The heightened security arrangements will cover Kali Puja-Diwali, Kartik Puja, Jagaddhatri Puja and Chhath Puja. Urban Development and Municipal Affairs Minister Agnimitra Paul has announced a series of preventive measures under a Standard Operating Procedure (SOP) prepared by her department, focusing on crowd management, fire safety, emergency response, riverbank security and environmental protection.

Under the Chief Minister’s directive, ministers assigned to individual districts have been instructed to convene urgent coordination meetings with local MLAs, District Magistrates, senior police officers and officials of the departments concerned.

These meetings, to be held within the next 24 to 48 hours, will review security preparedness, identify vulnerable locations and ensure that adequate preventive measures are implemented before the festivities begin.

Paul stressed that administrative coordination and strict enforcement of safety guidelines would be essential to prevent overcrowding, stampedes and other emergencies.

No dark Pandals, wider exits and mandatory volunteers

Drawing lessons from the Chorbagan incident, the government has directed authorities to conduct thorough security assessments before granting permission for Kali Puja pandals.

Paul made it clear that pandal interiors must not be kept in complete darkness, even when lighting effects form an integral part of the theme. Entry and exit routes must remain adequately illuminated to facilitate safe movement.

In a significant crowd-control measure, the minister advised that exit passages should be twice as wide as entry routes, allowing visitors to evacuate quickly in the event of an emergency or panic.

Puja organisers must also deploy sufficient volunteers, all of whom will be required to wear identification badges and carry identity cards.

Permission for food stalls and temporary shops around pandals will be subject to strict scrutiny, particularly regarding road width and the availability of unobstructed access routes.

Major Puja venues must have ambulances, first-aid facilities, drinking water and alternative transport arrangements wherever necessary.

Paul said neighbouring Puja committees could jointly arrange ambulances and share the expenses to ensure emergency medical assistance remains readily available.

Chhath Puja: DVC to be asked to restrict water release

The government has placed special emphasis on safety at riverbanks and ghats during Chhath Puja, particularly in areas vulnerable to sudden changes in water levels.

Paul said the Damodar Valley Corporation (DVC) and other water-regulating authorities would be requested to avoid releasing water during the Chhath observances on the evening of November 15 and the morning of November 16.

The proposed coordination is particularly significant for stretches of the Damodar River near Asansol, where fluctuations in water levels could pose serious risks to devotees performing rituals.

The minister said discussions with the DVC were underway to prevent sudden rises in river levels during the celebrations.

Dangerous riverbed pits to be barricaded, divers deployed

The minister also flagged the dangers posed by deep pits and uneven riverbeds created by sand extraction.

Authorities have been directed to identify hazardous underwater stretches and install barricades to prevent devotees from entering unsafe areas.

Clearly demarcated zones will be established at ghats to ensure that rituals are performed only in designated safe locations.

An adequate number of trained divers, equipped with essential rescue gear, must remain stationed at major ghats throughout the celebrations.

The government has also instructed civic bodies to provide proper illumination, separate changing rooms for women, bio-toilets, clean access routes and safe staircases.

Where permanent staircases cannot be constructed, temporary wooden platforms will be installed to facilitate safe access to the water.

Directional signboards in Bengali, English and Hindi will be displayed at important locations, while adequate parking arrangements must be made to prevent congestion near the ghats.

Strict vigil on firecracker factories and markets

Taking a firm stand on fireworks, Paul reiterated that only government-authorised green crackers would be permitted during the festive season.

However, the minister emphasised that enforcement should not be restricted to monitoring individuals bursting firecrackers.

Instead, she called for intensified surveillance of manufacturing units, distribution centres, wholesale markets and retail outlets to prevent the production and sale of prohibited fireworks.

Authorities have been instructed to verify compliance with government regulations, including prescribed noise limits and other safety standards.

The move is aimed at tackling violations at the source rather than relying solely on enforcement during celebrations.

KMDA to introduce mechanised Idol immersion facilities

To streamline idol immersion and minimise congestion at river ghats, the Urban Development Department is considering the wider use of conveyor belts and trolley-based systems.

