राजद ने कांग्रेस को पछाड़ा

राजद ने दरभंगा शिक्षक सीट पर कांग्रेस के सीटिंग MLC मदन मोहन झा को हरा दिया। मदन मोहन झा करीबी मुकाबले में केवल 324 मतों से हारे। जबकि राजद के कुंवर राउत को इस सीट पर केवल 128 वोट मिले। इससे स्पष्ट है कि राजद ने कांग्रेस के खिलाफ माहौल बना दिया, जिससे मदन मोहन झा अपनी सीट गंवा बैठे। राहुल गांधी चाहे राजद की जितनी तरफदारी करें, लेकिन हकीकत यह है कि उनकी पार्टी को इस चुनाव में करारा झटका लगा है।

उम्मीदवार चयन में हुई गलती?

पटना शिक्षक सीट के उम्मीदवार डॉ. संजय यादव को केवल 21 वोट मिले, जबकि पटना स्नातक सीट के उम्मीदवार डॉ. असदुल्ला खान को 971 वोट मिले। दरभंगा स्नातक के उम्मीदवार रजनीकांत पाठक पांचवें स्थान पर रहे और उन्हें 3496 वोट मिले। कोसी स्नातक सीट पर मनोज कुमार जायसवाल को 2297 वोट मिले और वे चौथे स्थान पर रहे।

क्या राहुल गांधी के आंदोलनों का असर नहीं?

कांग्रेस के चार उम्मीदवार तो मुकाबले में भी नहीं थे। इससे पार्टी की चुनावी तैयारियों और फैसलों पर गंभीर सवाल उठ गए हैं। चूंकि प्रत्याशी आलाकमान की जानकारी और मंजूरी से तय किए गए थे, इसलिए इस हार की जिम्मेदारी पार्टी के अध्यक्ष मल्लिकार्जुन खड़गे, राहुल गांधी और महासचिव केसी वेणुगोपाल पर भी आती है। लगातार आंदोलन चलाने वाले राहुल गांधी आखिर क्यों कांग्रेस को कोई चुनाव नहीं जीतवा पा रहे हैं? क्या उनके आंदोलनों में शामिल होने वाली भीड़ केवल दिखावा है, जिसका वोट से कोई मतलब नहीं? यह भी देखने वाली बात है कि यह भीड़ वोट में तब्दील क्यों नहीं हो रही?

बिहार में नशे के वैकल्पिक साधनों का इस्तेमाल तेजी से बढ़ रहा है। पिछले पांच वर्षों में स्वापक औषधि एवं मनःप्रभावी पदार्थ (NDPS) अधिनियम के तहत मामले और गिरफ्तारियां बढ़ी हैं। 2022 में इस अधिनियम के तहत 1,822 मामले दर्ज हुए थे, जो तीन साल में 67% बढ़कर 2,716 तक पहुंच गए हैं। इस साल जनवरी से मई तक 1,095 मामले सामने आ चुके हैं। यह आंकड़े नशे की बढ़ती समस्या को स्पष्ट करते हैं।

नशा मुक्ति केंद्रों की भीड़

बिहार में ड्रग्स की समस्या को और बेहतर तरीके से समझा जा सकता है। नशा मुक्ति केंद्रों में लोगों की संख्या तेजी से बढ़ रही है। सामाजिक न्याय और अधिकारिता मंत्रालय ने संसद में बताया कि 2022-23 में बिहार के नशा मुक्ति केंद्रों में ड्रग्स के शिकार 1,487 लोगों की मदद की गई। यह संख्या पिछले दो वर्षों में लगभग 20 गुना बढ़कर 29,429 पहुंच गई है। यह स्थिति नशे की समस्या की गंभीरता को दर्शाती है।

सरकार की चुनौतियां

सरकार को तीन प्रमुख चुनौतियों का सामना करना पड़ रहा है। अवैध और जहरीली शराब पर रोक लगाने में सरकार विफल रही है। माफिया से निपटने में भी नाकामी दिख रही है। हाल ही में नालंदा में शराब माफिया के खिलाफ अभियान के दौरान एक पुलिस कांस्टेबल की गोली लगने से मौत हो गई। इसके अलावा, शराबियों में ड्रग्स का चलन तेजी से बढ़ रहा है, जो सरकार के लिए एक नई चिंता का विषय है।

