He conveyed optimism regarding the meeting with the central government, remarking, “Haryana’s Agriculture Minister accepted our memorandum of demands.” He noted that officials had assured farmers of a response within eight to ten days after consultation with the Chief Minister regarding the detained individuals.

In light of the evolving situation, Pandher added that the farmers expect a definitive outcome from the upcoming talks and stressed the importance of timely communication from the government regarding their key demands.

Political Tensions Escalate with Congress Protests

In a separate development, Dhillon responded to protests held by Congress leaders outside the Prime Minister’s residence. He noted that Health Minister JP Nadda engaged with the demonstrators, offering assurance that any wrongdoing on the part of officials would be addressed, stating, “Anyone found guilty will not be spared.”

On the same day, Delhi Police detained several Congress leaders, including Rahul Gandhi and Priyanka Gandhi Vadra, while they were protesting near Lok Kalyan Marg. This demonstration was a reaction to alleged police brutality against unarmed students who were protesting a recent examination paper leak. There were numerous reports of confrontation and unrest during the protests.

The Congress’ actions came on the heels of a contentious political climate, with repeated disruptions occurring in Parliament. Additionally, Saini emphasised the need for selecting appropriate shade-giving tree species that possess controlled heights for roadside plantations. He suggested that plantations at major intersections and public spaces not only contribute to the environment but also improve the aesthetic value of urban locales.

Monitoring and Educational Initiatives

In pursuit of ensuring the sustained growth of the saplings, officials indicated that every sapling planted within this year’s campaign would be geo-tagged, facilitating regular monitoring and maintenance. The Chief Minister insisted that Urban Local Bodies collaborate with Ward Committees to support the active participation of communities in the upkeep of these saplings.

Additionally, he called for the involvement of the Education Department, school students, School Management Committees, and their parents to foster widespread awareness regarding environmental conservation. This collaborative approach is expected to encourage the youth to engage actively in the campaign.

MLAs, Ministers, and other public representatives are also set to take part in the plantation drives to further motivate the populace. During a review meeting on the Reuse of Treated Wastewater (TWW) Policy convened on July 21, Saini instructed officials to guarantee that all Sewage Treatment Plants (STPs) and Common Effluent Treatment Plants (CETPs) adhere to the prescribed standards in the production of treated water. The meeting also included Public Health Engineering Minister Ranbir Gangwa and discussed broader strategies for water management.

Saini stressed that treated water must be effectively managed and not wasted. He mandated the development of a robust distribution network aimed at supplying treated water to key sectors such as thermal power generation, agriculture, and green spaces. This systematic distribution is essential for maximising the potential uses of treated water.

Phased Approach to Wastewater Reuse Implementation

Officials from the Public Health Engineering Department indicated that the Irrigation and Water Resources Department has devised a phased strategy to enhance the reuse of treated wastewater. The initial phase involves a Rs. 500-crore project encompassing 35 STPs across 21 districts. This has already received approval from NABARD, with 27 STPs designated for micro-irrigation purposes.

Work has been completed on 19 out of the 27 STPs, while progress continues on the remaining eight. The initiative is expected to benefit approximately 40,000 acres of agricultural land, significantly contributing to the agricultural sector’s water needs.

During the second phase, an additional 57 STPs will be incorporated into the programme. This includes 13 STPs with a collective capacity of 157.50 million litres per day (MLD) and 44 STPs with a total capacity of 370.75 MLD. Haryana currently operates 207 STPs and CETPs, and plans to integrate the remaining facilities into the programme over time.

Future Goals Under Vision@2047 Roadmap

The release from the meeting indicates that the government is committed to completing all first-phase projects within their scheduled timelines. Additionally, the aim is to establish technically feasible STPs in the second phase while bringing all remaining plants under this comprehensive programme.

According to the Vision@2047 framework, the state aims for a 100 per cent reuse of treated wastewater by March 2031. This ambitious goal includes detailed mapping of all STPs and CETPs across Haryana, to create comprehensive profiles detailing each facility’s treatment capacity, treated water output, and potential utilisation.

Chief Minister Saini reiterated that effective inter-departmental coordination and meticulous planning are crucial for large-scale treated water utilisation. This would not only conserve groundwater but also lessen reliance on potable water sources, thereby ensuring long-term water security for the state.

The demonstration is being organised under the banner of the ‘Desh Bachao Morcha’, with farmer organisations expressing concerns that the proposed trade agreement with the United States could negatively impact India’s agricultural sector.

Farmer Leaders Detained, Highways Sealed

As part of the security measures, Haryana Police detained Bharatiya Kisan Union (Charuni) chief Gurnam Singh Charuni. Authorities also barricaded key highways and sealed all four major entry points into Haryana from Punjab.

Heavy deployment of state police and paramilitary personnel was seen across national highways and major roads leading towards Delhi. Barricades, concrete blocks, boulders, sand-filled tippers, barbed wire, and iron spikes were installed to stop the movement of protesters.

Security has also been intensified at Delhi’s Singhu, Tikri and Ghazipur borders to prevent the march from entering the national capital.

Farmers Say Protest Is Peaceful

Farmer leaders insisted that the march was entirely peaceful and questioned why they were prevented from travelling to Delhi.

Unlike previous protests that involved tractor-trailers, participants travelled in buses and private vehicles. Protesters said they were carrying only the flags of their respective farmer organisations and traditional sticks, without any weapons.

One protester at the Shambhu border in Patiala district said the government had no reason to stop them.

