This operation resulted in the arrest of two individuals, Bharat, aged 27, and Rajender Singh, aged 28, both originally from Balotra, Rajasthan, and currently residing in Karol Bagh.</h4>
<h4>On April 12, the police conducted a raid in response to a tip-off. Officers seized an impressive collection of counterfeit motorcycle components valued between Rs 25 lakh and Rs 30 lakh. The accused are facing charges under various sections of the Bharatiya Nyaya Sanhita as well as the Copyright Act.</h4>
<h1>Details of the Raid and Seizures</h1>
<h4>The operation was spearheaded by Sub-Inspector Inderveer, who led the police team to the site of the alleged operation in Karol Bagh. During the raid, police recovered a substantial amount of counterfeit items, which included essential motorcycle parts such as clutch assemblies, timing chains, brake pads, oil seals, filters, and cables. Additionally, they found packing materials that displayed logos of well-known motorcycle brands.</h4>
<h4>The authorities also uncovered equipment crucial for producing counterfeit goods, including packing machines and a barcode printer. These findings underscore the scale of the operation and the sophistication of the counterfeit production.</h4>
<h4>Following the arrests, both Bharat and Rajender Singh admitted to their involvement in the counterfeit motorcycle parts trade. Bharat stated that he moved to Delhi in 2024 after his employment with a food delivery service and began dealing in fake parts out of a desire for quick financial gain. Rajender Singh, on the other hand, transitioned from selling mobile accessories in Mumbai to the motorcycle spare parts sector, later resorting to counterfeit items due to unsatisfactory profits in legitimate services.</h4>
<h1>Investigation Continues to Uncover Supply Chain</h1>
<h4>The arrested individuals were allegedly supplying counterfeit motorcycle parts within the local market. The Delhi Police are pursuing further inquiries to track the entire supply chain and identify the source of these counterfeit products. Observing two individuals drinking inside a stationary car, Brigadier Arora intervened, leading to an escalation of the situation.</h4>
<h4>Following the initial objection, the occupants of the vehicle allegedly contacted their associates. Within a brief period, seven to eight other men reportedly arrived in various vehicles, turning the encounter violent. During the confrontation, Tejas, who has graduated from the Indian Institute of Technology (IIT), was allegedly assaulted. As Brigadier Arora attempted to protect his son, he also claimed to have faced physical aggression from the attackers. Reports indicate that Tejas suffered serious injuries during this incident.</h4>

										<content:encoded><![CDATA[<h4>Delhi has introduced a draft of its Electric Vehicle (EV) Policy for the period 2026–2030, signalling a significant move towards enhancing clean transportation in the capital. The policy aims to facilitate public feedback over the next 30 days, providing a wide-ranging approach to establish Delhi as an electric mobility centre with an estimated budget of Rs 3,954.25 crore.</h4>
<h1>Full Exemption on Road Tax for Electric Vehicles</h1>
<h4>A key feature of this initiative is the complete elimination of ownership costs for electric vehicles. All EVs will benefit from a 100 per cent exemption on both road tax and registration fees until March 31, 2030, which is expected to make them far more affordable than traditional vehicles. Additionally, electric cars valued up to Rs 30 lakh will qualify for the full exemption, while strong hybrid vehicles will receive a 50 per cent concession. However, cars priced above Rs 30 lakh will not be eligible for any relief.</h4>
<h4>The policy is aligned with the city’s broader objective of reducing vehicular emissions and enhancing the adoption of clean mobility technologies across Delhi.</h4>
<h4>To support two-wheelers, three-wheelers, and cargo electric vehicles, the draft also outlines substantial subsidies intended to decrease gradually over a three-year period. For electric two-wheelers costing up to Rs 2.25 lakh, buyers may claim subsidies of up to Rs 30,000 in the first year, Rs 20,000 in the second year, and Rs 10,000 in the third year. Electric three-wheelers will attract a similar subsidy structure, while small electric goods carriers in the N1 category will see higher incentives.</h4>
<h1>Incentives for Scrapping Old Vehicles</h1>
<h4>The proposed policy introduces financial incentives to encourage the scrapping of older vehicles as a means to accelerate EV adoption. The incentives include Rs 10,000 for scooters, Rs 25,000 for autos, and up to Rs 1 lakh for cars, targeted at limited beneficiaries. Goods vehicles will receive Rs 50,000 under this scheme. These benefits will only be applicable if a new electric vehicle is purchased within a specified timeframe following the scrapping.</h4>
<h4>Moreover, there is a significant emphasis on expanding EV support infrastructure. The draft highlights mandatory planning for charging facilities at EV dealerships, a widespread rollout of public charging stations throughout the city, and the promotion of battery swapping systems to enhance convenience for users. Home and workplace charging options will also be facilitated to create a comprehensive ecosystem supporting electric mobility.</h4>
<h4>Delhi Transco Limited will serve as the main agency overseeing these developments, while the Delhi Pollution Control Committee will be responsible for managing battery waste, in compliance with the Battery Waste Management Rules 2022. Additionally, there will be a system for tracking batteries and establishing dedicated collection centres to promote responsible disposal.</h4>
<h1>Firm Timelines Set for Transition to Electric Vehicles</h1>
<h4>The draft policy establishes definitive timelines to ensure a speedy transition away from fossil fuel vehicles. Key milestones include exclusive registration of electric three-wheelers from January 1, 2027, and electric two-wheelers from April 1, 2028. The initiative also mandates that by 2030, 30 per cent of school buses should be electric, while ride-hailing services like Ola and Uber are prohibited from incorporating new petrol or diesel vehicles starting in 2026. Furthermore, all government fleets must transition to electric vehicles for purchasing or leasing.</h4>
<h4>The transport department invites public input prior to the final implementation of the policy. Authorities mentioned that adjustments may be made based on both public feedback and expert advice, aiming to enhance the framework before it goes into effect. Delhi Transport Minister Pankaj Singh reiterated the goal of fostering a cleaner, more sustainable transport system that remains in place until March 31, 2030.</h4>