राजस्व में कमी

शराबबंदी से बिहार के राजस्व में भारी कमी आई है। मद्य निषेध से पहले, शराब से मिलने वाला एक्साइज राजस्व का एक बड़ा हिस्सा था। नैशनल काउंसिल ऑफ एप्लाइड इकनॉमिक रिसर्च (NCAER) ने शराबबंदी हटाने की वकालत की है, जिससे सरकार का राजस्व 14-15% बढ़ने की उम्मीद है। इससे विकास को गति मिलेगी और शिक्षा व स्वास्थ्य जैसे क्षेत्रों को लाभ होगा। NCAER के अनुसार, शराबबंदी से महिलाओं के खिलाफ अपराधों में कोई कमी नहीं आई है, बल्कि अवैध शराब और ड्रग्स का सेवन बढ़ा है।

आर्थिक संकट का सामना

NCAER के दस्तावेज को आर्थिक संकट से जूझ रहे बिहार के संदर्भ में देखना होगा। वित्त वर्ष 2025-26 के बजट में राजकोषीय घाटे का लक्ष्य GSDP का 3% यानी 32,718 करोड़ रुपये रखा गया था। लेकिन, राजकोषीय घाटा GSDP का 11.8% होकर 1.34 लाख करोड़ रुपये हो गया। यह स्थिति बिहार के लिए गंभीर चिंता का विषय है।

गुजरात में भी समान स्थिति

यह समस्या केवल बिहार तक सीमित नहीं है। गुजरात में भी शराबबंदी लागू है, जो 66 वर्षों से चल रही है। समय-समय पर अदालतों और निष्पक्ष विश्लेषकों ने चिंता जताई है कि शराबबंदी ने ब्लैक मार्केट को जन्म दिया है। सुप्रीम कोर्ट ने हाल ही में जहरीली शराब के 10 बड़े हादसों में गुजरात में 600 से ज्यादा मौतों का जिक्र किया है। अदालत ने शराबबंदी के कारण अवैध शराब की कालाबाजारी की बात भी कही है।

अगर हम अंतरराष्ट्रीय स्तर पर देखें, तो अमेरिका, रूस, नॉर्वे, और फिनलैंड जैसे देशों में भी शराबबंदी लागू की गई थी, लेकिन कुछ समय बाद इसे हटा दिया गया। वहां भी इसे हटाने के पीछे के कारण और हालात बिहार की स्थिति से मिलते-जुलते हैं। यह दर्शाता है कि शराबबंदी का असर हमेशा सकारात्मक नहीं होता है।

कौन हैं बिहार के ‘गोल्डमैन’ प्रेम सिंह?

पटना के रहने वाले प्रेम सिंह पेशे से एक सफल संवेदक (ठेकेदार) हैं और उनका ताल्लुक एक जमींदार परिवार से है। उन्हें बचपन से ही नहीं, बल्कि पिछले करीब 6-7 सालों से सोने के प्रति एक अलग और गहरा आकर्षण पैदा हुआ। प्रेम सिंह बताते हैं कि शुरुआत में उन्होंने महज 50 ग्राम सोने की एक चेन से शुरुआत की थी। लेकिन धीरे-धीरे, जैसे बूंद-बूंद से घड़ा भरता है, सोने के प्रति उनका शौक एक जुनून में बदल गया और उनकी कमाई का एक बड़ा हिस्सा सोने के गहने बनवाने में जाने लगा। आज की तारीख में प्रेम सिंह के शरीर पर लगभग 6.3 किलो से लेकर 6.5 किलो तक का शुद्ध सोना हमेशा मौजूद रहता है, जिसकी बाजार में अनुमानित कीमत करीब 7.5 करोड़ रुपये से भी अधिक बताई जाती है। उनके गले में भारी-भरकम सोने के हार, हाथों में मोटे-मोटे कंगन, उंगलियों में बड़ी-बड़ी अंगूठियां और यहां तक कि उनके मोबाइल कवर और अन्य निजी सामान भी सोने की परत से मढ़े हुए हैं। इतना ही नहीं, उन्हें गाड़ियों का भी बेहद शौक है और उन्होंने अपनी पसंदीदा रॉयल एनफील्ड बुलेट मोटरसाइकिल पर भी करीब 150 से 200 ग्राम सोने की परत (गोल्ड प्लेटिंग) चढ़वा रखी है।