“We are carrying the flag of our farmers’ organisation and a stick. We are not carrying any weapons. Why is the government afraid of us? If we are stopped here, we will continue an indefinite sit-in protest,” the farmer said.

Opposition to India-US Trade Deal

Farmer leader Sarwan Singh Pandher criticised the Haryana government for preventing the march and accused it of suppressing democratic protest.

According to farmer organisations, the proposed India-US trade agreement could allow cheaper agricultural imports into the Indian market, adversely affecting domestic farmers, agricultural labourers and the rural economy.

They argue that increased imports would reduce prices for locally produced crops, making farming less profitable and threatening the livelihoods of millions dependent on agriculture.

The Kisan Mahapanchayat was planned to highlight these concerns and urge the Centre to protect farmers’ interests during ongoing trade negotiations.

Traffic Disruptions Across Punjab-Haryana Border

The extensive security arrangements caused major traffic disruptions along the Punjab-Haryana border. Commuters travelling towards Haryana were forced to take longer village routes as several highways remained blocked.

A senior Haryana Police official said adequate security arrangements had been made to maintain law and order and prevent any untoward incidents during the protests.

With security remaining tight and farmers vowing to continue their agitation, the standoff at the Shambhu border has once again brought the issue of agricultural policy and trade negotiations into the national spotlight. Farmer organisations have indicated that their protests will continue until their concerns over the proposed India-US trade deal are addressed.

Senior Congress leader Bhupesh Baghel emphasised that prior warnings regarding the detrimental effects of the trade deal on farmers by Rahul Gandhi were being realised. He accused the government of being overly compliant to external pressures from the United States.

Congress MP Sukhdeo Bhagat articulated concerns over the government’s history with farmers, referencing previous protests against farm legislation and emphasizing the agrarian nature of India. He described the current trade negotiations as unfavourable to farmers, labelling them as anti-farmer due to new tax implications that he claimed would disadvantage local producers.

Additionally, Congress MP Pramod Tiwari accused Prime Minister Narendra Modi of accepting a “one-sided deal” that prioritises US interests over Indian farmers. He stressed that the existing trade agreement could lead to an unfair playing field, subjecting Indian farmers to taxes while US farmers remain exempt. AAP MP Malvinder Singh Kang echoed similar sentiments, declaring that the trade deal would severely impact India’s agricultural sector and expressing fears of widespread unrest among farmers nationwide.

पंजाब और हरियाणा के किसानों का दिल्ली मार्च स्थगित कर दिया गया है। हरियाणा के शंभू बॉर्डर पर राज्य सरकार और किसान नेताओं के बीच हुई बातचीत के बाद यह सहमति बनी। यह आंदोलन मुख्य रूप से प्रस्तावित भारत-अमेरिका मुक्त व्यापार समझौते (FTA) के विरोध में ‘देश बचाओ मोर्चा’ के बैनर तले आयोजित किया जा रहा था। किसानों का मानना है कि इस समझौते से देश में सस्ते कृषि और डेयरी उत्पादों का आयात बढ़ेगा, जिससे स्थानीय किसानों की आय पर बुरा असर पड़ेगा।

किसानों की मांगों पर मिली सहमति

पंजाब के किसानों का दिल्ली कूच, जो अमेरिका-भारत ट्रेड डील के विरोध में था, अब स्थगित हो गया है। हरियाणा के कृषि मंत्री से हुई बैठक के बाद यह फैसला लिया गया। किसान नेताओं ने मांग की थी कि गिरफ्तार किसान नेताओं को रिहा किया जाए और केंद्रीय कृषि मंत्री से ट्रेड डील पर वार्ता कराने का आश्वासन मिले। एग्रीकल्चर मिनिस्टर श्याम सिंह राणा ने किसानों को विश्वास दिलाया कि उनकी मांगों पर विचार किया जाएगा। इस आश्वासन के बाद किसान शंभू बॉर्डर से वापस लौटने लगे हैं।

बैठक की जानकारी

किसान संगठनों के नेताओं ने हरियाणा के कृषि मंत्री श्याम सिंह राणा से बैठक की। इसमें किसान नेता सरवन सिंह पंधेर ने बताया कि मंत्री ने उन्हें आश्वासन दिया कि केंद्र सरकार के साथ उनकी दोनों मांगों पर चर्चा होगी। उन्होंने कहा कि हमारी मांगों को मान लिया गया है, इसलिए हम आगे की रणनीति पर चर्चा करेंगे। इस बैठक के बाद, किसान नेताओं ने दिल्ली न जाने का फैसला किया।

वार्ता के बाद बनी सहमति

शंभू बॉर्डर पर हरियाणा के कृषि मंत्री श्याम सिंह राणा और किसान नेता सरवन सिंह पंढेर के बीच लंबी बातचीत हुई। इस वार्ता के दौरान सरकार ने किसानों की दो प्रमुख प्रशासनिक मांगें स्वीकार कर लीं, जिसके बाद मार्च को फिलहाल टालने का फैसला किया गया। पुलिस द्वारा हिरासत में लिए गए भारतीय किसान यूनियन (चढ़ूनी) के प्रमुख गुरनाम सिंह चढ़ूनी समेत सभी किसान नेताओं को तुरंत रिहा किया जाएगा।

