non-negative for a psychoactive substance in a confirmatory test conducted after the flight.

The investigation agency described the confirmed use of a psychoactive substance as a serious concern and recommended that the DGCA take appropriate action on priority to prevent the abuse of such substances.

Hours after the AAIB released its report on September 4, Air India confirmed that the pilot-in-command had tested positive for a psychoactive substance.

Air India terminated the pilot’s employment with immediate effect, citing its zero-tolerance approach towards violations of safety, fitness and regulatory requirements.

नोएडा इंटरनेशनल एयरपोर्ट और गंगा एक्सप्रेसवे के बीच कनेक्टिविटी को लेकर उत्तर प्रदेश सरकार ने एक ऐतिहासिक कदम उठाया है। ग्रेटर नोएडा औद्योगिक विकास प्राधिकरण (GNIDA) ने एक नया मेगा कनेक्टिविटी प्लान तैयार किया है, जिससे दोनों क्षेत्रों के बीच का सफर केवल 30 से 45 मिनट में पूरा किया जा सकेगा। मुख्यमंत्री योगी आदित्यनाथ सरकार के निर्देशों पर तैयार इस विशेष योजना का मुख्य उद्देश्य क्षेत्र में यात्री वाहनों और मालवाहक ट्रकों (कार्गो ट्रैफिक) के रास्तों को पूरी तरह अलग करना है, ताकि भविष्य में जाम की स्थिति से बचा जा सके। लखनऊ में औद्योगिक विकास मंत्री नंद गोपाल गुप्ता ‘नंदी’ की अध्यक्षता में हुई उच्च स्तरीय बैठक में इस बड़े प्रस्ताव को हरी झंडी दी गई है।

हापुड़ बाईपास तक बनेगी 105 मीटर चौड़ी सड़क

प्राधिकरण द्वारा तैयार किए गए इस नए कनेक्टिविटी प्लान के तहत ग्रेटर नोएडा से गंगा एक्सप्रेसवे के बीच की दूरी को सीधा और छोटा किया जा रहा है। इसके लिए मौजूदा सड़क नेटवर्क को लगभग 15 किलोमीटर आगे बढ़ाते हुए हापुड़ बाईपास की तरफ जोड़ा जाएगा। इस लिंक रोड को 105 मीटर चौड़ा बनाया जाएगा। अधिकारियों के मुताबिक, अभी नोएडा-ग्रेटर नोएडा से गंगा एक्सप्रेसवे तक जाने में लंबा समय और ट्रैफिक का सामना करना पड़ता है, लेकिन इस 15 किलोमीटर के नए पैच के जुड़ते ही दोनों एक्सप्रेसवे के बीच निर्बाध कनेक्टिविटी स्थापित हो जाएगी। इससे यात्रा का समय घटकर मात्र आधा घंटा रह जाएगा।

एयरपोर्ट कार्गो के लिए बनेगा 6-लेन का विशेष एलिवेटेड कॉरिडोर

इस कनेक्टिविटी प्लान का दूसरा सबसे महत्वपूर्ण हिस्सा जेवर में बन रहे नोएडा इंटरनेशनल एयरपोर्ट के एयर कार्गो टर्मिनल को मजबूत करना है। ग्रेटर नोएडा में विकसित हो रहे मल्टी-मॉल लॉजिस्टिक्स हब (MMLH) से सीधे जेवर एयरपोर्ट तक एक 6-लेन की एलिवेटेड सड़क बनाने का प्रस्ताव दिया गया है।

फ्रेट कॉरिडोर के समानांतर निर्माण: यह प्रस्तावित एलिवेटेड मार्ग वेस्टर्न डेडिकेटेड फ्रेट कॉरिडोर (WDFC) के बिल्कुल समानांतर चलेगा।

सीधी कार्गो डिलीवरी: यह रूट विशेष रूप से केवल भारी मालवाहक वाहनों और ट्रकों के लिए आरक्षित रहेगा। लॉजिस्टिक्स हब का माल बिना किसी शहरी ट्रैफिक में फंसे सीधे हवाई अड्डे के कार्गो टर्मिनल तक पहुंच सकेगा।

मास्टर प्लान 2041 में बड़ा संशोधन

ग्रेटर नोएडा विकास प्राधिकरण के अनुसार, इस पूरे प्रोजेक्ट को अमलीजामा पहनाने के लिए ‘ग्रेटर नोएडा मास्टर प्लान 2041‘ में जरूरी संशोधन किए जा रहे हैं। जेवर एयरपोर्ट से कमर्शियल उड़ानें शुरू होने और औद्योगिक गतिविधियों में तेजी आने के कारण इस पूरे इलाके में वाहनों का दबाव अप्रत्याशित रूप से बढ़ने की उम्मीद है। मास्टर प्लान में किए जा रहे बदलावों के तहत अब यात्री गाड़ियों (पैसेंजर ट्रैफिक) और माल ढोने वाले वाहनों (कमर्शियल फ्रेट) के लिए पूरी तरह अलग-अलग लेन और कॉरिडोर निर्धारित कर दिए गए हैं। इस नए इंफ्रास्ट्रक्चर के तैयार होने से न केवल आम जनता का सफर बेहद आसान और तेज हो जाएगा, बल्कि पश्चिमी उत्तर प्रदेश में लॉजिस्टिक्स और व्यापार को एक नई रफ्तार मिलेगी। इससे देश-विदेश के बड़े निवेशकों के लिए नोएडा-ग्रेटर नोएडा और गंगा एक्सप्रेसवे का पूरा बेल्ट पहली पसंद बनकर उभरेगा।
