The vast majority of those enrolled in the scheme—the government indicates—exceeds 70 lakh, marking it as one of the most significant initiatives aimed at women’s social security in Punjab.

Beneficiaries have commended the efficiency of the DBT mechanism, stating that it has ensured timely access to funds. For instance, Sarabjit Kaur from Gurdaspur remarked that having the assistance sent directly to her bank account ensured that the funds were available for necessary household expenses. She noted that if the money had been distributed in cash, it could have been misused, whereas direct credit allows for better management of resources.

Another beneficiary, Gagandeep Kaur from Harchowal, shared her experience of a swift and transparent application process, stating that she received credit within five to six days after submitting her application. Reynold D’Souza, Group Head – Branch Banking, North and TASC Business at Axis Bank, stated the institution remains committed to ensuring the timely and transparent transfer of benefits to beneficiaries across Punjab. This partnership reflects the collaborative effort to boost women’s empowerment through direct financial support.

पंजाब सरकार का कहना है कि राज्य की शिक्षा क्रांति अब हमारे युवाओं को केवल नौकरी पाने के लिए नहीं, बल्कि दूसरों के लिए रोजगार और अवसर सृजित करने के लिए भी तैयार कर रही है। विद्यार्थियों को ई-कॉमर्स, बेकरी, डिजिटल कंटेंट निर्माण, कोडिंग, ग्राफिक डिजाइनिंग, फिटनेस, वेलनेस, रिटेल, ब्यूटी तथा कृषि आधारित उद्यम की शिक्षा दी जा रही है। पंजाब सरकार की इस शिक्षा क्रांति के तहत बिजनेस क्लास प्रोग्राम के सकारात्मक परिणाम दिखाई दे रहे हैं। पहले वर्ष में 95,000 विद्यार्थियों ने इस कार्यक्रम में भाग लिया, जिनमें से 25,693 ने अपने व्यवसाय शुरू किए।

नौकरी नहीं, रोजगार सृजन का लक्ष्य

मुख्यमंत्री भगवंत सिंह मान के नेतृत्व वाली पंजाब सरकार के ‘शिक्षा क्रांति’ अभियान ने राज्य के युवाओं के भविष्य को एक नई दिशा दी है। पारंपरिक डिग्रियों और रटने की शिक्षा प्रणाली से हटकर शुरू किए गए ‘बिजनेस क्लास’ कार्यक्रम ने अपने पहले ही वर्ष में अभूतपूर्व सफलता की नई इबारत लिखी है। इस योजना के तहत राज्य भर के तकनीकी और उच्च शिक्षण संस्थानों के छात्रों ने पढ़ाई के साथ-साथ स्वयं के उद्योग स्थापित किए हैं। महज एक साल के भीतर पंजाब के 20,241 छात्र उद्यमों ने मिलकर लगभग 90 करोड़ रुपये का भारी-भरकम राजस्व (टर्नओवर) अर्जित किया है। सरकार का मुख्य विजन युवाओं को नौकरी ढूंढने वाले (जॉब सीकर्स) के बजाय नौकरी देने वाले (जॉब क्रिएटर्स) बनाना है।

शिक्षा क्रांति और ‘बिजनेस क्लास’ का अभूतपूर्व मॉडल

पंजाब के उच्च एवं तकनीकी शिक्षा विभाग द्वारा शैक्षणिक सत्र 2025-26 में इस ऐतिहासिक पहल की शुरुआत की गई थी। इसके अंतर्गत बी.कॉम., बीबीए, बी.टेक. और बी.वोक. जैसे व्यावसायिक पाठ्यक्रमों के साथ-साथ औद्योगिक प्रशिक्षण संस्थानों (ITI) और पॉलिटेक्निक कॉलेजों के विद्यार्थियों के लिए दो-क्रेडिट का अनिवार्य पाठ्यक्रम लागू किया गया। इस अनूठे पाठ्यक्रम को केवल किताबों और थ्योरी तक सीमित नहीं रखा गया, बल्कि इसमें व्यावहारिक उद्यमिता (प्रैक्टिकल एंटरप्रेन्योरशिप) को मुख्य आधार बनाया गया। राज्य सरकार के आंकड़ों के अनुसार, इस अभियान में 925 उच्च एवं तकनीकी शिक्षण संस्थानों के करीब 95,000 छात्रों  ने पूरे उत्साह के साथ हिस्सा लिया। इसमें से 25,693 छात्रों ने अपने स्वयं के व्यावसायिक उपक्रम शुरू किए और 20 हजार से अधिक टीमों ने करोड़ों की कमाई कर देश के सामने मिसाल पेश की है।