Paul said similar arrangements had previously helped accelerate immersion activities while reducing the difficulties faced by organisers and civic personnel.

The Kolkata Metropolitan Development Authority (KMDA) will be instructed to make necessary arrangements at selected ghats ahead of the Kali Puja and Jagaddhatri Puja immersions.

The initiative is expected to facilitate faster movement of idols and reduce crowding at immersion points.

Municipalities and municipal corporations have been directed to install adequate dustbins at Puja pandals, along approach roads and near river and pond ghats.

Special attention will be given to preventing the disposal of ritual waste, including prasad remnants, coconut shells, incense packaging and other materials, into water bodies.

Paul stressed that maintaining cleanliness at ghats and preventing water pollution must form an integral part of festival management.

Civic authorities will also be responsible for ensuring that pathways remain free of waste and other obstructions that could endanger visitors.

Government seeks public cooperation to prevent another tragedy

Emphasising that festival safety cannot be ensured through administrative intervention alone, Paul called upon Puja committees, volunteers and citizens to cooperate with the authorities.

She said organisers must strictly follow safety protocols, while visitors should maintain discipline and avoid overcrowding at pandals and ghats.

The minister maintained that coordinated efforts involving the administration, police, civic agencies, Puja organisers and the public would be crucial to ensuring peaceful celebrations.

With the Chorbagan tragedy still fresh in public memory, the state government’s latest directives signal a renewed focus on preventive security, emergency preparedness and accountability during large religious gatherings.

The effectiveness of these measures, however, will depend on their implementation at the district and municipal levels as Bengal prepares for another round of major festivals.

Sibal stated that the previous situation, where Banerjee was the sitting Chief Minister, is no longer applicable. He emphasised that the new government can take any necessary actions regarding the case, and no one should obstruct that process. He further contended that the state has the power to refer cases to the CBI under the Delhi Special Police Establishment Act, 1946.

Arguments Presented in Court

During the proceedings, the bench noted that senior advocate Maneka Guruswamy, also representing the matter, had previously made a similar argument. However, Solicitor General Tushar Mehta raised concerns about potential allegations of mala fide actions. In response, Sibal questioned why the state government would fear such allegations, asserting that it would have to address any criticism that might arise.

Additional Solicitor General S V Raju, representing the ED, highlighted that the case involves not just political leaders but also active police officials. He reiterated that allegations of mala fide could be made, and the Supreme Court had not intervened previously. The bench then posed a question to Raju, asking why the government could not now refer the case to the CBI, given the current calm situation.

Mehta insisted that the court should resolve the broader issue, stating that the agency wished to avoid allegations that the state government transferred the case to the CBI for political reasons. The Bharatiya Janata Party (BJP) secured 207 seats in the 294-member West Bengal Assembly in April, marking the end of the 15-year rule by Banerjee’s Trinamool Congress. Noise levels for sound-emitting green crackers have been capped at a maximum of 125 decibels, while light-emitting crackers are limited to 90 decibels. Members of the public can verify the authenticity of green crackers by scanning the QR codes printed on product packaging.

DGP Siddhi Nath Gupta emphasized that flying sky lanterns or air balloons without official permission is strictly prohibited due to severe safety risks and fire hazards recorded in previous years.

To ensure safety, temporary firecracker markets will be restricted to designated open areas identified by local municipal corporations and police. Emergency response teams, including fire engines and ambulances, will be deployed at these sites.

The administration reaffirmed a complete ban on bursting firecrackers within 100 meters of designated silence zones, including hospitals and educational institutions. Special control rooms and police patrols have been deployed across districts to enforce compliance. High-rise residential complexes have also been urged to maintain strict vigilance.

Enforcement drives against illegal fireworks are already underway. Police recently confiscated 110 kg of banned firecrackers from Kolkata’s Burrabazar area, leading to one arrest.

According to official figures, approximately 1.8 lakh people in West Bengal have received medical treatment or healthcare services under Ayushman Bharat since its introduction in the state.

Among them, around 4,600 patients have availed themselves of treatment at hospitals outside West Bengal, highlighting the scheme’s portability and its potential to facilitate access to healthcare across state boundaries.