सरकार ने आश्वासन दिया है कि अगले 8 से 10 दिनों के भीतर केंद्रीय कृषि मंत्री शिवराज सिंह चौहान और केंद्र सरकार के मंत्रियों के दल के साथ किसानों की एक आधिकारिक बैठक कराई जाएगी। इस बैठक में मुख्य मांग (ट्रेड डील रद्द करने या समीक्षा करने) पर चर्चा होगी।

सड़कों पर यातायात प्रभाव

दिल्ली-जालंधर राष्ट्रीय राजमार्ग पर कृषि विरोध के कारण व्यवधान उत्पन्न हुआ था। किसानों के वापसी लेने के बाद इस मार्ग को जल्दी ही खोलने की उम्मीद है। हरियाणा पुलिस ने किसानों को रोकने के लिए बैरिकेड्स लगाए थे। स्थिति को देखते हुए, हरियाणा की ओर से भारी पुलिस तैनात की गई थी, जिससे किसानों के आंदोलन पर काबू पाया जा सके।

लंबे समय से सील सीमा की स्थिति

किसानों के आंदोलन के कारण एनएच-44 (जीटी रोड) के शंभू सीमा पर यातायात बाधित हुआ। यह सीमा पिछले 13 महीनों से बंद थी और इसे फिर से खोलने का आदेश उच्च न्यायालय ने दिया था। अब इसे फिर से बंद कर दिया गया है। किसान नेताओं ने कानून व्यवस्था को बाधित करने की कोशिश की तो पुलिस ने धारा 163 लगाई।

बढ़ती चिंता और सुरक्षा प्रबंध

अंबाला पुलिस ने किसानों को बैरिकेड से 100 मीटर दूर रहने के निर्देश दिए हैं। इसके चलते किसान वहां बैठ गए। स्थिति को देखते हुए, पुलिस ने इसे और नियंत्रित करने के लिए जेसीबी मशीनों को तैनात किया है। किसानों के इस आंदोलन का असर स्थानीय यातायात पर भी दिखा है।

किसानों की आवाज़

किसान नेता दिलबाग सिंह ने बताया कि यह बैठक किसानों के लिए काफी महत्वपूर्ण थी। उन्होंने कहा कि अब हम बातचीत के आधार पर आगे का निर्णय लेंगे। पिछले दिनों किसानों ने जो योजना बनाई थी, उसे सफलतापूर्वक स्थगित कर दिया गया है। इससे स्थानीय स्थिति में कुछ सुधार की उम्मीद है।

देश के अन्नदाता और सरकार के बीच टकराव की एक नई और बेहद गंभीर पटकथा लिखी जा रही है। पंजाब के किसानों ने पिछले 4 वर्षों में तीसरी बार राष्ट्रीय राजधानी दिल्ली की ओर कूच (दिल्ली चलो) का बिगुल फूंक दिया है। इस बार टकराव की मुख्य वजह भारत और अमेरिका के बीच प्रस्तावित मुक्त व्यापार समझौता (FTA) और कृषि-डेयरी क्षेत्र का बढ़ता संकट है। अमृतसर, गुरदासपुर, पटियाला और ब्यास से चले हजारों किसानों के काफिलों को रोकने के लिए हरियाणा की पुलिस ने पंजाब से लगती सीमाओं, विशेषकर शंभू बॉर्डर और खनौरी बॉर्डर को कंक्रीट की दीवारों, नुकीले तारों और भारी सुरक्षा बलों के जरिए अभेद्य किले में तब्दील कर दिया है। सरहद पर धारा 163 (बीएनएस) लागू कर दी गई है और सुरक्षा बलों द्वारा शांतिपूर्ण मार्च को रोकने के लिए आंसू गैस के गोले दागे जा रहे हैं, जिससे एक बार फिर देश की सबसे व्यस्त राष्ट्रीय राजमार्गों पर तनाव चरम पर पहुंच गया है।

नया मोर्चा: भारत-अमेरिका ट्रेड डील के खिलाफ महाआक्रोश

इस बार का आंदोलन केवल पारंपरिक मांगों जैसे न्यूनतम समर्थन मूल्य (MSP) तक सीमित नहीं है, बल्कि इसका मुख्य केंद्र ‘देश बचाओ मोर्चा’ और ‘किसान मजदूर मोर्चा’ (KMM) के बैनर तले भारत-अमेरिका व्यापार सौदा (Trade Deal) बना हुआ है।

किसानों को किस बात का डर है?

किसान संगठनों का नेतृत्व कर रहे सरवन सिंह पंढेर और भारतीय किसान यूनियन (चढ़ूनी) के प्रमुख गुरनाम सिंह चढ़ूनी का आरोप है कि केंद्र सरकार अमेरिकी दबाव में एक ऐसा द्विपक्षीय समझौता करने जा रही है, जो भारत की खाद्य संप्रभुता को सीधे तौर पर नष्ट कर देगा।

अमेरिकी सब्सिडी बनाम भारतीय किसान

अमेरिकी कृषि क्षेत्र अत्यधिक यंत्रीकृत है और वहां की सरकार अपने किसानों को भारी सब्सिडी देती है। यदि आयात शुल्क (इंपोर्ट ड्यूटी) में कटौती की जाती है, तो अमेरिकी अनाज, डेयरी उत्पाद, सोयाबीन तेल, और फल भारतीय बाजारों में बाढ़ की तरह आ जाएंगे।

बाजार का पतन

विदेशी कॉर्पोरेट उत्पादों के आने से देश के भीतर कृषि और डेयरी उत्पादों के दाम धड़ाम से गिर जाएंगे। भारत का औसत किसान महज 2 से 3 एकड़ भूमि का मालिक है, जो इन बड़ी अमेरिकी बहुराष्ट्रीय कंपनियों के मुकाबले टिक नहीं पाएगा।