शिक्षा मंत्री हरजोत सिंह बैंस का दृष्टिकोण

पंजाब के उच्च एवं तकनीकी शिक्षा मंत्री हरजोत सिंह बैंस ने इस सफलता पर गहरी खुशी व्यक्त करते हुए कहा कि ‘बिजनेस क्लास’ कार्यक्रम पारंपरिक शिक्षा के पूरे उद्देश्य को ही बदल रहा है। उन्होंने स्पष्ट किया कि हमारा लक्ष्य युवाओं को केवल कागज की डिग्रियां सौंपना नहीं है, बल्कि उनके भीतर छिपे नवाचार (इन्नोवेशन), नेतृत्व क्षमता और आत्मनिर्भरता की भावना को बाहर निकालना है।हरजोत बैंस ने कहा:”पंजाब की शिक्षा क्रांति हमारे युवाओं को केवल कल की नौकरियों की कतार में खड़े होने के लिए तैयार नहीं कर रही, बल्कि उन्हें भविष्य के ऐसे उद्योगपति और मार्गदर्शक के रूप में विकसित कर रही है जो दूसरों को रोजगार के हजारों अवसर प्रदान करेंगे। जब कॉलेज के पहले वर्ष का छात्र एक कंपनी का CEO और फाउंडर बनता है, तो वह पूरे समाज की सोच को बदल देता है।”

इस कार्यक्रम की सबसे बड़ी खूबी यह रही कि विद्यार्थियों ने लीक से हटकर नए और आधुनिक क्षेत्रों को अपने व्यापार के लिए चुना। छात्रों ने न केवल पारंपरिक कृषि या स्थानीय मांग को पूरा किया, बल्कि डिजिटल युग की आवश्यकताओं को समझते हुए कई प्रकार के टेक स्टार्टअप भी शुरू किए।

केएमएल मशरूम (KML Mushroom): सरकारी आईटीआई, पटियाला के छात्र कमलजीत सिंह (News18) ने अपनी मशरूम फार्मिंग यूनिट शुरू की और पहले ही साल में लगभग 1.5 लाख रुपये (News18) की शानदार कमाई की।

नेल स्टूडियो बाई गगन: सरकारी आईटीआई (महिला), मोहाली की छात्रा गगनप्रीत कौर रेंगी (News18) ने अपना खुद का नेल आर्ट स्टूडियो खोला, जिससे उन्होंने 55,000 रुपये (News18) का मुनाफा कमाया। गगनप्रीत का कहना है कि इस कोर्स ने उनके सोचने का तरीका बदल दिया और उन्हें नौकरी की निर्भरता से मुक्त कर दिया।

स्कूल स्तर से रखी गई थी ‘बिजनेस ब्लास्टर्स’ की नींव

उच्च शिक्षण संस्थानों में चल रहे इस ‘बिजनेस क्लास’ कार्यक्रम की सफलता की नींव दरअसल पंजाब सरकार के स्कूल स्तर के ‘बिजनेस ब्लास्टर्स’ (Business Blasters) कार्यक्रम से जुड़ी हुई है। दिल्ली के सफल मॉडल से प्रेरित होकर मान सरकार ने नवंबर 2022 में पंजाब के सरकारी स्कूलों में ग्यारहवीं और बारहवीं कक्षा के छात्रों के लिए इसकी पायलट शुरुआत की थी। बाद में इसे राज्य के सभी 1,920 सरकारी सीनियर सेकेंडरी स्कूलों में लागू कर दिया गया।

अनोखे बिसनेस आइडिया को प्रोत्साहन

इस स्कूली योजना के तहत सरकार प्रत्येक छात्र को अपने अनोखे बिजनेस आइडिया को जमीन पर उतारने के लिए 2,000 रुपये की सीड मनी (शुरुआती पूंजी) प्रदान करती है। अब तक लगभग 1.88 लाख से अधिक स्कूली छात्रों ने इसमें भाग लिया है और सरकार करोड़ों रुपये की सीड मनी सीधे छात्रों के खातों में ट्रांसफर कर चुकी है। स्कूलों में मिले इसी व्यावहारिक अनुभव का नतीजा है कि जब ये छात्र कॉलेजों और तकनीकी संस्थानों में पहुंचे, तो उन्होंने ‘बिजनेस क्लास’ कार्यक्रम के तहत सीधे बड़ी कंपनियों और विनिर्माण इकाइयों की स्थापना कर करोड़ों का टर्नओवर खड़ा कर दिया।

व्यावहारिक कौशल विकास पर मुख्य ध्यान

यह कार्यक्रम केवल वित्तीय सहायता देने तक सीमित नहीं है। इसमें छात्रों को एक सफल उद्योगपति बनाने के लिए कड़ा और व्यवस्थित प्रशिक्षण दिया जाता है। पाठ्यक्रम के मुख्य बिंदु निम्नलिखित हैं-