Official data further indicates that the Centre has allocated Rs 426 crore towards implementing the scheme, while the state government’s contribution stands at Rs 284 crore.

4.13 Crore health cards issued

The scheme has also witnessed a substantial response in terms of enrolment. So far, approximately 4.13 crore residents of West Bengal have been issued Ayushman Bharat health cards, while another 1.8 crore people have applied for coverage.

Meanwhile, reports suggest that nearly 2.5 crore individuals have also submitted applications under the Chief Minister’s separate health insurance initiative.

The figures reflect growing public demand for government-supported healthcare coverage, particularly among economically vulnerable sections of society.

Nearly 2,500 hospitals in Bengal covered under scheme

One of the major advantages of Ayushman Bharat is its nationwide network of empanelled hospitals, allowing eligible beneficiaries to access medical treatment beyond their home states.

According to the figures provided, nearly 40,000 hospitals across India are associated with the scheme, including approximately 2,500 in West Bengal.

Situated at approximately 11,930 feet above sea level, Sandakphu attracts thousands of tourists and trekkers for its panoramic Himalayan views. However, recent fatalities linked to respiratory complications have raised concerns over the availability of medical facilities and emergency response mechanisms in the region.

The GTA Tourism Department has issued a Standard Operating Procedure (SOP), making health fitness certificates compulsory for both trekkers and tourists travelling by Land Rover to Sandakphu and Phalut.

Visitors without a valid fitness certificate must undergo a mandatory medical examination at the Manebhanjan sub-health centre before beginning their journey. Those found medically unfit will not be permitted to proceed to higher altitudes under any circumstances.

Dawa Galpo Sherpa, Field Director of the GTA Tourism Department, said the guidelines were introduced to safeguard tourists against health risks associated with high-altitude travel. He also warned that agencies violating the directives could face legal action.

Strict instructions for tour operators and guides

Under the SOP, trekking agencies, tour operators, guides, porters and members of the Singalila Land Rover Association have been directed to closely monitor the physical condition of tourists throughout their journey.

Anyone experiencing severe headaches, nausea, dizziness, breathing difficulties, confusion or difficulty walking must immediately discontinue the ascent. The affected tourist must be brought down to a lower altitude as quickly as possible and provided with emergency medical assistance.

Tour operators have also been instructed to educate visitors about Acute Mountain Sickness (AMS), the importance of adequate hydration and the physical demands of high-altitude travel.

Additionally, Land Rover drivers and guides operating along the approximately 32-km route from Manebhanjan must carry first-aid kits and emergency contact numbers.

Tourism industry demands permanent medical facilities

While welcoming the administration’s decision, tourism stakeholders have emphasised that mandatory health screening alone may not be sufficient to prevent fatalities without adequate medical infrastructure in the hills.

Chandan Pradhan, secretary of the Singalila Land Rover Owners’ Welfare Association, said the demand for a permanent health centre at Sandakphu or between Tonglu and Tumling has remained unfulfilled for years.

He pointed out that approximately 35 vehicles carry tourists from Manebhanjan towards Sandakphu every day, highlighting the need for accessible healthcare facilities along the route.

Tanmoy Goswami, general secretary of the Himalayan Hospitality and Tourism Development Network, also urged the authorities to deploy ambulances at strategic locations such as Tonglu, Tumling or Chitrey.

He stressed that the availability of emergency transport would help ensure that tourists suffering from sudden medical complications could be shifted to hospitals without delay.

Two tourist deaths prompted safety crackdown

The GTA’s decision follows two deaths reported in the Sandakphu-Tumling region within less than a month.

On September 30, Priyotosh Adhikari, 27, a resident of Tufanganj in Cooch Behar district, died after developing respiratory distress while trekking near Sandakphu.

Less than three weeks later, on October 20, Bubai Pal, 48, a resident of Barasat in North 24 Parganas district, died in Tumling following respiratory complications.

The incidents raised serious concerns about the risks of high-altitude tourism, particularly for visitors who may be unaware of underlying health conditions or the symptoms of altitude sickness.