व्यापक आर्थिक असर

किसानों का दावा है कि इस गुप्त सौदे में कृषि और डेयरी के साथ-साथ डिजिटल व्यापार, ई-कॉमर्स और बौद्धिक संपदा अधिकार (IPR) जैसे संवेदनशील क्षेत्र भी शामिल हैं, जो छोटे व्यापारियों और मजदूरों की आजीविका को भी लील जाएंगे।

चार साल की क्रोनोलॉजी: टकराव के तीन बड़े अध्याय

पंजाब और हरियाणा के किसानों का दिल्ली के साथ यह टकराव नया नहीं है। पिछले चार वर्षों (2020-2026) के इतिहास पर नजर डालें, तो यह अन्नदाताओं के धैर्य और व्यवस्था की सख्ती के बीच का एक अनवरत संघर्ष दिखाई देता है।

पहला दिल्ली कूच (नवंबर 2020)-तीन कृषि कानूनों के खिलाफ ऐतिहासिक जंग

यह आधुनिक भारत का सबसे बड़ा और लंबा किसान आंदोलन था। सितंबर 2020 में केंद्र सरकार द्वारा लाए गए तीन कृषि कानूनों के खिलाफ पंजाब और हरियाणा के किसानों ने ‘दिल्ली चलो’ का नारा दिया। नवंबर 2020 में किसानों ने राष्ट्रीय राजमार्गों पर पुलिस की भारी बैरिकेडिंग, वॉटर कैनन और आंसू गैस का सामना किया। वे दिल्ली में प्रवेश नहीं पा सके, तो उन्होंने सिंघु, टिकरी और गाजीपुर बॉर्डरों को अपना घर बना लिया। 26 जनवरी 2021 को दिल्ली में आयोजित ट्रैक्टर रैली के दौरान लाल किले पर हिंसा हुई, जिसने आंदोलन को एक नया मोड़ दिया। एक साल से अधिक समय तक चले इस आंदोलन और 11 दौर की असफल वार्ताओं के बाद, आखिरकार 19 नवंबर 2021 को प्रधानमंत्री नरेंद्र मोदी ने तीनों कानूनों को वापस लेने की घोषणा की।

दूसरा दिल्ली कूच (फरवरी 2024)-शंभू बॉर्डर पर महासंग्राम

पहले आंदोलन की समाप्ति के बाद भी MSP की कानूनी गारंटी और स्वामीनाथन आयोग की सिफारिशों को लागू करने की मांगें पूरी नहीं हुई थीं। इसके लिए फरवरी 2024 में ‘किसान मजदूर मोर्चा’ और ‘संयुक्त किसान मोर्चा (गैर-राजनीतिक)’ ने दोबारा दिल्ली कूच की घोषणा की। इस बार हरियाणा सरकार ने सीमाओं पर कंक्रीट के बड़े-बड़े ब्लॉक, कंटेनर, लोहे की नुकीली कीलें और कंटीले तार लगाकर ऐसी किलेबंदी की जो अंतरराष्ट्रीय सीमाओं जैसी प्रतीत हो रही थी। इतिहास में पहली बार प्रदर्शनकारियों को तितर-बितर करने के लिए आसमान से ड्रोन के जरिए आंसू गैस के गोले बरसाए गए। किसानों ने पुलिस पर पैलेट गन चलाने का आरोप लगाया, जिससे कई किसान गंभीर रूप से चोटिल हुए।

शुभकरण की मौत

21 फरवरी 2024 को खनौरी बॉर्डर पर झड़प के दौरान 21 वर्षीय युवा किसान शुभकरण सिंह की गोली लगने से मौत हो गई। इस घटना ने आंदोलन को अत्यधिक संवेदनशील बना दिया। शंभू बॉर्डर करीब 13 महीने (401 दिन) तक पूरी तरह बंद रहा। व्यापार और उद्योगों को भारी नुकसान हुआ, जिसके बाद पंजाब एवं हरियाणा हाईकोर्ट के सख्त आदेश पर 20 मार्च 2025 को इस हाईवे को आम जनता के लिए दोबारा खुलवाया जा सका। इस दौरान नवंबर 2024 में किसान नेता जगजीत सिंह डल्लेवाल के आमरण अनशन ने भी देश का ध्यान खींचा।

तीसरा दिल्ली कूच (जुलाई 2026)-ट्रेड डील के खिलाफ आर-पार की लड़ाई

जुलाई 2026 की यह ताजा तस्वीरें बता रही हैं कि घाव अभी भी हरे हैं। भारत-अमेरिका मुक्त व्यापार समझौते को देश के किसानों के लिए ‘फांसी का फंदा’ बताते हुए किसान संगठन फिर सड़कों पर हैं। दिल्ली के किसान घाट पर प्रस्तावित एक दिवसीय विशाल महापंचायत में शामिल होने जा रहे किसानों को रोकने के लिए प्रशासन ने एक बार फिर ठीक वही सख्त तरीके अपनाए हैं जो 2024 में देखे गए थे।