पहले वर्ष के इन चमत्कारी और उत्साहजनक परिणामों को देखते हुए पंजाब के विभिन्न विश्वविद्यालयों के उप-कुलपतियों (वाइस चांसलर्स) ने सर्वसम्मति से एक बड़ा फैसला लिया है। सरकार अब इस ‘बिजनेस क्लास’ कार्यक्रम का दायरा और अधिक बढ़ाने जा रही है। आगामी शैक्षणिक सत्र 2026-27 से इस कार्यक्रम को पंजाब के सभी स्नातक डिग्री पाठ्यक्रमों में अनिवार्य रूप से लागू करने की सिफारिश की गई है। इसका सीधा मतलब यह है कि अब बीए (BA), बीएससी (B.Sc.) और अन्य सामान्य स्नातक पाठ्यक्रमों की पढ़ाई करने वाले लाखों छात्र भी अपनी नियमित पढ़ाई के साथ-साथ उद्यमिता और व्यापार प्रबंधन का अनिवार्य प्रशिक्षण प्राप्त कर सकेंगे। इस विस्तार से पंजाब में स्टार्टअप्स का एक ऐसा मजबूत ईकोसिस्टम तैयार होगा जो आने वाले समय में राज्य की अर्थव्यवस्था और सकल घरेलू उत्पाद (GDP) को एक नई ऊंचाई पर ले जाएगा।

पंजाब के आर्थिक व सामाजिक परिदृश्य में बदलाव

पंजाब हमेशा से अपनी कृषि और जांबाज संस्कृति के लिए जाना जाता रहा है, लेकिन अब ‘शिक्षा क्रांति’ के इस नए दौर ने इसे ‘स्टार्टअप हब’ के रूप में स्थापित करना शुरू कर दिया है। युवाओं का पढ़ाई के दौरान ही करोड़ों रुपये का बिजनेस टर्नओवर खड़ा करना इस बात का पुख्ता सबूत है कि यदि नई पीढ़ी को सही मंच, उचित मार्गदर्शन और थोड़ा सा प्रोत्साहन मिले, तो वे चमत्कारी परिणाम दे सकते हैं।

रोजगार सृजन का महाअभियान

‘नौकरी नहीं, रोजगार सृजन’ का यह महाअभियान न केवल राज्य से बेरोजगारी की समस्या को जड़ से खत्म करेगा, बल्कि युवाओं के विदेशों में होने वाले पलायन (ब्रेन ड्रेन) को रोकने में भी एक मील का पत्थर साबित होगा। कॉलेज के फर्स्ट ईयर से ही फाउंडर और सीईओ बनकर पंजाब के ये युवा आत्मनिर्भर भारत और रंगले पंजाब के सपने को पूरी मजबूती से साकार कर रहे हैं।

The demonstration is being organised under the banner of the ‘Desh Bachao Morcha’, with farmer organisations expressing concerns that the proposed trade agreement with the United States could negatively impact India’s agricultural sector.

Farmer Leaders Detained, Highways Sealed

As part of the security measures, Haryana Police detained Bharatiya Kisan Union (Charuni) chief Gurnam Singh Charuni. Authorities also barricaded key highways and sealed all four major entry points into Haryana from Punjab.

Heavy deployment of state police and paramilitary personnel was seen across national highways and major roads leading towards Delhi. Barricades, concrete blocks, boulders, sand-filled tippers, barbed wire, and iron spikes were installed to stop the movement of protesters.

Security has also been intensified at Delhi’s Singhu, Tikri and Ghazipur borders to prevent the march from entering the national capital.

Farmers Say Protest Is Peaceful

Farmer leaders insisted that the march was entirely peaceful and questioned why they were prevented from travelling to Delhi.

Unlike previous protests that involved tractor-trailers, participants travelled in buses and private vehicles. Protesters said they were carrying only the flags of their respective farmer organisations and traditional sticks, without any weapons.

One protester at the Shambhu border in Patiala district said the government had no reason to stop them.

“We are carrying the flag of our farmers’ organisation and a stick. We are not carrying any weapons. Why is the government afraid of us? If we are stopped here, we will continue an indefinite sit-in protest,” the farmer said.

Opposition to India-US Trade Deal

Farmer leader Sarwan Singh Pandher criticised the Haryana government for preventing the march and accused it of suppressing democratic protest.

According to farmer organisations, the proposed India-US trade agreement could allow cheaper agricultural imports into the Indian market, adversely affecting domestic farmers, agricultural labourers and the rural economy.

They argue that increased imports would reduce prices for locally produced crops, making farming less profitable and threatening the livelihoods of millions dependent on agriculture.