With the new SOP in place, the GTA has sought to strengthen preventive healthcare measures and make tour operators more accountable for tourist safety.

However, tourism representatives maintain that establishing permanent medical centres, ensuring ambulance availability and improving emergency evacuation facilities are equally essential.

The effectiveness of the new guidelines will depend not only on strict enforcement but also on coordinated efforts between the administration, healthcare authorities and tourism stakeholders to prevent further tragedies in one of West Bengal’s most popular mountain destinations.

भारत और बांग्लादेश के बीच सुरक्षा और संप्रभुता के लिहाज से सबसे महत्वपूर्ण माने जाने वाले पश्चिम बंगाल सीमा (Indo-Bangladesh Border) पर इस समय इतिहास की सबसे बड़ी बाड़बंदी (Fencing) का काम युद्धस्तर पर जारी है। दशकों से राजनीतिक गतिरोध और भूमि अधिग्रहण की जटिलताओं के कारण अटका यह राष्ट्रीय सुरक्षा प्रोजेक्ट अब अपने अंतिम और सबसे निर्णायक चरण में पहुंच चुका है। सीमा सुरक्षा बल (BSF) और राज्य सरकार के साझा प्रयासों से बॉर्डर के ‘पोरस’ (छिद्रपूर्ण या खुले) इलाकों को पूरी तरह अभेद्य कंक्रीट और कटीले तारों के सुरक्षा कवच में बदला जा रहा है। भारत की इस आक्रामक और अभूतपूर्व सुरक्षा घेराबंदी को देखकर सीमा पार बांग्लादेश और वहां के सुरक्षा बलों (Border Guard Bangladesh – BGB) में भारी हलचल और तिलमिलाहट साफ देखी जा रही है।

ऐतिहासिक भूमि हस्तांतरण: जो 17 साल में नहीं हुआ, वह महीनों में हुआ

भारत-बांग्लादेश अंतरराष्ट्रीय सीमा की कुल लंबाई लगभग 4,096.7 किलोमीटर है, जिसमें से अकेले पश्चिम बंगाल 2,216.7 किलोमीटर की सबसे लंबी और सबसे संवेदनशील सीमा साझा करता है। आधिकारिक आंकड़ों के अनुसार, इस विशालकाय सीमा के करीब 1,600 किलोमीटर हिस्से पर पहले ही बाड़ लगाई जा चुकी थी, लेकिन भौगोलिक विषमताओं और भूमि विवादों के चलते लगभग 600 किलोमीटर का हिस्सा खुला हुआ था। यही खुला हिस्सा तस्करों, घुसपैठियों और असामाजिक तत्वों के लिए ‘सॉफ्ट टारगेट’ बना हुआ था। इस वर्ष हुए बड़े राजनीतिक बदलाव और प्रशासनिक सुधारों के बाद, मुख्यमंत्री शुभेंदु अधिकारी के नेतृत्व वाली राज्य सरकार ने अपनी पहली कैबिनेट बैठक में ही सीमा सुरक्षा को प्राथमिकता देते हुए एक ऐतिहासिक फैसला लिया। राज्य प्रशासन ने भूमि सुधार विभाग के माध्यम से त्वरित कार्रवाई करते हुए 1,177 एकड़ से अधिक भूमि आधिकारिक तौर पर बीएसएफ को सौंप दी है। इस विशाल जमीन के हस्तांतरण से बांग्लादेश से सटे 9 सीमावर्ती जिलों में फैले 172.6 किलोमीटर लंबे सबसे संवेदनशील और असुरक्षित पैच पर बाड़ लगाने का रास्ता पूरी तरह साफ हो गया।

बाड़बंदी की रेस में टॉप-5 जिले और दूरी

1. मुर्शिदाबाद: 45.4 किलोमीटर (भूमि हस्तांतरण प्रक्रिया में 100% रिकॉर्ड के साथ सबसे आगे)
2. उत्तर 24 परगना: 42.07 किलोमीटर
3. कूचबिहार: 39.39 किलोमीटर
4. मालदा: 20.15 किलोमीटर
5. नदिया: 14.79 किलोमीटर
इसके अलावा दार्जिलिंग, जलपाईगुड़ी, उत्तर दिनाजपुर और दक्षिण दिनाजपुर के सीमावर्ती क्षेत्रों में भी फेंसिंग के कार्य को रिकॉर्ड समय में पूरा करने के लिए मशीनरी झोंक दी गई है।