सीमाओं की किलेबंदी और आम जनता की मुश्किलें

इस समय पंजाब और हरियाणा को जोड़ने वाला राष्ट्रीय राजमार्ग-44 (NH-44) पूरी तरह ठप पड़ा है। अंबाला प्रशासन ने शंभू बॉर्डर के पुलों पर भारी कंक्रीट स्ट्रक्चर खड़े कर दिए हैं। अंबाला और आसपास के जिलों में भारतीय न्याय संहिता (BNS) की धारा 163 लगा दी गई है, जिसके तहत पांच या उससे अधिक व्यक्तियों के इकट्ठा होने पर पाबंदी है।

इंटरनेट और ट्रैफिक डायवर्जन

कानून-व्यवस्था का हवाला देते हुए कुछ संवेदनशील इलाकों में मोबाइल इंटरनेट पर नजर रखी जा रही है और दिल्ली-जालंधर राजमार्ग पर चलने वाले वाहनों को लंबे वैकल्पिक रास्तों से भेजा जा रहा है। महापंचायत से ठीक एक दिन पहले सोमवार को किसान नेता गुरनाम सिंह चढ़ूनी को दिल्ली जाते समय हरियाणा पुलिस ने हिरासत में ले लिया, जिससे किसानों का गुस्सा और भड़क गया है।

राजनीतिक घमासान और सरकार का रुख

किसानों के इस नए आंदोलन ने देश की राजनीति को एक बार फिर गरमा दिया है, खासकर पंजाब में जहां आगामी चुनावों को लेकर राजनीतिक समीकरण बेहद संवेदनशील हैं। सरवन सिंह पंढेर ने साफ किया, “हम दिल्ली में कोई हिंसा या टकराव करने नहीं आ रहे हैं। हम लोकतांत्रिक तरीके से अपनी बात रखने राजधानी जा रहे हैं, लेकिन सरकार ने सीमाओं पर जो कंक्रीट की दीवारें उठाई हैं, वह देश के नागरिकों के साथ दुश्मनों जैसा व्यवहार है।”

भाजपा और केंद्र सरकार की प्रतिक्रिया

पंजाब भाजपा के प्रवक्ताओं का कहना है कि विपक्ष और कुछ किसान नेता जानबूझकर भ्रम फैला रहे हैं। सरकार का तर्क है कि भारत-अमेरिका व्यापार समझौते को लेकर अभी कोई अंतिम ब्यौरा या आधिकारिक हस्ताक्षर नहीं हुए हैं, ऐसे में बिना किसी ठोस आधार के प्रदर्शन करना केवल पंजाब के माहौल को खराब करने और राजनीतिक लाभ लेने की कोशिश है।

विपक्ष का रुख

कांग्रेस और आम आदमी पार्टी (AAP) समेत तमाम विपक्षी दलों ने किसानों के शांतिपूर्ण मार्च को बलपूर्वक रोकने की निंदा की है और मांग की है कि कृषि क्षेत्र को किसी भी वैश्विक कॉर्पोरेट संधि से पूरी तरह बाहर रखा जाए।

क्या संवाद से निकलेगा समाधान?

पिछले चार सालों की यह तीसरी बड़ी तकरार यह साबित करती है कि देश की कृषि नीतियों और ज़मीनी स्तर पर काम करने वाले किसानों के बीच विश्वास की एक बड़ी कमी है। जब तक न्यूनतम समर्थन मूल्य (MSP) की कानूनी गारंटी और अंतरराष्ट्रीय व्यापार समझौतों में पारदर्शिता जैसे बुनियादी सवालों का स्थायी और संस्थागत समाधान नहीं खोजा जाता, तब तक दिल्ली की दहलीज और पंजाब की सरहदों के बीच यह टकराव रुकने वाला नहीं है। देश की अर्थव्यवस्था और आम जनता की सुविधा के लिए यह बेहद जरूरी है कि केंद्र सरकार और किसान संगठन जिद छोड़कर मेज पर आएं और एक साझा नीतिगत रास्ता तलाशें।

किसानों के आंदोलन का साया

पिछले चार साल में किसान आंदोलन के दौरान पुलिस कार्रवाई, इंटरनेट बंदी, राजनीतिक टकराव और कई विवाद सामने आए हैं। अब देखने वाली बात यह होगी कि किसान अपनी मांगों को लेकर आगे किस प्रकार की रणनीति बनाते हैं और क्या वो दिल्ली पहुंच पाएंगे।

हरियाणा सरकार ने बॉर्डर सील कर दिए हैं ताकि कॉकरोच जनता पार्टी (CJP) के समर्थकों और किसानों को दिल्ली पहुंचने से रोका जा सके। प्रदर्शन के चलते अंबाला में शंभू बॉर्डर पर धारा 163 लागू कर दी गई है। किसान संगठन अमेरिका-भारत फ्री ट्रेड डील के खिलाफ देशव्यापी महापंचायत आयोजित कर रहे हैं, जिसके चलते प्रशासन ने बॉर्डर पर सख्ती बरतने का निर्णय लिया है।

किसान आंदोलन के मद्देनजर शंभू और खनौरी बॉर्डर पूरी तरह सील

कृषि सुधारों, फसलों के न्यूनतम समर्थन मूल्य (MSP) की कानूनी गारंटी और विभिन्न लंबित मांगों को लेकर किसानों के दिल्ली कूच के ऐलान के बाद हरियाणा में सुरक्षा व्यवस्था अत्यंत कड़ी कर दी गई है। राज्य प्रशासन ने पंजाब से लगती सीमाओं को पूरी तरह से छावनी में तब्दील कर दिया है। हरियाणा सरकार के निर्देशों पर अंबाला के शंभू बॉर्डर और जींद के खनौरी बॉर्डर समेत कई संवेदनशील सीमाओं को कंक्रीट की दीवारों, कटीले तारों और भारी बैरिकेडिंग के जरिए सील कर दिया गया है।