The Kisan Mahapanchayat was planned to highlight these concerns and urge the Centre to protect farmers’ interests during ongoing trade negotiations.

Traffic Disruptions Across Punjab-Haryana Border

The extensive security arrangements caused major traffic disruptions along the Punjab-Haryana border. Commuters travelling towards Haryana were forced to take longer village routes as several highways remained blocked.

A senior Haryana Police official said adequate security arrangements had been made to maintain law and order and prevent any untoward incidents during the protests.

With security remaining tight and farmers vowing to continue their agitation, the standoff at the Shambhu border has once again brought the issue of agricultural policy and trade negotiations into the national spotlight. Farmer organisations have indicated that their protests will continue until their concerns over the proposed India-US trade deal are addressed.

पंजाब और हरियाणा के किसानों का दिल्ली मार्च स्थगित कर दिया गया है। हरियाणा के शंभू बॉर्डर पर राज्य सरकार और किसान नेताओं के बीच हुई बातचीत के बाद यह सहमति बनी। यह आंदोलन मुख्य रूप से प्रस्तावित भारत-अमेरिका मुक्त व्यापार समझौते (FTA) के विरोध में ‘देश बचाओ मोर्चा’ के बैनर तले आयोजित किया जा रहा था। किसानों का मानना है कि इस समझौते से देश में सस्ते कृषि और डेयरी उत्पादों का आयात बढ़ेगा, जिससे स्थानीय किसानों की आय पर बुरा असर पड़ेगा।

किसानों की मांगों पर मिली सहमति

पंजाब के किसानों का दिल्ली कूच, जो अमेरिका-भारत ट्रेड डील के विरोध में था, अब स्थगित हो गया है। हरियाणा के कृषि मंत्री से हुई बैठक के बाद यह फैसला लिया गया। किसान नेताओं ने मांग की थी कि गिरफ्तार किसान नेताओं को रिहा किया जाए और केंद्रीय कृषि मंत्री से ट्रेड डील पर वार्ता कराने का आश्वासन मिले। एग्रीकल्चर मिनिस्टर श्याम सिंह राणा ने किसानों को विश्वास दिलाया कि उनकी मांगों पर विचार किया जाएगा। इस आश्वासन के बाद किसान शंभू बॉर्डर से वापस लौटने लगे हैं।

बैठक की जानकारी

किसान संगठनों के नेताओं ने हरियाणा के कृषि मंत्री श्याम सिंह राणा से बैठक की। इसमें किसान नेता सरवन सिंह पंधेर ने बताया कि मंत्री ने उन्हें आश्वासन दिया कि केंद्र सरकार के साथ उनकी दोनों मांगों पर चर्चा होगी। उन्होंने कहा कि हमारी मांगों को मान लिया गया है, इसलिए हम आगे की रणनीति पर चर्चा करेंगे। इस बैठक के बाद, किसान नेताओं ने दिल्ली न जाने का फैसला किया।

वार्ता के बाद बनी सहमति

शंभू बॉर्डर पर हरियाणा के कृषि मंत्री श्याम सिंह राणा और किसान नेता सरवन सिंह पंढेर के बीच लंबी बातचीत हुई। इस वार्ता के दौरान सरकार ने किसानों की दो प्रमुख प्रशासनिक मांगें स्वीकार कर लीं, जिसके बाद मार्च को फिलहाल टालने का फैसला किया गया। पुलिस द्वारा हिरासत में लिए गए भारतीय किसान यूनियन (चढ़ूनी) के प्रमुख गुरनाम सिंह चढ़ूनी समेत सभी किसान नेताओं को तुरंत रिहा किया जाएगा।

केंद्रीय मंत्रियों से बैठक का वादा

सरकार ने आश्वासन दिया है कि अगले 8 से 10 दिनों के भीतर केंद्रीय कृषि मंत्री शिवराज सिंह चौहान और केंद्र सरकार के मंत्रियों के दल के साथ किसानों की एक आधिकारिक बैठक कराई जाएगी। इस बैठक में मुख्य मांग (ट्रेड डील रद्द करने या समीक्षा करने) पर चर्चा होगी।

सड़कों पर यातायात प्रभाव

दिल्ली-जालंधर राष्ट्रीय राजमार्ग पर कृषि विरोध के कारण व्यवधान उत्पन्न हुआ था। किसानों के वापसी लेने के बाद इस मार्ग को जल्दी ही खोलने की उम्मीद है। हरियाणा पुलिस ने किसानों को रोकने के लिए बैरिकेड्स लगाए थे। स्थिति को देखते हुए, हरियाणा की ओर से भारी पुलिस तैनात की गई थी, जिससे किसानों के आंदोलन पर काबू पाया जा सके।