इजराइली पद्धति और स्मार्ट वॉरफेयर तकनीक से लैस हो रहा है बॉर्डर

यह केवल साधारण कटीले तारों की बाड़ नहीं है। जमीनी रिपोर्टों के अनुसार, भारत इस बार सीमा पर ‘स्मार्ट फेंसिंग’ और इजराइली सुरक्षा पद्धति (Israeli Security Technology) का इस्तेमाल कर रहा है।
• इलेक्ट्रिक सेंसर और लाइट करंट क्षमता: नए ग्रीन मेटल वाई-शेप (Y-shaped) पिलर्स पर तैयार की जा रही इस फेंसिंग में लो-वोल्टेज लाइट करंट छोड़ने की इन-बिल्ट व्यवस्था है। अगर कोई बाड़ को काटने या छूने की कोशिश करेगा, तो तुरंत कंट्रोल रूम में अलार्म बज जाएगा।
• अभेद्य सर्विलांस और रडार ग्रिड: सीमा पर एडवांस पीटी (Pan-Tilt) कैमरे लगाए जा रहे हैं जिनकी मारक सर्विलांस रेंज 3 से 5 किलोमीटर तक है। इसके साथ ही मल्टीपल रडार्स और अंडरग्राउंड मोशन सेंसर्स बिछाए जा रहे हैं।
• 150 मीटर का नो-मैन्स लैंड: केंद्रीय गृह मंत्रालय की गाइडलाइंस के अनुसार, सीमा के दोनों ओर 150 मीटर के दायरे को पूरी तरह खाली कराकर ‘नो-मैन्स लैंड’ के रूप में स्थापित किया जा रहा है। इस जोन में किसी भी आम नागरिक की आवाजाही पूरी तरह प्रतिबंधित रहेगी।

बांग्लादेशी खेमे में तिलमिलाहट: पथराव, हिंसक झड़पें और लाउडस्पीकर प्रोपेगैंडा

भारत की इस चौतरफा नाकेबंदी से सीमा पार बांग्लादेश में गहरी बेचैनी फैल गई है। तस्करों के सिंडिकेट, अवैध दलाल और घुसपैठ के जरिए भारत की जनसांख्यिकी (Demography) बदलने की साजिश रचने वाले आकाओं का पूरा नेटवर्क ध्वस्त होने की कगार पर है। यही कारण है कि पिछले कुछ हफ्तों से भारत-बांग्लादेश सीमा पर तनाव अत्यधिक बढ़ गया है। सीमावर्ती सूत्रों के हवाले से यह पुष्टि हुई है कि जैसे ही भारतीय इंजीनियरों और मजदूरों ने पोरस इलाकों में पिलर गाड़ना शुरू किया, बांग्लादेश की तरफ से भारी विरोध शुरू हो गया। कूचबिहार के सनियाजान नदी क्षेत्र और मालदा रीजन में बॉर्डर गार्ड बांग्लादेश (BGB) की शह पर स्थानीय उपद्रवियों ने भारतीय मजदूरों और बीएसएफ के जवानों पर पथराव किया। स्थिति को नियंत्रित करने के लिए बीएसएफ को स्टन ग्रेनेड (Stun Grenades) का इस्तेमाल करना पड़ा। इतना ही नहीं, बीजीबी (BGB) अब सीमाई इलाकों में लाउडस्पीकर के जरिए एक आक्रामक “जागरूकता अभियान” चला रही है, जिसे भारतीय खुफिया एजेंसियां खुले तौर पर भारत-विरोधी प्रोपेगैंडा और स्थानीय आबादी को भड़काने की साजिश मान रही हैं। हालांकि, बांग्लादेशी सेना और बीजीबी इसे केवल अपने नागरिकों को सतर्क करने की सामान्य गश्त बता रहे हैं, लेकिन बॉर्डर पोस्ट मीटिंग्स (BPM) में बीएसएफ ने इस पर सख्त आपत्ति दर्ज कराई है।