A total of 11 individuals were arrested during this operation, which spanned various locations in Delhi and Punjab.</h4>
<h4>The arrests were made following intelligence operations that indicated these suspects were installing surveillance equipment throughout the country. Officials claimed that the primary objective of their activities involved espionage and subversive actions that could threaten national security.</h4>
<h4>In the first phase of the operation, law enforcement apprehended six suspects and recovered nine solar-powered CCTV cameras. These devices had been positioned near sensitive security installations and were reportedly transmitting live feeds to handlers located in Pakistan through mobile applications.</h4>
<h1>Recovery of Weapons and Financial Insights</h1>
<h4>In addition to the surveillance cameras, authorities seized four firearms, which included three foreign-manufactured PX5 pistols and one locally-made weapon, along with 24 live ammunition cartridges. The investigation further uncovered that the operational costs for the espionage activities were allegedly funded via Unified Payments Interface (UPI) transactions, some of which originated from illicit arms trades.</h4>
<h4>During the course of the investigation, officials indicated that the group was reportedly engaged in conducting reconnaissance missions targeting sensitive military and paramilitary installations. This reconnaissance involved sharing photographs and videos with individuals based in Pakistan, raising significant concerns about national security.</h4>
<h4>Further intelligence revealed that the network also focused on radicalising vulnerable youths, recruiting them for various terror-related activities, espionage, and arms trafficking. Police reported that installations of CCTV cameras took place at several locations across the states of Punjab, Haryana, and Rajasthan, amplifying the risks to national security.</h4>

<h4>Authorities stated that the investigation had successfully averted potential terror operations, including plans for grenade attacks on key security establishments. Mandates Biometric Attendance: दिल्ली सरकार ने अब सभी सरकारी कर्मचारियों के लिए बायोमेट्रिक अटेंडेंस को अनिवार्य कर दिया है। GNCTD और MCD के दफ्तर अब सामान्य समय पर खुलेंगे। इस आदेश का मकसद कर्मचारियों की उपस्थिति सुनिश्चित करना, लापरवाही कम करना और दफ्तरों में समयबद्धता लाना है। अब देर से आने या जल्दी जाने पर सख्त कार्रवाई की जाएगी। सभी कर्मचारियों को दफ्तर आने और जाने की जानकारी बायोमेट्रिक मशीन के माध्यम से देनी होगी। सरकार ने स्पष्ट किया है कि GRAP खत्म होने के बाद, दफ्तर अब पहले जैसे समय पर खुलेंगे।</h5>

<h5>MCD के दफ्तर सुबह 9 बजे से शाम 5:30 बजे तक संचालित होंगे, जबकि GNCTD यानी दिल्ली सरकार के दफ्तर सुबह 9:30 बजे से शाम 6 बजे तक खुलेंगे। इसके अतिरिक्त, हर विभाग में बायोमेट्रिक मशीन लगानी होगी और जहां मशीन पहले से लगी है, वहां उसे अच्छे हालत में रखना अनिवार्य होगा। यह कदम पूरे सरकारी तंत्र में समयबद्धता लाने के लिए उठाया गया है।</h5>
<h2>हर कर्मचारी की रजिस्ट्रेशन प्रक्रिया</h2>
<h5>अब सभी कर्मचारियों, छोटे से लेकर बड़े अफसरों तक, को बायोमेट्रिक मशीन में अपनी हाजिरी दर्ज करनी होगी। इसमें अतिरिक्त मुख्य सचिव, सचिव, विभाग प्रमुख और अन्य अधिकारी शामिल हैं। नए आदेश के अनुसार, हर कर्मचारी का नाम और रिकॉर्ड बायोमेट्रिक मशीन में दर्ज किया जाएगा और सभी केवल इसी मशीन से अपनी हाजिरी लगाएंगे। इस प्रक्रिया से दफ्तरों में स्पष्टता और पारदर्शिता आएगी।</h5>
<h2>रिपोर्टिंग प्रणाली का पालन</h2>
<h5>विभाग के उच्च अधिकारी रोजाना कर्मचारियों की हाजिरी की निगरानी करेंगे। देर से आने, जल्दी जाने या हाजिरी न लगाने पर कार्रवाई की जाएगी। सरकार ने यह भी बताया है कि हर रोज दोपहर 12 बजे तक बड़े अफसरों की हाजिरी की रिपोर्ट मुख्य सचिव को भेजी जाएगी। वहीं, हर महीने की रिपोर्ट मुख्यमंत्री को दी जाएगी। इस रिपोर्ट में यह भी जानकारी दी जाएगी कि कौन सा अधिकारी कितने बजे दफ्तर पहुंचा।</h5>

<h4>Delhi Police apprehended Singh shortly after the incident, with the operation concluding when his vehicle was intercepted in Roop Nagar around 4:15 pm the same day. Upon arrest, authorities noted that Singh, aged 37 and a resident of Pilibhit in Uttar Pradesh, was travelling alone and did not have any weapons in his possession.</h4>