लंबे समय से सील सीमा की स्थिति

किसानों के आंदोलन के कारण एनएच-44 (जीटी रोड) के शंभू सीमा पर यातायात बाधित हुआ। यह सीमा पिछले 13 महीनों से बंद थी और इसे फिर से खोलने का आदेश उच्च न्यायालय ने दिया था। अब इसे फिर से बंद कर दिया गया है। किसान नेताओं ने कानून व्यवस्था को बाधित करने की कोशिश की तो पुलिस ने धारा 163 लगाई।

बढ़ती चिंता और सुरक्षा प्रबंध

अंबाला पुलिस ने किसानों को बैरिकेड से 100 मीटर दूर रहने के निर्देश दिए हैं। इसके चलते किसान वहां बैठ गए। स्थिति को देखते हुए, पुलिस ने इसे और नियंत्रित करने के लिए जेसीबी मशीनों को तैनात किया है। किसानों के इस आंदोलन का असर स्थानीय यातायात पर भी दिखा है।

किसानों की आवाज़

किसान नेता दिलबाग सिंह ने बताया कि यह बैठक किसानों के लिए काफी महत्वपूर्ण थी। उन्होंने कहा कि अब हम बातचीत के आधार पर आगे का निर्णय लेंगे। पिछले दिनों किसानों ने जो योजना बनाई थी, उसे सफलतापूर्वक स्थगित कर दिया गया है। इससे स्थानीय स्थिति में कुछ सुधार की उम्मीद है।

देश के अन्नदाता और सरकार के बीच टकराव की एक नई और बेहद गंभीर पटकथा लिखी जा रही है। पंजाब के किसानों ने पिछले 4 वर्षों में तीसरी बार राष्ट्रीय राजधानी दिल्ली की ओर कूच (दिल्ली चलो) का बिगुल फूंक दिया है। इस बार टकराव की मुख्य वजह भारत और अमेरिका के बीच प्रस्तावित मुक्त व्यापार समझौता (FTA) और कृषि-डेयरी क्षेत्र का बढ़ता संकट है। अमृतसर, गुरदासपुर, पटियाला और ब्यास से चले हजारों किसानों के काफिलों को रोकने के लिए हरियाणा की पुलिस ने पंजाब से लगती सीमाओं, विशेषकर शंभू बॉर्डर और खनौरी बॉर्डर को कंक्रीट की दीवारों, नुकीले तारों और भारी सुरक्षा बलों के जरिए अभेद्य किले में तब्दील कर दिया है। सरहद पर धारा 163 (बीएनएस) लागू कर दी गई है और सुरक्षा बलों द्वारा शांतिपूर्ण मार्च को रोकने के लिए आंसू गैस के गोले दागे जा रहे हैं, जिससे एक बार फिर देश की सबसे व्यस्त राष्ट्रीय राजमार्गों पर तनाव चरम पर पहुंच गया है।

नया मोर्चा: भारत-अमेरिका ट्रेड डील के खिलाफ महाआक्रोश

इस बार का आंदोलन केवल पारंपरिक मांगों जैसे न्यूनतम समर्थन मूल्य (MSP) तक सीमित नहीं है, बल्कि इसका मुख्य केंद्र ‘देश बचाओ मोर्चा’ और ‘किसान मजदूर मोर्चा’ (KMM) के बैनर तले भारत-अमेरिका व्यापार सौदा (Trade Deal) बना हुआ है।

किसानों को किस बात का डर है?

किसान संगठनों का नेतृत्व कर रहे सरवन सिंह पंढेर और भारतीय किसान यूनियन (चढ़ूनी) के प्रमुख गुरनाम सिंह चढ़ूनी का आरोप है कि केंद्र सरकार अमेरिकी दबाव में एक ऐसा द्विपक्षीय समझौता करने जा रही है, जो भारत की खाद्य संप्रभुता को सीधे तौर पर नष्ट कर देगा।

अमेरिकी सब्सिडी बनाम भारतीय किसान

अमेरिकी कृषि क्षेत्र अत्यधिक यंत्रीकृत है और वहां की सरकार अपने किसानों को भारी सब्सिडी देती है। यदि आयात शुल्क (इंपोर्ट ड्यूटी) में कटौती की जाती है, तो अमेरिकी अनाज, डेयरी उत्पाद, सोयाबीन तेल, और फल भारतीय बाजारों में बाढ़ की तरह आ जाएंगे।

बाजार का पतन

विदेशी कॉर्पोरेट उत्पादों के आने से देश के भीतर कृषि और डेयरी उत्पादों के दाम धड़ाम से गिर जाएंगे। भारत का औसत किसान महज 2 से 3 एकड़ भूमि का मालिक है, जो इन बड़ी अमेरिकी बहुराष्ट्रीय कंपनियों के मुकाबले टिक नहीं पाएगा।