धारा 163 (पूर्व में धारा 144) लागू

प्रशासनिक मुस्तैदी और कानून-व्यवस्था को बनाए रखने के लिए अंबाला में शंभू बॉर्डर और उसके आसपास के इलाकों में भारतीय नागरिक सुरक्षा संहिता (BNSS) की धारा 163 (पूर्व में धारा 144) लागू कर दी गई है। इस आदेश के तहत किसी भी स्थान पर पांच या पांच से अधिक व्यक्तियों के इकट्ठा होने, किसी भी प्रकार के हथियार, लाठी, डंडा या ज्वलनशील पदार्थ लेकर चलने पर पूर्ण प्रतिबंध लगा दिया गया है। अधिकारियों का कहना है कि यह कदम किसी भी अप्रिय स्थिति से निपटने, सार्वजनिक संपत्ति की सुरक्षा और शांति व्यवस्था को अक्षुण्ण रखने के लिए उठाया गया है।

सीमाओं पर अभेद्य किलेबंदी और सुरक्षा बलों का कड़ा पहरा

हरियाणा और पंजाब को जोड़ने वाले मुख्य रास्तों पर पुलिस और अर्धसैनिक बलों की भारी तैनाती की गई है। शंभू बॉर्डर पर सुरक्षा व्यवस्था का जायजा लेने पहुंचे वरिष्ठ पुलिस अधिकारियों के मुताबिक, राष्ट्रीय राजमार्ग पर कई लेयर की बैरिकेडिंग की गई है। सड़क के बीचों-बीच कंक्रीट के बड़े-बड़े ब्लॉक रखे गए हैं, जिन्हें आपस में जोड़ने के लिए कटीले तारों का सहारा लिया गया है। इसके अलावा, सड़कों पर लोहे की नुकीली कीलें भी लगाई गई हैं ताकि प्रदर्शनकारियों के ट्रैक्टर-ट्रॉलियों और अन्य वाहनों के पहियों को आगे बढ़ने से रोका जा सके।

CRPF और RAF तैनात

अंबाला, जींद, कुरुक्षेत्र, सिरसा और कैथल जिलों में पुलिस बल के साथ-साथ केंद्रीय रिजर्व पुलिस बल (CRPF) और रैपिड एक्शन फोर्स (RAF) की कंपनियों को तैनात किया गया है। रैपिड एक्शन फोर्स के जवान दंगा नियंत्रण उपकरणों, आंसू गैस के गोलों और वॉटर कैनन (पानी की बौछार करने वाली गाड़ियों) के साथ मुस्तैद हैं। पंजाब की तरफ से आने वाले हर छोटे-बड़े वाहन की सघन चेकिंग की जा रही है और केवल आपातकालीन वाहनों को ही लंबी जांच के बाद जाने की अनुमति दी जा रही है।

राजनीतिक दलों और समर्थकों की गतिविधियों पर पैनी नजर

इस बार के आंदोलन और दिल्ली कूच को लेकर खुफिया एजेंसियां भी पूरी तरह सक्रिय हैं। प्रशासन को ऐसी रिपोर्ट मिली है कि इस आंदोलन के बहाने विभिन्न राजनीतिक संगठनों, कार्यकर्ताओं और स्थानीय दलों के समर्थक भी दिल्ली पहुंचने की फिराक में हैं। कॉकरोच जनता पार्टी (CJP) जैसी स्थानीय राजनीतिक इकाइयों और उनके समर्थकों की गतिविधियों पर प्रशासन और पुलिस की विशेष नजर है। गृह विभाग के एक वरिष्ठ अधिकारी ने नाम न छापने की शर्त पर बताया कि किसी भी राजनीतिक दल या बाहरी संगठन को इस संवेदनशील माहौल का फायदा उठाकर कानून-व्यवस्था बिगाड़ने की अनुमति नहीं दी जाएगी। पुलिस ने कई जिलों में स्थानीय नेताओं और आंदोलन के सक्रिय कार्यकर्ताओं को नोटिस जारी कर शांति बनाए रखने की अपील की है। साथ ही, कुछ संदेहास्पद तत्वों को ऐहतियातन हिरासत में लेने या नजरबंद करने की प्रक्रिया भी शुरू कर दी गई है।

इंटरनेट सेवाओं पर प्रतिबंध और सोशल मीडिया की निगरानी

सुरक्षा उपायों के तहत हरियाणा सरकार ने कानून-व्यवस्था की स्थिति को देखते हुए अंबाला, कुरुक्षेत्र, कैथल, जींद, हिसार, फतेहाबाद और सिरसा सहित पंजाब से सटे कई जिलों में मोबाइल इंटरनेट सेवाओं, बल्क एसएमएस (Bulk SMS) और डोंगल सेवाओं पर अस्थाई रोक लगा दी है। सरकार का मानना है कि भड़काऊ भाषणों, अफवाहों और फर्जी खबरों के प्रसार को रोकने के लिए इंटरनेट पर पाबंदी लगाना बेहद जरूरी था। इसके साथ ही, हरियाणा पुलिस का साइबर सेल सोशल मीडिया प्लेटफॉर्म्स जैसे फेसबुक, एक्स (ट्विटर), व्हाट्सएप और इंस्टाग्राम पर लगातार नजर रख रहा है। पुलिस महानिदेशक कार्यालय की ओर से जारी एक चेतावनी में साफ कहा गया है कि यदि कोई भी व्यक्ति या संगठन भड़काऊ पोस्ट, वीडियो या भ्रामक जानकारी साझा करता पाया गया, तो उसके खिलाफ सूचना प्रौद्योगिकी अधिनियम (IT Act) और अन्य प्रासंगिक धाराओं के तहत सख्त कानूनी कार्रवाई की जाएगी।