घुसपैठियों के खिलाफ ‘जीरो टॉलरेंस’: अब कोर्ट नहीं, सीधे डिपोर्टेशन

भारत सरकार और गृह मंत्रालय के निर्देश पर इस बार सुरक्षा नीति को पूरी तरह बदल दिया गया है। अब तक अवैध रूप से सीमा पार करते हुए पकड़े जाने वाले बांग्लादेशी नागरिकों को स्थानीय पुलिस को सौंपकर सामान्य अदालती प्रक्रिया के तहत जेल भेजा जाता था, जिसमें सालों लग जाते थे। नई नीति के तहत, राज्य सरकार ने निर्णय लिया है कि पकड़े गए किसी भी घुसपैठिए को सीधे डिपोर्टेशन (तुरंत देश निकाला) के लिए बीएसएफ के सुपुर्द किया जाएगा। इसके लिए बीएसएफ पकड़े गए व्यक्ति की ऑन-स्पॉट वीडियोग्राफी और डाक्यूमेंटेशन करेगी और फ्लैग मीटिंग के जरिए बीजीबी को उन्हें वापस लेने पर मजबूर करेगी। इस कड़े कदम ने बांग्लादेश के भीतर मानव तस्करी करने वाले एजेंटों की कमर तोड़ दी है।

सुंदरबन डेल्टा: प्रकृति की चुनौती के बीच चल रहा स्पेशल विंग प्रोजेक्ट

2,200 किलोमीटर की इस सीमा में सबसे कठिन हिस्सा सुंदरबन का दलदली और मैंग्रोव क्षेत्र है, जहां लगभग 90 किलोमीटर का हिस्सा पूरी तरह खुला हुआ है। यहां की नदियों और ज्वारीय जलमार्गों के कारण पारंपरिक लोहे की बाड़ लगाना असंभव है। प्रकृति की इस कठिन चुनौती से निपटने के लिए बीएसएफ के महानिदेशक (DG) ने खुद दक्षिण बंगाल फ्रंटियर का दौरा किया है। सुंदरबन के इस दुर्गम जल क्षेत्र को सुरक्षित करने के लिए भारत ‘फ्लोटिंग बॉर्डर आउटपोस्ट’ (Floating BOPs) और आधुनिक वाटर ड्रोन तकनीक तैनात कर रहा है। पानी के भीतर छिपे सेंसर्स और लगातार गश्त करने वाली स्पीड बोट्स के जरिए इस समुद्री रास्ते को भी पूरी तरह सील किया जा रहा है।

राष्ट्रीय सुरक्षा के इतिहास का स्वर्णिम अध्याय

भारत-बांग्लादेश सीमा पर चल रहा यह महा-अभियान केवल तार लगाने का काम नहीं है, बल्कि यह भारत की आंतरिक सुरक्षा, ड्रग्स तस्करी के पैटर्न को तोड़ने, जाली नोटों (FICN) के रैकेट को समाप्त करने और टेरर फंडिंग पर आखिरी कील ठोकने का राष्ट्रीय संकल्प है। जिस काम को पिछले 17 वर्षों से वोट बैंक और तुष्टीकरण की राजनीति के कारण लटका कर रखा गया था, उसे आज देश के शीर्ष नेतृत्व और राज्य प्रशासन के मजबूत इरादों ने हकीकत में बदल दिया है। बांग्लादेश की छटपटाहट और सीमा पर उपजा तनाव इस बात का प्रत्यक्ष प्रमाण है कि भारत का यह सुरक्षा प्रहार एकदम सटीक निशाने पर लगा है। आने वाले कुछ महीनों में जब यह 2,216 किलोमीटर लंबा सुरक्षा चक्र पूरी तरह से लॉक हो जाएगा, तब पूर्वी सीमा से होने वाली अवैध घुसपैठ हमेशा-हमेशा के लिए इतिहास के पन्नों में दफन हो जाएगी।