व्यापक आर्थिक असर

किसानों का दावा है कि इस गुप्त सौदे में कृषि और डेयरी के साथ-साथ डिजिटल व्यापार, ई-कॉमर्स और बौद्धिक संपदा अधिकार (IPR) जैसे संवेदनशील क्षेत्र भी शामिल हैं, जो छोटे व्यापारियों और मजदूरों की आजीविका को भी लील जाएंगे।

चार साल की क्रोनोलॉजी: टकराव के तीन बड़े अध्याय

पंजाब और हरियाणा के किसानों का दिल्ली के साथ यह टकराव नया नहीं है। पिछले चार वर्षों (2020-2026) के इतिहास पर नजर डालें, तो यह अन्नदाताओं के धैर्य और व्यवस्था की सख्ती के बीच का एक अनवरत संघर्ष दिखाई देता है।

पहला दिल्ली कूच (नवंबर 2020)-तीन कृषि कानूनों के खिलाफ ऐतिहासिक जंग

यह आधुनिक भारत का सबसे बड़ा और लंबा किसान आंदोलन था। सितंबर 2020 में केंद्र सरकार द्वारा लाए गए तीन कृषि कानूनों के खिलाफ पंजाब और हरियाणा के किसानों ने ‘दिल्ली चलो’ का नारा दिया। नवंबर 2020 में किसानों ने राष्ट्रीय राजमार्गों पर पुलिस की भारी बैरिकेडिंग, वॉटर कैनन और आंसू गैस का सामना किया। वे दिल्ली में प्रवेश नहीं पा सके, तो उन्होंने सिंघु, टिकरी और गाजीपुर बॉर्डरों को अपना घर बना लिया। 26 जनवरी 2021 को दिल्ली में आयोजित ट्रैक्टर रैली के दौरान लाल किले पर हिंसा हुई, जिसने आंदोलन को एक नया मोड़ दिया। एक साल से अधिक समय तक चले इस आंदोलन और 11 दौर की असफल वार्ताओं के बाद, आखिरकार 19 नवंबर 2021 को प्रधानमंत्री नरेंद्र मोदी ने तीनों कानूनों को वापस लेने की घोषणा की।

दूसरा दिल्ली कूच (फरवरी 2024)-शंभू बॉर्डर पर महासंग्राम

पहले आंदोलन की समाप्ति के बाद भी MSP की कानूनी गारंटी और स्वामीनाथन आयोग की सिफारिशों को लागू करने की मांगें पूरी नहीं हुई थीं। इसके लिए फरवरी 2024 में ‘किसान मजदूर मोर्चा’ और ‘संयुक्त किसान मोर्चा (गैर-राजनीतिक)’ ने दोबारा दिल्ली कूच की घोषणा की। इस बार हरियाणा सरकार ने सीमाओं पर कंक्रीट के बड़े-बड़े ब्लॉक, कंटेनर, लोहे की नुकीली कीलें और कंटीले तार लगाकर ऐसी किलेबंदी की जो अंतरराष्ट्रीय सीमाओं जैसी प्रतीत हो रही थी। इतिहास में पहली बार प्रदर्शनकारियों को तितर-बितर करने के लिए आसमान से ड्रोन के जरिए आंसू गैस के गोले बरसाए गए। किसानों ने पुलिस पर पैलेट गन चलाने का आरोप लगाया, जिससे कई किसान गंभीर रूप से चोटिल हुए।

शुभकरण की मौत

21 फरवरी 2024 को खनौरी बॉर्डर पर झड़प के दौरान 21 वर्षीय युवा किसान शुभकरण सिंह की गोली लगने से मौत हो गई। इस घटना ने आंदोलन को अत्यधिक संवेदनशील बना दिया। शंभू बॉर्डर करीब 13 महीने (401 दिन) तक पूरी तरह बंद रहा। व्यापार और उद्योगों को भारी नुकसान हुआ, जिसके बाद पंजाब एवं हरियाणा हाईकोर्ट के सख्त आदेश पर 20 मार्च 2025 को इस हाईवे को आम जनता के लिए दोबारा खुलवाया जा सका। इस दौरान नवंबर 2024 में किसान नेता जगजीत सिंह डल्लेवाल के आमरण अनशन ने भी देश का ध्यान खींचा।

तीसरा दिल्ली कूच (जुलाई 2026)-ट्रेड डील के खिलाफ आर-पार की लड़ाई

जुलाई 2026 की यह ताजा तस्वीरें बता रही हैं कि घाव अभी भी हरे हैं। भारत-अमेरिका मुक्त व्यापार समझौते को देश के किसानों के लिए ‘फांसी का फंदा’ बताते हुए किसान संगठन फिर सड़कों पर हैं। दिल्ली के किसान घाट पर प्रस्तावित एक दिवसीय विशाल महापंचायत में शामिल होने जा रहे किसानों को रोकने के लिए प्रशासन ने एक बार फिर ठीक वही सख्त तरीके अपनाए हैं जो 2024 में देखे गए थे।