आम जनता और यात्रियों की बढ़ीं मुश्किलें

बॉर्डर सील होने और सड़कों पर भारी बैरिकेडिंग के कारण दिल्ली-चंडीगढ़ राष्ट्रीय राजमार्ग (NH-44) सहित कई प्रमुख मार्गों पर यातायात पूरी तरह से ठप हो गया है। इसके चलते दैनिक यात्रियों, नौकरीपेशा लोगों, छात्रों और गंभीर मरीजों को भारी दिक्कतों का सामना करना पड़ रहा है। अंबाला और जींद के रास्ते पंजाब जाने वाली या पंजाब से दिल्ली की ओर आने वाली बसों और अन्य यात्री वाहनों के पहिए थम गए हैं। यातायात पुलिस ने यात्रियों की सुविधा के लिए कई वैकल्पिक मार्गों (Diverted Routes) की घोषणा की है, लेकिन इन लिंक रोड्स और ग्रामीण रास्तों पर भारी वाहनों का दबाव बढ़ने के कारण किलोमीटर लंबा जाम लग रहा है। चंडीगढ़ से दिल्ली जाने वाले यात्रियों को वाया पंचकुला, बरवाला, शाहजादपुर और यमुनानगर होकर जाने की सलाह दी गई है। हालांकि, लंबे रूट के कारण यात्रा के समय और किराए में भारी बढ़ोतरी हो गई है, जिससे आम जनता में असमंजस और परेशानी का माहौल है।

किसान नेताओं का रुख और सरकार से वार्ता की मांग

दूसरी ओर, किसान यूनियनों के नेताओं का कहना है कि वे शांतिपूर्ण तरीके से अपनी मांगों को लेकर दिल्ली जाना चाहते हैं। उनका आरोप है कि सरकार उनकी जायज मांगों को सुनने के बजाय लोकतांत्रिक अधिकारों का दमन कर रही है और उन्हें अपराधियों की तरह सीमाओं पर रोकने का प्रयास किया जा रहा है। किसान संगठनों का साफ कहना है कि जब तक स्वामीनाथन आयोग की सिफारिशों के आधार पर सभी फसलों की MSP पर खरीद की कानूनी गारंटी नहीं मिलती और पिछले आंदोलनों के दौरान दर्ज किए गए मुकदमे वापस नहीं लिए जाते, तब तक उनका यह संघर्ष जारी रहेगा। किसान नेताओं ने स्पष्ट किया है कि वे किसी भी तरह के टकराव के पक्ष में नहीं हैं, लेकिन अगर उन्हें रोका गया तो वे सीमाओं पर ही अनिश्चितकालीन पड़ाव डालने को मजबूर होंगे। उनके ट्रैक्टर-ट्रॉलियों में महीनों का राशन, टेंट का सामान और रोजमर्रा की जरूरत की चीजें मौजूद हैं, जो यह संकेत देती हैं कि किसान लंबी लड़ाई की तैयारी के साथ आए हैं।

किसान संगठन और सरकार के बीच लड़ाई

किसान संगठनों और केंद्र सरकार के बीच अब तक हुई विभिन्न दौर की वार्ताओं में कई महत्वपूर्ण मुद्दों पर चर्चा हुई है, लेकिन दोनों पक्षों के अपने-अपने रुख पर अड़े होने के कारण यह गतिरोध पूरी तरह समाप्त नहीं हो पाया है।

न्यूनतम समर्थन मूल्य (MSP) की कानूनी गारंटी का मुद्दा

किसानों का रुख: किसान संगठनों की सबसे प्रमुख मांग है कि देश की सभी 23 फसलों पर न्यूनतम समर्थन मूल्य (MSP) की खरीद सुनिश्चित करने के लिए एक सख्त कानून बनाया जाए। उनका तर्क है कि कानूनी गारंटी के बिना निजी व्यापारी किसानों का शोषण करते हैं।

सरकार का प्रस्ताव

सरकार ने प्रस्ताव दिया था कि सहकारी समितियां (जैसे NCCF और NAFED) किसानों के साथ 5 साल का अनुबंध करेंगी। इसके तहत मक्का, कपास और विभिन्न दालों (अरहर, उड़द, मसूर) की पूरी फसल एमएसपी पर खरीदी जाएगी, जिसकी कोई सीमा नहीं होगी। किसान नेताओं ने इस प्रस्ताव को यह कहते हुए खारिज कर दिया कि सरकार केवल कुछ फसलों पर सीमित फॉर्मूला दे रही है, जबकि मांग सभी 23 फसलों के लिए देशव्यापी कानूनी गारंटी की है।