सांसद मनोज तिवारी ने की ‘साहस’ की तारीफ

ड्राइविंग सीट पर बैठे इस बेहद कीमती ड्राइवर को देखकर खुद सांसद मनोज तिवारी भी दंग रह गए। कार में सफर के दौरान मनोज तिवारी ने बिहार के इस गोल्डमैन के अनूठे शौक और उनके जज्बे की जमकर सराहना की। मनोज तिवारी ने मीडिया और प्रशंसकों से बातचीत में हंसते हुए कहा, “आज के इस दौर में जहां लोग एक सोने की नथिया या छोटी सी चेन पहनकर बाहर निकलने में घबराते हैं और सुरक्षा को लेकर चिंतित रहते हैं, वहीं हमारे प्रेम सिंह जी पूरे हौसले के साथ इतना सारा सोना पहनकर खुलेआम घूमते हैं।”
सांसद ने चुटकी लेते हुए आगे कहा कि प्रेम सिंह के शरीर पर शायद इतना सोना हर वक्त रहता है, जितना तो अमूमन किसी बड़ी सोने की दुकान या ज्वेलरी शोरूम में भी देखने को नहीं मिलता। उन्होंने प्रेम सिंह की निडरता की तारीफ करते हुए कहा कि भगवान शिव की कृपा उन पर हमेशा बनी रहे।

सुरक्षा व्यवस्था और इनकम टैक्स का कोई डर नहीं

6 किलो से ज्यादा का सोना पहनकर सरेआम घूमने के कारण प्रेम सिंह की सुरक्षा हमेशा एक बड़ा विषय बनी रहती है। पटना की सड़कों पर जब भी वे निकलते हैं, तो उनके साथ साए की तरह रहने वाले उनके निजी बॉडीगार्ड्स तैनात रहते हैं। सुरक्षा के लिहाज से वे हमेशा चार तगड़े बॉडीगार्ड्स के घेरे में चलते हैं ताकि किसी भी प्रकार की अप्रिय घटना या छिनैती से बचा जा सके। जब भी प्रेम सिंह अपनी चमचमाती गोल्ड-प्लेटेड गाड़ी या बुलेट से उतरते हैं, तो स्थानीय लोगों और युवाओं में उनके साथ सेल्फी लेने की होड़ मच जाती है। इतनी भारी मात्रा में सोना पहनने पर जब उनसे केंद्रीय एजेंसियों या आयकर विभाग (इनकम टैक्स) के डर के बारे में पूछा गया, तो उन्होंने बड़े ही बेबाक अंदाज में जवाब दिया। प्रेम सिंह का दावा है कि उनके शरीर पर मौजूद एक-एक रत्ती सोना उनकी पूरी तरह से ईमानदारी और पसीने की कमाई का है। उनके पास इस पूरे सोने का पक्का बिल, वैध दस्तावेज और पूरा हिसाब-किताब मौजूद है। वे नियमित रूप से टैक्स भरते हैं, इसलिए उन्हें किसी भी जांच एजेंसी या सरकारी विभाग का कोई डर नहीं है।

During his incarceration, Neelam Devi won a by-election on a Rashtriya Janata Dal (RJD) ticket, indicating the family’s enduring electoral influence.

Singh made a notable return to the legislative assembly in 2025, securing 91,416 votes against RJD’s Veena Devi, who garnered 63,210 votes. This comeback reaffirmed the notion that Singh’s personal following could transcend party affiliations and periods of imprisonment.