सीमाओं की किलेबंदी और आम जनता की मुश्किलें

इस समय पंजाब और हरियाणा को जोड़ने वाला राष्ट्रीय राजमार्ग-44 (NH-44) पूरी तरह ठप पड़ा है। अंबाला प्रशासन ने शंभू बॉर्डर के पुलों पर भारी कंक्रीट स्ट्रक्चर खड़े कर दिए हैं। अंबाला और आसपास के जिलों में भारतीय न्याय संहिता (BNS) की धारा 163 लगा दी गई है, जिसके तहत पांच या उससे अधिक व्यक्तियों के इकट्ठा होने पर पाबंदी है।

इंटरनेट और ट्रैफिक डायवर्जन

कानून-व्यवस्था का हवाला देते हुए कुछ संवेदनशील इलाकों में मोबाइल इंटरनेट पर नजर रखी जा रही है और दिल्ली-जालंधर राजमार्ग पर चलने वाले वाहनों को लंबे वैकल्पिक रास्तों से भेजा जा रहा है। महापंचायत से ठीक एक दिन पहले सोमवार को किसान नेता गुरनाम सिंह चढ़ूनी को दिल्ली जाते समय हरियाणा पुलिस ने हिरासत में ले लिया, जिससे किसानों का गुस्सा और भड़क गया है।

राजनीतिक घमासान और सरकार का रुख

किसानों के इस नए आंदोलन ने देश की राजनीति को एक बार फिर गरमा दिया है, खासकर पंजाब में जहां आगामी चुनावों को लेकर राजनीतिक समीकरण बेहद संवेदनशील हैं। सरवन सिंह पंढेर ने साफ किया, “हम दिल्ली में कोई हिंसा या टकराव करने नहीं आ रहे हैं। हम लोकतांत्रिक तरीके से अपनी बात रखने राजधानी जा रहे हैं, लेकिन सरकार ने सीमाओं पर जो कंक्रीट की दीवारें उठाई हैं, वह देश के नागरिकों के साथ दुश्मनों जैसा व्यवहार है।”

भाजपा और केंद्र सरकार की प्रतिक्रिया

पंजाब भाजपा के प्रवक्ताओं का कहना है कि विपक्ष और कुछ किसान नेता जानबूझकर भ्रम फैला रहे हैं। सरकार का तर्क है कि भारत-अमेरिका व्यापार समझौते को लेकर अभी कोई अंतिम ब्यौरा या आधिकारिक हस्ताक्षर नहीं हुए हैं, ऐसे में बिना किसी ठोस आधार के प्रदर्शन करना केवल पंजाब के माहौल को खराब करने और राजनीतिक लाभ लेने की कोशिश है।

विपक्ष का रुख

कांग्रेस और आम आदमी पार्टी (AAP) समेत तमाम विपक्षी दलों ने किसानों के शांतिपूर्ण मार्च को बलपूर्वक रोकने की निंदा की है और मांग की है कि कृषि क्षेत्र को किसी भी वैश्विक कॉर्पोरेट संधि से पूरी तरह बाहर रखा जाए।

क्या संवाद से निकलेगा समाधान?

पिछले चार सालों की यह तीसरी बड़ी तकरार यह साबित करती है कि देश की कृषि नीतियों और ज़मीनी स्तर पर काम करने वाले किसानों के बीच विश्वास की एक बड़ी कमी है। जब तक न्यूनतम समर्थन मूल्य (MSP) की कानूनी गारंटी और अंतरराष्ट्रीय व्यापार समझौतों में पारदर्शिता जैसे बुनियादी सवालों का स्थायी और संस्थागत समाधान नहीं खोजा जाता, तब तक दिल्ली की दहलीज और पंजाब की सरहदों के बीच यह टकराव रुकने वाला नहीं है। देश की अर्थव्यवस्था और आम जनता की सुविधा के लिए यह बेहद जरूरी है कि केंद्र सरकार और किसान संगठन जिद छोड़कर मेज पर आएं और एक साझा नीतिगत रास्ता तलाशें।

किसानों के आंदोलन का साया

पिछले चार साल में किसान आंदोलन के दौरान पुलिस कार्रवाई, इंटरनेट बंदी, राजनीतिक टकराव और कई विवाद सामने आए हैं। अब देखने वाली बात यह होगी कि किसान अपनी मांगों को लेकर आगे किस प्रकार की रणनीति बनाते हैं और क्या वो दिल्ली पहुंच पाएंगे।

Previous Protests and Responses

On July 20, farmers staged a protest at the Shambhu Toll Plaza along the Ambala-Punjab highway, which was triggered by the arrest of Gurnam Singh Charuni, the National President of the Bharatiya Kisan Union (Charuni faction). This protest resulted in temporary roadblocks, but according to Ambala Deputy Superintendent of Police (DSP) Jagbir Singh, the blockades have since been lifted, allowing traffic to resume normally.