स्वामीनाथन आयोग की सिफारिशें लागू करना

किसान मांग कर रहे हैं कि फसलों के दाम डॉ. एम. एस. स्वामीनाथन आयोग की रिपोर्ट के C2+50% फॉर्मूले के आधार पर तय किए जाएं। इसके तहत फसल की कुल उत्पादन लागत (जमीन के किराए और पूंजी पर ब्याज सहित) में 50 प्रतिशत जोड़कर मूल्य तय होना चाहिए। सरकार का कहना है कि वह पहले से ही लागत (A2+FL) पर 50% से अधिक मुनाफा जोड़कर एमएसपी घोषित कर रही है। पूरे देश में अचानक C2+50% फॉर्मूला लागू करने से सरकारी खजाने और अर्थव्यवस्था पर भारी वित्तीय बोझ पड़ेगा।

नए ‘भारत-अमेरिका व्यापार समझौते‘ का विरोध (नवीनतम विवाद)

किसान संगठनों (जैसे देश बचाओ मोर्चा) ने प्रस्तावित भारत-अमेरिका व्यापार समझौते (India-US Trade Deal) का कड़ा विरोध किया है। उनका आरोप है कि इस समझौते से विदेशी कृषि और डेयरी उत्पाद भारतीय बाजारों में आ जाएंगे, जिससे स्थानीय किसानों की आजीविका और खाद्य संप्रभुता खतरे में पड़ जाएगी। किसान वार्ता से जुड़े सभी दस्तावेजों को सार्वजनिक करने की मांग कर रहे हैं। वाणिज्य और उद्योग मंत्रालय का तर्क है कि यह व्यापारिक समझौता देश के आर्थिक विकास और निर्यात को बढ़ावा देने के लिए जरूरी है। सरकार का दावा है कि वह देश के संवेदनशील कृषि क्षेत्रों और किसानों के हितों (Red Lines) से कोई समझौता नहीं करेगी।

कर्ज माफी और पेंशन योजना

देश के सभी किसानों और कृषि मजदूरों के लिए पूर्ण कर्ज माफी की घोषणा की जाए। साथ ही, 60 वर्ष से अधिक आयु के प्रत्येक किसान के लिए प्रति माह ₹10,000 पेंशन सुनिश्चित की जाए। सरकार का कहना है कि वह ‘प्रधानमंत्री किसान सम्मान निधि‘ (PM-KISAN) और ‘किसान मानधन योजना’ के जरिए पहले से ही वित्तीय सहायता और पेंशन दे रही है। पूर्ण कर्ज माफी का फैसला राज्यों की वित्तीय स्थिति पर निर्भर करता है, इसलिए इस पर एकमुश्त देशव्यापी घोषणा संभव नहीं है।

मुकदमों की वापसी और मुआवजा

पिछले आंदोलनों के दौरान किसानों पर दर्ज किए गए सभी पुलिस केस वापस लिए जाएं, आंदोलन में जान गंवाने वाले किसानों के परिवारों को मुआवजा व सरकारी नौकरी मिले और लखीमपुर खीरी हिंसा के पीड़ितों को न्याय मिले। सरकार सैद्धांतिक रूप से मुकदमों की वापसी पर सहमत हुई है, लेकिन प्रशासनिक और कानूनी प्रक्रियाओं के कारण राज्यों के स्तर पर इस पर कार्रवाई अभी लंबित है।

प्रशासनिक अधिकारियों की मुस्तैदी और समन्वय

अंबाला के जिला मजिस्ट्रेट और पुलिस अधीक्षक लगातार शंभू बॉर्डर का दौरा कर स्थिति की समीक्षा कर रहे हैं। जिला प्रशासन ने सीमावर्ती इलाकों के अस्पतालों को अलर्ट पर रखा है और किसी भी आपात स्थिति से निपटने के लिए एम्बुलेंस तथा फायर ब्रिगेड की गाड़ियों को बॉर्डर के नजदीक तैनात किया गया है। अधिकारियों का कहना है कि पुलिस का पहला प्रयास बातचीत के जरिए स्थिति को संभालने का होगा, लेकिन यदि किसी ने सुरक्षा घेरा तोड़ने या कानून हाथ में लेने की कोशिश की, तो बल प्रयोग करने से भी गुरेज नहीं किया जाएगा। आसपास के गांवों के सरपंचों और मौजिज लोगों के साथ भी पुलिस प्रशासन बैठकें कर रहा है ताकि ग्रामीण युवाओं को इस आंदोलन में शामिल होने और किसी भी तरह की हिंसक गतिविधि का हिस्सा बनने से रोका जा सके। पुलिस ने ग्रामीणों से अपील की है कि वे शांति बनाए रखने में प्रशासन का सहयोग करें।

According to the Chief Minister, gaushalas housing up to 1,000 cattle are set to receive one e-rickshaw each, while those accommodating more than 1,000 cattle will be allocated two e-rickshaws. The total cost approved for this procurement is Rs 10.25 crore. Currently, there are 770 gaushalas in Haryana, with a significant majority hosting fewer than 1,000 cattle.

Data presented in the meeting indicates that among these, 553 gaushalas house under 1,000 cattle, while 79 accommodate up to 2,000, 20 have up to 3,000, and eight have up to 4,000 cattle. Additionally, there are two gaushalas which can house up to 6,000 cattle.

Infrastructure Development in Kaithal

In keeping with the state’s infrastructural goals, the Chief Minister also approved the laying of sewer lines in various colonies located in Kaithal city at a projected cost of Rs 12.87 crore. Moreover, a construction project for a second 100 MLD capacity water works at Basai village, under the aegis of the Gurugram Metropolitan Development Authority (GMDA), has been sanctioned. The Chief Minister further revealed that development works worth Rs 380.40 crore had been tendered at Rs 363.82 crore, resulting in savings of around Rs 16.58 crore.