DSP Jagbir Singh outlined that the protesters have specific demands that relate to issues in Delhi. He provided assurance that the situation is being monitored and that law and order measures are in place. “The route from Amritsar to Delhi had been blocked. However, traffic flow has now been restored, and arrangements to maintain order will be in place as the situation develops,” he stated.

In anticipation of the farmers’ one-day march to Delhi on July 21, there is extensive police deployment and barricading at the Shambhu Border. Authorities are taking precautions to manage the situation effectively.

Government’s Position on Farmers’ Concerns

Union Parliamentary Affairs Minister Kiren Rijiju addressed reporters following a meeting of the National Democratic Alliance (NDA) Parliamentary Party, known as ‘Mangal Milan’. During this briefing, he underscored that the Prime Minister had assured members that farmers’ interests are a high priority and that they would not be disadvantaged by the trade agreement.

Rijiju emphasised that the welfare of farmers remains crucial in the context of any Free Trade Agreement (FTA) signed with other nations. He noted that the government is committed to ensuring that such agreements will benefit both farmers and the nation. “The Prime Minister assured that no harm would come to them and that we are addressing farmers’ welfare in our commitments,” he added.

The stance taken by the government aims to alleviate concerns among farmers, particularly regarding the prospective impacts of international agreements on local agricultural practices and markets.

BJP MPs Advocate for Unity in Resolving Farmers’ Issues

Bharatiya Janata Party (BJP) Member of Parliament Ashok Kumar Mittal called for a unified approach to address the ongoing issues faced by farmers as he arrived for the NDA meeting. He expressed optimism that a constructive solution to the farmers’ protest could be achieved.

Mittal’s comments reflect a broader recognition within the government of the complexities surrounding agricultural policy and the sentiments of the farming community. His call for unity highlights the need for collaborative engagement between political leaders and farmers to resolve concerns that have emerged amidst the protests.

The government’s involvement in addressing farmers’ issues is becoming increasingly prominent, particularly with the upcoming discussions about trade agreements and their implications on local agricultural sectors. As stated by the Information and Public Relations Department, traditional treatment methods have primarily centred around Buprenorphine-based Opioid Substitution Therapy, which is provided at over 500 Opioid Dependency Treatment (ODT) centres throughout the state. This method involves substituting harmful opioids with regulated medications aimed at alleviating addiction and is supported by abstinence-based rehabilitation efforts.

Operational Methadone Clinics in Punjab

Currently, six dedicated methadone clinics have been established in various locations across Punjab, including Government Medical College in Faridkot, Civil Hospital in Ludhiana, Government Medical College in Patiala, and district hospitals in Gurdaspur, Mohali, and Jalandhar. The government plans to expand this network by opening additional centres, increasing the potential total to twelve.

Punjab’s Health and Family Welfare Minister Balbir Singh highlighted that the establishment of methadone facilities forms a central part of the state’s anti-drug initiative, named Yudh Nashean Virudh, which focuses on rehabilitation especially for individuals with high relapse risk due to opioid dependency. Singh emphasised that MMT, which aligns with the standards set by the World Health Organization (WHO) and the National AIDS Control Organisation (NACO), will improve recovery outcomes and facilitate the reintegration of patients into their families and communities.

The new clinics will operate as specialised outpatient services, providing patients with supervised methadone therapy along with psychological and psychiatric support, relapse prevention, family counselling, and regular follow-up consultations.

Benefits and Administration of Methadone

Methadone is a medically approved treatment option for individuals dealing with opioid use disorder, including those dependent on heroin. Included in the WHO’s Model List of Essential Medicines, methadone must be administered by qualified healthcare professionals as part of a comprehensive treatment regimen. It functions by binding to the same opioid receptors in the brain as other opioids, which helps manage cravings and alleviates withdrawal symptoms.

A key advantage of methadone is its long-acting nature; typically, a single daily dose is sufficient to control withdrawal effects and cravings for approximately 24 hours. This stability allows patients to maintain a consistent daily routine, positively impacting their work and family life.

Daily visits to clinics will ensure that patients receive their prescribed doses under medical supervision, significantly reducing the risks associated with misuse or diversion compared to take-home prescriptions. Over the course of treatment, dosages may be adjusted according to clinical assessments and recovery objectives, promoting individualised care.
